Abstract

This paper examines the changing nature of twenty-first century Philippine–US security relations. It notes that the alliance is against a non-state actor, and raises the possibility that this security arrangement might be difficult to maintain given its prohibitive governance cost and the systemic nature of the threat. It also observes that the alliance has been plagued by dissension between the two countries. In conclusion, the article maintains that these two allies have compelling reasons to revitalize and maintain their security ties. They have also developed forms of cooperation to reduce the alliance’s governance costs, iron out their differences, limitations and conflicting interests, and ensure that the partnership will remain functional in the face of new and long-term security challenges posed by international terrorism.  相似文献

This article first examines Turkish foreign policy shortly prior to and following the nation's military coup in 1960 in the context of its relations with the superpowers of the time, particularly with the USA, and in the face of the Cuban Missile Crisis of October 1962. It then discusses the Menderes administration's search for a multilateral foreign policy and the American response. Focusing on the question of why Turkey was so eager to receive the Jupiter missiles, even though it was already known shortly prior to installation that these missiles constituted a surplus, the article examines the factors shaping Turkey's approach to the missile crisis.  相似文献

Comparisons between Aboriginal policy in Canada and apartheid in South Africa appear frequently in public discourse, often with claims of actual links between the two systems. This paper interrogates these supposed links, using an analysis of land policy and the pass system in each country to demonstrate the improbability of the claims of direct influences. The paper then goes on to analyze the intellectual history of these comparisons, asking why they have been, and continue to be, made by many different actors in the face of a lack of historical evidence. The paper argues that the claims have served the needs of many different groups in different ways and thus maintained a hold despite their lack of historical foundation. However, good policy must be founded on clear analysis of history, and this paper argues that it is important to de-link South Africa and Canada, and understand oppression in each context on its own terms.  相似文献

This piece will deal with one of the main Jihadist actors currently involved in the Syrian war: Al-Nusra Front. This will highlight the history of the movement, its sociology and strategies, the factors that have allowed its integration into the Syrian landscape, and how it has evolved from 2011 to early 2016. It will more precisely raise the issue that focusing on military and ideological grounds for explaining al-Nusra’s success is far from being sufficient. With Western commentators, media and think tanks still being the predominant determinant of the global international relations discourse and therefore also of the discourse relating to Syria, discerning actual realities coherently from the fog of a very biased narrative presents great challenges. Deciphering the complexities of West Asia has never been easy and the situation in Syria is particularly complicated. This article argues inter alia that the Commonwealth as an entity needs to add its efforts, voice and prestige to the global effort to prioritize the restoration of peace in West Asia in general and Syria in particular.  相似文献

This article examines the introduction of municipal elections in Saudi Arabia during the reign of King Sa?ud. The elections from 1954 to the early 1960s constituted important political arenas that have hitherto been overlooked in scholarship on Saudi Arabia. Grievances and political aspirations of the Saudi population were publicly voiced during these elections, which coincided with an emerging radical press and a labour movement at the ARAMCO oil company. Though these elections were limited in scope, marred by procedural flaws and ultimately failed on the institutional level, they nevertheless had a lasting impact on people in the Eastern Province―especially the Shia― and their subsequent political mobilisation outside state structures. As such the municipal elections represent a failed attempt to co-opt local elites and to broaden the popular base of the centre in the periphery. The failure of the municipal elections contributed to the tense relationship between the Saudi centre and the peripheries, which culminated in the 1979 uprising in the Eastern Province.  相似文献

The implications of technology have been widely acknowledged in international relations. Studies ranging from the causes of war and military effectiveness to terrorism and nuclear proliferation have explored how technology shapes international politics. However, the implications of technology in domestic politics have not been scrutinised much. This paper helps fill this vacuum through an analysis of Turkey’s civil–military relations. Although civilian control over the Turkish military has improved in the past decade, this process has not been smooth. With a focus on the recent court cases involving the military, the 2007 e-memorandum and the transfer of electronic military intelligence apparatus to the civilian authority, this paper demonstrates how technology has become an important domain for civil–military relations in Turkey.  相似文献

ABSTRACT

Malaysia has long been hailed as a beacon of moderate Islam. Yet, at present, there is considerable support for ISIS amongst Malaysians, and it represents a unique articulation of contemporary violent Islamist extremism. Malaysians who joined ISIS in Syria and its supporters at home are characterized by a sense of Islamic righteousness. Also, they share distinctive features that differentiate them from the old jihadi generation: a diverse occupational background, the lack of either formal or informal religious training, and the growing nexus of criminality-radicalization. Malaysian support for ISIS can be historically and politically contextualized in relation to the Islamization race between the main political parties, the presence of Salafi-jihadi discourse and ISIS’s discursive construction of authentic Islam.  相似文献

Australian rule in the Territory of Papua and New Guinea (TPNG) was conducted in large part by a system of patrol officers, the “kiaps”. This article examines rule-by-kiap in the two remote, westernmost districts of the late-Territory (Western and West Sepik) between 1960 and 1973, drawing upon archival sources and interviews with former officers. Australian colonial rule in these districts should be understood as “government by inspection”. The extension of infrastructures of access and the conduct of the census were dominant preoccupations of the Administration, and demonstrations of force were routine. Rule-by-kiap was characteristic of much of TPNG across the years of Australian rule but persisted later in these remote districts, due to their late consolidation under the control of the colonial state. Accordingly, longstanding preoccupations such as the census became linked to new imperatives, such as the conduct of elections.  相似文献

Both reform and revolutionary movements in the Arab world have called on institutions of state to follow through on the cries for dignity, bread and social justice emanating from the street. These movements are not necessarily mutually exclusive, and may demonstrate overlapping commonalities of practice. Asef Bayat has designated this phenomenon an example of ‘refo-lution’, the amalgamation of a revolutionary agenda with a reform process. This paper will argue that 2011/2012 demonstrations in Jordan fall into this category, and that they elucidate that the relationship between the Hashemite monarchy and Jordanian society needs to be reframed for political stability. The theoretical frame of this article, grounded in the selectorate theory of Bruce Bueno de Mesquita in conjunction with insights from Nazih Ayubi, suggests that this stability requires a more defined separation of powers and functions of the monarchy and the parliament, making the latter an autonomous legislative body.  相似文献

Drawing on critical whiteness studies, this article explores the role of race in the formation and maintenance of Turkish identity. The aim is to make connections across time (between contemporary Turkey and its past), space (placing the Turkish experience within a transnational context), and theoretical perspectives (investigating questions arising from the framework of whiteness within the context of Turkey). I argue that the literature of nationalism alone cannot illuminate the significance of racial vocabularies in early republican (1923–50) and contemporary Turkey. In criticizing current approaches that ignore the reality of race in Turkey, this article proposes a theoretical perspective in which race and whiteness emerge as a decisive component of Turkish modernity. Taking race seriously not only helps us to understand the Turkish experience of modernization but also extends theories of race. The article presents the manifestations of racial vocabularies in terms of immutability and chromatism as embedded in Turkish identity.  相似文献

In this article, the author will focus on the role former Japanese diplomat Yoshio Okawara played in the “restoration” in the context of postwar Japan–US relations, particularly in his capacity as Japan’s ambassador to the US. During the 1980s, a period when trade friction between Japan and the US was particularly intense, and diplomatic relations pluralized, Okawara emerged as a “pragmatist,” striving to vanquish the “perception gap” between the two nations. Today, the Donald J. Trump administration seems to be shaking up the global system of free trade. In the current situation, there is much to learn from the example set by the diplomat Okawara, a pragmatist who throughout his life did so much to narrow the perception gap that caused the trade frictions of the 1980s and to restore the Japan–US relationship that had been ravaged by war.  相似文献

The Havana Peace Accords of 2016 sought to end five decades of internal conflict in Colombia. As well as disarming the FARC, they promise to bring state institutions to abandoned regions and enable citizen participation. However, there is an obstacle to this which has consistently been overlooked by Juan Manuel Santos' government: a chronic distrust in the state dating back to colonialism. This article draws on ethnographic research with the Colombian government's ‘peace pedagogy’ team, tasked innovatively with educating citizens about the Havana Accords and incorporating them in the co-production of peace. It shows that citizens' learning about state policies, and reception of state efforts to shape that learning, are filtered through pre-existing perceptions of the state: in Colombia, interpretative frameworks of distrust. This ethnography illuminates state–society relations in the Colombian peace process, offering implications for ongoing implementation of the Accords, and posing questions for other countries in transition, arguing that historically-constituted perceptions of the state should be taken into account when communicating government policies to society.  相似文献

Abstract

The article argues that the primary purpose of education, both formal and non‐formal, is the development of interrelated and interdependent sets of human capacity to think, to know and to act by honing social consciousness or awareness, values and skills. Investing in education is therefore viewed as investment in the development of social capital that combines with material resources and other non‐material phenomena to produce goods and services, as well as a favourable spiritual environment for human sustenance and development.

Education in Africa needs a fundamental paradigm change which entails, among other things, focusing on confronting, with a view to correcting and departing from, hegemonic knowledge and knowledge systems that are predicated on racist paradigms that have deliberately and otherwise distorted, and continue to distort, the reality of who Africans really are. The article visits some of the terrains most in need of this change: contestations about the roles Africans and Africa have played in human civilisation during the four main historical periods to date: Africa's leadership as the cradle of humankind or the Naissance of Humanity; Africa's leadership in all fields of knowledge and human achievements at the beginning of modern civilisation up to about the fourteenth century AD; the fifteenth century AD to the present which marks the only period in human development when Africa and Africans have been dominated and marginalised by mainly European civilisation and its global projections; and, the emerging era of the renaissance of Africa and other marginalised peoples.

A model curriculum that requires supplementation by the specific characteristics of each country that adopts it is suggested as a step towards this paradigm change. This modest effort at constructing a model curriculum is informed by the understanding that all Africans and peoples of African descent need to possess some basic, shared common knowledge about Africa, the Diaspora and the world ‐ and to acquire critical approaches to contextualised learning.  相似文献

Nearly 200 Australians were captured and held as prisoners of war (POWs) by Ottoman Turkish forces during the First World War. They have largely been overlooked in Australian history and memory of the conflict with the result that little is known of their time in captivity or of its wider ramifications. In examining the emotional impact of their capture and imprisonment, this article offers intimate insights into how these Australian POWs felt about their captivity, from the moment of surrender until long after the war had ended. The humiliation of capture and confinement at the hands of a culturally, religiously and linguistically different enemy and the restrictions imposed by wartime imprisonment exacerbated the prisoners’ private feelings of shame and failure, feelings that were publicly reinforced in the aftermath of the war as the two dominant narratives of the conflict—the heroic Anzac fighter and the Turks as the honourable enemy—excluded or, at best, marginalised their experiences. Such analysis tells us much about the psychological dimension of wartime captivity, and adds to our understanding of the legacy of this POW experience.  相似文献

The American University of Beirut's emergence as a hub of Arab national and cultural identity in the first half of the twentieth century has been well documented by historians. The simultaneous Zionist presence on campus has been largely overlooked. Zionist ideas were predominantly promoted by Palestinian Jewish students who formed a small but vocal minority at AUB prior to 1948. Faculty and non-Jewish students also regularly collaborated with and traveled to Zionist institutions in Palestine for academic, athletic, and leisure purposes. For Arab students on campus, therefore, Zionism was not an abstract concept, but rather a national identity embodied by fellow classmates and friends on campus. As the conflict in Palestine increased in the 1930s and 1940s, so too did political activism and tensions on campus between Zionist and Arab nationalist students. This article analyzes this unique period of exchange, collaboration, and friction at AUB, which came to a swift end with the outbreak of the 1948 War. By focusing on the interactions between Arab and Zionist Jewish students at AUB, I seek to extend the ‘relational’ approach towards Jewish-Arab contact beyond Palestine's borders.  相似文献

Contrary to popular belief, the conclusion of the 1951 ANZUS Treaty did little to encourage an immediate closer political relationship between Australia and New Zealand. The Tasman powers disagreed on major strategic issues and cooperation was minimal (and in some cases entirely absent). Focusing on the development of trans-Tasman relations between 1951 and 1955, this article examines Australian and New Zealand views pertaining to the scope and implementation of the ANZUS Treaty, proposals for the Five Power Staff Agency in Southeast Asia, the “United Action” proposal during the 1954 Indochina Crisis and the “Operation Oracle” project during the 1954–1955 Quemoy–Matsu Crisis. This article advances the conclusion that Australia and New Zealand mainly disagreed on these issues due to competing views about their respective political relationships with the United States and Britain. In other words, in the immediate post-treaty period, closer trans-Tasman political relations were ultimately hindered by strong divisions over accepting the United States instead of Britain as the cornerstone of their respective foreign policies.  相似文献

ABSTRACT

When the European Union (EU) and South Africa acceded to a strategic partnership, they expanded into new areas of partnership. One of these areas was peace and security, which is the focus of this article. The article argues that, although there appears to be a shared understanding of what security means, the strategic partnership has not been utilised significantly to further this understanding in practice. This is largely due to the EU's preferences for a continental, multilateral approach over the bilateralism of a strategic partnership. At the same time, South Africa sees its strategic partnership with the EU as being outside of its broader commitment to regional security. As a result the peace and security element of the strategic partnership has not been leveraged effectively despite several entry points for action. The article thus concludes that both the EU and South Africa need to re-think the current arrangement.  相似文献
