I would like to touch upon two things: how to assess China's rise and its international environment. The first is a controversial issue among the Chinese academic community with some claiming that China is rapidly rising and others seeing such a statement a luxury. The EU’s Foreign Policy Under Debt Crisis

Under the impact of the sovereign debt crisis, the European Union pays less attention to its foreign policy and the Common Foreign Policy tends to be "renationalized"; the EU is again embracing "geo-economics" with an enhanced tendency of highlighting economic ties and trade in its external relations; EU countries have greatly cut their defence expenditures, making it more difficult to implement the EU’s Common Security and Defence Policy (CSDP) in future. The author holds that the prospects of economic growth in the Eurozone countries, European integration under the pressure of structural changes in international relations, and competition and collaboration in a multiple structure of foreign policy establishments are combined to shape the EU’s foreign policy in the coming years.

Sovereignty and the Foreign Fighter Problem

Sovereignty is the bedrock of international law. If security requires that the United States transgress sovereign borders to attack foreign fighters and their support networks hiding in third countries, then the U.S. should adopt a strategy to amend international law accordingly. One should not be too quick, however, to disregard a robust notion of sovereignty, a concept that has helped avert conflict among the world's major powers. The United States needs a strategy for sovereignty's future that is based in the emerging security context and a prioritization of American interests. Instead, the United States and the rest of the world are meandering toward a less robust sovereignty with weaker and more ambiguous international law. The U.S. and its global interests would be better served by strong and clear international rules that increase predictability and that confer legitimacy to action against dangerous enemies.     

Foreign Policy and its People: Transforming the Apartheid Department of Foreign Affairs

Just as apartheid was ending, South Africa’s foreign relations witnessed a massive expansion. However, the Department of Foreign Affairs that was to manage this change found itself undergoing institutional transformations of both personnel and ideology. Studies on South African foreign policy have mostly neglected this transformation, which has had a considerable influence on the content and direction of South African foreign policy. In discussing this seldom-studied issue, this analysis unearths the discussions and debates that took place between various stakeholders to bring about transformation in the Department. In doing so, it argues that two different cultures of diplomacy came together in forming the new Department of Foreign Affairs. These cultures have had a significant impact on the thrust and direction of post-apartheid South Africa foreign policy.

如同拉美大多数国家一样,阿根廷的国内储蓄严重不足,经济发展严重依赖外国资本,其中外国直接投资对阿根廷经济的发展具有重大影响,阿根廷历史上曾出现过3次外国直接投资浪潮。但2001年年底阿根廷爆发的严重经济危机,影响了外国对阿根廷的直接投资。本文探讨和分析了阿根廷经济危机前外国对阿根廷的直接投资和应对经济危机的政策对外国直接投资造成或可能造成的影响。

俄罗斯人对苏联时期外交政策的反思 ,是俄罗斯外交思想渊源的重要组成部分。对苏联时期外交政策的反思在戈尔巴乔夫执政时期随着“民主化”、“公开性”的推进即已展开 ,并且成为苏联外交战略调整的重要推动力。这种反思在苏联解体后的俄罗斯继续进行着。如果说在戈尔巴乔夫时期苏联对外政策的反思主要是为戈尔巴乔夫的外交新思维提供理论依据的话 ,那么 ,到这一时期 ,这种反思又构成为俄罗斯外交形成和发展的重要背景。     

Foreign policy and development in the post-Lisbon European Union

The European Union (EU) has a long tradition of involvement in development policy and can claim to be the world's most influential donor when the activities of its member states are aggregated. Recently, however, this position has been challenged by the rise of new donors and models of development assistance, by the changing needs and positions of recipients and by institutional change within the EU itself. This article explores these issues by focusing first on the nature of EU foreign policy, and then on the ways in which it has interacted with the changing trajectory of development policies to create new issues and problems. It concludes that the EU's position remains central and significant to global development policy, but that this position faces important challenges to which the response is as yet uncertain.
