The article investigates whether differences in public sector management quality affect the link between public debt and economic growth in developing countries. For this purpose, we primarily use the World Bank's institutional indices of public sector management (PSM). Using PSM thresholds, we split our panel into country clusters and make comparisons. Our linear baseline regressions reveal a significant negative relationship between public debt and growth. The various robustness exercises that we perform also confirm these results. When we dissect our data set into “weak” and “strong” county clusters using public sector management scores, however, we find different results. While public debt still displayed a negative relationship with growth in countries with “weak” public sector management quality, it generally displayed a positive relationship in the latter group. The tests for non‐linearity shows evidence of an “inverse‐U”‐shape relationship between public debt and economic growth. However, we fail to see a similar significant relationship on country clusters that account for PSM quality. Yet, countries with well‐managed public sectors demonstrate a higher public debt sustainability threshold. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

Performance management (PM) has become one of the most important reforms in the public sector in both developed and developing countries. Unfortunately, institutionalizing PM in the sector continues to be a major problem. Although a number of scholars continue to study the PM in the public sector from different theoretical perspectives, there has been paucity of research concerning the process of institutionalization. The few studies that have attempted to look at the process have done so from a “coercive isomorphism” perspective, especially through legislation. The lack of studies to examine the process of institutionalization has therefore created a gap, which needs to be filled. We therefore attempt to contribute to this discussion by exploring the role of institutional entrepreneurs and their impact on the development and institutionalization of PM in developing countries, with a particular focus on Ghana, a country obsessed with PM but was only able to institutionalize one in 2013 under the leadership of its Public Services Commission. How was the leadership of the PSC able to succeed where previous leaders could not? What characteristics did they display, and what strategies did they use to get things done? Performance management (PM) has become a key instrument in the quest to ensure optimal operations by organisations in the public sector. Some scholars, though, believe that PM has failed because of employees' negative perception and management's exclusion of employees from its development. Studies on the relationship between employee perception of PM and its effectiveness in the public sector are limited. We argue that management must value employee perception more highly than they do at present because it is unlikely employees would be willing to take an active part in implementing a change with which they disagree or that they see as having no value. This study examines the effect of employees' perception on the institutionalisation and implementation of PM in developing countries, with specific reference to Ghana.  相似文献

This article examines the interplay between legitimacy and context as key determinants of public sector reform outcomes. Despite the importance of variables such as legitimacy of public institutions, levels of civic morality and socio‐economic realities, reform strategies often fail to take such contextual factors into account. The article examines, first, relevant literature – both conceptual and empirical, including data from the World Values Survey project. It is argued that developing countries have distinctive characteristics which require particular reform strategies. The data analysed shows that in Latin American countries, there is no clear correlation between confidence in public institutions and civic morality. Other empirical studies show that unemployment has a negative impact on the level of civic morality, while inequality engenders corruption. This suggests that poorer and socio‐economically stratified countries face greater reform challenges owing to the lack of legitimacy of public institutions. The article concludes that reforms should focus on areas of governance that impact on poverty. This will in turn help produce more stable outcomes. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

Many Asian countries are attempting to promote public accountability as a part of public-sector reform, but their situation remains unsatisfactory compared to advanced countries. Except for a few, many Asian developing countries are still struggling with political and socioeconomic weaknesses. Indeed, the nature of public sector reform in many Asian developing countries differs substantially from that of advanced countries. Furthermore, the concept of accountability is not interpreted equally throughout the world. Accordingly, the purpose of this article is to review the major constraints to enhancing public accountability in Asian developing countries and to discuss major strategies to promote such accountability from the perspective of developing countries. This article first reviews the concept of accountability and its development, followed by discussion of constraints in enhancing public accountability and public sector reform, key measures to enhance public accountability, and implications and conclusions.  相似文献

Governments’ choice of funding modality can produce powerful incentives for organisations to perform in preferred ways, but it can also divert limited resources, narrow accountability, and undermine capability. Through literature review and interviews, the research explored the international literature on public finance management in developing country contexts, and compared this to case studies of Indigenous organisations. The situation in Australia was found to differ in three ways: (1) performance indicators are imposed, rather than negotiated; (2) few existing public funding modalities reward performance or provide incentives; and (3) funding arrangements do not generally require receiving organisations to be accountable to their constituents. Stability and durability of funding modalities, and clarity in functions and jurisdictional boundaries, were also found to positively influence performance. Further research is required to design new performance frameworks that build around the organisation, rather than the grant, with indicators of governance capability and downward accountability to constituents.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

Abstract

This paper seeks to convey a broader understanding of policy transfers between different sectors, focusing on transfers from the for-profit sector to local government. Specifically, we study the reasoning in a transfer process of branding and reputation management policy. Our case is a rural Norwegian municipality struggling to combat depopulation. This study is longitudinal. We discover that some original program elements cannot easily be transferred to the democratic context of local government. The transfer involves both interpretations and adjustments of the policy because of municipal institutional characteristics and values. The success of transfer depends here on the ability to balance the original policy with practices widely valued within the new setting.  相似文献

This paper develops the issue of economic transition linked to a democratic transition that a developing country, Tunisia, is living following the revolution of 2011. Tunisia has made a profound change, it is currently developing new institutions, however, it is not an annuitant country, its activities and economic performances depend on political stability and the choice of the implemented politico-economic system. The question is whether the operating political forces will affect the direction of structural changes, thus toward a transition of breakage or the direction of adaptive transition. Neo-liberalism, practiced for 30 years, has developed an entrepreneurship structured as small and medium enterprises, whose performances are variable according to the sector and the state role. With the revolution, the country entered in a phase of political, social, and economic instability. A new constitution is passed, the political system installs the multiparty system, the country has a tradition of openness to the rest of the world, the challenges are numerous and the question of the role of the state in the economic sphere is very acute. The analysis is based on the observation of facts and the review and analysis of data relating to politics and economy, observed in the period before the revolution and after the revolution.  相似文献

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Drawing from the perspectives of developing and transitional countries, this special issue empirically examines the extent to which ethics, values and spirituality can reduce unethical behaviours.  相似文献

A report on factual international programmes shown on UK TV in 2003 reveals that the total of hours broadcast is similar that of previous years. However, there has been a drop in the number of programmes on developing countries, and the definition of 'factual international' covers a misleadingly wide range - including game shows and travel programmes. The amount of developing country coverage on terrestrial TV is the lowest since the measurement began in 1989. Many serious programmes on developing countries are now shown exclusively on the new BBC digital channels. It appears that ITV is no longer fulfilling its public service remit to broadcast programmes covering 'matters of international significance and interest'. The proportion of foreign coverage in television news increased in 2003 across all bulletins, as a result of the Iraq war.  相似文献

Public sector managers in less developed countries are confronted with opposing forces. A lack of sufficient resources along with a tradition of corruption are obstacles for developing and using performance measurement systems. However, recent public sector reforms in less developed countries, including decentralisation and anti‐corruption programmes, stimulate the development and use of such systems. On the basis of a framework, which distinguishes different types of stakeholders, each with particular performance interests, we analyse how public sector managers are coping with the two opposing forces, given the relative power positions and the interests of their stakeholders. On the basis of four cases studies of local government agencies in Bali (Indonesia), we found that with respect to the annual performance reports, managers in these agencies focus more on fulfilling the formal requirements regarding the format of these reports and on their timely submission than on their contents, which are all symptoms of a symbolic rather than functional use of performance information. However, the reports include information on inputs that is linked to similar information in short‐term reports, which the managers use in a functional manner. In order to bolster the emerging but still underdeveloped conceptualization of e‐government technology transfer, we examine the implementation of a European Patent Management System in Brazil. The case study provided in this article offers opportunities to improve understanding on technical and organizational issues associated with e‐government technology transfer. Our findings provide evidence that the transfer of e‐government technology from a European to a Brazilian context requires multiple adaptations of the original design, intensive learning on the side of the recipient organization, and flexible implementation plans. The use of outcome-based performance management as a means of coordinating and monitoring the production of decentralized public services has been growing. At the same time, it has been associated with significant problems, notably difficulty in controlling opportunistic behavior. However, alternative service delivery models based on open collaboration and coproduction, which can control opportunism, require initial trust between partners, and are often vulnerable to corruption, complacency, and rent-seeking. Thus, open collaboration models appear to need additional mechanisms that would promote trust building between partners even where trust is initially low, together with ensuring accountability and reducing opportunism. Based on a review of the recent business literature on networked production, the paper puts forward a service delivery model based on benchmarking, iterative planning and design, and error detection and correction mechanisms.  相似文献

Abstract

What constitutes “good” performance in a law enforcement agency, who decides, and how does public recognition of that performance change how an agency performs? This study uses a quasi-experimental design and propensity-score matching model to assess the impact of a law enforcement agency’s status as a finalist for the annual Cisco/International Chiefs of Police Association (IACP) Community Policing Award on performance in future years, as measured by crime clearance rates. It is found that after comparing the treated group (finalist agencies) with the untreated group (non-finalist nearest-neighbor agencies), there is no meaningful difference in crime clearance rates. This unexpected finding establishes that the public recognition of finalist status by the Department of Justice, which promotes finalist agencies as exemplars of best practices in community policing, does not impact the subsequent performance of those agencies. Additionally, the results of the model suggest that the impact of symbolic politics and social construction on the award finalist selection process and the choice by DOJ to promote the practices of those agencies should be explored. Questions are also raised as to the utility of crime clearance rates as a performance measure, and future avenues for research in each area are proposed.  相似文献

Customs authorities in developing countries are often reluctant to forget systematic inspections for fear of risking revenue loss. Such physical inspections however, impede rather than facilitate trade. Control selectivity is therefore a key issue in customs administration reform. This paper shows how a sophisticated risk management method can facilitate trade by automatically and rationally selecting transactions, with the end result of actually enhancing revenue performance.
