The article analyzes the European Union's (EU) migration strategies toward the Arab states in the light of the Arab uprisings in a comparative context. Going through migratory processes related to Egypt, Libya, and Syria, the article discusses Middle Eastern migration and its diverse manifestations, critically assessing the relevance of the EU's migration policy ambitions vis-à-vis the different challenges in the Mediterranean region. In its theoretical approach, the article draws on the concept of non-traditional security, demonstrating that migration constitutes an anarchistic element in the relations between states, which goes beyond traditional foreign policy means. The article characterizes recent EU initiatives concerning migration and demonstrates that despite the fact that the EU has declared migration “one of the strategic priorities in the external relations of the Union,” it seems apparent that the EU has not been able to develop adequate new approaches regarding migration. Many of the suggested initiatives within the framework of the new EU foreign policy setup have not been established yet—they remain preliminary works in progress, projects in different stages or legislative procedures under negotiation between EU institutions. Summing up the cases of Egypt, Libya, and Syria, the article concludes that the migration phenomenon since the start of the Arab unrest in early 2011 constitutes a highly important issue in European–Middle Eastern relations, regarding which, the EU foreign and security measures seem to be relevant only to some degree.  相似文献

This article explores the paradox of constructive ambiguity. Based on a focused, longitudinal comparison of the European Union’s energy and defence policies, it analyses the role played by strategies of ambiguity in European integration. Ambiguity is found to be an attractive strategy for political entrepreneurs when member state preferences are heterogeneous and the EU’s legal basis is weak. It is likely to be effective, however, only if it is embedded in an institutional opportunity structure – that is, a formal-legal context – that entrepreneurs can fold into their strategic repertoire of ideas. While ambiguity can be strategic in circumstances where clarity would create strong opposition, it is not sufficient to entrench a European policy if it does not rest on an institutional basis. This suggests that European political entrepreneurs should be wary of relying on coalition building by ambiguity only.  相似文献

Abstract.  This article sets out how the public sphere can be studied through an analysis of the content of a specific debate. A public discourse can be said to pertain to a European Union-wide public sphere where the discourse within the EU is significantly different from that developed in non-EU countries, where such differences are not nationally defined, and where the debates in individual newspapers (which provide the fora for a public sphere) should be connected on the basis of some underlying factors. These conditions are tested with a quantitative analysis of the newspaper debate in 1999 and 2000 on the sanctions of the EU-14 against Austria. To the extent that the conditions are found, it can be concluded that there exists a European public opinion. The objective of studying this specific case is to demonstrate that, as far as an EU issue is concerned, there are already signs of an EU transnational political community.  相似文献

The European Council is an institution which brings together the Heads of State, or Governments of the European Union (EU) Member States. For the Presidency, preparing the agenda of European Council meetings involves a tension between loyalties. Existing research is divided over the question whether the Presidency pushes its domestic policy agenda on the EU level. Using empirical data on the Conclusions of European Council meetings, and national executive speeches presented annually in five Member States, this article investigates the relationship between the policy agendas of the EU and its constituent countries. It tests whether national issue attention of the Presidency holder dominates the European Council agenda. The findings suggest that having the Presidency does not provide a de facto institutional advantage for agenda setting power for any of the countries in the sample. The analysis points out that normative and political constrains limit the leeway of presiding Member States to push for domestic agenda preferences in the European Council.  相似文献

This paper reports on a number of Eurobarometer surveys undertaken by the European Commission as a way of reflecting on Brexit and the challenges it poses to European identity. Our work with the surveys has been undertaken in the context of developing an educational game (RU EU?) which will explore European identity. European citizenship and identity have been strongly promoted by the EU but, while they appear to have been accepted at an elite level, the EU—and the UK in particular—have so far not constructed a narrative which has been supported by ‘ordinary’ citizens. Brexit has therefore exposed the failings of European elites in this regard. That said, there is some evidence that the complexities of Brexit have led to a strengthening of European identity in the other EU 27 countries.  相似文献

Branding has become common in the public sector as brands are increasingly used to influence citizens’ associations with public organizations and public services. Using experimental research replicated in three European countries, this article investigates the effect of using the European Union (EU) brand on trust in policies. Experiments were conducted among economics students in Belgium, Poland, and The Netherlands to test the hypothesis that adding EU brand elements to policies positively affects trust in those policies. The results show a consistent positive and significant effect of applying the EU brand to trust in the policies in all countries and for both policies included in the experiment—even in The Netherlands, a country characterized by a negative overall EU sentiment. These findings provide some of the first empirical evidence of the effectiveness of branding for public policy.  相似文献

Previous research has suggested that attitudes towards the European Union (EU) are shaped by two sets of considerations—economic and cultural. Using data from the 2015 British Social Attitudes survey, this article assesses which matters more in shaping attitudes in Britain towards the EU as the country prepares to vote in a referendum on whether it should remain in or leave the European Union. It shows that while concern about the cultural consequences of EU membership is widespread, voters are inclined to think that membership is economically beneficial. This cultural concern underpins a widespread scepticism about Europe, but voters are only likely to want to leave the EU if they are also convinced of the economic case for doing so.  相似文献

Research has shown that voting in European elections is affected by domestic politics. However, in the last years, and particularly after the European debt crisis, also the EU has gained relevance and salience in national politics. In this paper we address the Europeanization of national elections and assess to what extent the characteristics of countries condition the intensity of EU issue voting. Using data from the European Election Studies and the Comparative Manifestos Project, our results demonstrate the importance of congruence between citizens' and parties’ positions on the EU for the individual vote on the national level and show how this varies across countries. We provide evidence that EU issue voting is more intense in countries with more political influence in the EU as well as in countries that are net contributors to EU funds.  相似文献

In 2015, Jean‐Jacques Dordain retired as director general of the European Space Agency (ESA). This is Europe's NASA and includes a host of sovereign nations that differ in language, culture, economics, and politics. As ESA’s director general, Dordain pulled together a disparate and often quarreling group of countries and got them moving in the same direction. Billions of dollars were involved in a sequence of large‐scale, complex spaceflights. Successes far surpassed failures. Dordain stated that if there is one area of administration about which ESA could teach the world, it is “that of international cooperation. Very simple—it's because ESA is an institutional cooperation venture.” In this Administrative Profile, Dordain comments on the issues he faced in guiding European cooperation as well as relations with the United States and other countries.  相似文献

How can legislators derive the benefits of delegation without unduly empowering the executive? This article investigates how this dilemma is met in the European Union (EU) political system where executive power is delegated to the Commission. The argument is that the European member states have found a unique solution. They install committees of member state representatives to monitor the EU Commission, the so‐called comitology committees. However, the extent to which comitology committees are installed and their exact competence vary considerably across policy areas. This article uses a delegation perspective to understand this variation. An analysis of comitology provisions in 686 directives and regulations shows that institutional conflict and issue complexity, well‐known factors from the delegation literature, are important predictors of comitology control of the Commission. The findings support one of the two prevailing images of comitology—comitology as a control mechanism, not deliberative democracy.  相似文献

The European Union's (EU) relationship with North African countries has long been the subject of intense academic enquiry. For many years, the EU has performed a difficult balancing act between managing the security concerns of its member states, dealing with authoritarian regimes that have questionable human rights records, creating and maintaining good economic relations, and pursuing more normative objectives. Have security objectives overridden other concerns? While the EU has cooperated with regimes with questionable human rights records, counterterrorism cooperation between the EU and North African countries has not developed as much as previous academic studies believe. However, what are the prospects of this changing with more recent developments after the Arab Spring? This article examines in detail the reasons why the EU does not currently conduct significant counterterrorism cooperation with North African countries and discusses whether this situation is likely to change as a result of the events of the Arab Spring, which has swept through North Africa and the Middle East since 2010.  相似文献

The European Union’s 2030 climate and energy package introduced fundamental changes compared to its 2020 predecessor. These changes included a stronger focus on the internal market and an increased emphasis on technology-neutral decarbonization while simultaneously de-emphasizing the renewables target. This article investigates whether changes in domestic policy strategies of leading member states in European climate policy preceded the observed changes in EU policy. Disaggregating strategic change into changes in different elements (goals, objectives, instrumental logic), allows us to go beyond analyzing the relative prioritization of different goals, and to analyze how policy requirements for reaching those goals were dynamically redefined over time. To this end, we introduce a new method, which based on insights from social network analysis, enables us to systematically trace those strategic chances. We find that shifts in national strategies of the investigated member states preceded the shift in EU policy. In particular, countries reframed their understanding of supply security, and pushed for the internal electricity market also as a security measure to balance fluctuating renewables. Hence, the increasing focus on markets and market integration in the European 2030 package echoed the increasingly central role of the internal market for electricity supply security in national strategies. These findings also highlight that countries dynamically redefined their goals relative to the different phases of the energy transition.

Few political parties are willing to lead the public debate on how the European Union should develop and parties rarely publicly discuss issues on the EU agenda. This is probably one of the most important democratic problems in the contemporary EU. When and why parties are willing (or not willing) to discuss European cooperation is therefore an essential issue in which political science should engage. Previous research has shown that parties that are internally divided on EU issues downplay these issues in order to avoid internal disputes. At the same time, parties that have severe intraparty conflicts over the issue are unable to contain the debate. Thus, parties that are unified in their position on EU issues and parties that are heavily split speak about the EU, but others do not. Also, earlier research has shown that political parties downplay issues in response to internal divisions among their supporters. It is argued in this article that the focus should not be solely on intraparty conflict or whether or not a party's voters are hesitant or disunited, but rather on how these factors interact in order to better understand how parties act strategically regarding EU issues. Using a new dataset that relies on quantitative content analysis of quality newspapers during the national election campaigns in the period 1983–2010 in France, Germany, the United Kingdom and Sweden, it is found that parties that have a high degree of internal dissent on European issues, while at the same time having an equally divided electorate, are the parties that are most present in the public debate. Hence, it is the interaction between these two important factors that explains much of the variation in the amount of attention paid to European issues in national election campaigns.  相似文献

The European Union (EU) is the newest actor in the European space sector and is cultivating the political will to make Europe a world class space power comparable to the United States (US). The Galileo satellite system and the Global Monitoring for the Environment and Security space program are the most visible manifestations of this will. This article suggests that Europe can approach comparable space power if capabilities are considered rather than just budgets. The paper discusses the catalysts driving EU space initiatives, and assesses the EU's nascent European Space Policy and European Space Program, and EU organization and funding for space. Of importance are the asymmetric means for Europe to increase its space capabilities and the implications this has for the trans-Atlantic relationship with the US. The analysis is directed to the security, civil, and dual-use space sectors within the security aspects of EU space initiatives. This article also provides a baseline to track changes in EU space policy, organization, and funding dynamics.  相似文献

One conclusion in the literature on domestic European Union (EU) coordination is that the formal institutional properties of countries—devolved versus centralized or unitary—affect the nature of coordination practices. Basically, the view has emerged that domestic coordination is a largely bureaucratic process in which political control mechanisms remain relatively weak. Instead of only looking at public authorities and their formal networks, this article relies on a data set that allows us to analyse informal political-administrative networks and look at how societal interests mobilize and target policymakers in order to shape the position governments defend at the EU level. One of our conclusions is that despite devolution in Belgium, its intergovernmental coordination shows a considerable level of network centralization, even when compared to unitary countries such as France and the Netherlands, meaning that there are large differences between the three states with respect to the connectedness of the actors involved.  相似文献

The EU has become increasingly responsible for the state of national economies over the last decades. Meanwhile, many observers have claimed that this increased responsibility has not translated into more accountability. In this article, we revisit this literature and analyse vote-popularity functions before and after accession because it provides a situation when the EU is an incumbent and when it is not. Using Eurobarometer surveys from 2001 to 2011, which were carried out in the countries that joined the EU in 2004 and 2007, we first show that individuals do not hold the EU accountable for macroeconomic performances before accession, but that they do after accession. Using European Election Studies surveys, we also indicate that the incumbent European Peoples’ Party is held accountable for the state of the economy in countries that are ruled by the EU, but not in countries that have just become EU members.  相似文献

This article analyzes how the development of the European Union (EU) fundamental rights policy feeds Euroscepticism—and notably political Euroscepticism—within segments of national political elites in EU Member States. More specifically, it argues that this relatively new policy also gives rise to a new form of political Euroscepticism, which has been defined as “value-based Euroscepticism,” e.g., the perception that the EU via its fundamental rights policy, unduly interferes in matters where value systems and core domestic preferences on ethical issues are at stake. This happens in a context where the EU is resented, by some segments of political elites, for allegedly empowering diverse groups (such as ethnic minorities, immigrants' associations, judges, and so on) at the expense of popular sovereignty. This resentment is exacerbated by the fact that national governments are increasingly submitted to the critical assessment of EU-level actors (e.g., the European Parliament or the European Commission) in terms of democratic credentials.  相似文献

What have been the impacts of Europeanization in European Union (EU) member states in the domain of employment policy from a gender perspective? The essay explores this question for one of the traditional “male breadwinner–female caretaker” gender policy regimes in the EU—the case of Germany. Since German women's employment status is behind the status of women in many other EU countries, it has been expected that the impact of European (EC) equal opportunity and equal treatment norms on domestic policy change has remained minimal (Ostner & Lewis, 1995). This, however, is not the case any more. On the contrary, it is argued that Europeanization, although against considerable domestic resistances and with delays, helps to “gender” German public employment policy, namely in three respects: with respect to underlying gender norms, regarding the distinction of gender specific target groups and scope, and the introduction of innovative gender‐sensitive policy instruments. This claim is illustrated by three examples. An explanation for these shifts is developed that accounts for member state change despite misfits with EU norms, not as a consequence of legal compliance mechanisms, but as an outcome of a combination of three mechanisms—the politicization of controversial issues, shifts in dominant discourses, and political advocacy building—conducive to the “gendering” of Europeanization.  相似文献

Norway and Switzerland are two western Europe states that are not members of the European Union (EU), and they are among a number of small and economically open states in which reform of economic sectors is seen to be incremental and reactive. This article poses two questions about the reform of telecommunications and electricity in the two countries. First, what impact has nonmembership of the EU had on the reforms? Second, have their small and open economies and policymaking systems—conceptualized as “social corporatism” in Norway and “liberal corporatism” in Switzerland—had a decisive impact? Some influence from the EU is evident, particularly in telecommunications, but parallels with EU states indicate that nonmembership of the EU, though influential, is not decisive. Although national characteristics matter, social and liberal forms of corporatism are shown to have limited utility. The “actor‐centered institutionalism” approach, which allows a more nuanced analysis of actors and national institutions, is better at explaining the reforms.  相似文献

This article analyzes the European Union (EU) policy for democracy assistance toward the Southern Mediterranean countries and tracks changes in the last decade, with a special emphasis on the most recent period. It shows that the EU policy, which goes under the acronym of EIDHR, has evolved, but predominantly in response to internal dynamics rather than to developments in Arab countries. The EU has increasingly provided assistance to local actors on the ground in non-member countries and has differentiated its action in authoritarian countries from countries in transition. When it comes to implementing its own policy, however, the EU is less able to promote democracy than human rights, and most of the funds go to support projects centered on relatively uncontroversial rights such as women's and children's.  相似文献
