Think tanks—non-governmental policy institutes engaged in both research and advocacy—occupy a position at the intersection of different societal fields. This interstitial position determines how they operate and what language they use. Their claim to expertise hinges upon their successful presentation as independent actors. In this endeavour, an apolitical image is crucial. This article studies the role of language in legitimising the position of think tanks. How do think tanks negotiate their apolitical image? What organisational and historical reasons sustain their claim to be apolitical? These questions will be addressed here, through original empirical material based on semi-structured interviews with Polish think tank leaders.  相似文献

Abstract

Foreign policy making in India is typically viewed as highly centralised and dominated by the Prime Minister’s Office and bureaucracy. Yet in 2004, the Congress-Party-led United Progressive Alliance government launched a Composite Dialogue with Pakistan which included a place for Indian think tanks in the Kashmir dispute. We suggest that as India liberalised its economy amidst domestic political upheaval, think tanks were given greater access to domestic and foreign funding and adopted new roles in foreign policy making. In the case of the Kashmir conflict, peacebuilding think tanks were encouraged by the government to engage in cross-border activities that would build constituencies for peace with Pakistan and promote economic cooperation as an incentive for peace. While the government aimed to depoliticise the conflict, these think tanks used this opportunity to draw attention to marginalised perspectives and issues. Peacebuilding think tanks nonetheless faced significant challenges in shaping the peace process because of structural constraints regarding access to resources and lack of autonomy to further their agendas. This reflected resistance within the state to depoliticising a conflict that has long been India’s central national security issue.  相似文献

This article aims to depict how the EU policymaking process affects the knowledge-broker role of EU think tanks. To this end, I examine the organisational and output strategies of 22 EU think tanks—think tanks sharing a EU-transnational origin, an interest in EU subjects, and the intention to contribute to EU policymaking. I argue that certain aspects of EU policymaking, (a) the emphasis on participative processes that foster linkage and exchange activities, (b) concern with stakeholder representatives, (c) development frameworks for knowledge management for particular policy actors, and (d) lack of an overarching European public sphere, affect the knowledge-broker role of EU think tanks. As a result, EU think tanks concentrate on customised knowledge management and platform development and dissemination among target publics in order to appeal to partners, members and sponsors and thereby secure funding and reputation.  相似文献

THE IDEA BROKERS: THE IMPACT OF THINK TANKS ON BRITISH GOVERNMENT   总被引:4,自引:0,他引:4  
Although there are few think tanks in Britain they have been credited with considerable influence on government policies since the late 1970s. This article charts their recent history, distinguishing between larger, 'establishment' bodies like the Policy Studies Institute and smaller, more politically partisan bodies such as the Centre for Policy Studies; generally the latter have enjoyed greater influence. It identifies the distinctive characteristics of these bodies–their ideological orientation, their concentration on élite opinion formers, their short to medium-term horizons, their emphasis on originality and publicity. Think tanks face tactical dilemmas when pressing their views on Britain's comparatively closed system of government, in particular their choice between insider and outsider forms of persuasion; the tension between proximity to ministers and intellectual autonomy; and their advantages to politicians as deniable sources that can float new ideas, which can be counter-balanced by politicians' fluctuating appetite for radical ideas. As a case study the article examines the relations enjoyed by the Institute of Economic Affairs and the Centre for Policy Studies with Mrs Thatcher's government, and particularly the evolution of a potent network of influence embracing ministers, special advisers and backbenchers. Finally it considers the dangers of an overemphasis on novelty at the expense of feasibility, and the danger of burnout in the smaller think tanks dangers mitigated by the continuous turnover that operates in the world of think tanks.  相似文献

The aim of this paper is to contribute to the understanding of the role of think tanks in the governance of regional policy. The paper critically reviews a series of reports by United Kingdom (UK) based think tanks, published between 2002 and 2008, a period of interest on the part of national government in the most appropriate configuration of subnational governance. Policy transfer and the role of ideas in regional policy provide the framework for analysis. The interpretation of the findings suggests that the think tanks considered are largely products of national policy debate and party politics in the United Kingdom, despite efforts to devolve power. This is surprising given debates about the influence of European Union regional funding on UK regional policy, seen as a prime example of multi‐level governance.  相似文献

This Special Issue explores macroeconomic effects of aid from various perspectives through a blend of studies, both conceptual and empirical in nature. The overall aim is to enhance the understanding of the macroeconomic dimensions of aid in the policy and research communities, and to inspire further innovative work in this important area. The phrase ‘think tank’ has become ubiquitous – overworked and underspecified – in the political lexicon. It is entrenched in scholarly discussions of public policy as well as in the ‘policy wonk’ of journalists, lobbyists and spin‐doctors. This does not mean that there is an agreed definition of think tank or consensual understanding of their roles and functions. Nevertheless, the majority of organizations with this label undertake policy research of some kind. The idea of think tanks as a research communication ‘bridge’ presupposes that there are discernible boundaries between (social) science and policy. This paper will investigate some of these boundaries. The frontiers are not only organizational and legal; they also exist in how the ‘public interest’ is conceived by these bodies and their financiers. Moreover, the social interactions and exchanges involved in ‘bridging’, themselves muddy the conception of ‘boundary’, allowing for analysis to go beyond the dualism imposed in seeing science on one side of the bridge, and the state on the other, to address the complex relations between experts and public policy.  相似文献

ABSTRACT

Social protection policies have been tools for fighting social exclusion, inequality and reducing poverty incidence among vulnerable populations in developing countries. In this regard, the government of Ghana through the institution of the disability fund has demonstrated a commitment to advancing the cause of people with disabilities. In assessing policy efficacy, the realities on the ground, as well as policy challenges, 130 persons with disability (PWDs) and 10 Key Informants (KIs) were recruited from across five regions. In addition to conducting face-to-face interviews with PWDs, the study conducted a number of interviews with key informants (KIs). The study findings concluded amongst other things that, the policy is plagued with challenges such as limited information about the fund, fund access difficulty and disbursement delays. It was also revealed that; the policy is saddled with opacity and partisan politics. To ensure efficiency and expedite the achievement of Sustainable Development Goal (SDG) 1, the research proposed for policy restructuring. In addition to introducing financial literacy and management training for beneficiaries, the study proffers decoupling the fund management from political structures to help meet the objectives for which it was incepted.  相似文献

ABSTRACT

The existing literature on Indonesia’s foreign policy has excluded the state from the category of an agent which shapes the country’s external affairs. This trend certainly ignores the notion that foreign policy is a unique state activity taking place in the interface between domestic and international politics. To fill the gap, this article explores the idea about the family state and looks at its influence on the conduct of Indonesia’s international relations. The argument is that the family state pursues order in international society in which sovereignty can be maintained. Indonesia plays the role of an order-maker in Southeast Asia through the Association of South East Asian Nations (ASEAN). The order-oriented actions are displayed by Jakarta’s diplomacy to resolve border disputes with neighbouring countries in the region.  相似文献

The environmental justice movement challenges public administrators to develop appropriate administrative and policy responses to environmental racism claims. Public administration scholarship has focused little attention on claims of environmental racism and the environmental justice movement, in part as a result of a too narrow conceptualization of racism. ABSTRACT

Networks of organizations involved in public policy implementation require strong interaction, concerted action and high degrees of collaboration to be effective. However, little is known about how different types of organizations involved in implementation of multi-sectoral social policies interact in these networks. In this article the relationship between organizational characteristics and network position is explored, as well as how the intensity of collaborations can also determine organizations’ involvement in networks. The nature of funding (public/private) and the remit of activity of organizations are found to determine their influence and importance in social policy networks. Furthermore, the network position of the organizations also depends on the level of intensity of their interactions. These results can guide public administrators when developing and promoting networks to involve a particular type of actor and also policymakers as to which types of ties are more aligned with the implementation of a particular policy.  相似文献

Abstract

This article provides an account of the challenges faced by a group of women refugees in recreating shattered identities in the aftermath of the conflict in the former Yugoslavia. As a result of civil war, national identities were challenged and changing roles involved negotiating new definitions of self. Participants developed a new identity to reflect the realities of their situation, and at the same time transcended national and ethnic boundaries to recognize a common humanity. The article concludes that further research should focus on the special challenges to identity for refugees from civil wars and encourages social workers to be sensitive to these particular issues.  相似文献

Abstract

Recent federal policy initiatives highlight requirements for all United States federal agencies and all recipients of federal funding to proactively accommodate the LEP populations they serve. However, many of the agencies and organizations that receive federal funds are unaware of this obligation or have not taken action to comply with it. Implementing these initiatives, especially in an era of fiscal constraints, poses significant management challenges for public agencies. Local government entities, advocates and community organizations share an obligation to ensure effective access to LEP populations, and can reap mutual benefits through coordinated efforts to do so.  相似文献

ABSTRACT

The purpose of this study is to tell the stories of female victims of human trafficking from Ethiopia. It discusses the causes of trafficking and how it affects the social and emotional well-being of women. The study is conducted using a constructivist framework and involves in-depth interviews with five returnees whose experiences as victims are explored. The goal is to provide insight into the challenges faced by the wider population. Emergent themes in the stories are discussed in line with relevant literature. The study shows lack of job opportunities, limited income, and false promises made by brokers as the major factors drawing women into human trafficking. The findings also show that even after return, the victims experience further difficulties as a result of post-traumatic psychological factors. Looking at the significance of the research outcomes, the gleaned information could be of value for organizations working on migration and countering human trafficking.  相似文献

Abstract

Development policies in the pastoral areas of Africa assume that pastoralists are poor. Using the Afar pastoralists of Ethiopia as the focus of research this article challenges this depiction of pastoralism by exploring pastoral livelihood goals and traditional strategies for managing risk. Investment in social institutions to minimise the risk of outright destitution, sometimes at the cost of increased poverty, and significant manipulation of local markets enable the Afar to exploit a highly uncertain and marginal environment. Improved development assistance and enhanced targeting of the truly vulnerable within pastoral societies demands an acceptance that pastoral poverty is neither uniform nor universal.  相似文献

ABSTRACT

It is common knowledge in Ghana that during political transitions, programs set in previous Medium Term Development Plans (MTDP) by prior governments are abandoned without regard for their wider national implications. While the economic impacts of these political transitions have been researched, till date no known studies have taken a holistic look at the relation between political transition and the level of MTDP target achievement. This article attempts to fill this research gap using Ghana as a case and the policy learning and political business cycle literatures as organizing frames. Using annual MTDP data and semi-structured interviews with 25 officials who were involved in the implementation of MDTPs at the national and local government levels, this article finds that aberrations in target achievements across the entire period between 2001 and 2016 were the result of financial constraints and the pressures to adjust to political change.  相似文献

Abstract

The Catholic Church has played a key role in the development of Timor-Leste since Dominican friars first began trading with the Timorese in the 16th century. Religious networks and spaces have been essential in delivering development services, while Catholic theologies have shaped how development is pursued and understood. In this paper we outline the changing contribution and character of the Catholic Church through three periods of Timor's tumultuous history—during colonialism, under Indonesian occupation and through independence—with a greater focus on the latter stages. We present the Timorese Church as a heterogeneous organisation that responds in both progressive and conservative ways to the socio-political contexts in which it is embedded. Our aim is to highlight the diverse religious development geographies that exist in Timor-Leste but which are marginalised within contemporary development planning and policy. Drawing upon post-development theory and performative research, we encourage debate about the role of religious institutions in inspiring ‘alternatives-to-development’.  相似文献

Policy entrepreneurs and their role for policy change, policy integration and cross-cutting governance has been thoroughly investigated. Here, focus is on a previously neglected aspect of policy entrepreneurship: the tendency to employ public bureaucrats with formal positions to act as policy entrepreneurs for policy integration. Based on 34 interviews with these actors in the Swedish local and regional government, three versions of this formalized policy entrepreneurship are identified: Informal compensation for formal vertical flaws, Making others do things and Integration in the vertical formal organization. These versions of formalized policy entrepreneurship brings a deeper understanding to the development of governance for policy integration, and also to the policy entrepreneurial role in the political-administrative organization.  相似文献
