This study of municipal e-participation in Norway, comprising local politicians as well as citizens, explores the impact of municipal size on online participation. First, the analyses show that the conventional predictors of offline participation also influence online participation, but the Internet encourages more activity among young people. Second, the same digital divides are generally found within the local political elite as among the citizens. Municipal size is, however, an exception. In the case of the local politicians, higher online participation rates are found in populous municipalities. This territorial digital divide is absent among the citizens. The findings indicate that the relatively high level of traditional participation in small municipalities also promote e-participation.  相似文献

This article develops a better theoretical understanding of the linkage between the processes and outcomes associated with government‐organized public participation, including its potential to empower citizens in guiding administrative decisions. Special focus is given to those factors that shape the development and maintenance of the citizen–administrator relationship. To this end, the research examines the work of federally mandated citizen review panels and their interactions with state child protection agency administrators. Based on 52 in‐depth interviews conducted with citizens and administrators in three U.S. states, a grounded theory approach is employed to derive a series of testable theoretical propositions. The insights gained are of importance not only to public administration scholars but also to citizens and administrators who engage one another through formally organized channels of participation.  相似文献

Recent studies of the theory of representative bureaucracy have focused on active representation, whereby administrators in public organizations work to advance the interests of particular groups, achieving policy outcomes that directly address the needs of those groups. The concept of administrative discretion is central to these studies, as an administrator must have the discretion to produce results that reflect the values and beliefs of these groups. While the presence of discretion is often implied in these studies, few have examined it explicitly. Using data from the Farmer's Home Administration, we explore whether administrators who perceive themselves as having more discretion enact policy outcomes that are more representative of minority interests. The results strongly support the conclusion that administrators who perceive themselves as possessing significant discretion and who assume the role of minority representative in their agencies are more likely to enact policy outcomes that favor minority interests.  相似文献

William Robertson, director of the City of Los Angeles' Bureau of Street Services, is profiled here as an exemplary public administrator. The authors suggest that Robertson practices politics appropriately in his role in order to achieve great outcomes for his bureau, the citizens with whom he works, and the city as a whole. To adequately define the ways in which Robertson uses politics, Sherry Arnstein's "ladder of participation" is reconceptualized as a circle of participation in which Robertson uses multiple strategies of interaction with citizens, elected officials, employees, and peers. Municipalities ostensibly scale the ladder of e‐participation improvement to gain legitimacy. However, research has not yet addressed how e‐participation initiatives are affected by serious legitimacy concerns such as corruption. One municipal response to corruption is to use e‐participation offerings as a remedial effort to gain citizen trust, but window‐dressing strategies might also be used. In this article, the authors attempt to make sense of this ambiguity by hypothesizing that the effects of perceived corruption on e‐participation offerings depend on the type of e‐participation as well as the level of local social capital and local public accountability demand. Analysis of data from 104 municipal websites in South Africa between 2013 and 2017 reveals support for two moderation mechanisms: (1) a positive remedial response to corruption in the presence of strong social capital and (2) a negative avoidance response to corruption in the presence of high demand for accountability.  相似文献

Many local governments measure and report their performance, but the record of these governments in actually using performance measures to improve services is more modest. The authors of this study examine patterns of performance measurement use among a set of North Carolina cities and conclude that the types of measures on which officials rely, the willingness of officials to embrace comparison, and the degree to which measures are incorporated into key management systems distinguish cities that are more likely to use performance measures for service improvement from those less likely to do so.  相似文献

Despite significant growth in public participation GIS (PPGIS) literature since the 1990s, little engagement by e‐government scholars is evident in the extensive scholarly PPGIS debates. To fill this void, recent trends in PPGIS adoption by local governments are analyzed. Three waves of GIS are identified: desktop GIS, web GIS, and the Geospatial Web 2.0 platform. Such technological advancements have progressively eased GIS accessibility from expert users to ordinary citizens, accompanied by considerable growth in adopting PPGIS for traffic and transit, volunteered geographic information, and customer relationship management. However, limited use of PPGIS for higher levels of participation such as decision making is found. Barriers to PPGIS adoption for decision making seem less technological and more institutional.  相似文献

The article discusses the limits and possibilities of school empowerment within education systems plagued by pervasive patronage politics. The analysis focuses on reform initiatives implemented by Brazilian sub‐national governments throughout the 1980s and 1990s to allow for the election of school principals by parents, teachers and students. Until the implementation of this reform, state and local authorities had relied on the school system as a source of patronage resources, and principals were nominated according to political criteria. The new system of democratic school management was expected to undermine this patronage‐based system and foster community participation in school decisions. The article relies on secondary evidence to assess the impact of school elections in what concerns the participation of parents, students and teachers in school affairs and the relationship between schools, party politicians and education administrators. It concludes that high levels of social inequality and the lack of a universalistic and effective system of welfare provision constitute serious obstacles to the empowerment of disadvantaged groups in developing societies such as Brazil. On the other hand, the article argues that school empowerment has the potential to undermine resilient patronage structures, by introducing universalistic mechanisms of decision‐making and making school administrators more accountable to their constituencies. Public officials can be reluctant to use citizens’ input in decision-making, especially when turnout is low and participants are unrepresentative of the wider population. Using Fritz Scharpf's democratic legitimacy approach, the authors conducted a survey-based vignette experiment to examine how the input legitimacy of participatory processes affects (1) public officials’ willingness to use public participation in administrative decision-making, (2) their assessment of the quality of the policy decision, and (3) their anticipation of popular support for the policy outcome. The study shows that turnout and participants’ representativeness have a positive and significant effect on public officials’ attitudes toward public participation. Specifically, participants’ representativeness influences public officials’ willingness to use citizens’ inputs more than turnout.  相似文献

While attention has been paid to a few cities and counties exhibiting effective performance measurement systems, most U.S. local governments have been active in the development and use of performance measurement for several decades. This research examines the effects of performance-measurement information on budgetary decision making, communication, and other operations of U.S. local governments. Data are drawn from a national survey of city and county administrators and budgeters that included nearly 300 governments. Findings indicate the use of performance measurement by local departments is pervasive, although survey respondents are less enthusiastic about measurement effectiveness. Study results show subtle distinctions between city and county officials in their use of performance measurement for budgetary purposes and processes. Research findings indicate the consistent, active integration of measures throughout the budget process is important in determining real budget and communication effects in local governments.  相似文献

This article presents the results of research designed to test participatory democracy assertions that high-quality public participation can affect participants' beliefs in desirable ways. It examines the relationships between exposure to quality participation and participant beliefs about the trustworthiness and responsiveness of a public agency and the value of including different viewpoints in public meetings. After participation in quality project meetings, participants were significantly more likely to believe the agency was responsive to public concerns. The results indicate that some specific aspects of quality participation are positively associated with expectations about the agency's responsiveness and performance. Positive associations were also found with tolerance for differences of opinion. These results have important implications for public administrators and theorists of participatory democracy.  相似文献

新公共管理运动和信息技术的发展推动了城市政府治理模式的变革“,善治”成为城市政府治理模式进化的方向。同时,在信息技术和电子政务的推动下,数字治理应运而生,成为信息社会实现城市政府善治的新思路。在对城市政府善治和数字治理进行全面阐释的基础上,构造数字治理环境下城市治理主体互动模式模型、城市网络治理结构模型;结合善治和城市政府善治的基本要素,对数字治理在城市政府善治中的作用进行了深入探讨。研究表明,数字治理借助其强大的技术优势,能形成良好的网络治理结构,加固城市政府善治的合法性基础,增强城市政府的透明性与回应性,明确城市治理主体的责任性,从而能够构建有效的城市政府善治机制,成为数字时代城市政府善治的理想选择。  相似文献

Classic studies of protest politics have traditionally defended the dominant left-wing orientation of protesters. However, some recent research has highlighted the general spread of protest by the increasing participation of right-wing individuals. Has this process meant an ‘ideological normalisation’ of protesters? The present article tackles this question by examining competing hypotheses regarding the relationship between ideology and political protest. Through a hierarchical multilevel design, the article tests whether left-wing (or right-wing) supporters are more likely to stay at home when left-wing (right-wing) parties are in power and whether they intensify their protest activities when they are more distant from the government’s ideological position. The article shows that left-wing individuals protest more under right-wing governments than under left-wing governments and yet, they are the group which protest the most also under left-wing governments. Both party mobilisation and values appear to be behind these individuals' greater propensity to participate regardless of the governments' ideological orientation.  相似文献

At the beginning of the twenty‐first century, the challenge to governments is to improve citizens’ trust in governments. The Internet aids good governance by increasing transparency and customer‐oriented service delivery. During the last few years, European Union local governments have expanded their presence on the Internet. This article presents empirical evidence on the nature of e‐governance initiatives in cities across Europe. The findings could be of interest to cities interested in determining how their online presence compares with that of other cities. There are opportunities for information and communication technologies (ICT) to enhance governance in local governments, but the focus of the ICT applications concentrates technologies on the management and delivery of services rather than on other areas. The Internet is not yet running as an effective medium facilitating democratic inputs into the policymaking process. Our study shows that technology is behaving as an enabler within preexisting social and political structures.  相似文献

By analyzing why English local governments have made extensive use of long-term market loans with embedded derivatives, this paper seeks to contribute to the growing literature on local government financialization. Using an original, large-N panel dataset for the period from 1998 to 2014, we show that the configuration of the local political economy is an important driver of financialization processes: a Labour Party majority as well as fiscal and economic stress make it more likely that councils adopt risky financial instruments. As the use of financial innovations has also diffused geographically, policy diffusion impacts local governments as well. Highlighting the conditional effect of finance sector power, which only increases the use of financial innovations in very large councils, as well as the temporal dimension of fiscal and economic stress, we create ample avenues for further research.  相似文献

The motive of this research paper is to investigate the teachers' adoption of information and communication technology (ICT) in Pakistan and the application of extended UTAUT model in a new context. A number of factors can cause changes in intention towards the usage of ICT including social, behavioral, and psychological factors, but this study, using the UTAUT model, is limited to examining the behavioral determinants of teachers' acceptance of ICT. To achieve the objective, a quantitative approach was adopted where questionnaire‐based data were obtained for analysis. The analyses were conducted on 341 valid responses that were collected from the teachers of high secondary schools in Khyber Pakhtunkhwa province, Pakistan. Getting the data analyzed through SPSS and AMOS, our results show that performance expectancy, efforts expectancy, social influence, facilitating conditions, and information technology capabilities play a significant role in shaping teachers' adoption of ICT. Moreover, behavioral intentions mediate the relationship between the predictors and ICT usage. Based on the findings of this paper, administrators and government are recommended to spend additional efforts and money by launching programs for their teachers to increase the usage of ICT in their teaching and schools. The study provides numerous insights for teachers, school administrators, and government ICT‐based smart teaching and learning institutions.  相似文献

At this point, little is known about local government responses to the economic crisis caused by COVID-19. This crisis is happening on Main Streets around the nation. This article examines how some local governments are taking collective action in partnership with other governments as well as with organizations at the local and regional levels. What is unique is that collective action is rare as it relates to traditional economic development practices, yet it is occurring and leading to offerings of multi-institutional grants and low-interest loans. However, some newer supply- and demand-side actions are the result of a lack of resources and need for expediency. Practitioners can learn about the collaborative economic development actions that governments are taking and how these partnerships can stabilize their local economies.  相似文献

Local election officials are the administrators of democracy, but we know little about their views. This paper draws from two national surveys of local election officials. The authors find that local election officials generally support the goals of the federal Help America Vote Act but are less enthusiastic about the actual impact of the legislation. Implementation theory helps explain their evaluation of federal reforms. Goal congruence with reform mandates, resource availability, and a willingness to accept federal involvement predicts support for these reforms. Federal policy changes have promoted electronic systems, and some of the authors' findings are relevant to research on e-government. Users of electronic voting machines tend to have high confidence in them despite the significant criticism the machines have faced. Local election officials who support e-government generally are more likely to more positively evaluate federal reforms.  相似文献
