Public sector industrial relations is a somewhat neglected field of investigation. The relative neglect by industrial relations scholars is surprising given that public sector employees in Australia are much more likely to be unionised and work within larger organisations with formalised industrial. Moreover, it has been within public sector environments where the efficacy of public policy directions in industrial relations have been tested. Public sector environments are more likely to be characterised by structured bargaining and policy testing than much of the private sector. One of the purposes of this symposium, then, is to remedy this relative neglect of public sector industrial relations.  相似文献

Applying a dynamic latent‐variable model to data on 148 policies collected over eight decades (1936–2014), we produce the first yearly measure of the policy liberalism of U.S. states. Our dynamic measure of state policy liberalism marks an important advance over existing measures, almost all of which are purely cross‐sectional and thus cannot be used to study policy change. We find that, in the aggregate, the policy liberalism of U.S. states steadily increased between the 1930s and 1970s and then largely plateaued. The policy liberalism of most states has remained stable in relative terms, though several states have shifted considerably over time. We also find surprisingly little evidence of multidimensionality in state policy outputs. Our new estimates of state policy liberalism have broad application to the study of political development, representation, accountability, and other important issues in political science.  相似文献

It is always misleading, and sometimes dangerous, to suppose that the current problems represent no more than a recapitulation of earlier and intractable difficulties. An inhibiting sense of déjà vu numbs the mind and distracts attention from the essential novelty of deceptively familiar issues. The contemporary interaction of religion and politics in Western societies is as different from nineteenth–century contests between traditional faiths and their critics as it is distant from medieval versions of the church and state question. These truisms are well illustrated by the attempt made in this article to apply some of the harder lessons of historical and of cross–national studies to current debates on changing relations between organised religion and public education.  相似文献

The Blair governments deployed several public service reform strategies. Although many have been effective, they have had limited traction at the 'hard end' of disadvantage: entrenched deprivation remains a stubborn feature of the social landscape. Reforms have had limited impact on this deprivation because they expect users to behave either as eager recipients or as informed consumers. But disadvantaged groups rarely emulate the active middle class; instead, they are distrustful of public institutions—even hostile. We need a different reform strategy that does not presuppose these behaviours and which generates new ideas. This 'venture state' approach would go beyond commissioning and invest in services that demonstrate the greatest social returns with disadvantaged groups. Like the eponymous capitalist, it would identify a portfolio of high-impact providers that can be scaled or sustained; and it would provide the resources required to do so. Rather than seeking to target its own services with ever greater precision, the venture state would focus on structuring innovation in those services most important for the hard end of disadvantage.  相似文献

This article examines the degree to which rainy day funds eased the fiscal stress experienced by states during the 1990–1991 recession. In the first section, a state fiscal policy of neutrality over the business cycle is used as a benchmark for evaluating the use of budget stabilization funds. The next section looks at data from the last three recessions to see how recessions have affected the taxes and expenditures of states. A measure of degree of fiscal stress experienced by each state during the 1990–1991 recession is then calculated. These results are used to empirically investigate the impact of explicit state rainy day funds in easing state fiscal stress. Next, the article examines whether states that had rainy day funds in 1989 were more likely to have less fiscal stress, and whether the specific deposit and withdrawal provisions of these funds made a difference.  相似文献

What type of state has emerged in post‐Soviet Eurasia, and what kind of theoretical framework can help us understand its behavior and performance? This article argues that we can usefully understand the logic of political and administrative organization in terms of a kind of “investment market.” Access to the state is frequently determined by actual financial payment. Would‐be officials invest in offices to obtain access to a stream of income associated with an office. This framework represents a novel perspective on the post‐Soviet state, which has hitherto either been premised on modernization theory or emphasized a robustly personalistic logic of political organization.  相似文献

To mark the 60th anniversary of the appearance of The Administrative State by reexamining the politics–administration debate is confining and ignores Waldo's grand enterprise to describe the unique context in which American public administration emerged and developed. Congress will soon review key provisions of the Voting RightsAct (VRA). A perennial concern has been the act's effect onfederalism. In 1982, Congress amended the VRA both to preventdiscriminatory electoral outcomes and to enhance minority politicalpower. Since the 1990s, the Supreme Court has adjudicated theVRA in a way that limits states' use of race to protect thatpower. An informal alliance has since emerged between Congress,the Justice Department, states, and minority voters againstwhat they view as a retrogressive voting rights jurisprudence.This article will argue that Congress should restore state autonomyto use race as a remedial factor when districting by reaffirmingthe spirit and intent of the 1982 amendments.  相似文献
