人类共同价值是构建人类命运共同体的基本话语,它正在得到越来越多的国家的响应和认同,成为不同国家和民族共同接受和遵循的价值话语。多种宏观要素和社会历史条件有机统一,共同作用,形成了人类共同价值的生成逻辑及其内在维度。人类共同价值是当今人类实践活动深度融合的价值反映,是各个国家共同利益不断增强的价值共识,是当今时代各国应对共同挑战的价值立场,是国际社会反对西方普世价值的价值诉求,是不同国家自觉进行价值互鉴的价值结果,是各个国家构建全球价值格局的价值愿景。只有深刻理解人类共同价值的生成逻辑及其内在关系,才能真正把握人类共同价值的科学内涵和正确取向。 相似文献

Most of the debate over government arts support focuses on direct subsidies to nonprofit arts organizations. In this article, however, I show that a much larger amount of public sector money comes from indirect aid, in the form of tax revenues forgone on tax-deductible contributions by individuals. Specifically, every dollar in direct federal arts funding is accompanied by about $14 in indirect aid. Analysis of the 1996 General Social Survey shows that private givers and supporters of direct government aid fit different demographic profiles, meaning that direct and indirect funding owe to distinct constituencies. These findings lead to a number of implications for nonprofit and public arts managers.

Public value theory has had its supporters and critics, with debate about the use of strategic management by public managers and confusion about the meaning of public value. This paper formalises Moore (1995) into a simple theory. That theory introduces the concept of an ‘ideal state.’ The ideal state is a simple means of describing and analysing public value, using a graphical presentation. In an ideal state roles are clear and public value is optimised. Insights from that ideal state are then applied to a more real world to clarify the nature of public value and to consider the appropriate use of strategic management by public servants. The conclusion is that public value theory provides some justification for strategic management, but the paper also demonstrates the limits to strategic management by officials. 相似文献

A new public administration movement is emerging to move beyond traditional public administration and New Public Management. The new movement is a response to the challenges of a networked, multisector, no‐one‐wholly‐in‐charge world and to the shortcomings of previous public administration approaches. In the new approach, values beyond efficiency and effectiveness—and especially democratic values—are prominent. Government has a special role to play as a guarantor of public values, but citizens as well as businesses and nonprofit organizations are also important as active public problem solvers. The article highlights value‐related issues in the new approach and presents an agenda for research and action to be pursued if the new approach is to fulfill its promise. 相似文献

Both practitioners and scholars are increasingly interested in the idea of public value as a way of understanding government activity, informing policy‐making and constructing service delivery. In part this represents a response to the concerns about ‘new public management’, but it also provides an interesting way of viewing what public sector organisations and public managers actually do. The purpose of this article is to examine this emerging approach by reviewing new public management and contrasting this with a public value paradigm. In the 1980s, the U. S. Supreme Court was expected to becomemore solicitous of "states' rights" and to reconsider doctrinesof federal preemption of state and local laws. Those expectationswere built on the Court's ruling in National League of Citiesv. Usery and reinforced by the Reagan administration's rhetoricand Court appointments. The record ofthe Rehnquist Court, however,demonstrates that it has backed away from vigorously enforcingthe Tenth Amendment and has erected only minor constitutionalbarriers, as in New York v. United States, to the Congress'power over the states. Moreover, the Court has not retreatedfrom finding implied statutory preemptions or from imposingits own dormant-commerce clause power on the states. A vast academic literature illustrates that voter turnout is affected by the institutional design of elections (e.g., compulsory voting, electoral system, postal or Sunday voting). In this article, we exploit a simple Downsian theoretical framework to argue that the institutional framework of public good provision—and, in particular, the distribution of political and administrative competences across government levels—likewise affects voters’ turnout decisions by influencing the expected net benefit of voting. Empirically, we exploit the institutional variation across German municipalities to test this proposition, and find supportive evidence. 相似文献

Public administration is a relatively young field with a growing academic community. Against the background of enduring discussions about theory and increasing research output and diversification within the field, the authors apply the sociology of knowledge approach to discourse that combines discourse theories and a social constructionist tradition to the exemplary case of “public value” research. The authors scrutinize 50 articles from 12 journals over 18 years to trace the development of public value as a concept in public administration research. Drawing from this exemplary case, they develop propositions and propose a framework for knowledge construction that is uniquely characterized as public administration. From the anchor points of manageability, economization, and democratic accountability, the authors develop a framework for analyzing and investigating knowledge development in other concepts such as network governance, representative bureaucracy, and coproduction. 相似文献

According to the framework rooted in public economics, governments can create public value by focusing tax and spending policies on remedying market failures and addressing concerns about fairness embodied in a social welfare function. By pursuing optimal tax and spending policies, governments navigate the omnipresent trade‐offs between equity and efficiency. Of course, in practice, the process by which policies are adopted does not resemble the planner's problem in social choice theory. In addition, real fiscal policies do not look much like the recommendations that arise from the optimal tax literature. Governments operate in public choice environments that are not conducive to focused remedying of market failure, and they suffer from their own tendencies to fail to achieve their objectives. Nevertheless, many of the tools are in place to help the federal and state governments focus tax and spending in ways that can maximize public value. 相似文献
