Studying a stream of migration from Jharkhand to western Uttar Pradesh (UP), this article focuses on the work and life experiences of migrant labour from tribal India. Based on an in-depth study of a Jharkhand village, alongside a briefer stint at the destination village in UP, it examines the micro-level nuances and complexity of migrant labour movements and their often unexpected and unrecognised social consequences, particularly, the renegotiation of class and gender relations at home and the destination. Apart from pointing to the deep interconnections between the relations of production and reproduction, it demonstrates how the use of distinct representations of work and life due to spatial distanciation contribute to renegotiating both labour relations and social identities.  相似文献

A decade ago it seemed likely that African governments would be destabilised by the impact of the HIV/AIDS epidemic. This article tests some of the presumptions in such forecasting with an examination of the South African case. It begins with an assessment of the effects on the public health system of the South African government’s efforts to cope with the illness. Efforts to implement universal treatment of people who are HIV-positive appear to have strengthened government, while the costs have been affordable. The efforts have extended the embrace of the public health system and prompted the engagement of civil society in policy formation and implementation. Survey evidence suggests that the government has gained public approval and that its health service delivery has become more socially accountable. Civil protest to engender political reforms in the treatment of AIDS patients has enhanced the role of constitutional checks on executive authority.  相似文献

In this article we describe a study of the construction of governments in Poland by concentrating on the recruitment of individuals to government positions. (1) We therefore consider social, political, and institutional factors in the construction of the government's cabinets. (2) We examine the question of the path to the highest government positions—where did the people exercising power come from and what qualifications do they have? Constitutional Courts stand at the interface between law and politics, as the newly formed Russian Constitutional Court exemplified during Russia's time of troubles between 1991 and 1993. One Constitutional Court case from that period had particular significance. The Russian court considered the constitutionality of the Communist Party of the Soviet Union (CPSU) and the Russian Communist Party (CP RSFSR). The seven month long hearing tested the court's stamina and resolve. Described before it began as ‘Russia's Nuremberg’, was the Communist Party case a turning point in Russia's relationship with her past, or was it a staged showpiece with no real impact? A distinguishing feature of Central European polities is a strong policy-shaping role of parliaments. This article demonstrates how party political and procedural factors set the scene for the executive's loss of legislative control in Poland. Parties undermine the governmental grip because of their limited internal cohesion and competitive coalitional strategies. Parliamentary rules reinforce such party effects. The executive can shield its bills from amendments by relying mainly on partisan controls, not formal privileges. But, as an analysis of over 300 bills shows, when party discipline and coalition cooperation are in short supply, partisan controls are ineffective as instruments of legislative control.  相似文献

Abstract

This article discusses the transformation of the liberal international order, with reference to the ways in which global shifts affect the developmental paradigms among the emerging middle powers. Although it is rarely contested that the liberal order is being severely tested, the dynamics and potential consequences of this transformation are a matter of intense controversy. Also, the debate mainly focuses on great power politics, without paying adequate attention to the ways in which middle powers are influenced by and inform the transition to a post-liberal international order. By focusing on the case of Turkey, this article addresses whether non-Western great powers (Russia and China in particular) are leading the emergence of alternative order(s), and if so, through what mechanisms. Based on the reciprocal interactions between ideas, material capabilities and institutions, I argue that the preferences of the Turkish ruling elite seem to be gradually shifting from a Western-oriented liberal model towards a variety of ‘state capitalism’ as an alternative developmental paradigm in a post-liberal international order.  相似文献

Demand for decentralisation of provision of public services is gaining ground in developing countries. Also, the policy advice to decentralise given by international agencies to the developing countries is turning into pressure. However, the benefits of decentralisation are not as obvious as the standard theory of fiscal federalism predicts. This article examines the effect of decentralisation of provision of drinking water in central India. The efficiency of water utilities under the control of the state government and those under the local governments is compared in terms of expense and asset utilisation. It is found that the decentralised provision of water supply is less efficient. The possible reasons for this counter intuitive result are analysed.  相似文献

Islamic NGOs have proliferated in an effort to solve basic socioeconomic problems within an Islamic framework. Although legal conditions and government oversight prohibit direct political activities through Islamic NGOs, Islamists utilise these institutions to combat the intrusion of Western values and cultural codes. It is this struggle at the level of discourse and culture that imbues Islamic NGOs with political import, even if these activities are outside the boundaries of traditional politics. This article uses a case study of the al-Afaf Charitable Society in Jordan to examine the relationships among socioeconomic development, political and cultural struggle, and Islam. In an effort to promote early family formation, as encouraged by Islam, al-Afaf provides a variety of services to remove obstacles to marriage. This, in turn, is conceptualised by Islamists as an institutionalised attempt to counter Western values and practices that are seen as inimical to Islam.  相似文献
