Electoral theories of democracy imply electoral competition insures accountability. Using data on local elections, socioeconomic factors, and municipal budgets from more than 5,000 municipalities in Brazil for the years 1996, 2000, and 2004, we find that municipalities with more competitive elections allocate less to social spending compared to municipalities with little political competition. We argue that previous theory on political competition and public goods obscures the critical role that financial resources play in shaping the dynamics of social spending and political competition. Municipalities with small budgets lack the resources necessary to engineer convincing electoral victories. Where resources are negligible, voter turnout is low, and incumbents rarely win reelection. Incumbent parties in municipalities with large financial resources win big. Armed with adequate resources, incumbent parties mobilize voters and win by large margins. This new argument and evidence reconcile contradictory findings in the existing literature on competition and public goods. 相似文献

Policy-oriented expert knowledge is increasingly applied, collaborative and socially accountable, created in a variety of organisations and institutions that display a diversity of funding patterns with a wide range of requirements and expectations. Given the complexities of knowledge production and recent changes in its funding environment (e.g. mode and availability of research funding and evaluation), few existing theoretical elaborations consider tensions between structural funding conditions and intellectual production in policy research contexts. This paper examines the role of funding in shaping the policy issues, format and content of intellectual output across two research contexts (universities, think tanks). It sets out a theoretical and methodological approach to understand the link between funding modalities and the type of knowledge and intellectual interventions they facilitate or thwart. 相似文献

Debates about the form and nature of changes in the management of public systems have for some time now been articulated under the theme of governance. All definitions of governance are related to the problems of securing convergence among a diversity of actors and organizations, of redistributing power in an organizational or social field characterized by a high level of heterogeneity and of gaining sufficient legitimacy to act in the name of the collectivity. This paper concentrates on the dynamics involved in the emergence of new governing capabilities in public systems. More precisely we study the implementation of regionalization policies in the health care field (in this case of Canada) conceived as one major attempt to renew the governance structures in a large public system. Our study draws on the comparative analysis of empirical regulation in three health regions as contrasted with three ideal type models of governance in regionalized systems. The first model is inspired by an economic approach to organizational behaviour and focuses on mandate‐giving, execution and control. The second model is based on a political interpretation of behaviours and focuses on negotiation processes between actors. Finally, the third model is based on the theory of deliberation as well as the institutional school of policy analysis and focuses on direct public participation in public affairs. Evidence for this article is primarily derived from interviews with key informants and documentary analysis. Our analysis shows that none of the three models is sufficient in itself to grant regional structures the authority and legitimacy they need to create added value in terms of regulation that could ensure their survival. Regional Boards are thus forced by environmental constraints to conceive and implement original mixes of these models. The two predominant logics in regional action are inspired by the first two models although the last one also has an influence. Overall, our study also suggests that the implementation of new sources of governing authorities in a public system is rather fragile because of dependence on existing institutions. Clearly, the attempt to modify the dynamics of governance in a given system must be conceived as a political exercise and not just as a technical problem consisting of the rational adjustment of policy instruments. 相似文献

This paper analyzes how community movement activity in three popular neighborhoods in Belém, Brazil, shaped the dynamics of contention in the public sphere. Popular social forces, elite actors, and the state mutually influence each other across three moments of public interaction: it clarifying popular discourse, it the struggle to be seen, and routine politics. The article reverses the usual picture in movement research, which emphasizes movements as organizational outcomes to be explained, and instead builds on a body of research that explores how movements can contribute to broader processes of political change. 相似文献

In this introduction, we review the literature on intellectual property rights and access to medicines, identifying two distinct generations of research. The first generation analyzes the origins of new intellectual property rules, in particular the World Trade Organization’s Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), and the significance of TRIPS to developing countries. The second generation examines national-level experiences, as countries adjust their laws and practices to conform to TRIPS. Based on the insights provided by the articles in the special issue, we contribute to the second generation by considering a pair of overarching sets of issues. First, we highlight the domestic political challenges that affect how countries go about implementing their new obligations under TRIPS. We argue that alliances and coalitions are necessary to underpin the use of policy instruments designed to conform to TRIPS while taking into account local conditions and needs, and we present insights that allow us to understand why alliances and coalitions are difficult to construct and sustain in this area. Second, we explain why policies that many countries adopt in response to TRIPS often do not generate their desired or intended outcomes. In the last section of the introduction, we review the articles that appear in this special issue. 相似文献

This article analyses the inter-relationship between political identity, public memory and urban space in South-east Europe through a case study of Parcul Carol I (Carol I Park) in Bucharest, Romania from 1906 to the present. The article analyses how the urban cultural landscape has been reshaped to support the political ambitions of three successive regimes—Romania as a kingdom and liberal constitutional monarchy (1881–1938); state-socialist Romania (1947–1989); and the post-socialist Romanian state from 1989. The article highlights complex continuity from the state-socialist period under post-socialism, rather than destruction of the landscape of state-socialism, combined with the return of pre-socialist landscape elements. The article argues for the need for studies of the fate of state-socialist urban landscapes under post-socialism which consider the complexities introduced by the persistence of landscape elements from the pre-socialist and state-socialist periods and their combination with pre-socialist and post-socialist landscapes to produce hybrid memory-scapes and spaces of the nation. 相似文献

Throughout the Global South, diverse non-state actors have historically played critical roles in enabling populations to meet
their basic needs, whether by providing or mediating access to social benefits and programs. To date, little research explores
non-state social welfare, particularly in the Global South, and existing studies tend to focus on technical and administrative
concerns while neglecting the potential political ramifications. This introductory essay aims to conceptualize and theorize
the politics of non-state social welfare. We highlight three dimensions of the political consequences of non-state social welfare, including
the implications for state capacity, equity of access to social welfare, and experiences of citizenship. Based on this framework
as well as the findings of the empirical contributions to the special issue, the essay concludes that non-state provision
may pose more political challenges than proponents recognize, but its effects are ultimately contingent on the types of relationships

One of the most important claims advanced by comparative public management reform studies is that these reforms have been more successfully implemented in majoritarian than in consensus democracies. The claim is built on the premise that the institutional structure of a majoritarian democracy enables a parliamentary majority to implement policies unilaterally and in a desired way whereas the institutional structure of a consensus democracy forces parliamentary majorities to negotiate compromises. This claim, we argue, lacks sufficient empirical backing, is biased by studies focusing on the initiation of reforms, and needs serious rethinking in the light of recent empirical studies that downplay the salience of institutions as an explanatory factor for variations in policy reform. With The Netherlands and New Zealand as cases, this article first shows that far-reaching reforms can be implemented in consensus systems too; secondly, it develops a model that centres on the interplay between institutions and politicians' reform styles and applies this to these countries. 相似文献

Abstract A comparative analysis is made of three different models of public administration: the Anglo-Saxon, the Latin, and the Scandinavian. The purpose of this comparison is to analyze how these ideal-types of public administration handle the issue of power. Our argument is that without understanding and facing the issue of the amount of power that bureaucrats and politicians possess in any society, public administration will continue to be handicapped to understand the dynamics of the real world and therefore grow as a discipline. We use a nationally representative survey in Uganda to study the links between social capital and financial access. Our results indicate a positive association between individual social capital and access to institutional credit, but no significant relationship between generalised trust and credit access. The effect of individual social capital is more pronounced for poorer people, in rural areas, and in areas where generalised trust is low. Individual social capital seems to promote access especially to semiformal and informal financial institutions. 相似文献

As cities throughout the developing world grow, they often expand more quickly than the infrastructure and service delivery networks that provide residents with basic necessities such as water and public safety. Why do some cities deliver more effective infrastructure and services in the face of rapid growth than others? Why do some households and communities secure better services than others? Answering these questions requires studying the large, politicized bureaucracies charged with providing urban services, especially the relationships between frontline workers, agency managers, and citizens in informal settlements. Researchers investigating public service delivery in cities of the Global South, however, have faced acute data scarcity when addressing these themes. The recent emergence of crowd-sourced data offers researchers new means of addressing such questions. In this paper, we draw on our own research on the politics of urban water delivery in India to highlight new types of analysis that are possible using crowd-sourced data and propose solutions to common pitfalls associated with analyzing it. These insights should be of use for researchers working on a broad range of topics in comparative politics where crowd-sourced data could provide leverage, such as protest politics, conflict processes, public opinion, and law and order. 相似文献
