Interest groups pay monetary contributions to gain access and provide information to a policymaker. If their interests are aligned with those of the policymaker's constituency, they have costless access and report their private information truthfully. If their interests conflict, they are forced to pay a strictly positive contribution in order to enhance the credibility of their reports. The policymaker bases her policy decision on the competing reports and the size of the contributions accompanying these reports. The interest groups' contribution decisions are plagued by a free rider problem. I derive the implications of this problem for the size and pattern of contributions and for the degree of information aggregation.  相似文献

Decentralization efforts in Francophone African countries are both rarer and far less ambitious than those in Anglophone states. The decentralization programme launched by Senegal over a decade ago is an important exception. Since 1972, when the administrative reform law took effect, Senegal has been engaged in an effort to decentralize its administrative structures in order to promote rural development, to escape from the burdens of the remnants of an overly centralized colonial system and to stem the rising tide of rural opposition (malaise paysan). This new initiative, which led to the creation of local elected councils in rural communities (communautés rurales). has thus far achieved only marginal success. The 319 rural councils suffer from serious under-financing, and often from domination by administrative authorities, especially the sous-préféts. Based on an examination of the attitudes. perceptions and behaviour of a sample of rural councillors (n = 144), particularly regarding budgetary matters, it appears that the rural communities in fact provide the possibility for some popular input into local and regional planning.  相似文献

At a time when public sector agricultural and rural development administration is changing quite profoundly, and when farmer organizations are being asked to assume more significant roles in rural and agricultural development, in-depth analysis of these organizations is an important input into policy and programmatic discussions. This article is an analysis of one type of small farmer organization, a regional economic organization called El Ceibo in Bolivia. It is one of the most successful cases of small farmer organization around technology generation and product transformation and marketing in the Andes. El Ceibo has been able to open new markets for its products, adapt product transformation techniques appropriate for these markets, and develop technology in support of its marketing strategy. Factors favouring Ceibo's success include long-term financial and technical support from external agencies, isolated location, and a cash/export crop specialization. The impacts of Ceibo are significant, although it is not clear how far Ceibo's activities foster a more broadly based regional development in the Alto Beni area. The article also compares the strategies and impacts of economically based organizations such as El Ceibo with those of more traditional, representative and politically oriented small farmer organizations.  相似文献

In a continuing effort to reform and reinvent the way public organizations do business, the outsourcing of services has become a popular tool, particularly as resource constraints limit options available to governments. All too often, the decision is made, for reasons of ideology or resource constraints, to outsource services without giving careful consideration to the impact of privatization on the core missions of an agency, or whether privatization, in fact, offers real cost savings. Purchasing tools designed for traditional commodity purchases are often grossly unsuited for making decisions on specialized technical services.
This article suggests a process for the evaluation of an option to outsource laboratory services. It suggests that, prior to contracting or privatizing services, the concerned agency should evaluate:
the impact on the agency's core mission
the availability, stability, and reliability of private sector service providers
the relative costs of internal and external (public or private sector) service providers
the potential impact on regulatory enforcement
the ability to monitor the performance of external providers
potential conflicts of interest
Based on this model, the ongoing internal evaluation of services offers public agencies management tools to obtain the best value for the taxpayer dollar, not only in terms of the raw cost per test, but also in managing the quality of the services.  相似文献

Governments face a fundamental choice between in‐house production and contracting out for the delivery of services to citizens. This article examines the importance of ideology, fiscal pressure, and size for contracting out in technical and social services. The analysis builds on a panel data set covering municipal spending on services in all 98 Danish municipalities. The authors find that contracting out is shaped by ideology in social services but not in technical services, which indicates that social services are the contemporary ideological battlefield of privatization. The analysis further reveals that economically prosperous municipalities are more likely to contract out social services, whereas contracting out of technical services is not influenced by economic affluence. Finally, larger municipalities contract out more in technical services but less in social services, demonstrating that the size effect is contingent on the transaction cost characteristics of the service.  相似文献

Development management in national rural development has been the subject of much discussion as old-style integrated rural development planning met with increasing criticism. The Royal Government of Thailand is currently attempting to arrive at comprehensive reform of the development management system within the framework of implementation of its national five-year plans. This article highlights the reforms and the analysis of past failures. It introduces the new management organization and some procedural highlights. A first experiment with the new system which is currently being carried out in the province of Nakhon Ratchasima is documented, and the opinion of government officials on its performance is reported. The overall reaction is positive: the system does provide a more coordinated implementation. Two bottlenecks remain, however: project monitoring and evaluation should be strengthened; and additional technical training in development planning is needed.  相似文献

The public sector contracting literature has long argued that outsourced services need to be and, in fact, are subject to a more elevated level of scrutiny compared to internally delivered services. Recently, the performance measurement and management literature has suggested that the twin themes of accountability and results have altered the management landscape at all levels of government. By focusing on performance monitoring, the implication is that monitoring levels for internally provided services should more closely approximate those for contracted services. The analysis provided here yields empirical comparisons of how governments monitor the same service provided in-house and contracted out. We find evidence that services provided internally by a government's own employees are indeed monitored intensively by the contracting government, with levels of monitoring nearly as high as those for services contracted out to for-profit providers. In contrast, however, we find strong evidence that performance monitoring by the contracting government does not extend to nonprofit and other governmental service providers, each of which is monitored much less intensively than when comparable services are provided internally. For such service providers, it appears that monitoring is either outsourced along with services, or simply reduced.  相似文献

The 1977 Social Security Amendments specified that, beginning in 1978, a worker would be credited with one quarter of coverage for a designated amount of annual earnings. For 1978, a worker received one quarter of coverage (up to a total of four) for each $250 in annual earnings from employment or self-employment. Before 1978, a worker who was paid $50 in wages in a calendar quarter was credited with a quarter of coverage. A person who had $400 or more in self-employment income in a year was credited with four quarters of coverage. Some workers received more quarters of coverage under the new provisions than they would have under the old, and other workers received less. Since a worker's receipt of benefits depends on his or her insured status, which is based on quarters of coverage, this change can affect a worker's eligibility for benefits. This study indicates that if $250 in annual earnings had been required for one quarter of coverage in 1977, more than 2.1 million workers would have had a change in their insured status for disabled worker benefits, and about 700,000 workers would have had a change in their insured status for survivor benefits. Those whose insured status was affected were most likely to have had marginal earnings records--for example, they had four to seven quarters of coverage when six were needed. (This effect was expected when the legislation was passed.) This article examines those whose eligibility for benefits was most likely to have been affected.  相似文献

This article investigates how communications advances affect citizens’ ability to participate in coproduction of government services. The authors analyze service requests made to the City of Boston during a one‐year period from 2010 to 2011 and, using geospatial analysis and negative binomial regression, investigate possible disparities by race, education, and income in making service requests. The findings reveal little concern that 311 systems (nonemergency call centers) may benefit one racial group over another; however, there is some indication that Hispanics may use these systems less as requests move from call centers to the Internet and smartphones. Consistent with prior research, the findings show that poorer neighborhoods are less likely to take advantage of 311 service, with the notable exception of smartphone utilization. The implications for citizen participation in coproduction and bridging the digital divide are discussed.  相似文献

This article examines constraints in development bureaucracies in intensifying the use of microcomputers as they move beyond processing applications to analysing applications. The work is based on the experience of several ministries of the Government of Kenya. Processing applications involve throughput of data and are relatively simple. Analysing applications, in contrast, are more complex and include data assembly, sensitivity analysis, and modelling. The article argues that processing applications are more compatible with the administrative cultures, bureaucratic functions, personnel skill levels and organizational structures of development bureaucracies. Analysing applications are less compatible because they require a level of training and motivation uncommon in development bureaucracies. Analysing applications are further thwarted by constraints in the supply of relevant information and the lack of demand for analysis by decision-makers. A four-cell matrix is developed which explains these constraints. The article concludes with several recommendations for encouraging microcomputer-based analysis, but cautions that processing applications will continue to dominate for the foreseeable future.  相似文献

This article uses survey data to study the impact of democracy on the demand by poor citizens for government redistribution. Taking the well‐known Meltzer‐Richard theory as the point of departure, three arguments are presented as to why such a demand should be stronger in democracies than in autocracies: in democracies low‐income groups are: (1) exposed to elections that can make a policy difference: (2) better informed about the income distribution; and (3) better equipped to process such information. The argument receives empirical support in a Bayesian multilevel analysis which combines 188 World Values Surveys with cross‐sectional and longitudinal macro data from 80 countries.  相似文献

Government contracting, especially for information technology products and services, has accelerated in recent years in the United States. Drawing on the insights of privatization studies, the authors examine the economic and political rationales underpinning government decisions to contract out e-government services. This article tests the extent to which economic and political rationality influence governments' contracting decisions using data from multiple sources: a survey conducted by National Association of State Chief Information Officers, a survey by the National Association of State Procurement Officers, the Council of State Legislatures, and macro-level state data from the U.S. Census Bureau. Important factors affecting the state-level contracting decision are population size, market size, the competitiveness of the bidding process, the professional management of contracts, the partisan composition of legislatures, and political competition. Political rationales appear to play a major role in state contracting decisions. Some arguments associated with markets and economic rationality are clearly politically motivated.  相似文献
