Post‐War Reconstruction and the New World Order: The Origins Of Gough Whitlam's Democratic Citizen*

Gough Whitlam's father was one of Australia's most significant public servants. Deputy Crown Solicitor and Crown Solicitor at a time of great constitutional and international change, Frederick Whitlam maintained an unusually advanced perspective on the use of international instruments to protect rights and to expand powers of nationhood. Gough Whitlam's war‐time experiences in the Air Force, in particular during the referendum campaign to expand Commonwealth Powers to aid post‐war reconstruction, cemented these aspects as central to his developing notions of democratic citizenship. In his 1973 Sir Robert Garran Memorial lecture, fourteen years after his father had delivered the inaugural oration, Gough Whitlam acknowledged the influence of his father as a “great public servant” committed to public service and the developing institutions of internationalism: “I am Australia's first Prime Minister with that particular background”. This paper explores “that particular background”. I have never wavered from my fundamental belief that until the national government became involved in great matters like schools and cities, this nation would never fulfil its real capabilities. ¹ 1 E.G. Treasonous Conduct: Assessing the Wartime Activities,Post‐War Trials and Tribulations of Australian Collaborators in the Second World War*

There has been very little written about the activities of Australian citizens collaborating with the Germans during the Second World War. There are, however, a few instances where Australian citizens were involved in activities in Germany which could be considered treasonous. A number of these were individuals involved in an ill‐conceived military unit created by the Germans from British prisoners of war while there is at least one example of an Australian who allegedly carried out propaganda broadcasts for the Germans. The activities of these individuals and the way the authorities dealt with these cases after the war will be the focus of this article.     

Japan Seventy Years after World War II: From a Challenger to a Supporter of the International Order

In advance of Prime Minister Shinzo Abe's Statement marking the 70th anniversary of the end of the war, the “Advisory Panel on the History of the 20th Century and on Japan's Role and the World Order in the 21st Century” issued its report. The author served as acting chair of the panel which reviewed the history of Japan and the world from the 19th century to World War II through the 70 postwar years. This article looks at Japan's expansionism in the 1930s, wartime conduct, colonial rule, and the end of World War II. As a previous challenger to world order, Japan seeks to share the lessons learned now as a supporter of the international order. This article elucidates ways in which Japan can cooperate with the international community to promote prosperity and peace around the globe.
