It is elaborated in this article that external factors may affect food security in developing countries even if these countries are not exposed to price instability in world food markets. This is the case in the Southern African Customs Union where the agricultural price policy in South Africa affects food security in Botswana, Lesotho and Swasiland. It is analysed quantitatively how cereal price policy in South Africa influenced the cereal import sector of Botswana in the period 1969–84. Cereal import prices increased due to Botswana's membership of the customs union, and cereal imports declined. The price increase was accompanied by a price‐stabilising impact.  相似文献

In recent years, the concept of sustainable development has received renewed attention. As global resources shrink and needs continue to grow, the staying power of development impact is becoming central concern of both governments and donors. Recent studies have shown that only a small percentage of projects throughout the world have achieved sustainability, and the need for improving the long-term vitality of development investments is growing. No area in the world has shown more need of this than Africa. This paper outlines a conceptual approach for analyzing sustainability and synthesizes the lessons learned from the application of this model in recent field work. The model is based on the theory that two preconditions must exist before sustainability can occur: 1 ) commitment to long term sustainable development; and 2) beneficiary and stakeholder involvement via incentives which support achieving sustainability . Fieldwork-based recommendations to enhance sustainability include: 1) understand the long-term incentive structure that drives the project; 2) identify performance targets and communicate results early-on; 3) identify long-term recurrent costs and funding options; 4) build in flexibility to the project plan; 5) build-in ways for participants to support and “take ownership” of the project; 6) use local resources, both human and physical, and keep technologies simple; and 7) use marketing strategies to reinforce perceived, satisfactory benefits of the project. Case examples of successful African projects from West Africa, Burkina Faso and Kenya illustrate the application of the sustainability concepts. In the context of these illustrations, the sustainability framework appears useful for understanding and analyzing sustainability and provides a necessary addition to thinking about development projects and programs.  相似文献

This article investigates three hypotheses suggested in the literature on women’s political empowerment, operationalized here as increased legislative representation. These hypotheses are that (1) electoral systems manipulate women’s political empowernment; (2) increased popular participation empowers women in particular; and (3) accumulated experience gained over several electoral cycles facilitates increased political empowerment of women. In Africa, as well as in other parts of the world, majoritarian systems discriminate against women, while the effect of large parties in proportional representation systems is more ambiguous, and popular participation and repetitive electoral cycles are increasing women’s legislative representation. This article demonstrates the value of studying gender relations under democratization, even with a narrow institutionalist focus using an elitist perspective. Finally, it shows that institutions can travel over diverse contexts with constant effects. Staffan I. Lindberg is a Ph.D. candidate at Lund University. In the past decade, studies of thestate in Africa have either suggested its pervasiveness in both political and economic life or have concentrated on its nonrepresentative (i.e., undemocratic) nature and its dependence on foreign capital for its survival. This study adopts a different reasoning. It suggests that thestate in African countries should be viewed as grappling with problems of managing society within the context of underdevelopment, a task that is increasingly becoming more difficult given the recurring economic crises on the continent. Politics ofcorporatist organization thus become an attractive option for the state to express its authority and attempt to legitimize its existence.  相似文献

The aim of this article is to provide an evaluation of Uganda's current strategy to fight corruption. Like many countries on the African continent, Uganda has deemed it necessary to make attempts to reduce and control corruption within the public sector. As awareness of the deleterious and debilitating effects of corruption has grown, so too have both internal political factors and external pressures from aid donors increased in order to push for fundamental change in this respect. In terms of the donors, many have stipulated specific conditions relating to a good governance agenda based upon adherence to public integrity and minimum standards of public conduct. Sensitivity to pressure also stems in part, from a wish by government to be seen to be actively responding to donor concerns. Internal pressures stem from a growing desire by the public to demand accountability from those in government.  相似文献

Abstract

We estimate the rate of return to education for 12 African countries using recent data and a range of methodologies, which we apply consistently across all countries. Our findings confirm that the return to basic education is the lowest (7–10%). The returns to upper secondary and tertiary education are similar to one another (25–30%). Accounting for the risk of joblessness increases these rates of return, particularly for basic education and for women at tertiary level. Our results at the country level suggest that great care should be taken in choosing the appropriate methodology to estimate rates of return.  相似文献
