Political theorists disagree about whether 'politics' and 'the political' should bedefined narrowly or broadly. Defenders of broad conceptions argue that narrow definitions exclude phenomena that ought to be included and lead us to misunderstand the relationship between different forces in society. Defenders of narrow conceptions argue that broad definitions collapse the distinction between the social and the political, and deprive politics of any distinctive identity. I shall argue that neither of these arguments is successful and that disputes over whether we should adopt a narrow or a broad view of politics are, for the most part, merely verbal.     

The Auditing of Public Policy and the Politics of Auditing: The U.S. GAO and Israel's State Comptroller

A purist conception of audit independence appears to be obsolete. A survey of audit activities of the U.S. General Accounting Office (GAO) and Israel's State Comptroller describes pressures on audit bodies to examine sensitive policy issues and to enter partisan and personal squabbles between elected officials. The critique of the GAO by the National Academy of Public Administration recommends that legislators refrain from asking the audit body to deal with politically sensitive issues. In order to salvage something from the principle of audit independence, it appears more realistic to urge diligence on the part of the supreme auditor.     

Biotechnology, Ethics and the Politics of Cloning

As the debates over cloning and stem cell research indicate, issues raised by biotechnology combine research into the genetic sciences, perspectives and contexts articulated by the social sciences, and the ethical and anthropological concerns of philosophy. Consequently, we argue that intervening in the debates over biotechnology require supradisciplinary critical philosophy and social theory to illuminate the problems and their stakes. More specifically, we will demonstrate problems with the cloning of animals that for now render the cloning of humans unacceptable. In addition, we take on arguments for and against stem cell research and contend that it contains positive potential for medical advances that should not be blocked by problematic conservative positions. Nonetheless, we believe that the entire realm of biotechnology is fraught with dangers and problems that require careful study and democratic debate of key ethical and political issues.     

The Politics of Indian Gaming: Tribe/State Relations and American Federalism

Since the passage of the Indian Gaming Regulatory Act in 1988,gambling on reservations has become a multibillion dollar industry.The act, however, has led to jurisdictional conflicts betweentribes and states. These conflicts are redefining the positionand role of Indian tribes in American federalism. As the tribeshave gained autonomy, states have lost jurisdictional powerand control. The federal government has become the arbiter inthe disputes and, as such, has continued to maintain its positionof supremacy and power over both tribes and states.     

Ethics Goes Global: The OECD Council Recommendation on Improving Ethical Conduct in the Public Sector

On 23 April 1998 the Council of the Organisation for Economic Cooperation and Development issued the Recommendation on Improving Ethical Conduct in the Public Sector. It is the result of more than three years research, analysis and cooperation between OECD member countries, and, as a statement from the highest level of the organisation, it represents a consensus of all of its 29 members on an issue of global public concern. This article is a speculative analysis of a new international development that may have implications for local public management practice. The purpose of this article is to unearth some of the theoretical assumptions on which the recommendation relies and to consider the implications they might have for its implementation and effectiveness.
