The nature of accountability for performance in the public sector is explored in this paper by attempting to answer three questions: (1) How important is accountability for performance? (2) Which of the stakeholders consider themselves accountable for organisational performance, including contracts? (3) Does information asymmetry between stakeholders in regard to performance information affect accountability? This paper reports on research undertaken in Victorian local government based on the responses to a questionnaire by councillors and tier one and two managers. The results of the survey indicate that there is an understanding of accountability for performance, that both managers and councillors are considered to be accountable for performance but that information asymmetry and accountability relationships are problematic.  相似文献

ABSTRACT

Parental choice among schools in England is informed by annually published school performance (league) tables. The 2006 league tables included a measure of contextual value added (CVA) for the first time. By explicitly accounting for the characteristics of a school's intake, the aim is that CVA should isolate the impact a school has on its pupils' progress and so provide a measure of school effectiveness. In this paper we use UK government administrative data to replicate CVA and other key performance measures in order to investigate the extent to which the current league tables provide the information necessary to support parental choice on the basis of school effectiveness. We find that school rankings based on CVA are largely uninformative for parents: almost half of English secondary schools are indistinguishable from the national average level of CVA.  相似文献

ABSTRACT

Public sector reforms introducing performance contracts provide a unique opportunity to investigate goals set for government agencies and factors affecting goal attainment. The article maps the set of goals contained in performance contracts for Danish government agencies in 2000, 2005, and 2008. Performance contracts are found to reflect the complex character of agency goals with performance goals ranging from project initiation to reducing case work time or increasing productivity. The article also analyzes factors affecting goal attainment. Agencies with a large percentage of goals focused on project initiation and production exhibit higher levels of goal attainment. Also, goal attainment improves as agencies and ministries gain experience with performance contracts.

For practitioners, it is relevant that contracts target a wide variety of goals and over time focus increasingly on results. Contracts serve to focus agency attention as three quarters of all demands are met. A crucial factor seems to be whether agencies are in control of formulating and meeting goals. Efforts to improve the contract regime may thus concentrate on enabling government departments to secure ambitious and relevant performance goals.  相似文献

ABSTRACT

This article explores the impact of “customer service” orientation on government employee performance. Although public organizations have been encouraged to become customer-centered organizations, concerns exist about the application of such market orientations to the management of government organizations. This article joins in the customer orientation debate by exploring the impact of customer orientation on employee motivation and performance. Using quantitative and qualitative analysis of data from civilian employees at a Department of Defense installation, this study explores the impact of customer orientation on employee performance and motivation, across time and work roles.

Consistent with previous research that suggests that customer orientation is positively associated with public and private employee performance and work attitudes, the results of this study suggest that customer service orientation has a strong positive impact on employee performance and motivation. Employee customer orientation provides a connection to the organization's goals consistent with employees' affective and normative values of public service, and feedback necessarily to improve service delivery. The impact of formal management systems may be enhanced by their ability to strengthen an employee's customer orientation. Ultimately, however, efforts to create a more “market”-based orientation focused on institutional customers who purchase services may have limited impact, or even a deleterious effect on, employee performance and motivation, unless also accompanied by formal linkages to service beneficiaries.  相似文献

ABSTRACT

Notwithstanding the endemic failure of extreme-right parties in Britain, the British National Party (BNP) observed a period of electoral growth in the 2000s. After the election of several city councillors nationwide, the BNP experienced an electoral breakthrough in the national ballot of the 2009 European Parliament elections. Yet the BNP's electoral accomplishments dissipated in the early 2010s, fuelling predictions of the party's terminal decline. Within this context, Carvalho seeks to explain the fluctuations observed in the BNP's electoral base in the twentieth-first century by exploring the structure of political opportunities alongside the strategy of the BNP's leadership. Drawing on the convergence thesis and the decline of voting along class lines, he argues that the BNP benefitted from a favourable set of political opportunities in the 2000s, reflecting the decrease in political polarization among mainstream parties, the rise in levels of public distrust, and the intense politicization of the issue of immigration. Despite a general shift to cultural xenophobia, the BNP's leadership remained attached to the ideological traits of neo-fascist parties, including the search for a ‘palingenetic rebirth’ and a national corporatist economic programme. These ideological formulae had important implications for the scope of the BNP's electoral coalition, as Carvalho demonstrates in a review of the secondary literature on the roots of the BNP's electoral support. Consequently, the BNP's electoral growth in the 2000s was the outcome of an interplay between a favourable window of opportunity in British politics and the party's electoral appeal. Carvalho goes on to link the BNP's electoral collapse in the early 2010s with the closing of the aforementioned window after the onset of the financial crisis, a temporary lack of political interest in the issue of immigration, and the formation of the coalition government in 2010.  相似文献

Abstract

The study assesses the effectiveness of New Zealand local government Websites in providing equitable and appropriate access to government information. All local government Websites that could be identified were evaluated using 37 criteria, and visitors to approximately half of these sites were surveyed to determine their perceptions of the effectiveness of the sites. Results show that although there is a good range of information provided on the better sites, some smaller regional or district councils sites provide little in the way of basic information to their citizens. The study also found a limited range of transactional services available on New Zealand local government Websites, and a widespread lack of disabled-enabled access to sites, along with poor provision for user privacy and security. User comments focused on the need for more information and more up-to-date information to be provided, and better search facilities on sites. Although over 90% of users approached a particular site seeking specific information, less than half were able to find the information they sought. Significant indigenous and ethnic minority groups were underrepresented among users. The study concludes that there is room for considerable improvement in the use of the Web as a primary communication and transaction channel within the context of the government's vision for extending e-government in New Zealand to local government and Other agencies.  相似文献

Much has been written about the arrival of directly elected mayors into the English political landscape. The responses of the councillors serving on those councils to the arrival of elected mayors, has by comparison, been neglected. Yet, the construction, by councillors of a new role as the guarantor of local political accountability within mayoral councils, requires councillors to develop new patterns of political behaviour which challenge long‐held assumptions about the role of the councillor as a political representative. The paper reports the findings of research conducted amongst councillors on England's mayoral authorities, which explored how councillors have responded to the arrival of an elected mayor and what mayoral government means for our understanding of the role of the councillor within English local government.  相似文献

Much has been written about program budgeting and its relevance to improved efficiency and effectiveness. However, there is little discussion about the relationship between the use of program budgeting and accountability. While, organisations using program budgeting focus on the issues of performance, the accountability of management to an elected body, such as a local council has been given little attention. In this article three questions are posed: (1) Is the performance information available to enable councillors to form a judgment about management's performance?; (2) Is management involved in determining issues of policy, such as objectives, programs and performance measurement?; and (3) Are councillors confronted by a greater volume of budgetary documentation but with no increase in time to consider it? The results show that program budgeting does not always enhance accountability in local government.  相似文献

The Government of Canada is leveraging the potential of the Internet and related technologies to offer Canadians user-centered, integrated services when and where they want them, no matter how they choose to access them (online, telephone, mail, in-person). The article provides insight into the Government of Canada's use of a “whole of government approach” to address the challenges entailed in ensuring that users' needs drive the service delivery agenda. Abstract

A recent World Bank policy statement on housing advocates the reform of government policies, institutions, and regulations to enable housing markets to work more efficiently. The policy statement identifies several instruments that governments can use to address housing market constraints, and to improve the performance of the housing sector as a whole, while paying particular attention to the needs of the poor.

In recent years, the government of Mexico has employed many of the enabling instruments described in the World Bank's housing policy statement. This article reviews the role of housing in the Mexican economy and the major reforms that the Mexican government has implemented to improve the operation of the housing market so that private lenders and home builders can play an expanded role in addressing the country's housing needs. The World Bank has supported the government's reform program, and since 1985 it has lent more than $1.2 billion to Mexico for low‐income housing projects.  相似文献

This article advances a resource endowment theory of human capital and performance in government organizations. Building on research on human capital and firm location in business economics and task complexity in public management, the authors argue that an agency's ability to implement policy is determined both by its scale and by the human capital of the population from which it draws its employees. The authors cast labor as a factor of production in public agencies and argue that access to higher‐quality labor improves government effectiveness. The effect of human capital on performance is especially pronounced when agencies are charged with the implementation of technically complex tasks. The empirical subject is U.S. municipal water utilities’ compliance with the Safe Drinking Water Act. Comparing records of compliance with more and less complex regulatory requirements provides evidence consistent with the general model. The findings carry important implications for public management and policy design.  相似文献

Abstract

E-govemment's next phase-a seamless, customer-oriented Web presence-faces more formidable barriers to development than did earlier advances. Progress toward customer-focused e-government requires fundamental organizational changes to existing bureaucracies, so that the government's Web presence can be comprehensive, efficient, and easy for citizens to use. To compel individual “stovepipe” agencies to develop a combined Web presence, chief information officers must be able to focus political and bureaucratic resources on making government websites truly customer-centric. The rewards for success in this next stage of e-government are significantnot only will it benefit citizens directly, but integrated e-government can also make offline government more efficient and effective.  相似文献

Abstract

In 2001 the nonprofit Council for Excellence in Government published E-Government: The Next American Revolution, a vision of what full electronic government in America could accomplish and a blueprint of how to get there. It was the product of an unprecedented collaboration, led by the Council, among 350 information technology experts in business, government, research, and the nonprofit sector nationwide. Recognizing e-government's considerable potential, these professionals were excited by the opportunity to suggest its design and help make it a reality. Administration actions and legislative proposals on e-government in several ways reflect the blueprint's recommendations. This is the story of the initiative and what it achieved.  相似文献

ABSTRACT

A common assertion within public management is that management capacity drives policy outcomes. This study tests that argument, focusing on an important policy outcome—innovation. Data were drawn from the Korean government to examine the impact of government's management capacity for the adoption and implementation of innovation. The results confirm that both managerial behaviors and structures are drivers of government innovation. The adoption and implementation of innovative projects require full-scale management capacity, encompassing innovative leadership, a quality workforce, appropriate structures/systems, and the ability to manage external influences. These results suggest that public management capacity drives innovation in government by changing managerial behaviors and structures. Implications of these results for managing government innovation are discussed.  相似文献

This paper argues that photography is best grasped not as a medium of visual communication, but as a manifest performance of the power to make visible. As such, photographic practices are central to the experience and demarcation of private/public boundaries in advanced media cultures. In the private domain, photography is both a ritualized domestic activity and provides conventional and definitive representations of the domestic. These functions are ostensibly opposed to photography's role in the public realm: the same visual technology becomes, in the mass media, both the index and agent of publicness itself, with the paparazzi?especially in the aftermath of Princess Diana's death?symbolizing the violation of the private. The paper explores the ways in which photographic performance at the public/private boundary dramatizes power relations through forms of social transparency, voyeurism and memoralization. It also asks whether momentary crises in the dominant scopic regime can provide the basis for alternative ‘uncanny’ visual practices that are tenable and empowering.  相似文献

ABSTRACT

In re-emphasizing public organizations’ societal and related normative functions, public value (PV) discourse is one way of approaching public sector performance. Although PV research is flourishing, empirical studies are still lacking. We provide evidence of the basic dimensions of PV creation in Germany's Federal Labor Agency. The results suggest a three-part factor structure and a second-order factor, indicating a broad notion of performance across different constituencies. The factors provide a framework to measure any public organization's perceived PV contribution. Our study complements the existing process perspective of PV, as developed by Moore (1995).  相似文献

Abstract

In search of an appropriate institutional structure for successful environmental policy, many researchers focus on network governance. And while it provides the flexibility and adaptability needed for climate change initiatives, the paper argues that many networks collaborate too loosely to have the capacity to reach strategic goals or mobilize local players. There is often a disconnect between national policy goals and on-the-ground dynamics. Instead, government should adopt a network perspective which does not eliminate state action, but involves network management institutions at arm’s length of government. As an example for this mode of network governance, the research looks at the Swedish “National Network for Wind Power”, which was initiated by government and is now led by four wind coordinators managing the development of on- and off-shore wind electricity. The paper compares Swedish performance before and after the introduction of the wind network and shows how these government efforts have transformed Sweden from a weak performer to being a frontrunner in Europe.  相似文献

Abstract

Research is lacking concerning the impact of leadership styles on citizen attitudes toward the performance of government leaders. To address this gap, an online experimental survey was conducted to determine the effect of leadership styles on respondents’ perceptions regarding a fictitious superintendent’s performance in a school district. The results demonstrate that democratic leadership practices enhanced the performance reviews of the superintendent, while autocratic leadership practices decreased them. Respondents’ level of public service motivation (PSM) was also found to have a positive effect on the superintendent’s performance ratings. Furthermore, democratic leadership style moderated the relationship between PSM and the performance ratings assigned by respondents. In particular, individuals with high PSM rated the performance of democratic leaders higher as compared to individuals with low PSM. However, autocratic leadership was not found to moderate the relationship between PSM and the superintendent’s performance. These results are thoroughly discussed in the paper.  相似文献

Abstract

This article evaluates problems of the Federal Housing Administration (FHA) under its current structure, develops criteria for judging alternative structures, and suggests one alternative—an assigned risk pool—that encourages efficiency in the insurance function while still promoting low‐ and moderate‐income housing. A historical introduction explains how the current institutional relationships came about and created FHA's problems.

FHA's decline resulted from the mixing of a heavy social agenda with the basic insurance objective, a destructive reorganization of the Department of Housing and Urban Development that caused FHA to lose control and focus, and government's inherent inability to respond to market signals. Yet the economic rationale for government involvement in FHA functions is strong. An FHA organized as an independent government agency, a government‐sponsored enterprise, or even a privatized entity structured as an assigned risk pool could improve efficiency of underwriting, pricing, and administration while achieving the redistributional objectives.  相似文献

ABSTRACT

While empowerment has emerged as a new management paradigm, virtually no research has combined structural and psychological approaches to develop an integrative approach. Moreover, prior research has not examined the effect of the cultural context on the relationship between empowerment and performance. Drawing on a sample of public employees working in the city of Seoul, the largest local government in Korea, this study examined the effects of structural and psychological empowerment on both in-role and extra-role performance, and the moderating effects of organizational individualism and collectivism. Of the 400 questionnaires, 191 usable respondents, combining employees' and managers' questionnaires, were returned. Data were analyzed using structural equation modeling (SEM). Results of the analyses indicated that psychological empowerment mediates the relationship between structural empowerment and extra-role performance, and that organizational collectivism moderates the relationship between psychological empowerment and extra-role performance. Based on these results, the implications of the findings are discussed.  相似文献
