This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.  相似文献

We discuss an experiment employing participatory technology assessment (pTA), a public deliberation method for eliciting lay citizen input prior to making decisions about science and technology to inform upstream engineering decisions concerning technical aspects of NASA’s Asteroid Initiative. In partnership with NASA, the Expert and Citizen Assessment of Science and Technology network conducted a pTA forum on NASA’s Asteroid Initiative in 2014. The goal of the exercise was to assess citizens’ values and preferences about potential asteroid detection, asteroid mitigation, and exploration-based technologies associated with NASA’s Initiative. This article discusses the portion of the forum that focused on the Asteroid Redirect Mission, an effort to redirect an asteroid into lunar orbit that astronauts can study. The forum sought public input on two options for performing the mission that NASA included in technical assessments to make a down select decision: Option A to capture a 10-meter-diameter asteroid; or Option B to redirect a several-meters-diameter boulder from the surface of a larger asteroid. We describe the values and perceptions participants had about Option A and B, how these results were used by NASA managers, and the impact the results of the pTA had on the down select.  相似文献

The path of gradual commercialization of current space applications, such as launch services, satellite communication services, direct broadcasting services, satellite remote sensing and navigation services, and satellite weather monitoring services, will most likely be followed by future activities of use of space resources. Ventures, like mining the natural resources of the Moon and asteroids, are likely to become technologically feasible in the near future. The question is what would be the most appropriate approach to address the future needs of exploitation of space resources: should it remain the exclusive province of state governments; should the private sector take over such space activities; or should a public-private partnership type of venture be encouraged? As state governments are becoming constrained by budget deficits, an increased reliance on private sector involvement in space activities involving the extraction and use of space resources is to be expected. When deciding whether to invest in commercial ventures of resource use exploitation, any potential private investor will be faced with the issues of economic costs, risks, and perceived regulatory barriers. This study argues that the perceived regulatory barriers, i.e., the licensing requirement, the “common heritage of mankind” principle of international space law, and protection of intellectual property rights, are not obstacles to economic development. Governments should provide both policy and regulatory incentives for private sector participation in the area of space natural resource use by funding basic research and development and by sponsoring liability insurance for private ventures among other incentives.  相似文献

This essay focuses on the decision by senior National Aeronautics and Space Administration (NASA) officials at the creation of the agency to focus its efforts on human spaceflight, Moon and Mars missions, and human settlement of the solar system. Its leaders made a conscious decision to downplay space applications projects, exclusive of technological research and development, and eschew operational activities. They did so in favor of concentrating on the human exploration and development of space. In so doing, NASA fell into the prestige trap that dominated this mission in the 1950s and early 1960s. At sum it was a tesseract, a four-dimensional object, which locked NASA into a quest for ever greater space spectaculars featuring human involvement. Power and prestige, therefore, has cast a long shadow on the space agency, forcing it into a series of programs that have been oversold and undervalued.  相似文献

This commentary piece explores the several ramifications of China's October 2003 successful manned space mission, when the People's Republic of China became the third nation, following the lead of the USA and the Soviet Union, to independently launch a manned space mission. While the achievement resulted in prestige and justifiable pride in China, the potential ‘dual use’ of space for military purposes remains speculative, and is of concern to Washington's ‘Blue Team’, suspicious of China's possible aggressive intentions. While China's space efforts include militarisation, it remains an open question as to whether it intends to fully develop space weapons against a background of its belief that the USA already has ‘abundant power’, especially in space. Financial stringency has been an increasing concern in the higher education sector, especially in the aftermath of the financial crisis. As a result, public higher education institutions have been under increasing pressure to diversify their funding sources through tuition fees and other nonpublic revenues. This article reflects on the institutional impact of those changes by analyzing a panel of 30 higher education institutions from the Portuguese public university and polytechnic sectors for the period between 2003 and 2009. The authors explore the relevance of institutional characteristics such as enrollments in undergraduate and postgraduate programs, the qualifications of academic staff, and the regional environment where institutions are located. Results suggest that certain institutional characteristics related to mission differentiation and the path of development of binary systems are important determinants of higher education institutions’ ability to earn income from tuition fees and other nonpublic sources.  相似文献

This article analyzes the main motivations behind manned interstellar exploration. There is a wide range of justifications for manned interstellar exploration. Some observers contend that the main reasons are the survival of the human species and the spreading of life in the universe. I argue that the survival of the human species is a very long-term threat and, as such, it is not the main driver for interstellar exploration within a reasonable time horizon. The discovery of habitable planets within 5 to 15 light years from Earth and the possibility that Earth will no longer define the limit of growth constitute stronger motivations. I argue that manned interstellar exploration will be achieved through the mobilization of both public and private resources, as in the past opening of new frontiers, with governments providing initial support in exploration and science, in advancing critical technologies, and in building space infrastructure. The private sector would then take the lead in creating new markets and in expanding humanity’s presence in space.  相似文献

In 2008, the National Aeronautics and Space Administration (NASA) celebrated its fiftieth anniversary, and has been embarked on a mission to put astronauts on the moon, possibly by 2020. Is this goal “back to the future”? Or is it “the way forward” as a prelude to a mission to Mars? An advisory panel to President Obama has recommended alternatives to the moon as routes to Mars. At the time of writing, Obama has yet to decide. Of course, NASA has already arrived on Mars with robots, a tribute to the agency's remarkable technical prowess. However, the ultimate challenge would be to send men and women to Mars. Why? That, of course, is the big question. The answer lies in the human heart rather than in the rational mind. NASA's exploration of this unknown frontier has more in common with the expeditions of Columbus and Magellan than the missions of most other federal agencies. Any list of discretionary expenditures would prioritize space exploration as an extreme example of an unnecessary luxury that can be postponed. So why should NASA continue to explore space? That question takes on an acute meaning during a time of intense domestic economic and foreign policy challenges. But imagine: what would be lost to America if NASA did not exist?  相似文献

ABSTRACT

Several private players have expressed their desire to mine resources in space. This posits ethical and legal concerns. Several scholars argue that space mining activities flout the national non-appropriation principle enshrined in Article II of the Outer Space Treaty. However, it is the opinion of the author that space mining does not per se violate the provisions of Article II, though space mining brings forward other concerns of breach of cooperation and environmental damage. The current legal regime is not adequately equipped to address these problems. The national legislations of several countries which allow for space mining do not address these issues. Even though an international regime emulating deep seabed mining addresses some of these concerns, the current political structure is not in favor of such a development. Hence, the legal viability of any potential space mining industry is on tenuous terms.  相似文献

This article examines the relationship between space exploration and sacred visual art, demonstrating that religious iconography and church architecture evolved by assimilating humankind's entry into the physical heavens as a living parable. This is proven by the presence of space exploration imagery within places of worship—from a church building inspired by a payload fairing to inclusion of space exploration milestones as historical landmarks, from astronauts being chosen as depictions of Christian virtues to lunar material being included in church windows, and from a space shuttle being painted on a Christian Orthodox church wall to a space hotel being represented on a Buddhist temple. The incidences of space themes in religious visual arts, as well as the fervor of reception, vary nonetheless among denominations.  相似文献

NASA has an elaborate process for identifying and mitigating technical risks in its human space exploration program. However, non-technical risks—political, economic, and societal—are not captured in this process. Such risks are large in number, diverse in character, often unpredictable, and can be impossible to prevent because they are beyond the space agency's control. NASA's mission directorates are responsible for long-term strategic planning, so despite the difficulties, the Exploration Systems Mission Directorate (ESMD) must direct its attention to long-term sustainability risks and the development of mitigation plans. This article surveys long-term risk factors and, where possible, makes suggestions on mitigation approaches for consideration by ESMD and NASA's top management.  相似文献

The link between public administration and conflict resolution is traditionally understood through the ‘democratic peace’ thesis, which holds that war is less likely in democracies than in non‐democracies. Limited success with post‐conflict democratisation missions has opened space for renewed research on three strands of ‘deeper democracy’: decentralisation, participation and deliberation. This article reports on the study of deliberative democratic practices in emerging governance networks in Prishtina. Through an investigation of three contentious issues in Prishtina's public spaces, research combines documentary sources with field interviews with governance actors to identify factors that enable and constrain the scope for deliberative decision‐making in governance networks. Case studies point to six main influences: ‘securitisation’, trust building, ‘mandate parallelism’, structural patterns of inclusion and exclusion, network structures and the properties of governed public spaces. In addition, two frames are found to be particularly resistant to deliberative engagement: Kosovo's status and ethnic identities. We formulate a tentative conclusion to be further investigated: in contexts where distrust is high, deliberative governance requires a rigid adherence to an overarching reference framework that can create discursive space within which relative deliberation can take place. This article addresses the current lack of a legal framework for the use of space resources found on asteroids and other celestial bodies. In a world of growing inequality and in face of the increasing commercialization of space, governance structures are needed to ensure that the benefits of the “province of all mankind” are not solely reaped by those industrialized nations that have the technological and financial capabilities. Drawing upon the practical achievements of the International Seabed Authority governing the extraction of natural resources from the seabed in areas beyond national jurisdiction, a discursive policy framework for the equitable development of the global commons of space is proposed. Acknowledging the importance of a multi-disciplinary approach, the normative structure is complemented by the insight gained from stakeholders from across sectors, in a critical effort to unite political, ethical, and commercial considerations.  相似文献

The February 2003 loss of the space shuttle Columbia on mission STS-107 was a mishap that stunned both NASA and the world. This research examines the pre-NASA and post-NASA decision-making modalities and risk acceptance behavior for the safe and reliable operation of the space shuttle through the lens of hazard analysis. Interviews with NASA administrators and senior Space Shuttle Program managers bring back to life their views from the 2003 through 2005 timeframe, during which NASA returned the space shuttle back to a flight status. Lessons from their effort have broad applicability to other organizations recovering from—and attempting to prevent—a major accident.  相似文献

ABSTRACT

Despite the tendency of the power literature to analyse legitimacy and coercion in isolation, both theoretical and empirical evidence suggest that coercion and legitimacy are not parallel lines but can interact in different ways, supporting or undermining each other. A methodical exploration of the relationship between legitimacy and coercion is important not only for improving the theoretical literatures on power and legitimacy but also in the light of the increasing interest in the power of legitimacy in statebuilding and peacebuilding. This article first analyses the overall interaction between coercion and legitimacy, and then explores the question that emerges from the interaction analysis; what level of coercion is permitted or required in order for a mission’s local legitimacy to be sustained? Finally, for the practice of peacebuilding, the article shows that an operation needs to understand its initial legitimacy standing with the local population, as this determines how much coercive force it can employ without undermining its overall legitimacy.  相似文献

Social structural methods are applied to forecast the political economy of the inner solar system to the 22nd century. One method considers structural indicators, specifically, population, social organization, environment, and technology. Another method examines the Tongan diaspora as an analog of human expansion into space. This future political economy could emerge as a consequence of user strain on a global electrical power grid that develops by 2050. Alternative energy needs could turn to space-based sources. If on-orbit space-based energy infrastructure provides the rationale, capability, and allure to see humans routinely living and working in space, their presence on the Moon and among the near-Earth asteroids can lead to a human diaspora to Mars and its moons. These events will build the multi-planet economy, the multi-world system of societies, and the transnational state. The development of Mars will reach a maturity of settlement from 2130 onward. As these potential events become history, capital would be transformed, and higher-order space logistics in a multi-world system of societies with its multi-planet economy would lay the foundation for a Solar System Federation. This federation constitutes transnational states among off-world human societies that could fill the vacuum of a fading Westphalian nation-state system on Earth.  相似文献

ABSTRACT

This article explores the practice and political significance of politicians’ journeys to conflict zones. It focuses on the German example, looking at field trips to theatres of international intervention as a way of first-hand knowledge in policymaking. Paying tribute to Lisa Smirl and her work on humanitarian spaces, objects and imaginaries and on liminality in aid worker biographies, two connected arguments are developed. First, through the exploration of the routinized practices of politicians’ field trips the article shows how these journeys not only remain confined to the ‘auxiliary space’ of aid/intervention, but that it is furthermore a staged reality of this auxiliary space that most politicians experience on their journeys. The question is then asked, second, what politicians actually experience on their journeys and how their experiences relate to their policy knowledge about conflict and intervention. It is shown that political field trips enable sensory/affectual, liminoid and liminal experiences, which have functions such as authority accumulation, agenda setting, community building, and civilizing domestic politics, while at the same time reinforcing, in most cases, pre-existing conflict and intervention imaginaries.  相似文献

A strategic framework for the Moon must weave together the economic, social, scientific, national security, and civil aspects that have evolved largely in isolation since the inception of the space age. The United States—based on its historical dependence upon space assets, exploration heritage, and global leadership position,—has the most to gain and lose by the tenor of its leadership in this framework's development and implementation. A permanent presence on the Moon, combined with the use of lunar and space resources, offers the means to create a new space age. Lunar exploration offers many scientific and cultural benefits and has significant historic implications. In addition, this extension of human reach beyond low Earth orbit, and the ability to regularly access and use cislunar space is critical for addressing emerging national, economic, and scientific challenges. An analogy to this strategic moment is the development of United States maritime policy at the beginning of the 20th century.  相似文献

Abstract

The international relations (IR) discipline is known as an ‘American Social Science’ dominated by scholars and theories from the US core. This paper compares IR in two noncore settings, China and Europe. It shows that there is a growing institutional and intellectual integration into global Anglophone, mostly American, IR in both Europe and China. Both Chinese and European IR communities have established top Anglophone journals like the European Journal of International Relations and the Chinese Journal of International Politics to spearhead their integration into mainstream Anglophone IR and carve out a space for regional thinking. Yet, the analysis of their publication and citation patterns shows that IR outside the American core communicates through a hub-and-spokes system where there is always a connection to the American core but rarely very strong linkages to other peripheral regions. The two journals studied thus function as outlets for ‘local’ and American scholars, rely on ‘local’ and American sources, and there is very little integration and exchange between Chinese and European IR. Chinese and European IR would benefit from such a dialogue, especially regarding ‘schools’ of IR at the margins of an ‘American social science’.  相似文献

The last decade has been witness to a rapid rise of the commercial space sectors of many countries. This development offers myriad prospects for the development and exploration of outer space, but simultaneously poses threats to the international community if not regulated properly. The potential dangers of outer space activity were recognized by both the United States and the former Soviet Union in the midst of the Cold War, which led to the concretization of the international legal regime regulating outer space activities. However, without the enforcement of these legal standards at the municipal level of the state, this regime is ineffective. Therefore, it is an imperative that all states with a commercial space presence develop national space legislation that appropriately incorporates international standards. The U.S. space legislation is, at present, the most robust legal framework which addresses many of the necessary concerns. At the same time, in attempts to promote the growth of its space sector, the U.S. regime regulating commercial space ignores some of the standards developed in the international regime. The critical evaluation of the salient features of the U.S. legislation undertaken by this article serves as a guide for many states seeking to develop their own legislation regulating the commercial space industry. It serves as a guide to adopting comprehensive standards of protections provided for in the U.S. legislation and the International Law Association’s “Model Law on National Space Legislation,” but also cautions against the dangers of weaponization, poor environmental protection, and exposure to international liability. A thorough legislative framework that adequately balances economic, strategic, and political concerns with accepted legal principles of international law is essential to prevent commercial space activities from becoming a “highway to the danger zone.”  相似文献
