Public sector extension has come under increasing pressure to downsize and reform. Contracting out—the use of public sector funds to contract non‐governmental and private service providers—is often held up as a potential tool in reform efforts. Much has been written about the possible advantages of contracting out of agricultural extension and it is being encouraged and promoted by numerous international organizations. However, a look at field experience in Africa shows that contracting out is relatively infrequent, especially compared with the reverse—contracting in—where private sector and non‐governmental organizations finance public sector extension delivery. Case studies from Uganda and Mozambique indicate that on the ground attempts to come up with solutions to providing services to farmers are resulting in innovative contracting approaches and combined public and private institutional arrangements. Contracting in and public–private coalition approaches, in contrast to purely public sector extension (characterized by ineffectiveness and inefficiencies) and purely private for profit extension (which may ignore public goods and concerns), may help achieve extension services which are both demand led and which internalize public concerns such as environmental protection, food security and socio‐economic equity. These coalition approaches can be improved and facilitated. They deserve greater analysis and may contribute to a better understanding of extension contracting and the roles of private and public organizations. Capturing the benefits of competition is a key argument for outsourcing public services, yet public service markets often lack sufficient competition. The authors use survey and interview data from U.S. local governments to explore the responses of public managers to noncompetitive markets. This research indicates that competition is weak in most local government markets (fewer than two alternative providers on average across 67 services measured), and that the relationship between competition and contracting choice varies by service type. Public managers respond to suboptimal market competition by intervening with strategies designed to create, sustain, and enhance provider markets. In monopoly service markets, managers are more likely to use intergovernmental contracting, while for‐profit contracting is more common in more competitive service markets. The strategies that public managers employ to build and sustain competition for contracts often require tangible investments of administrative resources that add to the transaction costs of contracting in noncompetitive markets.  相似文献

Historically, the electric power industry has been viewed as a natural monopoly that could best be managed through governmental regulation. This article traces the evolution of deregulation in the electric power industry and the intellectual, political, and economic trends and forces that modified this traditional view. It concludes that, despite policy change, retail competition of electricity remains a difficult concept to implement in part because electricity is basically a commodity. Customers must be provided with sufficient incentives to shop between electricity providers and there must be supply incentives for more efficient production. Competition also requires technological advances such as affordable “smart” meters that make it possible for customers to specify tradeoffs between price and consumption, even to the extent of programming apliances to turn on or off in response to price signals. Mature wholesale markets and open access to transmission and distribution are also neede.  相似文献

Adopting and diffusing new technology, creating user awareness and managing organizational innovation effectively are major tasks for contemporary organizations. In large-scale organizations, with centralized information technology (IT) environments, the tasks of technology evaluation, IT change and diffusion require considerable coordinating efforts. The article recounts the experience of a large-scale public organization in managing work-process innovation and the adoption of IT options that could be adequately cost-justified. Such options need, at least, to encourage users to simultaneously learn to utilize IT to improve current practices and to embrace entirely new functions.  相似文献

Over the last decade, at least 42 U.S. cities have elected to pursue sustainable cities programs to improve their livability. Some programs are broad, involving smart growth efforts, and others are narrowly targeted, including bicycle ridership and pesticide-reduction programs. A recurring theme in these cities is the role of public participation in shaping and implementing these programs. In cities where the sustainable cities idea first emerged in local grassroots organizations, such as Seattle, these programs owe their existence to public involvement. Other cities have taken a top-down approach, treating sustainability as a matter for experts rather than ordinary citizens. Civic engagement is manifest both in the development of the sustainability program and as an explicit goal of the sustainability program. This article examines the role of civic engagement in these programs and defines a research agenda by identifying hypotheses about the importance of public involvement in sustainable cities programs.  相似文献

在我国"强政府、弱社会"的状况下,非政府组织都或多或少地带有政府的特征,这种现象可称为非政府组织的政府化。通过对哈尔滨市的社团组织进行的随机抽样调查表明,社团组织的政府化程度较强且组织绩效普遍低下。对社团组织的政府化程度和组织绩效分别进行因子分析,析出了政府化程度的政府参与因子、基本要素的政府支持因子、经费支持与政府依赖因子,组织绩效的凝聚力因子、计划与执行力因子和组织活力因子。分析表明,政府化程度与组织绩效的各因子之间存在着复杂的关系:政府的参与有助于提高组织的计划与执行能力却消减了组织活力;政府对社团组织基本要素的支持有利于提高组织的凝聚力和活力;政府对社团组织的经费支持和由此导致的对政府的依赖能够提高组织的计划与执行能力,但却降低了组织活力。聚类分析的结果表明:城市社团中存在着管理型、职能型、自立型和名义型四种类型的社团。  相似文献

Until over a decade ago, concerted efforts at involving private agents to deliver solid waste collection services did not feature in local government's (LG's) policies and practices in Ghana. The LGs had over the years directly delivered the services with their labour, materials and equipment. The purpose of entering into partnerships with private contractors was to improve service delivery. This comes at a time when the private sector is generally viewed as more efficient and effective than the public sector. There is abundant literature on potential benefits of private sector participation in public service delivery; yet, figures of efficiency gains are often accepted without challenge. More advantages but fewer disadvantages are cited and anecdotal evidence is used only to illustrate successful applications of the concept of public–private partnerships (PPPs). Using research data from three cities (Accra, Kumasi and Tema) in Ghana, this article exposes the contrast between policy expectations and outcomes of PPPs. The article argues that simply turning over public service delivery to private agents without ensuring that the fundamentals that make them successful are put in place leads to a worse situation than portrayed in literature about the benefit of PPPs. This paper provides a historical account of the main public education tactics used in the early American labor and civil rights movements, and draws a number of lessons for the contemporary environmental movement. Broad - based public education is defined in terms of raising public awareness, changing worldviews and engaging citizen participation. Revisiting earlier, vibrant, progressive social movements for lessons for the present is justified by the continual drawing of ideas, tactical experience, activists and non - governmental organizations across social movements in practice. The paper finds that both the early labor and civil rights movements relied on a rather similar mix of societal learning tools, including informal schools, independent media and/or communication networks, mass meetings, and protest songs. The environmental movement needs to develop these public education tools much more fully if it hopes to revert the global environmental crisis.  相似文献

Theories of blame suggest that contracting out public service delivery reduces citizens’ blame of politicians for service failure. The authors use an online experiment with 1,000 citizen participants to estimate the effects of information cues summarizing service delivery arrangements on citizens’ blame of English local government politicians for poor street maintenance. Participants were randomized to one of four cues: no information about service delivery arrangements, politicians’ involvement in managing delivery, delegation to a unit inside government managing delivery, and delegation through a contract with a private firm managing delivery. The politicians managing delivery cue raises blame compared to citizens having no information. However, the contract with a private firm cue does not reduce blame compared to either no information or the politicians managing delivery cue. Instead, the delegation to a unit inside government cue reduces blame compared to politicians managing delivery, suggesting that delegation to public managers, not contracting, reduces blame in this context.  相似文献

社会主义新农村建设是我国现代化的一个关键环节.从一定意义上说,社会主义新农村的建设过程就是农村公共产品供给效率的改善及供给结构的优化过程.从公共产品的视角出发,有利于深入探讨社会主义新农村建设中政府能力的本质、问题与成因,政府与乡村自组织的关系等重要方面.我们认为,政府是农村公共产品的主要责任者,政府供给农村公共产品的程度与质量是政府能力的重要表现;农民的自组织化是提高农村公共产品供给效率及促进基层民主发展的内在要求;厘清政府与乡村自组织的关系是社会主义新农村建设的应有之义.推进社会主义新农村建设,要求政府既能够承担农村公共产品的供给责任,又能够在公共产品供给中处理好与乡村自组织的关系,为此,应当划分好政府在农村公共产品供给中的责任;改革乡村治理结构,提升基层政府的能力;培育农村自治组织,提高农村公共产品的供给效率;处理好政府与农村自组织的关系,促进农村基层民主的发展.  相似文献

Traditional studies of minority incorporation focus on the redistribution of public resources that purportedly follows black gains in representation. The present study departs from this approach by focusing on the attitudinal effects of black leadership. Two research questions guide this study: To what extent do blacks' assessments of neighborhood services and conditions stem from black representation in local executive and legislative offices? Are these attitudinal effects rooted in policy and service delivery outcomes? Employing survey data from 3,000 blacks embedded in 52 cities and 53 school districts, this study reveals that blacks report higher levels of satisfaction with their neighborhood conditions, police services, and public schools when represented by blacks in city hall and on school boards and that these evaluations are most positive when improvements in local services are conspicuous. Overall, these findings extend conventional conceptualizations of substantive benefits and challenge more pessimistic accounts regarding the effects of black representation in local politics.  相似文献

This article examines the problem of extending access to potable water through conventionally controlled government services and describes the roles of non-governmental organizations and community management associations in improving service delivery and maintaining local water systems. Six sets of factors that are crucial to the success of community management are identified: adequate incentives, sufficient skills and resources, appropriate processes for water systems operations and maintenance, effective interorganizational relationships, appropriate technology, and effective systems of monitoring, evaluation and feedback. The components that must be taken into consideration in designing and implementing programmes for decentralizing water supply systems through community management are set out.  相似文献

Despite the growing role that contracts with nonprofits play in local service delivery, only limited attention has been directed to why some cities rely more on nonprofit organizations to produce services or how political institutions influence the role nonprofits play in service delivery. To investigate these issues, the authors present a transaction cost explanation that focuses on how political system characteristics and structures of service markets shape the costs of negotiating, monitoring, and enforcing contracts for local governments. The findings indicate that forms of government, mayoral turnover, racial segregation, and the market of nonprofit producers influence the role of nonprofits in delivering elder services, but decisions to contract exclusively with nonprofits are subject to different influences than decisions to jointly produce service with a nonprofit organization.  相似文献

According to New Public Management (NPM) doctrines, public organizations involved in service delivery and policy implementation will be induced to innovative behavior if they have enough managerial autonomy and simultaneously are subjected to managerial pressure, such as result control by government or competition of other providers. This NPM pressure‐response model is tested by using survey data on 84 Flemish public organizations. These tests provide evidence for the assumed effect of NPM‐like pressure on the innovative behavior of public organizations. However, the empirical model shows more complex relationships as is assumed by NPM doctrine. These complex relationships are corroborated and explained by making reference to a multiple‐case study of four Flemish public organizations. An expanded political/administrative pressure‐response model, referring to legitimacy as a motivational force, is suggested in order to explain innovative behavior by public organizations. This model may help to understand the preconditions for spontaneous adaptation of public organizations.  相似文献

Collaborations between nonprofit and public sector organizations have become an increasingly important phenomenon in state and local public service delivery since the publication of the Winter Commission report in 1993 . This article focuses on one of the less studied types of public–nonprofit collaborations, those in which philanthropic support from nonprofit organizations supplements the resources and activities of public agencies. Drawing on the case of “nonprofit‐as‐supplement collaborations” that support park services in New York City, this article documents the benefits and drawbacks associated with such collaborations. While they can provide increased resources and encourage management innovations, they also can lead to inequities in the availability and quality of services, the preponderance of particularistic goals over the broader public interest, and the politicization of previously bureaucratic decision making. The authors offer two strategies for public managers to realize more effectively the benefits yet mitigate the shortcomings of these collaborations.  相似文献

Boundaries have long played a central role in American public administration. In part, this is because boundaries are central to the administrative process, as they define what organizations are responsible for doing and what powers and functions lie elsewhere. It is also because of the nation's political culture and unusual system of federalism, in which boundaries have always been the focus of conflict. Five boundaries have historically been important in the American administrative system: mission, resources, capacity, responsibility, and accountability. New forces make managing these boundaries increasingly difficult: political processes that complicate administrative responses, indirect administrative tactics, and wicked problems that levy enormous costs when solutions fail. Working effectively at these boundaries requires new strategies of collaboration and new skills for public managers. Failure to develop these strategies—or an instinct to approach boundaries primarily as political symbolism—worsens the performance of the administrative system.  相似文献

This article views the new public management (NPM) as a prime example of the sour laws of unintended consequences in action. Section 1 places the UK in international context by arguing there is no such thing as NPM and suggesting recent public sector reforms vary along six dimensions: privatisation, marketisation, corporate management, regulation, decentralisation and political control. Section 2 updates the UK story by describing developments under New Labour. Section 3 identifies the unintended consequences of reform: fragmentation, steering, accountability, co-ordination, and public service ethics. Section 4 argues the conventional story of public sector reform as marketization and corporate management omits significant changes. British government differentiated its service delivery systems and now employs at least three governing structures: bureaucracy, markets and networks. The final section discusses whether British experience is different. I argue a satisfactory explanation of the differences must include an analysis of governmental traditions that make public sector reform distinctive everywhere.  相似文献

Governments in developing countries will face serious problems in extending basic social services, public facilities and infrastructure for their rapidly growing urban populations during the next decade. The steadily increasing concentration of the poor in cities will exacerbate already severe strains on urban services. Innovative solutions will be needed to meet the growing demands for urban services. In addition to expanding national and municipal efforts, governments in developing countries must also explore alternative policies and organizational arrangements for meeting the basic needs of their urban population. Among the potential alternatives are: using market surrogates to improve service delivery; lowering the costs of service provision through changes in regulations and controls on urban development; actively supporting self-help and service upgrading schemes by the poor; promoting public-private co-operation and private sector participation in service delivery; increasing effective demand for services by promoting employment and higher incomes; and enacting and implementing policies that attempt to redistribute migration to small and intermediate-sized cities. Each alternative has advantages and limitations that planners and policy-makers must take into consideration in forging effective urban development strategies.  相似文献
