This paper examines whether privatization and exposure to product market competition leads to changes in labour management and industrial relations. Three sets of propositions are examined: privatization will lead to lower changes in industrial relations institutions and processes; privatization will lead to lower average levels of remuneration relative to public sector firms; and privatization will lead to relatively higher levels of efficiency. In each instance it is hypothesized that competition will add to ownership effects. These propositions are examined drawing on data derived from the UK bus industry.  相似文献

The continuing struggle of the Moro secessionist movement in the Philippines is one of Southeast Asia's longest armed conflicts. The tenacity of the conflict lies in two competing concerns: the assertion of self‐determination rights of the Moro separatist movement; and the affirmation of the Philippines’ sovereign right to territorial integrity. However, beneath these rights are crucial issues that remain unanswered both by the contending forces—problems where internecine violence and conflict emanate from. This article argues that self‐determination rights can be adequately exercised by people who have clearly defined their national identity and concept of a nation. Unfortunately, the Moro multi‐ethnic national identity has yet to be crystallised while the idea of a Bangsamoro (Bangsa Nation) remains weak. On the other hand, the state has yet to address the Moron’ legitimate demands of political autonomy, socio‐economic development, and social justice and discrimination. Without underestimating the ethnic component of secessionism, the article concludes that poor governance has prolonged, complicated, and further justified the Moros’ quest to secede from the Republic.  相似文献

This paper discusses the implications of the recent adoption of interactive forms of governance in Dutch urban policy. Advocates of this new approach claim that interactive governance will have positive effects for (1) the quality of urban democracy and urban governability and (2) for the solution of the information problems inherent in coping with (wicked) urban problems. On the basis of an extensive evaluation of the implementation of the new policies in four of the 25 Dutch municipalities involved, these claims are critically assessed.  相似文献

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.  相似文献

It is widely acknowledged that top-down support is essential for bottom-up participatory projects to be effectively implemented at scale. However, which level of government, national or sub-national, should be given the responsibility to implement such projects is an open question, with wide variations in practice. This paper analyses qualitative and quantitative data from a natural experiment of a large participatory project in the state of Rajasthan in India comparing central management and state-level management. We find that locally managed facilitators formed groups that were more likely to engage in collective action and be politically active, with higher savings and greater access to subsidised loans.  相似文献

Agricultural intensification, or increasing yield, has been a persistent theme in policy interventions in African smallholder agriculture. This article focuses on two hegemonic policy models of such intensification: (1) the ‘Alvord model’ of plough-based, integrated crop-livestock farming promoted in colonial Zimbabwe; and (2) minimum-tillage mulch-based, Conservation Agriculture, as currently preached by a wide range of international agricultural research and development agencies. An analysis of smallholder farming practices in Zimbabwe's Zambezi Valley, reveals the limited inherent understanding of farmer practices in these models. It shows why many smallholder farmers in southern Africa are predisposed towards extensification rather than intensification, and suggests that widespread Conservation Agriculture adoption is unlikely.  相似文献

English local authorities not only have a high level of path dependency but also are capable of significant path-breaking innovations. Conventional ‘great man’ and punctuated equilibrium explanations of path-switching undervalue material factors. Theoretical sampling is used to develop and illuminate the way in which material conditions impact two significant changes in the institutional path of Birmingham City Council – the late nineteenth-century municipalisation of private providers (gas and water) and the early twenty-first century corporatisation of public services (back-office functions, building control, educational support, and museums and art galleries). Data are drawn from secondary sources including Council documents and contemporary accounts. Centrifugal pressure in the early twenty-first century result in arm’s length companies offering greater financial resilience. This contrasts with late nineteenth-century centripetal pressure to minimise the patchwork of private providers and trade for a wider public benefit.  相似文献

The European Union (EU) plays multiple roles within global trade governance as a unitary actor with particular interests to promote, a tool for dominance by powerful interests, and a site of contestation facilitating civil society mobilization. Identifying these roles is key to analyzing the role of the EU particularly in times of crisis in global trade governance where new forms of politics are most likely to emerge. This is investigated through considering two cases of politically sensitive trade negotiation in which the EU played, and continues to play, an active role: the GATS 2000 negotiations and the EU-US TTIP.  相似文献

This study explores the threat of ideological active shooter attacks in the United States. In particular, to understand if these events constitute a new brand of “lone wolf terrorism” or if they are simply “deranged shooters” that happen to be ideological. The results show that ideological and non-ideological active shooters share very similar profiles. Despite the similarities, ideological extremism seems to influence the way these offenders prepare, execute, and conclude their attacks. Most ideological active shooters are “loners” whose attacks tend to be motivated by ideology. Given their sophistication and lethality, ideological active shooters represent a serious threat to national security.  相似文献

This paper’s main aim is to contribute to the debate on the impact of China’s rise on the established norms and practices in the field of international development. To do so, it zooms in on a single infrastructure project, the Jakarta-Bandung high-speed rail line, which involved intense competition between China and Japan. Specifically, it examines how competition between China, a non-Western emerging power, and Japan, an OECD member, led to a recalibration of both China and Japan’s approaches to infrastructure financing in the region. The findings suggest that rather than straight convergence or competition between diverging models, there is an ongoing process of two-way adjustment between China, and representatives of the dominant global norms and practices. We also argue that to understand the implications of China’s participation in the field of international development, and its impact on the ‘rules of the game’ of global governance, researchers should avoid positioning inquiries within the premises of China’s one-directional impact on the development assistance regime. Rather, it is necessary to take into account a complex set of relationships including China, host countries and other ‘socialised’ actors, and the process of negotiation between them.  相似文献

The article argues that property redistribution was a major tool of democratization and nationalization in Poland and the Baltics. It provided governments with a means to give peasants a stake in the new democratic states, thus empower the new titular nations and at the same time marginalize former elites, who became national minorities. The most significant acts of property redistribution were the land reforms passed between 1919 and 1925, which achieved the status of founding charters of the new states. Activists of the disenfranchised minorities conceptualized minority protection as the “Magna Carta” of the international order, which should contain the principle of national self-determination and thus safeguard private property, the protection of which was not clearly regulated by international law. By examining the contingencies of the aftermath of the war in East Central Europe as well as discussions about changing conceptions of property ownership in both East Central and Western Europe, the article shows that land reform was meant to counter Bolshevism, but, at the same time, created the impression abroad that the new states themselves displayed revolutionary tendencies and did not respect private property – an image that became a significant argument of interwar territorial revisionists.  相似文献

This paper looks at the question of development by focusing on both Cuba and the Democratic People’s Republic of Korea. At the heart of the project is the notion of sustainability, and how to achieve well-being even in the most challenging conditions, isolated economies and sanction-laden realities. This is done by tracing both countries’ engagement and development in the fields of health and education. We suggest that political engagement with these countries should be prioritised, without challenging an established political order but with its consent, and with the hope that future generations are socialised to a culture of openness.  相似文献
