With the unveiling of its new Africa strategy at the end of 2018,the Trump administration’s basic policy framework for Africa began to take shape.Generally speaking,this new Africa strategy does not offer any innovative content.Compared to previous policies,adjustments or changes are mainly reflected at the strategic level,where countering China has become the major objective of Washington’s considerations regarding Africa.For China,a systematic analysis of Trump’s new Africa strategy is of genuine significance to properly handle the US factor in its own Africa diplomacy.  相似文献

Cooperation between China and traditional donors in Africa is a part of new triangular mode of development bringing together three parties:traditional donors,emerging donors,and the beneficiary countries.Traditional donors and emerging donors act together in favor of and in cooperation with beneficiary countries.Triangular development cooperation is an extension of classical North-South and South-South cooperation.As yet,it does not feature prominently in the global development cooperation architecture.China’s emergence as a significant contributor of development aid to Africa,however,has now become a hot topic in China,Africa and the West,and questions are being raised about the way in which China and the traditional donors will engage with each other in Africa.This article argues that while China and the traditional donors face a number of challenges,there is potential for the two parties to implement further cooperation in Africa.  相似文献

The Chinese model has a fairly big influence in Africa. Ever since reform and opening-up, China has been focusing on the central task of economic construction, which brought rapid economic growth, strengthening comprehensive national power, improving lives of the people and extending international influence. The success of the Chinese model has aroused much interest in the world, especially Africa, and produced positive effects. It is the outcome of a combination of several factors, such as the attraction of China's development, the impetus produced by that development and the appeal of China's friendly policies. Agriculture has always been an important field of China's aid to Africa. China began its agricultural cooperation with Africa in 1959 when it provided Guinea with gratuitous aid of grain. Statistics show that from 1960 to 2010, China built a total of 220 agriculture-related projects in Africa, which accounted for about one-fifth of the complete projects it rendered to Africa.  相似文献

In order to address the increasingly complicated and volatile security situation at home and abroad, the Central Committee of the Communist Party of China has put forward clear strategic requirements “to improve the national security system” and taken as its general goal “to institute a centralized, unifi ed, effi cient and authoritative national security system,” which gives full expression to the important position of a national security system in the work of national security. China’s national security system refers to the sum total of the specifi c institutions and codes of conduct for the administration of national security and is aimed at providing institutional support to ensure that China is a secure state and has the capacity to remain so. The division of functions of national security, the administration system of state security organs, the management system of human resources for national security, the power-responsibility mechanism and legal guarantees are the essential elements that constitute China’s national security system. We can clearly understand the characteristics of China’s national security system in different periods and trace its development by studying its history. Besides, we must be fully aware that such problems as insufficient research into the national security system, unclear division of the functions of national security, lack of strength in the building of state security organs, and a lag in the construction of the legal system concerning national security, inhibit the full functionality of China’s national security system. If these problems are not solved in a timely manner, China will have diffi culty resolving the various challenges to its national security. Therefore, the most effective ways to improve China’s national security system are: to defi ne in a scientifi c and rational style the functions of China’s national security at the present stage, give full rein to the powers of the National Security Committee of the CPC Central Committee; and forge a high-quality national security force.  相似文献

China's cooperation with Africa in constructing the three grand networks in Africa not only reflects China's economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China's external economic and trade strategy. This paper, based on the facts of China's investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese stateowned enterprises' participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.  相似文献

More than 170 years after the Opium War,China is returning to a more central role in international relations.The major global emergencies in 2014 indicate an historical course alteration is happening now,and China’s strategic choices will determine much of the final destination of the change.The interim period poses challenges to China’s national security and greater uncertainty in international systems.China’s rise,coupled with internal problems brought about by social transition and relatively insufficient strategic means,will make it more difficult for China to secure its interests.Provided China succeeds in this period of insecurity,the overall environment for the country will incrementally improve.Provided several factors are properly balanced,a period of relative"stability"will ensue as the negative effects brought about by China’s rise disappear.  相似文献

While holding the office of General Secretary of the Central Committee of the Communist Party of China, Hu Jintao t advanced the idea of"China's peaceful rise," which emphasizes Chinas commitment to refrain from violent confrontation. Adherence to this principle can help positively reshape the international order, transitioning international politics from a Westphalian system characterized by violent competition. Advocating multilateralism in international relations is an effective policy tool for China to achieve this goal. This year marks the 50th anniversary of the beginning of diplomatic relations between China and African countries. Over the past half a century, with the joint efforts by the leaders and peoples of China and Africa, the friendship between China and Africa has been increasingly consolidated and the relations between the two sides have grown to a new high. In November this year, the Beijing Summit and the Third Ministerial Meeting of the China-Africa Cooperation Forum will be held in Beijing to discuss the further strengthening of the relations and cooperation between China and Africa. The paper seeks to analyze the rise of state power in the light of spatial economic shifts and examines the historical context of China's rise and challenges facing it. In world history, only countries that were spatial economic hubs have been able to enjoy prosperity over centuries. China is not yet such a country, despite its persistent efforts. Nor is China likely to become an economic hub in the foreseeable future. China is under mounting pressure from new economic demands posed by shifts in the geo-economic status of the U.S.. The fact that the global economy thrives along coastlines also causes problems for China, a country with a long coastline and a vast hinterland, creating rifts between northern and southern China, central and local governments, and different provinces. Although China began to engage in military cooperation with Africa quite soon after the founding of the People's Republic in 1949, there are as yet few articles on Sino-African security cooperation. Now, with a much closer security relationship between China and Africa, there is a need for more study of this issue. China-Africa cooperation in the modern time started after the inauguration of China-Africa relations in 1956. At that time, the focus of cooperation was in the political area, with China supporting the movement of national independence of Africa and Africa supporting China's cause of unification. From 1978 to 1999, with great changes in both China and Africa, China-Africa cooperation entered the second phase. China had begun to implement the policy of reform and opening up, and African countries had moved from seeking national independence to developing national economy.  相似文献
