To date, only four paying space tourists have flown, and the prospect for broad, sustainable space tourism remains a dream. This article notes that there are two types of tourists conflated by the advocates of space tourism. The first are a tiny group of adventurers with significant wealth and other resources who seek thrills and bragging rights. They have enjoyed success in using government-owned resources for their extreme tourism experience by flying on Soyuz capsules operated by Russia, and the International Space Station owned and operated by a consortium of nations as a major research station. The second group seeks more modest excursions with a minimum of risk and a smaller price tag. Only the first group has much prospect for tourism in space in the foreseeable future, but the second group is the more important, and expanding its space tourism opportunities represents the primary means of achieving the goal of opening space to the public. This article also differentiates between private sector suborbital space tourism, which may achieve reality within the next five to seven years, and the prospects for orbital space tourism, which are at least an order of magnitude more difficult and will probably require at least another generation of technological work to achieve.  相似文献

This paper provides an analysis of the strategic orientation towards regional transformation through the notion of ‘strategic management of space–time’. It argues that regional strategy processes are about a construction of selective semiotic economic imaginaries, controllable ‘slices’ out of the messiness of the ‘actually existing economy’. The paper presents a three-dimensional framework to analyse regional strategy processes focusing on strategic gaze, strategy sites and the spaces of strategy. In the framework, strategy process is perceived as partially ‘hermetic’ space that produces its own worldview, its distinctive perspective, out of the hybrid contextual materials. The perspective is the central ‘product’ of the regional strategy process; it strongly frames the landscape of potentialities (what is possible, what is plausible, what is desirable) created in the process. The paper exemplifies this framework by studying two strategy processes realised in Southern Finland in 1990–94. In both of these, the strategic gaze was built on an optic of Europe as a new kind of ‘Darwinian market space’ in which the economic survival and success would require specific regional capacities.  相似文献

Intermodalism is widely viewed as a promising recent development in transportation. This article examines the role played by railroads in intermodal freight transportation and the framework of public policies around whic intermodal freight movement has evolved. Intermodalism emerged because of technological, organizational, and public policy developments that contributed to its rapid growth. Deregulation of the rail industry since 1980 has led to significant restructuring through mergers and direct contracts between railroads and customers. As intermodal shipments become more important to the overall transportation system in the United States, attention will need to be given to ways in which intermodal concerns are addressed in surface transportation programs.  相似文献

This article explores the utility of responsive space in the context of the strategies of Sun Tzu, Mahan, Corbett and John Boyd. Responsive launch is important to applying military strategy to space for achieving space control and in protecting the space systems which are part of the United States's critical infrastructure. It follows that if responsive launch is important in achieving military strategic objectives and protecting the national critical infrastructure, implementing responsive launch must also drive changes in satellite design and operational concepts. The article discusses some of these possible changes resulting from the implementation of a doctrine of responsive launch.  相似文献

The influence of technology on the conduct of warfare and the development of strategy is still largely misunderstood. This confusion also holds true regarding technology's influence on space warfare and the development of space strategy. Judging from history, we can expect that advances in space-related technology will be used in ways commensurate with the current paradigm, especially with respect to military operations. Therefore, space operations will probably play supporting roles to operations on land, at sea, and in the air, at least in the near term. It will likely be some time until the strategic advantages of space-based or space-enabled operations are fully appreciated and effectively employed. Additionally, the historical theory and principles of general warfare remain valid, even when considering military operations in space. While advances in space-related technology or space-based weaponry will not change the fundamental nature of warfare, they are expected to change warfare's conduct and character. Through a better understanding of technology's influence on military operations, it is possible to develop a more complete theory and more fully developed strategic principles of space warfare.  相似文献

There are a growing number of U.S. space scientists and managers calling for reinitiating cooperation with China in space. It is well-known that investigations of the U.S. Congress into various allegations involving China have resulted in a series of laws curtailing space cooperation between these two countries. By surveying the concurrent political developments within the United States in the 1980s and 1990s, this article attempts to reveal the domestic compulsions that propelled changes in the U.S. space policy towards China. The fundamental impetus is the power struggle and differences between the U.S. president and Congress in their perception of U.S. economic interests and national security in the context of space technology that strained these relations. Recent U.S. presidents who inherited this situation added to the discourse based on their own perceptions about outer space and China. These perceptions either found congruence with the policy of the U.S. Congress or led to finding ways to circumvent its legal restrictions. Based on these developments, it is concluded that the view of the U.S. president has alternated between necessary, desirable, and objectionable on the issue of U.S.-China space cooperation, and the U.S. Congress has thus shifted from supporting to restricting and then legally banning cooperation.  相似文献

Cooperation on space issues has been one of the elements of the Russian-Chinese strategic partnership, and includes both technological and political dimensions. As a rising space power with an ambitious space exploration program, China has greatly benefited from proven Russian technology and knowledge. Additionally, Russia and China have united their voices on the issue of space weaponization, and have coordinated their efforts in the international fora. Through analyzing political and technical cooperation on space issues between the two nations, prospects for, and limits of, the Sino-Russian strategic partnership in space are assessed. The conclusion is reached that building on a Russian technological base, China is gradually transforming from a recipient of Russian technical assistance to an equal partner in complex scientific projects. The issue of technology transfer, however, is sensitive for Russia and places limits on cooperation. At the same time, a change in the United States approach to both states challenges the Sino-Russian space entente, both in its technical and political dimensions, and in the long-term viability of a strategic partnership.  相似文献

Since the September 11 tragedy, all aspects of our lives, including our approach to transportation security, have been transformed. In this article, the ways in which transportation has become a global and intermodal enterprise are analyzed with specific attention to the implications of these developments for the security of the system. Such issues as the security of land borders and sea and air entry points as well as the role of containerized freight and aviation are discussed in terms of the situation that existed before September 11 and the changes that have occurred since then. Existing shortcomings and probable future developments are analyzed with particular attention to the potential of energy and other technologies and the role of foreign policy, economic and social development, and conflict resolution.  相似文献

Abstract

A long‐time criticism of New Urbanism has been that the housing it provides is affordable only to middle‐ and upper‐income families. Johnson and Talen's survey of New Urbanist developers and developments is intended to see whether this criticism is justified. Although the methodology is limited, the results of this survey would seem to indicate that it is.

Because Johnson and Talen's survey is restricted to New Urbanist developments, it is not possible to compare the results with those for other, more conventional developments to see whether New Urbanist developments may actually contain more affordable units than comparable conventional projects. Also, limiting the definition of affordability to the cost of housing alone prevents the authors from seeing whether the housing New Urbanist communities provide would be considered less expensive if housing and transportation costs were combined.  相似文献

This study identifies strategic organizational drivers of corporate environmental responsibility (CER) in the Caribbean hotel sector. Hotels face institutional pressures that question their environmental legitimacy, competitive pressures that force market re-positioning decisions and constraints/advantages based on their resources and capabilities for managing CER. Empirical evidence collected here suggests that CER improves when hotels declare environmental policies; target eco-conscious tourists; are foreign owned; affiliated to MNCs; and experience healthy financial performance. The latter three factors also enable the implementation of environmental policies thereby strengthening CER. They play no such role in how market re-positioning strategies impact CER. Neither did strategic targeting of luxury tourists affect CER. These findings are useful to policy makers in tourism-dependent economies where CER is intrinsically tied to sustainable development and the tourism product is so dependent on the quality of the natural environment in which it is immersed.  相似文献

This article attempts to explain why the largest and most successful communist party in the West (the Italian Communist Party) has been the first to dissolve itself under the apparent impact of the revolutions in Eastern Europe. It does so by utilising and comparing four possible approaches to the study of West European Communist parties: ideological, electoral, strategic and ‘internal‐external’ approaches. The first three approaches are outlined and their limitations indicated before a more detailed exposition and application of the fourth approach is made as offering the most adequate framework to explain of one the most significant developments in Italian politics and West European communism.  相似文献

As local government undergoes internal modernization, it faces the challenge of strategic management. This challenge includes the need to coordinate the newly decentralized elements of government; the need for organizational development and cultural change, so that values and behavior within the organization keep pace with structural developments; and the need to manage uncertainty, as local governments face an increasingly competitive and rapidly changing environment. Empirical studies show that strategic management capabilities have not developed evenly across a broad international sample of reform cities. However, the successful program in Christchurch, New Zealand, offers suggestions for other cities.  相似文献

A strategic framework for the Moon must weave together the economic, social, scientific, national security, and civil aspects that have evolved largely in isolation since the inception of the space age. The United States—based on its historical dependence upon space assets, exploration heritage, and global leadership position,—has the most to gain and lose by the tenor of its leadership in this framework's development and implementation. A permanent presence on the Moon, combined with the use of lunar and space resources, offers the means to create a new space age. Lunar exploration offers many scientific and cultural benefits and has significant historic implications. In addition, this extension of human reach beyond low Earth orbit, and the ability to regularly access and use cislunar space is critical for addressing emerging national, economic, and scientific challenges. An analogy to this strategic moment is the development of United States maritime policy at the beginning of the 20th century.  相似文献

Astrosociology represents a distinctive emergent field within the sociological discipline and outside of it, inclusive of the other social sciences and a strong connection to the natural sciences. It provides a heretofore absent focus that partly serves to complement the work of space scientists and engineers, including the space policy issues that guide the direction of their work. By adopting astrosociology, this missing perspective increases the current scope of attention by adding its focus on the societal implications of human developments related to space generally and space exploration specifically. This relationship between space and society, viewed in both causal directions, influences social change within any particular society and possesses implications for future projects and missions. Astrosociology adds a sociocultural dimension to the conventional approach of space sciences that currently devalues a social science orientation. With the addition of astrosociology, practitioners of space will become exposed to decision-making criteria normally unavailable to them under current circumstances.  相似文献

The article deals with the reasons why European countries should care about lunar settlement. First, the article focuses on the issue of geopolitics of the Moon and the importance of its natural resources—both energy and non-energy—and the relevance of lunar poles. The article then discusses European Union (EU) and European Space Agency (ESA) space activities. Next, there are basic strategic considerations EU/ESA countries should follow in utilizing outer space. From a terrestrial point of view, it is mainly the issue of energy independence and, from outer space, it is the possibility of denial of access to outer space. The article concludes with the acknowledgment of a growing interest in lunar colonization around the world and that Europeans should become more assertive in their lunar ambitions, including lunar development projects, for economic and strategic reasons.  相似文献

The development of off-world sources of critical minerals is creating an opportunity to transform space activity from a consumer of resources into sources of value. This article provides an overview of the rationale for and the feasibility of asteroid mining, based on current technology and information. It concludes that the mining of asteroids is a medium-term to long-term project (20 to 30 years) that requires a stepwise approach. An important step in the development of asteroid mining is the confirmation, through exploration, of the minerals’ abundance on the asteroids. A mission capturing and returning to lunar orbit a single 10-meter-diameter asteroid or a rock off the surface of a larger asteroid accomplishes this goal. This mission would also allow the testing of automated mining and processing equipment, reducing the risks of future large-scale asteroid mining operations. Suggested herein is that asteroids’ exploration be carried out through a partnership between space agencies and private space companies, whereby the two partners can achieve their strategic interests.  相似文献

The American spacefaring dream, which envisions average Americans being able to safely and routinely travel to and work in space, remains the American public's benchmark for measuring progress in America's human space enterprises. This article begins with a brief review of the ideas and developments that led up to the formation of the American spacefaring dream in the late 1950s. It continues with discussion of how building new logistics infrastructure capabilities has enabled America to lead the world in opening new physical and technological frontiers and why this provides a successful model for fulfilling the American spacefaring dream of opening the space frontier. The article concludes with the identification of specific planning objectives to guide the development, construction, and operation of an integrated American spacefaring logistics infrastructure.  相似文献

On 27 October 2005, the first Iranian satellite—Sinah-1—was launched. The satellite failed soon after launch, but it represented a significant technological step by the Islamic Republic, and was also a statement of intent on behalf of Iranian space ambitions. Current and projected Iranian space capabilities are highly dependent upon foreign technologies and expertise, but the Iranian nuclear and ballistic missile programmes offer a glimpse of how Iran's space programme may yet develop. This essay provides an overview of Iranian space capabilities, and places it within contemporary Iranian domestic and strategic contexts. It also offers an insight into how Iran's space programme is organized, and lastly, offers a view on how best the United States might influence Iran's space programme.  相似文献
