Since August 2014, there has been a marked increase in the violence perpetrated by the Islamic State against Western hostages. Videos released by the Islamic State depicting the brutal executions of hostages have been circulated widely on social media. This has prompted a dialogue about governments’ policies regarding negotiation with terrorist organisations to secure the release of their citizens held overseas. The United States and Britain, two non-negotiating countries, have faced significant criticism for this policy, which has led to the beheadings of several American and British citizens. This article analyses the discourse of two spokesmen – White House Press Secretary Josh Earnest, and British hostage John Cantlie – in framing the issue of hostage negotiations on behalf of their organisations. A grounded theory approach informed by framing analysis is utilised in order to identify dominant discourses employed in White House press briefings and John Cantlie’s videos and articles. This article concludes that, through the deliberate use of discourse, the US government and the Islamic State shape public perception of hostage negotiations in pursuit of distinct policy goals.  相似文献

ABSTRACT

One of the greatest changes organisations in South Africa experienced through the country's democratisation is the introduction of ‘legitimate’ activism in organisational settings. Organisational communication literature – specifically as manifest in the excellence theory – compounded this through views on the potentially positive impact activism could have on organisations by ‘pushing’ them beyond equilibrium to a state of dynamic equilibrium – mediated through strategic and effectual communication. This view, however, is somewhat fouled by occurrences such as those at Marikana, and concomitant strikes in the country's platinum industry, which have held the economy ‘captive’ in various ways. Organisations – especially the mining industry – need to ask ‘How much activism is too much activism?’ and organisational communication practitioners need to introspectively consider whether this theoretical contribution should not perhaps have come with greater guidance in terms of the chary (if not restrained) implementation of this potentially positive, yet almost insidiously dangerous, communicative feature. this article aims to explore activism in the mining industry of South Africa, specifically from the vantage points of industry heads, as it concerns the changed communicative landscape in this industry post-marikana. to this end, the article will report on seven qualitative, semi- structured interviews – along with existing literature on the topic – as it offers up six considerations in applying the aspect of excellence and ‘positive activism’ within organisations in South Africa's mining industry.  相似文献

ABSTRACT

Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.  相似文献

Abstract

Whilst the link between international diplomacy and the Olympic movement has been the subject of extensive academic and journalistic enquiry, the experience of diplomatic discourse relating to the relatively youthful Paralympic movement has received little attention. It occurs not just in the context of state diplomacy, where for example the Paralympic Games may provide a conduit for the pursuit of specific policy objectives, but also in relation to the engagement of the International Paralympic Committee [IPC] as an evolving non-state actor in the diplomatic process. The idea of the IPC as an advocacy body engaged through public diplomacy in promoting disability rights needs exploration as an element of the contemporary politics of disability. This analysis considers the relationship between the activities of the IPC and wider lobbying by disabled people’s organisations as a means of leveraging change in domestic and international policy toward disability. In relation to the global development agenda, it also assesses IPC responses to the gulf in resourcing for para-sport as well as related health and education provision between high- and low-resource regions. It considers the response of the organisation from the perspective of public diplomacy and locates that response within the wider diplomacy of development.  相似文献

This article is based on a reading of the South African film Yesterday, which deals with the topic of ? AIDS. In the discourse analysis of the film text, the role of signs – verbal, visual and aural – in constructing meaning is examined, as well as the effect of different filming techniques. The film is then related to the broader South African socio-political context. The writer considers how representative Yesterday is of the AIDS situation in South Africa, a question which necessitates going beyond the film text and considering actual events in South Africa, past and present, as well as referring to other relevant examples of AIDS-related discourse.  相似文献

Abstract

The prevention discourse in all its forms has tended to ignore or at least downplay the epistemic problems with prevention. Forecasting political violence is not as easy as the debate on early warning often assumes. Effectively forestalling political violence and mass atrocities is much more difficult than the often used rhetoric of a ‘tool box’ implies, which creates the impression that one knows what works. An evidence-informed prevention policy needs to be aware of the limits of our knowledge, but at the same time knowledgeable of what social science research can provide – even if the results are provisional, often controversial and fraught with methodological problems.  相似文献

ABSTRACT

While progress has been made in creating conversations between the secular and faith actors involved in developmental issues, a distinct binary still exists. This could potentially be limiting a holistic response to gender-based violence, a global public health, development, humanitarian, and human rights issue. This article explores how perceptions of this binary – faith versus secular – are understood to impact GBV prevention and response efforts. Drawing on interviews conducted during a scoping study, the opinions and experiences of actors from faith-based organisations and academic institutions are used to shed light on how the faith-secular binary is being upheld and challenged, and how it is perceived to be impacting holistic GBV prevention and response.  相似文献

ABSTRACT

“Unintended consequences” is an umbrella concept. It comprises phenomena that differ in crucial respects and consequently, without refinement, it remains a rather blunt instrument for policy analysis. The contributions in this volume, however, show that disentangling unintended consequences by making clear distinctions between various types, makes the concept much more useful for policy analysis. Assessing the impact of EU foreign policies as studied in this volume, we show that “bonuses”, “windfalls”, “accidents”, and “trade-offs” – all unintended – are very different when it comes to the explanation of policy outcomes, or to allocating responsibility for them.  相似文献

Abstract

Drawing on a neoclassical realist approach, this article analyses the foreign policy conduct of different Italian governments from 1994 to 2008. Pressured by the post-cold war international system, these governments have been compelled to raise Italy's profile within the international system. However, the way in which successive governments have responded has differed markedly. By looking at variables located at the domestic level – elite perceptions of the distribution of power and government instability – it is possible to explain these differences. Neo-classical realism is seen as an advance on Waltzian neo-realism precisely because it allows room for domestic as well as international (or systemic) variables, and because it has a very specific focus on foreign policy as such.  相似文献

ABSTRACT

Christensen’s and Snyder’s neorealist-based theory of buck-passing and chain-ganging uses offence-defence balance to predict state security policy choices under multipolarity. This approach is applicable to the US-led alliance system in the multipolar Indo-Asia-Pacific. Given regional Sino-US rivalry, hedging opportunities for US ‘hub-and-spoke’ allies will dissipate, increasing the likelihood of allies choosing to buck-pass or chain-gang in the face of conflict. With defence superior in the region, it is more likely that US allies will buck-pass rather than chain-gang. Beyond Indo-Asia-Pacific states, this has implications for global actors – such as the EU – seeking to raise their security profile in the region, as buck-passing behaviour gives greater time to adjust to potential conflict scenarios than chain-ganging.  相似文献

Abstract

International news discourse is often framed with ideological underpinnings. Ideology as a system of ideas or beliefs or ways of thinking not only helps, defines and explains, but also makes value judgements about that world (Croteau 2012; Van Dijk 1995). The author 's aim was to find out to what extent international news discourse reflects a cosmopolitanist ideology. The article looks at the extent to which the discourse of international news meets Tomlinson's (1999) postulation that cosmopolitanism should involve an intellectual and aesthetic stance of ‘openness’ towards people, places and different cultures – especially those from different ‘nations’. Using framing theory and critical discourse analysis as the theoretical basis for examining international news, the aim is to determine whether international news encourages or discourages a cosmopolitanist outlook during periods of political crisis. The author argues that Western media reportage on events in Ivory Coast to a large extent reflected a cosmopolitanist outlook.  相似文献

This article assesses how the ‘security-development nexus’ has impacted multilateral aid to conflict-affected states; an area until now understudied. Using a mixed methods approach, we examine both the policy discourse and aid commitments of the major multilateral donors: the European Commission, the World Bank and the UNDP. We investigate the extent to which these donors fund the sectors identified within the policy discourse as crucial to ensuring peace and stability – democratisation and peace, conflict, and security activities – and examine the impact of ‘Western’ security concerns on multilateral aid in conflict-affected states. Our new data indicate that in contrast to policy discourse, post-conflict states receive no more multilateral funding for democracy–building than states which have not suffered from conflict and furthermore, that in the context of the security-development nexus, multilateral aid to conflict-affected states is influenced by the key transnational security concerns of Western states. These results point to a potentially dangerous gap between policy and actual aid commitments, ignore the long-term nature of development and weaken the impartiality of multilateral aid.  相似文献

Abstract

Smaller members of the Gulf Cooperation Council defied theoretical and practical expectations as they were able to enlarge their international influence during the years of the Arab Spring. They adopted markedly different foreign policy strategies, which can be seen as stances lying between accommodation and opportunism, depending on the extent to which they respected the security concerns of their geopolitical patron, Saudi Arabia. The mainstream schools of IR theory – neorealism, neoliberalism and constructivism – offer different explanations for these phenomena. Although none of the three schools can provide a completely exhaustive explanation, neoliberalism seems to offer the most comprehensive framework for analysis.  相似文献

ABSTRACT

What strategies does the United States pursue when it no longer perceives overt military intervention as politically viable or desirable but the problems or issues for which it was formerly undertaken remain? This analysis identifies three such periods in American foreign policy since the United States became a World Power and draws from the work of Peter Hall to develop a typology of strategies according to the magnitude of policy change. These range from adjustment in the settings of interventionism – persistence; the substitution of alternative instruments of foreign policy – ameliorism; and the principled rejection of interventionism in conjunction with a more systematic critique of prevailing foreign policy assumptions – transformationalism. Yet each approach is beset by certain structural limits and contradictions arising from the domestic politics and constitutional-institutional system of the United States that are important in understandiing and appreciating more fully the challenges – and opportunities – of the period ‘after interventionism’.  相似文献

ABSTRACT

Increasingly, a diverse set of policy communities, including those with defence, development and environmental mandates, frame climate change as a security threat. Most often this discursive formation labels climate change as a ‘threat multiplier’. This framing, however, is vague, linear and leaves many questions unanswered regarding how institutions can develop and implement policy that addresses the joint challenges of climate change, conflict and security. Utilising a mixed-methods approach, and grounding data collection in US policy communities, this article examines how policy actors and institutions integrate climate-security discourses into policy processes. The objective of this research is to provide direct insight into how the discourses and technical understandings of climate-security transition into policy priorities and implementation realities. This research identified three common approaches to climate-security: (1) A challenge of adaptation and resilience; (2) A potent political argument; and (3) An issue of limited importance and feasibility. These approaches, however, are inconsistent across sectors and within organisations, suggesting a lack of cohesion and considerable challenges in identifying and responding to climate change as a ‘threat multiplier’.  相似文献

ABSTRACT

This article analyses the depiction of women in image content from 39 issues of official English-language magazine publications produced by designated terrorist organisations that follow a jihadist ideology. Research on the role of women in jihadi organisations has found that women are active at all levels within terrorist groups. This includes creating and disseminating terrorist content; planning, co-ordinating and carrying out attacks; and, supporting fighters as wives, mothers and homemakers. Our analysis, however, found that women are almost never depicted within the images of terrorist organisations’ official magazines. We argue that this airbrushing is a deliberate attempt to reinforce traditional gender roles and strengthen existing gender hierarchies within terrorist organisations, and we make a number of suggestions for future research in this understudied field.  相似文献

Abstract

This article provides a concise discussion of meta-theoretical (critical-rhetorical, feminist and postmodernistic) approaches towards corporate communication management utilising meta-ethical points of departure with the aim of providing a glimpse into the meta-theoretical future of corporate communication management. The discussion is supplemented by an analysis of the challenges that face organisations in the fast-changing environment of the twenty-first century and corporate communication management as a critical/strategic management function that has the potential to assist organisations in adapting and remaining relevant to their environment, and by implication to the needs of their key internal and external stakeholders. The article is concluded by an explication of corporate communication management as being inextricably linked to ethical conduct and a product of the amalgamation of different meta-theoretical approaches, which interprets and advances the values of both stakeholders and the organisation in a manner that socially and ethically responsible, dialogical mutually adaptive, and contributes to democratising the organisation's decision-making and management processes. This poses challenges to, and insight into, the meta-theoretical approach held while engaging in discourse on the comprehensive nature of corporate communication management.  相似文献

Abstract

Few issues are more important to scholars of Europe's emergence as a foreign policy actor than whether the European Union (EU) can forge a common defense-industrial policy out of 27 states' procurement policies and defense industries. Overlooked in most scholarly analyses of European defense-industrial cooperation, the story of Europe's international armaments organizations stretches back more than six decades. In this article, we examine the impact of past institutional outcomes on the defense-industrial field by applying the concepts and analytic tools of historic institutionalism to European armaments organizations. Because past institutional dynamics have channeled the subsequent development of armaments cooperation, what has emerged is a polycentric governance architecture wherein organizations with transatlantic, pan-European and restrictive-European memberships dominate distinct components of the cooperative process. We demonstrate that this maturing institutional pattern will likely limit the opportunities for the EU – and especially its Commission – to shape the future contours of European defense-industrial cooperation.  相似文献

Unintended consequences arising from EU external migration policy are a result of the multi-actor nature of this policy and of policy interactions. In addition, scholars face serious methodological challenges in establishing what the EU’s ‘intent’ is in external migration policy and, therefore, in determining which consequences are intended and which are unintended. The literature on the implementation and evaluation of EU external migration policy is in its infancy, and future work should take into account all policy outcomes – both those that were intended and those that were not.  相似文献
