Modern New Zealand foreign policy is a blend of the Liberal Internationalist and Realist approaches to international relations, with the Liberal Internationalist strand arguably predominant. Before 1935, however, New Zealand's foreign policy can be characterised as purely Realist. The governments of the Reform and United parties between 1912 and 1935 gave a high priority to national security, were sceptical of international institutions and had no interest in issues of self-determination, democracy and human rights. These attitudes were challenged by the Labour party Opposition, which possessed a Liberal Internationalist outlook on international affairs, but Liberal Internationalism did not begin to influence New Zealand's foreign policy until Labour came to power in 1935.  相似文献

Kenya matters regionally and globally. It is the economic powerhouse of East Africa and a long-standing hub for multilateral diplomacy; its positioning in a turbulent region has fashioned its profile as an anchor state in African peace and security. Until recently, Kenya's foreign policy orientation has situated it as a benign regional leader, but pressing developments in the regional and international environments have edged it towards a more assertive foreign policy position. This study constitutes a multilevel review of Kenya's foreign policy in the period 1963–2015, beginning with Jomo Kenyatta through to the current president, Uhuru Kenyatta. After evaluating contexts pertinent to the analysis of Kenya’s foreign policy, the fundamental principles, objectives and pillars of the current foreign policy are unpacked.  相似文献

Richard Casey was involved in shaping Australian foreign policy for over four decades. Casey's attitudes, ideas, policies and actions towards the rest of the world are therefore an important part of a Liberal tradition in Australian foreign policy. To examine Casey's place in the Liberal tradition this article explores Casey's positions on the great international issues of two periods: the 1930s and the 1950s. The conclusion of the article is that three key ideas shaped Casey's foreign policy, and therefore also lie at the centre of the Liberal tradition; firstly, a strong attachment to the idea of the English speaking alliance; secondly, a realist perspective on international affairs; and, thirdly, a consistent strand of anti-communism.  相似文献

2005年以来,随着经济形势的好转和国际地位的提高,俄罗斯开始加大对外援助投入,并逐步建立起自己的对外援助体系。在对外援助政策方面,从学习借鉴西方国家的经验,将对外援助看作履行国际义务、获取国家威望的手段,到主动探索建立符合本国实际的对外援助政策体系,强调对独联体地区国家援助、“软实力”和国家利益。在对外援助管理方面,总统在对外援助政策中居于中心位置,政府负责决策执行,议会负责相关立法工作,各联邦机构分别负责各自职责范围内的对外援助行动,并成立了跨部门协调机构统筹对外援助行动。在对外援助运作方面,俄罗斯将对外援助行动列入国家计划,主要通过多边和双边渠道对外提供援助。在对外援助的评估方面,俄罗斯提出了援助预算资金使用效果评估方法,定期发布对外援助数据和报告,正在逐步完善对外援助评估体系。近年来,俄罗斯对外援助体系出现较大调整,对外援助管理权有从财政部门向外交部门、从政府向总统转移的趋势。  相似文献

In the aftermath of the First World War, constitutions of European states were widely democratized and parliamentarized, and similar turns were expected in international relations as a consequence of the creation of the League of Nations. This comparative analysis of Swedish and Finnish parliamentary debates on the League membership focusing on conceptualizations of the national versus international demonstrates how democratization and internationalization merged discursively. This happened to a greater extent than in the British parliament or the First Assembly of the League. Such entanglements followed from the interconnectedness of constitutional and foreign policy questions during preceding disputes on constitutional reform when Britain and Germany had provided competing models, the determination of the ministries to reconfirm national constitutional compromises by joining an international organization of democratic nations, an exceptional possibility for parliamentarians to debate foreign policy and willingness among the leftist oppositions to extend the democratization and parliamentarization of the constitutions to the field of foreign policy. After a turn from German to British political models and under a Bolshevik threat, British internationalist arguments found a positive reception among the Swedish Liberal–Social Democratic coalition and the Finnish bourgeois coalition as well as half of the redefined Finnish Social Democratic Party. Rightist and far-leftist opponents of the League were left to the margins as the membership was used to redefine the polities as internationally oriented democracies.  相似文献

This report of a public opinion survey on South Africa’s foreign policy did not attempt to gauge South Africans’ knowledge about specific issues in international politics, but rather their underlying attitudes, specifically their foreign policy postures. After providing a brief overview of the scholarly debates about the role of public opinion in foreign policy analysis, we contextualise the nature and methodological approach of the survey. Thereafter we organise the article according to three key themes that illuminate ‘ordinary’ South Africans’ foreign policy postures and how South Africans view their country’s international identity. These themes include, first, debates about what the purpose of our foreign policy should be; second, the country’s international role; and third, who South Africans consider to be our allies and role models. Finally, we distil possible patterns emerging from the survey into a posture that we relate to two concepts: ‘pragmatic internationalism’, and a ‘middle power role’.  相似文献

With the dramatic changes in the international and domestic environment, the African National Congress (ANC) has been faced with reconciling the policies of liberation with those of a political party. In response, the ANC has taken up a series of positions representing a new foreign policy outlook, one which takes cognizance of both the changing international environment and the ANC's new role as an emergent political party on the verge of taking power. This paper will investigate this transformation of ANC foreign policy by first examining the broad outlines of policy during the period of the liberation struggle; secondly, looking at the nature and effect of the crisis induced by both the end of the Cold War and the implementation of the South African government's radical reform programme; and finally, examining the preliminary contours of a new foreign policy as the organization emerges out of the transitional period and into the role of governing power.  相似文献

Japan has shaped a distinct human security policy based on evolving policy preferences of successive domestic political leaders and the gradual assimilation of external norms into its own foreign policy. Independent experts have played a particularly significant role in advising Japanese policy elites on how human security could be used by Japan to become an “intellectual leader” within the United Nations and other relevant institutions. This article explores those processes that occurred in the early phase of norm acceptance on the part of key Japanese policy actors and change agents in Japan from the late 1990s through 2003. It argues that human security has served as an effective approach for Japan to establish itself as a more independent foreign policy actor in contemporary international politics.  相似文献

Ten years after unification, Germany still maintains its post-Second World War foreign policy course based on transatlantic multilateralism and European integration despite changes in Germany's international and domestic contexts. This study argues that neither realist nor institutionalist explanations can explain the post-unification pattern of German foreign policy. Instead, continuity and change in this policy can be understood best through a role-theoretical approach based on the civilian power idealtype. Two causal pathways are developed which account for continuity in foreign policy orientation (goals) and strategies while explaining change in the choice of foreign policy instruments. First, the apparent success of Germany's traditional foreign policy role concept during and after unification helped to reify a broad foreign policy consensus around the goals and strategies of an ideal-type civilian power. Second, major foreign policy crises, such as the Yugoslavian wars, stirred the long held hierarchy between the core values of reticence vis-à-vis the use of force (never again German militarism) and the special German responsibility to prevent genocide (never again Auschwitz). The interaction between domestic and foreign expectations provides a promising source for explaining change and continuity in Germany's foreign policy role concept and behaviour.  相似文献

This article examines, through a two-level game model, the case of the first investment dispute under NAFTA between a private U.S. firm and the Mexican government. It argues that the clue to understanding why the Mexican president could not cooperate with the U.S. president lies in Mexico's domestic "ratification" process. The analysis yields two theoretical propositions. First, federalism represents an important variable in explaining foreign economic policy. Second, two-level game logic should not be applied only to formal international negotiation situations; instead, by specifying the dependent variable as cooperation or noncooperation, these models connecting domestic and international politics can be productively applied to study foreign economic policy.  相似文献

ABSTRACT

India’s relations with Afghanistan and the post-Soviet countries of Central Asia have contributed to the growing interest in the country’s rise. By treating them together as “Central Eurasia,” the discourses of Indian foreign policy invoke a contiguous geopolitical locale bound to India by a shared past. Yet, despite the strategic articulation of a manifest Central Eurasian region, the article uncovers a puzzle of bifurcation in India’s foreign policy reflecting distinct operationalizations of India’s cultural capital in its relations with Afghanistan and the Central Asia republics. The comparative analysis indicates that prior historical experience becomes a compelling strategic context for the continuous framing and reframing of the country’s foreign policy space, which reveals India’s shifting perceptions of international order, self-identity, and global roles. India’s interactions in Central Eurasia offer a good illustration of the crossroads that New Delhi’s foreign policy is facing – either keep on proliferating discourses that spin yarns of the international influence of its historical capital or develop proactive diplomatic strategies that deliver the international status that India desires.  相似文献

For most democracies across the world, legislative engagement in foreign policy development has traditionally been limited to ratification of international agreements and oversight of the executive. While the Parliament of South Africa tends to adhere to this traditional approach, deferring to the executive on matters of foreign policy, this paper argues that a collaborative approach between the legislative and executive branches as articulated in the South African constitution must rather form the basis of South Africa's foreign policy development process. Moreover, by comparing the parliament of South Africa, a legislature with limited policy influence, to the United States’ Congress, a policy making legislature, it becomes clear from Congress that political will in employing constitutional power is the most important factor in ensuring legislative engagement in foreign policy decision making.  相似文献

Chapter 7 of the NDP 2030 articulates a foreign policy vision for South Africa over two decades. While the NDP acknowledges the place of ‘soft power’ in realising this vision, it remains doubtful whether South Africa will indeed take advantage of the enormous gains offered by soft power as a foreign policy lever. This paper examines the role of soft power in achieving the foreign policy mandates prescribed in the Plan. It argues that, like other regional powers such as China, South Africa needs to pay more attention to its soft power attributes if it is to fast-track the successful implementation of its foreign policy ambitions for 2030. We conclude that sustaining South Africa’s rising position and influence in the international system and in Africa, will largely depend on its ability to consciously adjust its foreign policy trajectories – in the long term – in tandem with its soft power resources and competences.  相似文献

Chinese foreign policy has multiple sources, and the incentives that are driving its behaviour have grown from the domestic/international, as well as from regional, economic, normative, multilateral, and cultural levels. Foreign policy-making in China is becoming increasingly complex and sophisticated. This special issue is drawn from some edited papers presented in the joint workshop between Fudan and Durham Universities on Chinese foreign policy on 29–30 March 2010. By assessing the economic, domestic, regional, global and cultural sources of Chinese foreign policy, we aim to illustrate the various sources and to locate possible ways to consolidate the transitional process, and to spur future endeavour facing China’s foreign policy.  相似文献

Progress towards the creation of a post‐apartheid South Africa raises questions about future foreign policy. In this article a framework for analysis and forecasting is developed. The basic assumption is that a future foreign policy will be driven by the kind of regime which will emerge in a New South Africa. Such a regime will have to develop foreign policy orientations to deal with its regional and global environments and the manifestation of a variety of foreign policy issues in these environments.

A semi‐democracy is foreseen for a New South Africa which will adopt a regional leadership oreitnation towards its neighbours and a consumer orientation towards the global community. The framework makes provision for regime improvements which will lead to fuller international participation or regime decline which will result in international marginalisation.  相似文献

This article introduces the special issue on ‘South African Foreign Policy: identity, directions, and intentions’. Here we seek to summarize key insights from the contributions to this special issue to deepen understanding of South Africa’s evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but those of what Edouard Jordaan calls emerging middle powers as they seek to position themselves as influential actors in international affairs. We sketch the contours of these key South African relationships in four areas where the tendencies and tensions of emerging middle power foreign policies are apparent: regionalism, multilateralism, reform of global governance, and approach to moral leadership.  相似文献

In the two-and-a-half decades since unification Germany has developed a distinctive approach towards international crisis management. This approach accepts the need to engage in the full spectrum of military and civilian operations but maintains a clear preference for the latter. Consequently, the European Union with its profile as a civil–military actor in international security is the preferred framework for German contributions. The article analyses the development of the German approach during the governments of Gerhard Schröder and Angela Merkel in the light of three interlinked debates on German foreign policy: continuity and change; multilateralism; and leadership. The announcement of a more active German foreign policy in 2014 has reanimated these debates. Concentrating its efforts on networked security and capacity building Germany has become an indispensable player in international crisis management. At the same time Germany's deeply rooted attachment to a culture of military restraint and continued reluctance to lead, limit its ability to work for necessary reforms at the European level.  相似文献

Chinese foreign policy has made a grand transition during the post-Mao reform era. Chinese foreign policy of the 21st century has become much more open and pragmatic in its relations with the outside world, more extensive in its reach and coverage, highly diversified in its functions and partners, more committed to international norms than before, and much more sophisticated in its dealing with the international community. Yet, the precise balance between the changes and continuities is still quite difficult to gauge. Furthermore, despite crucial visible changes, concerns and worries - even some fears - are discernible with regard to the rise of China. In the last 60 years, Beijing has sought hard to sustain consistencies (shizhong ruyi) in its foreign policy. Perhaps, that is the best clue the world has in inferring the future trajectory of Chinese foreign policy.  相似文献

In analyzing China’s foreign policy since 1949, people tend to take for granted the nature of China’s concern for its national security as the predominant factor in the development of its foreign policy without distinguishing changes in the functions of this factor. The evidence given in this article argues that at least as early as the late 1970s, leaders in Beijing, predominantly Deng Xiaoping, no longer held Mao’s view of the inevitability and imminence of world war, and of the Soviet threat to China’s national security. Therefore I propose that from the beginning of the Deng era in 1978, national status enhancement or muscle building through modernization had replaced national security as the persistent and principal theme in China’s foreign policy. We should not interpret the main reason for China’s increased push for the formation of an international antihegemony united front as its increasing concern about the Soviet threat to its national security. In turn, we may conclude that when China abandoned this united front foreign policy to adopt the Independent Foreign Policy in 1982, it was neither because of a new global reality that was shaping the reorientation of its foreign policy nor because only in 1982 did China rediscover the Soviet threat.  相似文献
