During the past five years there have been a growing number of proposals for dialogue, “regimes” and other cooperative institutions designed to enhance regional security. This article critically evaluates the key proposals and notes the objections that have been raised against them. It goes on to argue that many of these objections are without validity. The article contrasts the considerable progress in this area, which has been achieved in Southeast Asia with the absence of progress in Northeast Asia — and suggests some reasons for the difference. The article concludes with an analysis of some of the contradictory elements of such concepts as “cooperative security,” “security cooperation” and “common security,” which are gaining increasing currency in the region.  相似文献

ABSTRACT

Despite long-standing sovereignty sensitivities, the Malacca and Singapore Straits have been the site of co-operative governance and regime building. Of note is the 2007 Co-operative Mechanism of the Straits of Malacca and Singapore, characterised as a milestone achievement in regional co-operation towards improved safety and security in the Straits. Yet, well before the Co-operative Mechanism were also earlier instances of co-operation dating to the 1970s – specifically between the Straits’ littoral states under a tripartite framework and Japanese actors through the Malacca Strait Council. In addition to providing a template for the Co-operative Mechanism, these arrangements offer alternative models of governance and regime building that challenge conventional characterisations of “regional governance” – what it looks like, as well as its driving actors. This article considers the significance of these early efforts, with attention to the ways that the region’s developmental context bears on the actors, structures and processes of governance in Southeast Asia. Not only does this historical process of co-operation give expression to alternative governing arrangements composed of mixed actors and obligations, but an unconventional governance agent – the Nippon Foundation – has played an especially defining role in bringing actors to the table and substantiating the co-operative process.  相似文献

Abstract

The 1997 economic crisis and the ensuing political and social disorders not only have put regional security at stake, but also have seriously challenged the relevance of the Association of Southeast Asian Nations (ASEAN) in regional affairs. This article introduces a new institutional theory – institutional realism – to address the widely debated questions: Does ASEAN matter? If so, how? It argues that (1) ASEAN still matters in terms of coping with extra-regional threats through an institutional balancing strategy; (2) ASEAN's future depends on its institutional consolidation in dealing with intra-regional security problems.  相似文献

Abstract

This article evaluates regional stability as a concept for Asia-Pacific security analysis. Stability can be viewed as a system's tendency towards equilibrium, including its ability to find a new equilibrium in changing conditions. This approach is reflected in five types of Asia-Pacific stability - the avoidance of major war, the stability of the distribution of power, the stability of institutions and norms, political stability within countries, and economic stability. While all of these factors constitute stability in the Asia-Pacific, it is not clear that any of them constitute the stability of the Asia-Pacific region as a coherent unit of analysis.  相似文献

Abstract

The concept of power and the ways to measure it are central to the literature on regional security providers. The predominant model has power rooted in material capabilities. This article recognizes that such capabilities are important but contends that for a state to be become a regional security provider, it must meet certain preconditions, foremost amongst them: possession of necessary material and ideational capacity; judicious employment of such power resources; and regional recognition of its leadership. Obvious as it may sound, effective leadership is also heavily contingent upon the domestic performance of regional powers. In this regard, the choice of Algeria and Morocco provides an interesting comparative case to broaden the traditional determinants of how to categorize regional security providers. Surprisingly, Morocco has been neglected in studies on regional security in the Maghreb and Sahel despite its rising ideational and economic influence in the region. Even Algeria has seen few studies use an integral approach to analyze its roles, orientations and performance as a regional security provider.  相似文献

Abstract

Increasing political awareness in the Pacific island nations during the 1970s led them to adopt foreign and domestic policies that the metropolitan nations considered detrimental to their interests in the Pacific. The South Pacific Forum (SPF) stood at the center of much of the decision making. For the United States in particular it became imperative that it check the SPF's decision-making process. This led the United States to seek avenues through which it could effectively influence the decisions of the South Pacific's regional organizations. Such attempts were intended primarily to undermine the sovereignty and independence of the South Pacific Forum and affiliated regional organizations. This article discusses the rationale for and processes through which the United States has been trying to manipulate South Pacific regional institutions into serving its interests in the region.  相似文献

Recent institutionalist scholarship has theorized the liberalization or “disorganization” of capitalism as the result of shifts in economic actors' “logic of action” towards opportunism. Little attention has been given to the reverse possibility that shifts in economic actors' “logic of action” away from opportunism might contribute to “embedding” or “organizing” capitalism. This paper builds on recent scholarship to theorize this scenario and then demonstrate its empirical validity with an historical institutionalist study of the emergence of such a “non‐liberal” institution in Switzerland in 1961. The theoretical framework links three “logics of action” – opportunism, enlightened self‐interest and strong solidarity – to Höpner's typology of capitalist institutions – organized, coordinated, and liberal. It theorizes the interactions between these logics and the social mechanism – goal signaling – that can explain a shift from one logic of action to another, potentially leading to change from one type of institution to another.  相似文献

The scholarship on unrecognized or de facto states has been booming in the recent decades exploring this phenomenon from a variety of perspectives. Yet, as this article illustrates, a crucial accent on the instrumentalization of unrecognized states by regional actors – or, to put it differently, on unrecognized states as a source of coercive diplomacy – has been neglected. This article seeks to fill that gap by offering an empirical analysis of Russia’s instrumentalization of South Ossetia and Abkhazia as unrecognized states as a means of putting effective pressure on the Government in Tbilisi – usually with respect to issues unrelated to the unrecognized states themselves. More specifically, this article shows that Moscow has used three instruments (military deployment, passportization of residents of the unrecognized states and responsibility to protect).  相似文献

Abstract

The tension between the conception of traditional leadership systems as mere cultural institutions and the lack of interest and/or ability to use them as practical development tools in Africa has prompted their critical reappraisal in this article. The article is based on the need for African countries to endeavour to achieve a dialectical mediation between traditional leadership institutions on the one hand and concrete rural development projects on the other, for the purpose of promoting sustainable development. It is argued that there is much that traditional institutions can do to influence activities in rural areas. Any lack of such involvement on the part of traditional leadership systems can only lead to little transformation in rural areas. The article discusses this position with reference to two rural activity systems related to gender-based issues and agricultural development. The article is structured in four parts. The first section is devoted to the introduction, the second and third sections examine the roles traditional leaders could play in the areas of gender and agricultural development, while the final section comprises the conclusion.  相似文献

ABSTRACT

This article examines Karen women’s political participation in the Karen National Union (KNU) and in KNU-controlled towns and villages during three phases of the protracted Karen conflict in Burma/Myanmar – the guerrilla activity phase, the civil war phase and the ceasefire phase. It argues that two interrelated institutions – a participatory governance system and a politically autonomous women’s group – affect Karen women’s levels of political participation in their communities. The logic is that as the Karen conflict de-escalated from the civil war phase to the guerrilla activity phase, the KNU’s leadership, in response to deteriorating security conditions and outside pressure, was forced to accept greater civilian participation in governance that opened up the political space for Karen women to become politically active. This de-escalation process also meant that the KNU had fewer resources and lacked the institutional capacity to control the activities of the KNU-affiliated women’s group – the Karen Women’s Organisation. When the conflict de-escalated again after the KNU signed a ceasefire accord with the Burmese government in 2012, the terms of the ceasefire agreement in combination with an influx of non-governmental organisations created new avenues in which Karen women could participate in politics.  相似文献

ABSTRACT

The use of ‘neopatrimonialism’ as a category in mainstream scholarship on African polities and economies is ubiquitous. A critique by Thandika Mkandawire has shown that the ‘neopatrimonial school’ is devoid of conceptual coherence and analytical power – it is an expression of a prejudice, not a useful tool for research and analysis. The article endorses Mkandawire's view but points out that this is by no means the only example of its kind. On the contrary, the use of categories which assume the superiority of societies in the global North over those in Africa is widespread. The article illustrates this by discussing and criticising two others, the ‘democratic consolidation’ paradigm and the ‘failed state’ framework. It argues that all three shape assumptions by scholars in Africa as well as outside it which obstruct concrete analysis. A critique of these paradigms is thus essential to the development of scholarship on and about Africa.  相似文献

ABSTRACT

Xi Jinping has concentrated his power since he acceded to the Chinese presidency. Where will Xi bring China? In this review essay I discuss four single-authored books – one in English and three in Japanese – to explore security implications of Xi’s reform and foreign policies. In her recent book, Elizabeth Economy is critical of Xi, arguing that he is turning away from Deng Xiaoping’s reform and internationalist policies. The three Japanese China specialists concur, and further highlight the interconnectedness of domestic politics and international relations. In sum, the four books show that Xi has struggled to commit to the state-owned enterprise reform and to cooperative foreign policy due to Chinese domestic politics, and as a result, has threatened regional security in the Asia-Pacific.  相似文献

ABSTRACT

This article develops the concept of “reign-seeking” to capture the unprecedented collective action of the Thai professional and official elite prior to the 2014 military coup and the establishment of a military regime. It argues that this phenomenon reflects broad and deep political dynamics, for which the dominant scholarship on authoritarianism and Thai politics cannot adequately explain. The changing incentives of these supposedly non-partisan actors are interwoven with neo-liberal governance reform driven by a desire for depoliticisation and the minimisation of rent-seeking. This idea has been rationalised in Thailand since the promulgation of the 1997 Constitution resulting in the rise of technocratic and judicial bodies designed to discipline elected politicians and political parties. However, such institutional reconfigurations have consolidated the incentive for people considering themselves to be prospective candidates to “reign” in these organisations. As evident in the 2014 coup, these unconventional political actors – academics, doctors and civil society leaders – made collective efforts to topple the elected government in exchange for gaining selection into the wide range of unelected bodies. Governance reform in Thailand has hitherto reinforced the status quo, although the article further argues that reign-seekers should be seen as contingent, rather than consistent, authoritarians.  相似文献

It has now been well established that forests in South Asia are postcolonial political zones. In Assam, in northeast India this was accomplished through the colonial project of converting jungles into Reserved Forests. Using the politics of dokhol (“to grab or occupy by force”) as an entry point, this article examines the comparative epistemologies of squatting and informality in urban and rural contexts. My intent is to unpack the everyday practice, maintenance, and sustenance of dokhol within the reserved forests of Bodo Territorial Autonomous District. This entails an extension of existing scholarship on formal-informal dichotomies in relation to rural squatters, in particular those on forestland. I do so by combining an ethnographic study of dokhol by rural squatters with three influential strands of critical scholarship on urban squatting, namely Partha Chatterjee’s “political society,” Asaf Bayat’s “quiet encroachment,” and Ananya Roy’s take on planning and deregulation. This article advances the case of rural informalities and opens a dialogue between the two forms of informalities – rural and urban, especially in the context of South Asia.  相似文献

ABSTRACT

When the European Union (EU) and South Africa acceded to a strategic partnership, they expanded into new areas of partnership. One of these areas was peace and security, which is the focus of this article. The article argues that, although there appears to be a shared understanding of what security means, the strategic partnership has not been utilised significantly to further this understanding in practice. This is largely due to the EU's preferences for a continental, multilateral approach over the bilateralism of a strategic partnership. At the same time, South Africa sees its strategic partnership with the EU as being outside of its broader commitment to regional security. As a result the peace and security element of the strategic partnership has not been leveraged effectively despite several entry points for action. The article thus concludes that both the EU and South Africa need to re-think the current arrangement.  相似文献

There are several accounts of the past relations between Swaziland and South Africa. Some are set in the realist school of international relations scholarship. These studies portray Swaziland's policy behaviour as ‘submissive’ because of ‘immutable structural forces’. The neo-Marxian analyses locate the relations exclusively in class/ideological setting. Other accounts depict the ‘kaleidoscopic’ nature of the relations. The post-apartheid understanding of this relationship is largely gleaned from regional studies – the dominant view of which is that South Africa is reluctant to exercise hegemony in its relations with regional states. This article critiques the one-directional thrust of the realist and Marxian accounts. While endorsing multidirectional and multidimensional accounts of policy behaviour, the article shows that they lack an over-arching theoretical framework. A similar charge is directed at the post-apartheid literature. The position of this article is that constructivism offers analytical tools needed to understand the relations between the two states and how South Africa can reorder them.  相似文献

There are palpable cracks in the Botswana economic growth success story, most apparent in the evidence of persistent and extreme inequality. This article offers new insights into the Botswana puzzle by focusing on redistributive policies – taxation and transfers – as potential mechanisms to tackle poverty and inequality. The historical analysis explores how the minimal redistributive policies reflect the interests of the elites and how these actors justify their policy decisions with reference to the needs of the poor – an important electoral constituency; and it links policy developments to social and economic outcomes where no comprehensive social security system and negligible taxations means that only the well-to-do are in positions of income security and only the most vulnerable receive some relief. Diamond-rich Botswana avoids taxing its citizens. In terms of citizen engagement and ability to pursue social justice this may be a mistake.  相似文献

ABSTRACT

This article examines whether writing histories of colonial subjects is possible. Traditional colonial histories subsume the colonial subject's individual history under a larger narrative of subjugation, which often does not allow room for people to exist outside the dichotomized role of collaborator/resister. This approach has left a gap in the scholarship for histories of colonial subjects whose lives do not easily fit either category. This article addresses this gap by detailing the life of Yayutz Bleyh, an Atayal woman who became one of the most important participants in the Japanese colonial administration of Aboriginal Affairs in Taiwan. For over six years, the author gathered fragmented pieces of information regarding Yayutz from a multitude of sources – visuals, as well as oral and written materials from inside and outside the colonial archive – in order to sketch the contours of an extraordinary woman and her life. Through the process of filtering these disparate sources, it was the silences regarding certain issues and the discrepancies that emerged among sources that proved to be the most revealing about Yayutz as someone who straddled both the world of the colonizer and the colonized.  相似文献

Abstract

Regionalism in Oceania emerged in a context shaped both by the decolonisation movement as well as the Cold War, the dynamics of which are still being played out today. This article considers two cases of particular interest in current regional politics which illustrate a number of important contradictions in conventional approaches to the analysis of colonialism. The first involves the two larger French territories in the region – New Caledonia and French Polynesia – which have recently been admitted to full membership of the Pacific Islands Forum despite falling short of the technical requirements for such membership, namely independent status. The second concerns Indonesia’s claim to sovereignty over West Papua. Although this claim has been recognised in international law since 1969, its basis is highly suspect and Indonesia’s record from the start is arguably tantamount to a repressive form of colonialism enabled by the United Nations itself. Placed in comparative perspective, these cases invite us to reconsider just what colonialism on the one hand and self-determination on the other really mean in the contemporary period.  相似文献

ABSTRACT

Africa has rich traditions and knowledge systems founded on the principles of caring for one another and the spirit of mutual support embedded in the African philosophy of Ubuntu. These collective values tend to be marginalised in international human rights standards built on western values. The standards were developed without broad-based consultation of the different value systems in Africa. Therefore, in order to inspire sustainable implementation among diverse cultures, dialogue to develop universal human rights and obligations based on the diversity of cultures and ways of knowing is needed. Using South Africa's experience at two universities, the extent to which these institutions have attempted to incorporate African indigenous knowledge systems (AIKS) and human rights into the higher education curriculum is investigated. The implications for higher education and the human rights and development paradigms built on western knowledge systems are investigated. North-West University has been the pioneer of integrating AIKS into higher education in South Africa and is the only higher education institution in South Africa with an accredited IKS Teaching Programme at both undergraduate and postgraduate levels – which has been notably successful, albeit with some challenges. AIKS has also been integrated into research and teaching at the University of KwaZulu-Natal and has registered significant successes since 2012. The need to embed AIKS in the curriculum of higher education institutions is affirmed.  相似文献
