This article suggests a diagnostic framework of public communication intended to capture new communication strategies used by Armed Forces across Europe to legitimize new tasks and recruit new personnel. Three distinct communicative models that impact differently on democratic values and public support are suggested: an Old Public Administration (OPA) model influenced by bureaucratic values, a New Public Management (NPM) model fuelled by market values and a deliberative model labelled ‘New Public Service’ (NPS) that is largely influenced by proponents of ‘e‐democracy’. A case study of the communication of the Swedish Armed Forces identifies a lingering bureaucratic (OPA) ideal. The market ideal (NPM) however clearly dominates. The article concludes that communication along market purposes, principles and practices risks distancing Armed Forces further from society. Yet, an embryonic deliberative ideal (NPS)—much fuelled by the use of social media such as blogs—was also identified. This growing ideal holds the potential of infusing deliberative vigor into the organization and presumably facilitates the bridging of the gap to society. This article examines the theory and operation of development partnerships through an analytical study of the Making Belfast Work (MBW) Initiative in Northern Ireland. This initiative of the Northern Ireland Department of the Environment contributed to the building of the current Northern Irish Peace Process. It illustrates the difficulties faced by a government in engaging in socio‐economic development in one of the world's most difficult policy environments. The history of the MBW initiative also provides insight into the interaction of two contending models for organizing European Society, namely ‘Regulated Capitalism’ and ‘Neoliberalism’ and the relationship of these models to partnership theory. This study argues that motivations for the development of partnerships in Belfast defy easy theoretical classification; yet empirical evidence suggests that a twin‐track approach—one from above, the European Union; and one from below, of indigenous policy evolution—have together through policy diffusion made MBW a leading pioneer in partnership theory and practice. The article discusses the literature on partnership within New Public Administration outlining ideas on various classifications of partnerships operative in the public sector. Particular attention is paid to how partnerships of societal actors and government can effectively involve the local community through community development approaches. In recent years a lively debate has emerged concerning the empirical status of the traditional proximity spatial model versus a directional model of voter choice. The central reason for this scholarly interest concerns these models' contrasting implications for parties' policy positioning, with the directional model motivating parties to present extreme policies, but the proximity model promoting centrist positions. To this point, however, there exist no studies that compute parties' optimal strategies in historical elections, for these competing models. This article addresses this issue, by examining party policy strategies in a multiparty electorate for three different vote models: (a) the proximity model, (b) a directional model (c) a mixed model which combines proximity and directional components. Each model incorporates past voting history and the random effects of unmeasured variables. Using parameter estimates derived from analyses of survey data from the 1989 Norwegian Election Study we compute — for each of these vote models — the configuration of party policy positions that maximize each party's vote share in relation to those of the other parties. We find that for each model, such a vote–maximizing configuration exists, but — for the proximity model — represents an unrealistic, tightly clustered array. A mixed proximity–directional model, however, provides by far the most convincing account of parties' actual policy strategies with regard to dispersion and vote share.  相似文献

The present literature on political marketing strategy has provided important knowledge about how the material context of technologies, polls or competitors influences strategy formulation. However, less attention has been directed to the constraints facing a political organization from the social context related to habits, norms or social conventions. This article thus aims at bringing organizational new institutional theory into the field of political marketing strategy. Accordingly, it is investigated how political organizations when initiating marketing strategies act or react toward institutionalized demands in their environment, such as issues or ideas that are considered socially appropriate. As such, a strategy framework consisting of a phase model and a typology is developed. The phase model is drawn from extant literature within organizational new institutional theory stating that decision makers will (1) scan information from their environment, (2) interpret this incoming information in available cognitive categories and (3), finally, select a strategy premised on their cognitive interpretations. On this ground, we build a novel typology that specifies which political marketing strategy decision makers will select under different cognitive framings of their environment. Here, we delineate four ideal type political marketing strategies—conformity, decoupling, defense and entrepreneurial—that correspond to how organizational decision makers interpret their institutional surroundings. This article proposes a theory of how mandated institutional cooperation transforms into individual cooperative behavior. Using qualitative strategies, we draw insights about cooperation in three public-sector efforts of labor-management cooperation (LMC). We report an association between critical shifts in the roles of stakeholders and the change from adversarial to cooperative labor relations. While managers became team players along with their employees, labor representatives assumed managerial responsibilities. These changes were also associated with a service-oriented perspective, better understanding of the other's experiences, and a view of cooperation as partnership. At the heart of these transformations, we found critical changes in communication patterns associated with incrementally growing levels of trust. We propose a model that depicts the links between collective and individual levels of organizational action related to LMC. We conclude that the positive shifts in mental models regarding work and the value of cooperation justify the promotion of LMC efforts.  相似文献

In an effort to promote learning in classrooms, political science instructors are increasingly turning to interactive teaching strategies — experiments, simulations, etc. — that supplement traditional lecture formats. In this article, I advocate the use of student-generated data as a powerful teaching tool that can be used in a variety of ways to support learning. The “data-driven classroom” is one in which original student data are collected via survey at the beginning of the course and the results presented throughout the term. Examples and case studies across multiple courses and classroom settings are used to illustrate how the method may be applied in practice. Feedback from student assessment surveys reveals strong support for the method, even among nonmajors. The article concludes with recommendations for instructors interested in creating more data-driven classrooms.  相似文献

This article offers and evaluates a theoretical framework for the appraisal of the third sector's evolution in Russia. Its history in the preceding 50 years is presented as a successive change of three models—latent growth, import-dependent and rooted—each regarded in four dimensions: developmental driving forces, sector structure, dominant organizational culture and relations with the state. The character and change of models are explained proceeding from the demand/supply characteristics of resources and institutions of the sector. Major attention belongs to the rooted model, which is presently taking shape. This versatile and problem-laden process is analysed on the basis of civil society monitoring conducted with the authors' participation since 2006. This analysis reveals rather intensive import substitution of the resources and institutions of the sector and the emergence of prerequisites for its sustainable development. Their implementation depends, however, on the state of the economic, social and cultural environment and requires elimination of some political obstacles.  相似文献

This review article suggests that there is a new school of comparative lobbying emerging. However, this development is taking place only gradually. Unlike the earlier studies, which studied corporatism/pluralism, outside lobbying and lobbying regulations, the new comparativists are mainly focusing on inside lobbying strategies and success as a function of country‐level factors. Yet, the literature still suffers from underdeveloped theories. I stress that our knowledge can be improved with better theorizing. Better theories, in turn, can be formulated by improving the use of quantitative data gathering, qualitative research, formal models and better communication between researchers working with different methodologies in different disciplines. Abstract

Asset‐building strategies—including individual development accounts, homeownership programs, and microenterprise development—became increasingly popular in the 1990s. Although research has demonstrated how assets produce individual benefits, less is known about the extent to which these benefits induce positive place‐based effects. We develop a model of the relationship between individual asset‐building strategies and neighborhood revitalization in order to inform future empirical work and help ensure that asset accumulation and neighborhood revitalization are mutually reinforcing. Our model emphasizes the conditions and programmatic factors that may encourage and discourage the transfer of benefits from individuals to neighborhoods.

Examples from case studies of four community‐based organizations suggest that the likelihood of neighborhood spillovers may be increased if policies and practices aim to “manage” the returns from the individual asset, retain asset holders, provide reinvestment conduits, track local purchasing power, and create additional opportunities for collective action.  相似文献

Abstract

Postwar changes in the metropolitan settlement structure have profoundly altered the geography of opportunity in the older cities of the Northeast and Midwest. Poverty is concentrated in once‐central cities, while employment continues to deconcentrate to the suburbs. In the face of these changes, antipoverty policy has become a geographic exercise of moving people and resources from certain places to other places.

The three main strategies for confronting inner‐city poverty are dispersal, development, and mobility. These strategies are discussed and compared, with particular emphasis on the mobility approach. The article argues that the mobility approach—which connects poor inner‐city residents to suburban employment opportunities without changing the location of households or firms—is the most promising near‐term strategy for combating urban poverty.  相似文献

This article explores how personalisation, blame avoidance and institutional constraints collide in contemporary government communication practices. Based on ethnographic fieldwork in a Norwegian ministry, it analyses how a central government agency manages the media during critical news campaigns featuring individuals suffering from inadequate public health services. To provide a comprehensive analysis of the particular limits and aims of government communication, the article combines perspectives from public agency studies with media research on personalisation. It finds that the need to be visible and demonstrate agency in the media drive personalisation strategies towards a strong focus on government leaders, while simplifying the representation of complex government organisation and processes. At the same time, institutional constraints and the formal delegation of responsibility limit the communication repertoire available for public agencies when critical human interest stories dominate in the media. This results in a standard type of unconvincing media performance, where incumbents appear to evade direct personal responsibility. The case study provides new knowledge on dilemmas, negotiations and strategies behind government communication, illuminating how competing interests play out in a rapidly changing media landscape.  相似文献

This article argues that two related concepts, process consultation and, in particular, the clinical perspective, developed by the organizational psychologist Edgar Schein, can improve the understanding, teaching and conduct of development practice. Process consultation, which is more than just the application of so-called process approaches, and the clinical perspective are described, and the case for them is put, in relation to contrasts with ethnography and action research and in the light of contemporary debates about the relationship between development studies and development practice. Five particular aspects of the clinical model—the primacy of the ‘helpful intervention’, the subservience of science to helping, its client centredness, its recognition of interventionists’ financial and political status, and its overt normativeness—are seen as particularly relevant to development practice. In conclusion, the clinical model is seen to pose four challenges for development studies: the creation of development's own theory of practice, the establishment of rigorous practitioner training programmes, the consequent institutional change, and an acknowledgement of the implications of development studies’ disciplinary biases. © 1997 by John Wiley & Sons Ltd. This article analyzes the reasons why individuals oppose the siting of nuclear waste repositories close to their hometowns. In a simple model based on survey data, we show that the willingness to accept such facilities largely depends on economic criteria, namely expected economic impacts and risk estimates. However, the predictive power of such a model is improved by focusing not only on the consequences—as economic models typically do—but also on the procedural aspects. We show that acceptable siting rules contribute positively to the willingness of local residents to host a noxious facility. Acceptable rules, it is found, are essentially fair rules.  相似文献

As a result of government decentralization and property devolution from central to local governments, many city governments in transition countries became the largest real property owners in urban areas. For transitional countries lacking sufficient democratic traditions, efficient asset management represents a dramatic and multifaceted challenge. Kyrgyzstan happened to be among the first transitional countries where cities obtained systematic technical assistance in adapting the most advanced methodology of municipal asset management, which was recently developed under the auspices of the World Bank. Based on experience of work within five pilot cities, the article summarizes factors and methods that help develop a sense of strong ownership and internalization of new asset management vision and approaches among local officials and elected members of city councils. The article presents the experience of how the government of Uzgen, a city of about 40,000 people in South Kyrgyzstan, has changed its attitudes and approach regarding management of municipal property. The article demonstrates how two key processes—improving professional aspects of municipal asset management and developing local democracy though public involvement—have been reinforced by each other. One of the main lessons from Uzgen's experience is that municipal property asset management—because it deals with tangible issues—is a perfect focal point for developing local democracy and communication between a local population and its government.   • This paper analyses the communication campaign of a small industry plant, the Fuji Xerox Eco Manufacturing Center in Sydney, Australia. Disproportionably to its size, it has become a national and world leader in the push for waste free, sustainable manufacturing. The rarity of the case—a resource‐poor for‐profit organization taking the role of an influential advocate—helps to highlight the centrality of public relations in the promotional mix. I examine ‘remanufacturing’ not as a one‐off technical innovation, but as prolonged internal and external communication campaign. I also stress on the public character of internal communication, where public relations is instrumental from the start. I draft and discuss an alternative model of integrated marketing communications for small businesses and nonprofits. Integration happens here on personnel rather than organizational (interdepartmental) level. The more such organizations turn towards external causes and multiple publics—as in this case of industrial advocacy and public affairs—the more likely public relations transforms from a component into the organizing principle of the communication strategy.

Empirical research reports conflicting conclusions about whether primary election voters strategically account for candidates’ general election prospects when casting their votes. We model the strategic calculations of office-seeking candidates facing two-stage elections beginning with a primary, and we compare candidates’ policy strategies in situations where primary voters strategically support the most viable general election candidate against candidate strategies when voters expressively support their preferred primary candidate regardless of electability. Our analyses—in which the candidates’ appeal is based on their policy positions and their campaigning skills—suggest a surprising conclusion: namely, that strategic and expressive primary voting typically support identical equilibrium configurations in candidate strategies. Our conclusions are relevant to candidates facing contested primaries, and also to political parties facing the strategic decision about whether or not to use primary elections to select their candidates—a common dilemma for Latin American (and some European) parties.  相似文献

Elections around the globe attest to the persistence of polarization in democratic politics. Popular support for antagonistic elite strategies defies standard predictions of ideological convergence. This paper develops a new solution to the theoretical puzzle: The centrifugal drive in representative democracy is a byproduct of voters’ disposition to evaluate policy platforms on the basis of issue positions that they dislike—to wit, negative voting. While reasonable individually, this behavior backfires collectively as elections dominated by negativity produce more polarized legislatures. Quite tragically, party polarization ultimately reflects an uncoordinated struggle of the electorate to avoid the worst rather than to pursue the best. Support for these claims comes from a theoretical model and a large comparative analysis of vote choice and party platforms. The evidence also favors the negativity model over earlier spatial models of elections. In light of negativity, normative concerns about polarization and democratic representation stand to be reconsidered.  相似文献

  • Examining and understanding the culture of 200+ countries to determine how business is conducted in those countries is a daunting and overwhelming prospect. By combining theories of culture, it is possible to create a Classification Of Cultures Model using Time, Task and Relationship concepts. However, this model does not suggest how to adapt when conducting business in a particular political/economic environment. Continua of cultural elements related to conducting business are created based upon structural elements, process elements and communication elements. Combining the continua with the Classification of Cultures Model creates the Global Business Process Model. This framework is a way to capture the array of cultures, identify similarities and differences in business practices, and provide a starting point for creating adaptive strategies and behaviours.

Performance management in government is at a crossroads. The advent of big data and advances in technological and analytical tools have provided opportunities to measure and track a wider variety of internal and external indicators on a more timely basis. Public leaders require new vision and capacity to design and manage knowledge-building systems. This article provides two tools: (1) a more comprehensive open systems performance management framework and (2) a model of leadership needed to orchestrate such systems—knowledge brokers who orchestrate the demand for and supply of evidence. This article recommends that public agencies strategically build evidence to better track measures of the effects of governmental actions on public value and their intended and unintended consequences on the ecosystem; articulate, measure, and test the assumptions built into their operating models; and learn from routine monitoring of the dynamic environment in which their organizations strive to achieve their missions.  相似文献
