Digital mobile communication tools have become cultural artefacts for everyday sociability. As technology use becomes pervasive in society, it brings many advantages for everyday social relations, but these benefits come in tandem with some disadvantages and unintended consequences. One such consequence is the tendency for people to be distracted due to technology use while driving. The focus of this study was to explore the prevalence of texting, making phone calls, and other technology use, such as adjusting or tuning dashboard music players or radios, while driving. Through a survey of drivers, roadside ethnographic observations of drivers, and interviews with traffic officers in Polokwane, Limpopo, South Africa,, the study broadly examined the social and cultural impact of technology and mobility with specific focus on technology use and distracted driving. The findings revealed a prevalence for texting and driving: 60 per cent of the participants reported that they have sent a text while driving; and 88 per cent acknowledged that they have seen drivers texting while driving. The study is significant considering the limited research on this social issue in South Africa, and it is also relevant considering that technology use and distraction portends the potential for causing road accidents. 相似文献

Abstract Since the 1950s various paradigms of development have aimed to improve living conditions in the developing world (Africa, Asia and Latin America). Globalisation has increased the gap between information and technology haves and have-nots, and development practice (born out of the paradigms developed over the past fifty years) now seeks to address issues such as access to information communication technology (ICT) and the need for developing countries to participate in the global economy. This article examines the first year of the joint venture between the Media in Education Trust (MiET) and the KwaZulu-Natal Department of Education (KZNDE) to develop Education Centres Supporting Rural Development in KwaZulu-Natal, and how these centres address a crucial aspect of development – the question of access. 相似文献

The effects of counter-terrorism legislation on civil-society organisations (CSOs) based in the South have received little attention in the wider literature. This article reports on the findings of a series of international workshops to examine the effects of such legislation, held in Lebanon, the Kyrgyz Republic, India, the Netherlands, the UK, and the USA. The evidence presented at these workshops suggests that counter-terror legislation is undermining the work of civil society in complex and interrelated ways. 相似文献

The article raises questions such as: 'Is South African "economic" diplomacy primarily "economic"?' and 'how altruistic in intention are the diplomatic efforts currently being undertaken by South Africa?' These questions flow from the interplay between the premise that economic diplomacy seeks to serve economic interests through diplomatic means, and the pronouncements made by South African decision makers that point to a broader, more altruistic agenda being pursued. In exploring the political and economic elements of current South African economic diplomacy, some pertinent aspects of South Africa's foreign and economic policies are highlighted, and South African economic diplomacy is broadly sketched. The focus is on the post-1994 period, but developments are put in historical perspective. The article concludes that current South African economic diplomacy serves both economic and political interests and that it is deployed in an extremely complex environment in which it is virtually impossible to disentangle the economic from the political and the altruistic from self-interest. 相似文献

The stories that we hear as we conduct development research or implement development projects are often relegated to the margins of development studies. This article argues that these stories require our attention, for they are windows on to indigenous narratives of development and our placement in those narratives. Examining these stories as efforts to emplot experiences of development and encounters with development professionals within particular narratives enables us to better understand our own positionality in the communities in which we work, and therefore better understand the opportunities and challenges that our research/interventions present to the emergence of a truly participatory development. 相似文献

Evaluations involving stakeholders include collaborative evaluation, participatory evaluation, development evaluation, and empowerment evaluation – distinguished by the degree and depth of involvement of local stakeholders or programme participants in the evaluation process. In community participatory monitoring and evaluation (PM&E), communities agree programme objectives and develop local indicators for tracking and evaluating change. PM&E is not without limitations, one being that community indicators are highly specific and localised, which limits wide application of common community indicators for evaluating programmes that span social and geographic space. We developed community indicators with six farming communities in Malawi to evaluate a community development project. To apply the indicators across the six communities, we aggregated them and used a Likert scale and scores to assess communities' perceptions of the extent to which the project had achieved its objectives. We analysed the data using a comparison of means to compare indicators across communities and by gender. 相似文献

Official development assistance currently totals around US$130 billion per year, an order of magnitude greater than international climate finance. To safeguard development progress and secure the long-term effectiveness of these investments, projects must be designed to be resilient to climate change. This article reviews 250 projects for three countries from two development organisations and finds that between 2% and 30% of these may require action now to “future-proof” investments and policies. Both organisations show improvements in the recognition of climate change in projects, but many projects are still not future-proof. 相似文献

Since the end of apartheid, South African cities have becomedestinations for refugees and asylum seekers from across Africa.In line with its constitutional commitments to human rightsand dignity, South Africa has enacted a refugee policy intendedto maximize freedom and protection by promoting refugees' temporaryintegration into local communities. In doing so, the law guaranteesfreedom of movement, access to many social services, and rightsto compete in labour and housing markets. This article arguesthat because refugees and asylum seekers are effectively unableto convert these legal entitlements into effective protection,South Africa has failed to meet its domestic and internationalobligations. This argument draws particular attention to institutionalfailures in determining refugee status and issuing recognizableidentity documents; denial of essential social services; andabuse at the hands of law enforcement agents. AbstractThere is an increasing growth in access to the Internet among youth, gained largely through cell phones, computer laboratories on campuses, home connections, and connections on personal computers. Also, the availability of social software tools for webpage creation, blogging, and creating and sharing multimedia content has made content creation relatively accessible. But are the youth using these tools effectively? What are the levels of digital skills among this population? This study investigates digital skills among South African university students. Through a survey conducted at ten universities, and two skill experiments conducted at two universities, this study explores the pattern of perceived skills and actual skills, to examine current trends of digital skills among the students. The findings reveal that forms of Internet access, the cost of access, social stratification, and inequalities have implications for the patterns of digital skills, with content creation being a challenge for many youth. 相似文献

This article reports on a study that examined the saving behaviour of farmers in southern Ghana, using a sample of 100 citrus farmers. Probit and Tobit models were used in determining the factors that influence farmers’ saving behaviours and amount of saved, respectively. The empirical findings showed that age, household size, dependency, marital status, distance to financial institution, transport cost and congestion exerted significant negative impact on farmers’ saving behaviours. On the other hand, income, education, and gender tended to promote good saving behaviour. The article concludes that heterogeneity of factors ranging from socio-economic, household assets, and institutional factors greatly stimulate farmers’ saving behaviour. 相似文献

The lack of convergence towards liberal democracy in some African countries reflects neither a permanent state of political aberration, nor necessarily a prolonged transitional phase through which countries pass once the “right” conditions are met. Examining the cases of two ruling parties, the Rwandan Patriotic Front (RPF) and the African National Congress in South Africa, we develop the concept of productive liminality to explain countries suspended (potentially indefinitely) in a status “betwixt and between” mass violence, authoritarianism, and democracy. On the one hand, their societies are in a liminal status wherein a transition to democracy and socio-economic “revolution” remains forestalled; on the other hand, this liminality is instrumentalized to justify the party’s extraordinary mandate characterized by: (a) an idea of an incomplete project of liberation that the party alone is mandated to fulfil through an authoritarian social contract, and (b) the claim that this unfulfilled revolution is continuously under threat by a coterie of malevolent forces, which the party alone is mandated to identify and appropriately sanction. 相似文献

Microcredit is often seen as a simple solution to poverty reduction. However, its sustainability for longer-term community development is debated. This qualitative study describes a unique community-based model of microcredit in Kenya, which includes investment, emergency loans, and social support components. In-depth interviews with group members highlighted how this model fostered longer-term economic development, financial security, and stability. However, additional social and psychological benefits were valued higher than economic gains, although both were closely intertwined as economic security reduced psychological stress. This expanded model of microcredit has the potential to contribute to sustained community development amongst poorer households. Vinya wa Aka : Un modèle de microcrédit élargi pour le développement communautaire Le microcrédit est souvent perçu comme une solution simple pour la réduction de la pauvreté. Cependant, sa durabilité pour le développement communautaire à long terme fait l'objet de débats. Cette étude qualitative décrit un modèle communautaire kényan de microcrédit sans pareil, qui englobe des éléments d'investissement, de prêts d'urgence et de soutien social. Des entretiens approfondis menés avec des membres du groupe ont souligné la manière dont ce modèle favorisait le développement économique, la sécurité financière et la stabilité à long terme. Cependant, les avantages sociaux et psychologiques supplémentaires étaient plus appréciés que les gains économiques, bien que les uns et les autres fussent étroitement liés puisque la sécurité économique réduit le stress psychologique. Si bien se encuentran íntimamente ligados, los beneficios sociales y psicológicos adicionales fueron más valorados que los avances económicos, ya que la seguridad económica disminuyó el estrés psicológico. Faith leaders and their congregations have been recognised as holding the potential to engage positively in peacebuilding activities in a post-conflict context. Alongside this, faith-based development organisations (FBDOs) have the ability to engage with these constituencies to increase the peacebuilding impact of their activities. This paper presents a framework of faith engagement for FBDOs to work with local faith leaders and people of faith to develop the peacebuilding impact of development activities. A reworking of Anderson's “Do No Harm”, it encompasses the areas that FBDOs need to address in order to be effective peacebuilding actors in a faith context. 相似文献

ABSTRACTSubstantial effort has been put into forming and strengthening national networks of non-state, non-profit health providers in lower- to middle-income contexts. Christian health associations (national umbrella networks of faith-inspired health providers) were first established in the 1950s, and are currently present in an estimated 23 of the 54 countries in Africa. The establishment of CHAs was equally encouraged by faith-based health providers, governments, and external stakeholders. CHAs look different in each context, but perform similar roles: networking diverse institutions and facilities together into a loose system; and establishing a more cohesive sector to simplify and strengthen advocacy and engagement with the government. 相似文献

Donkeys provide important means of agricultural power, transport, and income generation for people in the developing world. Yet donkeys work in harsh environments and challenging socio-economic contexts whereby their health and well-being is often compromised. This article provides development researchers and practitioners with a donkey welfare assessment protocol merging natural and social science and emphasising a community-engaged approach. It focuses on the donkey's condition and on human attitudes and broader dynamics that shape particular welfare outcomes. A holistic understanding of donkey welfare issues is vital to ensuring appropriate and effective development interventions for the benefit of humans and their animals. 相似文献

Africa's proliferation of dominant-party regimes is often regarded as an obstacle to democratization. Scholars and practitioners therefore face the task of understanding how and why constitutionally legitimate challenges to dominant party rule occur. This article asks: why do some presidential succession crises act as a catalyst to dominant party fragmentation when others do not? It argues that minority factions are more likely to defect from a dominant party when they have (1) been marginalized by the majority faction and (2) confidence in their mobilizational capacity. Factional purging is in turn traced to autocratic leadership and party under-bureaucratization, whilst high levels of factional self-confidence are linked to crises of dominance and the weakness of extant opposition parties. 相似文献

SUMMARY On February 2, 1990 the media emergency regulations were rescinded by the state president, mr. F.W. de Klerk. This has lead to the idea in some quarters that the media in South Africa are now totally free. Contrary to this belief the author shows that at the start of 1991 a plethora of restrictions are still being placed on the media in South Africa. These restrictions are indicative of National Party media policy that has been formulated since 1948. In view of this, the general objections of the African National Congress (ANC) with regards to the present media system in South Africa are spelt out from a media policy perspective. The merits of these objections are evaluated, after which the Manoim-debate concerning future policy formulation is briefly dealt with. This debate was mainly conducted in the print media in 1990. The possible lessons that a future independent black press could learn from the demise of the Daily Mail are set out. To conclude, the idea is put forward that the media in South Africa should immediately start to agitate for positive media policy stipulations (a broad media policy framework). This article explores informal markets as spaces of socialisation. Informal markets are important given the increase in migrants seeking a better life in cities and the need to formulate appropriate development policies. The methodology used involved a literature study that focused on social adaptation, and fieldwork done at an informal market in South Africa. The results show that informal traders are able to adapt to difficult circumstances by using informal networks, and also that they can remain victims trapped in poverty if they accept their powerless situations. 相似文献

The world is at a critical point as humanity contemplates how its own activity is contributing to changes in the earth and atmosphere. Formidable challenges require raising fundamental questions and learning from unlikely sources. Drawing on field research conducted on the Zambian Copperbelt, this article explores how public conversations concerning differing views of reality can inform development-related thinking about the environment. Enumerating practical examples where words and images both conveyed and shaped conflicting viewpoints in the industrial mine setting, the article asserts that much can be learned from the experiential viewpoints of underground miners. Policy making could benefit, for instance, from lessening its dependence on dominant economic thinking and increasingly drawing upon historical, cultural, philosophical, and theological insights when devising policies, projects, and procedures. Questions of power, control, and humanity's self-conception in relation to the physical world are also explored. 相似文献

Abstract Since communication refers to the sharing of information by any effective means, there is no doubt it entails the ability to make meaning of realities. In this sense, communication is cultural as much as it is human. Since that is the case, its theories cannot be fabricated in the abstract, but must be anchored in people's everyday lifestyles and cultures. Hence, like every other discipline, Africanising communication science is as much a possibility as theorising its perspectives from African contexts and experiences. Focusing on the negative challenges confronting the continent might make scholars see only the difficulties that problematise the application of theories to Africa's reality, which only betrays the Anglo-American stereotypical views of the continent. The argument is made here that the starting point of any theory of communication has to lie with the identity and culture of those involved in the communication process. Specifically by using selected films from Africa, this author considers the exploration of African identity and culture (from a bottom-up paradigm) as the primary starting point to tease out relevant theories of communication for and from an African cultural context. 相似文献
