The French case offers a very valuable opportunity for testing the impact of transportation costs on the individual decision of turnout, because in France, voters can be registered in a municipality other than their residential municipality. Voters with a non-residential registration have to travel great distances in order to cast their ballots compared to voters with a residential registration. Our empirical analysis, based on a unique dataset extracted from the French Census database, uses a selection model to estimate the probability of voting of an individual voter with a non-residential electoral registration and assesses the impact of the distance to the voting municipality on this probability. The analysis shows that distance and in fine the cost of voting have a highly significant impact on electoral turnout: at the median distance (22 km), a 1% increase in distance induces a reduction of 0.01% in turnout in the first round of the 2012 French presidential election and 0.007% in the second round. Moreover, the impact of distance is non-linear: an increase in distance for voters with a short distance to travel is more detrimental to turnout than the same increase for voters who travel great distances. The results are robust to several checks, ranging from analyzing other elections to changes in the estimation method. This analysis provides new insights in the issue of voting cost and its impact on electoral turnout.  相似文献

Does registration timing impact whether an individual becomes a habitual voter? We argue that those registering in near proximity to a presidential election are more likely to vote in the upcoming election compared to those who register at other times during an election cycle because they seek an immediate return on their investment, but they are less likely to become habituated to vote in subsequent mid-term and primary elections. We suggest that this is because last-minute registrants, many of whom were registered through voter registration drives, were not focused on long-term electoral payoffs. Leveraging Florida's statewide voter files, we use logistic regression and propensity score weighting with county fixed-effects to evaluate if the timing of voter registration has significant short- and long-term turnout effects in high- and low-salience elections, controlling for party registration and an array of demographic factors. We find that the timing of registration does affect turnout, as last-minute registrants are not equally likely to vote in ensuing elections.  相似文献

We investigate how the employment relationship may lead employers to control the voting behavior and to induce the electoral registration of their workers. Forced registration and the control of votes become feasible when voting behavior is observable, as in open ballot elections. Workers whose vote is controlled are more likely to be registered as compared to other eligible voters, increasing their impact on electoral outcomes. Increasing the secrecy of the vote (for instance with the adoption of a secret ballot) significantly reduces the control of votes. Electoral registration, however, remains biased as long as the probability of voting behavior disclosure induces less ideologically motivated voters to comply with the political preference of the employer. We provide empirical support for the predictions of the model examining the effects of the introduction of the secret ballot in Chile in 1958.  相似文献

While gender-responsive Security Sector Reform (SSR) is increasingly recognised as being key to successful SSR programmes, women continue to be marginalised in post-conflict SSR programmes, particularly defence sector reform. By focussing on developments in Nepal, Sri Lanka, Kosovo and Colombia, this article explores the paradox of women’s marginalisation in defence sector reform and post-reform defence structures in places where women were active combatants during the preceding conflict. This article refers to examples of women’s engagement in combat to challenge some of the reasons given for women’s marginalisation, including reference to women’s skillset, aptitude and interests. The article adopts a feminist institutionalist approach to show how SSR helps security sector institutions construct and reconstruct gender power relations, reinforce gendered dynamics of exclusion, and determine gendered outcomes. It concludes by drawing attention to the transformational potential of SSR to alter gender power relations, and thereby enhance the security of women and the sustainability of peacebuilding efforts.  相似文献

Place marketing is increasingly being used as a governance strategy for managing perceptions about regions, cities, and towns. What are the most important obstacles to implementing place marketing? Based on a survey of 274 public managers involved in place marketing in the Netherlands, this article analyzes the main obstacles as perceived by public managers. It also analyzes the effects of obstacles on perceived results of place marketing in terms of attracting target groups. A factor analysis of a variety of obstacles investigated in the survey shows three clearly demarcated obstacles: administrative obstacles within municipalities, obstacles in developing the substance of marketing campaigns, and political obstacles. Obstacles in developing the substance of the marketing campaigns have significant effects on the results of place marketing in terms of attracting stakeholders, whereas the two other obstacles have no significant influence.  相似文献

How do electoral institutions affect self-identified partisanship? I hypothesize that party registration acts to anchor a person's party identification, tying a person to a political party even when their underlying preferences may align them with the other party. Estimating a random effects multinomial logit model, I find individuals registered with a party are more likely to self-identify with that party and away from the other party. Party registration also affects voting in presidential elections but not in House elections, leading to greater defection in the former where voters have more information about the candidates. These insights illuminate varying rates of electoral realignment, particularly among southern states, and the makeup of primary electorates in states with and without party registration.  相似文献

This article describes an empirical study of a select set of mid-level managers in the federal government. The study examined the participant's capacity to engage in the kind of self-reflexivity that Michael Harmon calls for in his 1995 book Responsibility as Paradox: A Critique of Rational Discourse on Government. Specifically, it focuses on the reflections of two participants, both of whom asserted a direct relationship between their religious beliefs and their work as public administrators. The aim of this article is to present a structure for the historical study of party activism. Based on research carried out on the activities of the Social Democratic Federation (SDF) between 1884 and 1911, the article puts forward the case that current understandings of that organisation should be reassessed to include the notion of the 'political journeys' of the activists. Instead of focusing exclusively on ideology, the article suggests that other poles or features such as locality and collective biography should be used. If the organisation is viewed from a wider perspective and with a longer exposure time, then, this article argues, a clearer picture presents itself.  相似文献

Scholars and practitioners have long debated what role the public should play in public management. When members of the public interact with the administrative side of government, should they be treated as customers, as citizens, or in some other manner? This article takes as its premise that members of the public assume three principal roles relative to public management: as customers, as partners, and as citizens. After placing these roles in the context of the history of public administration, the article draws from recent research to recommend guidelines for how public managers can work effectively with the public in these several capacities.  相似文献

Making cross-groups comparisons by using survey instruments has raised substantial scholarly concerns due to the potential risk of incomparability resulting from differential item functioning (DIF). However, not every survey item necessarily suffers from DIF. In this paper, we argue that, unlike many other survey items (e.g., political efficacy), the usual question used to measure political interest is likely to be largely immune to DIF. Our theoretical argument centers on the relative specificity of the item and a corresponding cultural homogeneity (at least in advanced democracies) in what it means to be politically interested or not. Utilizing the anchoring vignettes technique (King et al., 2004; King and Wand, 2007) in our original surveys in the UK, France, and the Netherlands, we demonstrate the size of DIF is small for the standard political interest question.  相似文献
