The Bases of New Relations Between Montenegro and Serbia proposed by the ruling coalition of Milo Djukanovic is a dramatic change from the federal structure laid out in the 1992 Federal Republic of Yugoslavia Constitution. The Bases of New Relations is Montenegro's attempt to shut out Milosevic, distance Montenegro from Serbia while avoiding civil strife, and lead the republic toward European integration. Largely viewed as a dead letter, the Bases of New Relations still stands as a concrete example of Podgorica's goals.  相似文献

ABSTRACT

According to Statistics South Africa (2002) HIV infections were the leading cause of death for females between 15 and 39 years of age for the period 1997 to 2001. The South African Department of Health (2003) estimates that 3.1 million women (15–49 years) in South Africa are HIV-infected. The Human Sciences Research Council (HSRC) (2002) claimed that in the 15- to 24-year age group, 12 per cent of the women and 6.1 per cent of the males are HIV-infected. The high incidence of HIV/AIDS has resulted in a number of campaigns that seek to promote safe sex. According to the results that have been published, young people are seen as a high-risk group. However, of the campaigns that seek to address the issue of HIV/AIDS, the loveLife project is the only campaign aimed exclusively at young people. loveLife makes extensive use of the printed media in their campaigns. They claim to speak in a language with which young people will identify. Very little research into the effectiveness of the language use in these campaigns has been undertaken. Saal (2003) examined the effect of teenager slang as used by loveLife among learners in the Western Cape. This research is an extension of the research conducted by Saal (2003), looking in particular at the effect of Tsotsitaal among learners in the Eersterust area. Tsotsitaal is widely used in Eersterust, Gauteng Province, and its persuasive effect in HIV/AIDS material will be examined. Two brochures (written in Standard Afrikaans and Tsotsitaal) were tested in terms of their effect on source–receiver–similarity, source attraction and credibility (source expertise and trustworthiness) as well as persuasiveness. The findings of the study suggested, somewhat surprisingly, that speakers of Standard Afrikaans are rated more favourably than Tsotsitaal speakers in terms of source–receiver–similarity and credibility. The participants also viewed the brochure in Standard Afrikaans as significantly more persuasive than the Tsotsitaal brochure.  相似文献

The articles in this special issue are drawn from papers presented at a conference entitled “Neoliberalism and/as Terror”, held at the Nottingham Conference Centre at Nottingham Trent University by the Critical Terrorism Studies BISA Working Group (CSTWG) on 15–16 September 2014. The conference was supported by both a BISA workshop grant and supplementary funds from Nottingham Trent University’s Politics and International Relations Department and the Critical Studies on Terrorism journal. Papers presented at the conference aimed to extend research into the diverse linkages between neoliberalism and terrorism, including but extending beyond the contextualisation of pre-emptive counterterrorism technologies and privatised securities within relevant economic and ideological contexts. Thus, the conference sought also to stimulate research into the ways that neoliberalism could itself be understood as terrorism, asking – amongst other questions – whether populations are themselves terrorised by neoliberal policy. The articles presented in this special issue reflect the conference aims in bringing together research on the neoliberalisation of counterterrorism and on the terror of neoliberalism.  相似文献

The author reviews recent foreign policy achievements of the U.S. government. Relations with PRC and USSR are seen as having set the stage for further lessening of hostilities. The strong centres of power emerging in Europe and Japan are seen as requiring new frameworks for increasing cooperation, particularly in the areas of military deterrence vis‐à‐vis adversarial power centers and in the establishment of new and more equitable monetary and trading relationships. Relations with Third World countries are discussed. A large thrust of American foreign policy in the coming years is seen as devoted to the creation of a stable international system which is less dependent on the contribution of the United States.  相似文献

ABSTRACT

Although first explicitly coined in Renaissance Italy, the notion of a ‘balance of power’ – the conduct of state actors to meet the logics of power balancing – goes back to pre-modern times. Traditionally, scholars have looked to the Punic Wars and the early modern period as early evidence for the balance. However, the ancient Near East during the second-millennium BC has received far less attention. Yet Western Asia existed as an international arena of states fully integrated in a system based on interdependence and power balancing. In the field of International Relations, systematic analyses of this phase in world history remain under-developed. Accordingly, the question of when a systemic environment for the balancing behaviour existed for the first time has been addressed less in International Relations theory where the literature leans primarily on the European experience.  相似文献

External crises such as the Bird Flu epidemic, as well as severe environmental problems, are changing overall attitudes towards research in human health and the environment. At present, the EU is putting pressure on developing countries in Asia and elsewhere to increase their environmental capacities and put forward methods of environmental management that support innovation and competitiveness. They are also being encouraged to participate in the Kyoto protocol and Bali processes on climate change. This paper aims to address the current issues faced by the EU in promoting environmentally friendly technologies in Southeast Asia, as well as to examine the opportunities for technological cooperation between Europe and Asia. It will use Indonesia, Malaysia, Thailand, the Philippines and Vietnam—some of the EU’s chosen recipients of official development assistance in the region—as case studies, in order to examine how these countries implement policies that incorporate environmental technology strategies designed to promote sustainable development. It will also attempt to identify the type of actions that are being pursued by their respective governments, with the support of the EU and its member states. Finally, the paper will suggest which types of environmentally friendly technologies and best practice could be transferred from Europe to Southeast Asia, and to the wider Asian region. An earlier version of this paper was presented at the ‘EU–Asia Relations: A Critical Review’ conference at the Jean Monnet European Centre of Excellence at the University of Melbourne, 27–28 March 2008. Global publics and local actors are increasingly saturated with variegated still and moving images. The important role played by images in world politics, however, remains understudied in the International Relations (IR) discipline. This article argues that the Kurdish geopolitical space is increasingly tied to a new regional and global imagination, which emanates from verbalvisual meaning-making strategies such as narrative reconstructions and pictorial representations (for example illustrations, pictograms, or photographs). The article’s investigation illustrates how the construction of new Kurdish geopolitical imagination became increasingly regionalized and internationalized during the war against the so-called Islamic State (IS), particularly after the Kobane siege in Syria in late 2014. It shows how the war between the Syrian Kurdish forces and the IS involved gendered and aesthetic signification for the global and regional audiences. Such strategies of meaning-making served as vital venues for gendering and making the threat of the IS and its “distant war” proximate, familiar and urgent for otherwise disinterested western audiences. These verbalvisual strategies vitally acted as a transmission belt between individual, state and systemic levels, turning the struggle against the IS into a globalized cultural-symbolic war. The article employs critical visual semiotics and critical discourse analysis to investigate the regional and global politics of image and offers three empirical cases to illustrate its argument: the narratives of the Kobane siege; the cartoon depicting a “Kurdish homeland” and globally circulated Kurdish female fighter photographs.  相似文献

Abstract

This article aims to help communication practitioners know which cultural dimensions are associated with communication satisfaction. The meta-theoretical framework is the Excellence Theory of Public Relations and Communication Management (Dozier, Grunig and Grunig 1995, 35). The conceptual theoretical framework; cultural dimensions by Geert Hofstede (Hofstede and Hofstede 2005, 39) and communication satisfaction by Downs and Hazen (1977, 68) and Gray and Laidlaw (2004, 427) fit into the Excellence Theory of Public Relations and Communication Management. The research design was a quantitative survey with an online questionnaire as a data collection method distributed among a random sample. Validity was improved through pilot tests and the sampling technique. In terms of reliability this survey's scores sufficed as accurate and consistent, scoring above the acceptable score of 0.7 (Van Heerden 2001); 0.72 for national culture and 0.83 for communication satisfaction. Regression analysis was used to analyse the relationship between cultural dimensions (independent variables) and communication satisfaction (dependent variable). The findings clearly showed that national cultural dimensions have significant relationships with communication satisfaction. The implication was that internal communication practitioners could now be informed about the dynamics of the interaction between the cultural dimensions prevalent amongst South African employees and internal organisational communication satisfaction.  相似文献

The articles in this special issue are drawn from papers presented at a conference titled Critical Terrorism Studies: Practice, Limits and Experience. The conference was organised by the Critical Studies on Terrorism Working Group of the British International Studies Association (BISA). The event was supported by both a BISA workshop grant and by Loughborough University’s Centre for the Study of International Governance (CSIG) and was held at Loughborough University from 9–10 September 2013. The conference aimed to explore what we know about terrorism and counterterrorism and importantly to ask how we know it. Reflecting the recent “materialist”, “everyday”, “experiential” and “narrative” turns in the fields of International Relations (IR), Geography and Cultural Theory, the event brought together scholars and practitioners to reflect on practices of research and knowledge production in Critical Terrorism Studies and related fields. In contemporary high-choice media environments, people increasingly mix and combine their use of various news media into personal news repertoires. Despite this, there is still limited research on how people compose their individual news repertoires and the effects of these news repertoires. To address this and further our understanding of how media use influences political participation, this study investigates (a) how people combine the use of offline and online media into personal news repertoires and (b) the effects of different news repertoires on both offline and online political participation. Based on a two-wave panel study covering the 2014 Swedish national election, this study identifies five news repertoires, labeled minimalists, public news consumers, local news consumers, social media news consumers, and popular online news consumers. Among other things, the results show that social media news consumers are more likely to participate in politics both offline and online.  相似文献

ABSTRACT

The article makes the case for scrutinising international organisations (IOs) as key sites and agents of inequality reproduction and transformation in international society. Drawing on sociological inequality research and institutionalist approaches to International Relations, we argue that IOs reproduce and transform broader stratification patterns in their global social environment through intertwined processes of categorisation and distribution. We propose to capture these twin processes from three observation points, which highlight different material and symbolic practices operating within IOs and at the interface between IOs and their environment.  相似文献
