It is elaborated in this article that external factors may affect food security in developing countries even if these countries are not exposed to price instability in world food markets. This is the case in the Southern African Customs Union where the agricultural price policy in South Africa affects food security in Botswana, Lesotho and Swasiland. It is analysed quantitatively how cereal price policy in South Africa influenced the cereal import sector of Botswana in the period 1969–84. Cereal import prices increased due to Botswana's membership of the customs union, and cereal imports declined. The price increase was accompanied by a price‐stabilising impact.  相似文献

Climate change is projected to dramatically disrupt rainfall patterns and agricultural yields in sub-Saharan Africa. These shocks to food production can mire farming households in poverty traps. This study investigates whether unconditional cash transfers can help households cope with agricultural production and price shocks. We find that cash empowers poor, rural households facing these negative shocks to employ coping strategies typically used by the non-poor and enables them to substantially increase their food consumption and overall food security. Extending relatively small cash payments unconditionally to the rural poor is a powerful policy option for fostering climate-resilient development.  相似文献

This article compares the recent history of economic growth in Botswana with Becker’s model of “bonanza development.” While the Becker model generally applies to Botswana, the case also manifests some areas of disagreement. “Bonanza development” in Botswana is characterized by the continuation of dependency and related social inequalities. Perhaps the Botswana experience is described best as “dependent bonanza development.” Thomas Meisenhelder is a professor of sociology at California State University in San bernardino, California 92407. He spent 1986–1987 as a Fulbright Lecturer in the department of sociology at the University of Botswana (Gaborone) and lived in Harare Zimbabwe during 1992. He has recently published inMonthly Review andNature, Society and Thought. One of the central questions in food policy debates has been the role of cash cropping for achieving food security in low-income countries. We revisit this question in the context of smallholder coffee production in Ethiopia. Using data collected by the authors on about 1600 coffee farmers in the country, we find that coffee income is associated with improved food security, even after controlling for total income and other factors. Further analysis suggests that one possible pathway is linked to being better able to smooth consumption across agricultural seasons.  相似文献

While the central thrust of Michael Lipton's work has been the crucial role of productivity gains in small farm agriculture for rural poverty reduction, in many sub-Saharan African countries this desirable outcome has stubbornly refused to materialise, and growing numbers of rural poor people are found persistently to fail to secure even minimal acceptable levels of food consumption. A social protection policy response is to target social cash transfers to the chronic extreme poor. This article focuses on the level of cash transfers relative to income differences between households in the bottom half of the income distribution, and the social tensions that arise from beneficiary selection and exclusion. It is found that cash transfers to target groups such as ‘the poorest 10 per cent’ or the ‘ultra-poor labour constrained’ must be set low, even below the welfare levels they seek to achieve, if they are to avoid socially invidious reshuffling of the income distribution. The article identifies critical trade-offs between the cost and coverage of different types of social transfer, their social acceptability and their political traction, helping to explain the reluctance of governments to adopt scaled-up poverty-targeted transfers as the preferred form of social cash transfer to those most in need in their societies.  相似文献

Abstract

Since the global food crises of 2007, smallholder farmers, pastoralists, indigenous peoples and other rural groups in many developing countries have seen their access to land, water and forest resources being threatened and reduced due to the acquisition of those resources by other actors – acquisitions that may have been promoted by state policies. Taking up the case of Ethiopia, this article aims to explore the implications of large-scale agricultural investments for local food security and the right to food. The article argues that in the context of the recent and ongoing large-scale agricultural investments driven primarily by the state, the interpretation and realisation of the right to food becomes a politically contested issue and that such investments run counter to implementing the state’s obligation to protect local people’s access to and procurement of adequate food. It argues that the large-scale agricultural investments both condition and pervert the realisation of food security.  相似文献

A human rights approach to food security seeks to empower vulnerable groups to claim their rights. It also reinforces a government’s obligations to respect, protect and fulfil the right to food. Furthermore, it encourages the integration of the right to food into the design and implementation of food security policies. This article examines the human rights approach to food security, with specific reference to Ethiopia. It assesses the historical causes of Ethiopia’s food insecurity, and examines the legislative and policy measures that the country has adopted over the last three decades in order to achieve food security. Food insecurity in the country is largely explained by the absence of government accountability. In 1973 and 1984, the hunger caused by drought was transitioned to famine not because of overall unavailability of food in the country, but because the government failed to provide food aid to the starved people and concealed the occurrence of famines from the international donors. Despite designing some food security policies over the last three decades, the country has not yet adopted sufficient legislative and judicial measures to enforce the right to food. This article argues that Ethiopia should introduce a framework law on the right to food to end hunger in the context of achieving national food security.  相似文献

Abstract

This article examines a randomised intervention in Delhi, India, that provided unconditional cash transfers to a group of households as a replacement for the food security offered by a below-poverty-level card. The experimental approach can differentiate beneficial effects due to either unconditional cash transfers or newly opened bank accounts. The unconditional cash transfer does not induce a decline in food security; rather, it provides opportunities for households to shift to other nutritious options in non-cereal product categories.  相似文献

This paper challenges the view that increases in agricultural production have reduced poverty in rural India. Rural poverty is related directly to the consumer price index number for agricultural labourers, and inversely to agricultural production. The underlying time trend term indicates a residual rising trend in rural poverty after accounting for the influence of these two factors. There are plausible, though conjectural, reasons for believing that to a significant extent, the price factor as well as the variables implicit in the time trend term both derive their strength, if not their existence, from the nature of the growth processes which have generated the observed growth in agricultural production. These results contradict Ahluwalia's earlier conclusions, even though they are themselves based on essentially the same data set.  相似文献

Food production has been changing significantly in recent years as a result of climate change and of growing demand for food. This article aims to understand the link between food security and international security in the context of climate change, applying a systematic and qualitative analysis of the literature using the bibliometric method. This research observes that climate change tends to affect agricultural productivity, exposing societies to risk and the need for migration. However, good governance, together with international cooperation, can reduce the hazards of food insecurity, strengthening ties between countries and stimulating a fairer and more inclusive form of international trade.  相似文献

This research employs a cross-national design to explore the association between direct foreign investment in agriculture, changes in the agricultural labor force, and political conflict and violence in developing countries. The results reveal different patterns of relationships for Latin American, African, and Asian societies. In Africa, foreign agricultural investments are related to higher employment in the agricultural sector, which in turn is associated with lower levels of political protest. In Latin America, Foreign agricultural investments were directly related to more protest, suggesting a xenophobic nationalist reaction to foreign penetration in this sector. There were no apparent relationships between these variables among Asian states. These results challenge the often-found contention that economic disturbances in the agricultural sector are a fundamental cause of violent uprisings and rebellions. John M. With the aim of promoting national food security, the Vietnamese government enforces the designation of around 35 per cent of agricultural land strictly for paddy rice cultivation. We investigate the economic effects of adjusting this policy, using an economy-wide model of Vietnam with detailed modelling of region-specific land use, agricultural activity, poverty and food security measures. Our results show that the removal of the rice land designation policy increases real private consumption by an average of 0.35 per cent per annum over 2011–2030, while also reducing poverty, improving food security and contributing to more nutritionally balanced diets among Vietnamese households.  相似文献

Abstract

Over the past decade, agricultural investment has been presented as a catchall solution to a converging set of global crises, often with poor rural communities as the proclaimed beneficiaries. Yet the promises of such investment, such as poverty alleviation and improved food access, are routinely at odds with realities on the ground. This article offers frameworks for analysis of agricultural investment that are grounded in the realities of small-scale food providers, drawing from two studies. The first study employs a right to food framework to identify the main channels through which food for consumption is procured by small-scale food providers and the factors impacting these channels. It draws on empirical data from within the Southern Agricultural Growth Corridor of Tanzania (SAGCOT), an investment model promised to lift rural communities out of poverty, which reflects a regional trend. Based on the shortcomings of the large-scale investments examined, the second study employs a food sovereignty framework to explore alternative forms of investment envisioned and/or already being put into practice by small-scale food providers in the SAGCOT area and elsewhere in Tanzania. While two different frameworks formed the basis of two different studies, both the studies and their frameworks are interrelated. The final section of this article makes the case for why both the right to food and food sovereignty are essential lenses for understanding agricultural investment vis-à-vis small-scale food providers and the ways in which they can serve as complementary tools for effective analysis.  相似文献

This article provides a systematic analysis of the extent to which political, economic, and cultural factors are associated with civil wars in sub-Saharan African states. Drawing on a theoretical argument that associates the likelihood of civil war with the tumult that arises from the simultaneous challenges of state building and nation building, several testable propositions are derived on the correlates of African civil wars. Results of logistic regression analyses indicate that previous colonial experience is a significant predictor to the likelihood of civil wars. It is also found that economic development reduces the probability of civil war while militarization increases it. Regime type played no significant role in African civil wars. Similarly, no support was found for the thesis that cultural factors are significantly associated with African civil war, which belies the notion that African civil wars are simply “ethnic conflicts.” It appears that politico-economic factors—instead of cultural ones—give rise to civil wars in Africa. This paper analyses the impact of intellectual property laws on food security in Least Developed Countries (LDCs), taking the Pacific Islands countries as an example. It argues that ip laws are increasingly impacting upon food security, but are not being adequately taken into account in national policy development. Consequently, national ip regimes are developing in ways that undermine, rather than promote, food security. The paper argues that the particular context of LDCs, including a lack of technological development and reliance upon traditional agricultural systems, requires an approach to intellectual property that is substantially different from the ‘one size fits all’ approach mandated by the Agreement on Trade-Related Aspects of Intellectual Property Rights.  相似文献

Aid agencies are increasingly advocating for cash transfers as a substitute or complement to food transfers when responding to both emergency and chronic food insecurity. Yet, cash is not always optimal. In this article, we demonstrate how a newly developed response analysis tool, the Marketing Information and Food Insecurity Response Analysis (MIFIRA) framework can guide evidence-based identification of appropriate transfers. We present findings from a MIFIRA analysis in Marsabit; a remote and generally food-insecure district of northern Kenya. As a demonstration of the analytical versatility of MIFIRA, we utilise a variety of data, ranging from rigorously-collected household data, to market surveys and rapid assessments in focus groups. As a proof of concept, this article shows how MIFIRA can be effectively deployed in other regions facing chronic or emergency food insecurity to help response agencies make systematic decisions on a solid evidence base.  相似文献

The article focuses on the influence of economic factors on sales of agricultural products in Angola. Between the early 1970s and the mid‐1980s the volume of sales declined by around 90 per cent, while during the late 1980s there was a significant recovery. This was partly due to non‐economic factors such as war and drought. However, the rural economy also experienced extraordinary regulatory changes which led to a severe shortage of consumer goods. The theory of peasant supply response in a rationed economy therefore provides a starting point for the analysis and is further extended to incorporate features particular to Angola.  相似文献

Abstract

Global, national and local policies and programmes for agricultural development are recurrently justified based on their alleged role in improving food and nutrition security. However, strikingly little evidence is available to prove that a direct, household-level link between agricultural production and improved nutrition exists. The objective of this special issue is to systematically and empirically test, using data from Africa and South Asia, whether a relationship between household agricultural production and nutrition can be found. Overall, the studies in this special issue support the hypothesis that household agricultural production has direct and important linkages with dietary patterns and nutrition.  相似文献

This article reviews proposals regarding the recent food crisis in the context of a broader, threshold debate on the future of agriculture and food security. While the MDGs have focused on eradicating extreme poverty and hunger, the food crisis pushed the hungry over the one billion mark. There is thus a renewed focus on agricultural development, which pivots on the salience of industrial agriculture (as a supply source) in addressing food security. The World Bank's new 'agriculture for development' initiative seeks to improve small-farmer productivity with new inputs, and their incorporation into global markets via value-chains originating in industrial agriculture. An alternative claim, originating in 'food sovereignty' politics, demanding small-farmer rights to develop bio-regionally specific agro-ecological methods and provision for local, rather than global, markets, resonates in the IAASTD report, which implies agribusiness as usual 'is no longer an option'. The basic divide is over whether agriculture is a servant of economic growth, or should be developed as a foundational source of social and ecological sustainability. We review and compare these different paradigmatic approaches to food security, and their political and ecological implications.  相似文献

Based on interviews conducted with the Chinese elite, ranging from intellectuals to ex-army officers, this article examines Chinese society between 1978 and 1988, the 1988–89 period of crisis, and China's future prospects. The author analyzes the relative performance of the agricultural, rural-industrial, and heavy industrial sectors as well as the special economic zones over this period of time. China's debt problem, recent splits within the People's Liberation Army (PLA), the Communist Party's loss of legitimacy, and the rise of new interest groups are examined. The author concludes that present socio-economic trends indicate China with return to a program of economic liberation and political decentralization after the dealth of Deng.
