Among alternative regulatory responses, information provision programs are receiving increasing attention despite the decidedly mixed evidence about their effectiveness. This paper provides detailed experimental evidence to demonstrate that for one important example of an information program, the use of energy audits to stimulate residential energy conservation, the effectiveness of the program is highly sensitive to the information processing behavior of the users of the information. Simple changes in the format of the information provided to homeowners produced marked improvements in the efficiency of consumer choices. The study illustrates Stern's conclusion in a recent issue of this journal that laboratory experimentation provides a useful alternative to model-based analysis of natural experiments, especially for policy design issues involving information acquisition and processing. The paper also offers conclusions about improving the effectiveness of home energy audits, as well as the entire class of information provision programs.  相似文献

Abstract: Scientific research is usually regarded as an impartial contributor to the public policy-making process. However, increasingly, such research in health matters to do with industrial processes, medical intervention and drug therapy is perceived to pose risks and thus produce uncertainty in government and anxiety among consumers of health services. This when the scientific research agenda is about to take increasingly dramatic steps with important implications for applied science. Five select issues intended to depict a lack of research consensus and resulting in perceptions of societal risk-taking are used to illustrate this phenomenon. The growing influence of the "Green" environmental and consumer movement promises increasing resistance to science-based societal risk-taking. Scientists have acknowledged problems and advocate a variety of responses including the adoption of radically different aims and methods in science. The quality of some medical statistics and the dominance of the research methods agenda by epidemiologists is also a cause for concern. The major dilemma, however, is that while both refutation and uncertainty are integral to the Popperian model of puzzle-solving in science, they are factors which pose serious political risks in decision-making for ministers and their advisers.  相似文献

The way people absorb and process politically relevant information is central to their subsequent political behaviour (in terms of turnout and vote choice). Nonetheless, little is known about how young voters – who might be more impressionable than more experienced voters – respond to the provision of such information. In this article, we design a between-subject randomised controlled trial that exposes a sample of university students to positive, neutral or negative information about central government performance before the 2017 Portuguese local elections. We find that young voters update their perceptions more when exposed to negative news. This negativity bias is stronger for first-time voters. We also find that negative information significantly affects turnout of initially undecided young voters. Our results imply that sensitivity to information is heterogeneous and that some young voters may be prone to manipulation through the provision of negative news.  相似文献

The present study aims at understanding the application of Internet of Things (IoT) in online food retailing, influencing purchase frequency of ready‐to‐eat food products. The research is empirical in nature in which an internet based consumer survey was conducted to collect 329 valid responses on PAN India basis. This research comprehensively investigated, shortlisted, and finally selected the factors of consumer involvement and decision making using IoT in online food retailing. The binary logistic regression model revealed that the factors relative advantage, best deals, availability and information, consumer satisfaction, and channel efficiency significantly influences the consumer purchase frequency for ready‐to‐eat food products at various stages in online food retailing. The understanding, extrapolation, and proper management of these factors will help online food retail players in implementing IoT enable services effectively in their retail formats to gain consumer confidence.  相似文献

Abstract

The Clinton administration's recently announced home and community‐based care proposals have potentially important implications not only for long‐term care policy, but also for housing policy in the United States. This article attempts to draw out some of those implications. The first section examines problems inherent in the current “medical/welfare” system of financing long‐term care, which constrains consumer choice by limiting the supply of providers to control costs and by increasing medical professionals’ control over the types of services provided in the name of quality control. The medical/welfare dominance of long‐term care policy has resulted in an overreliance on nursing homes as providers, resulting in both escalating costs and continued consumer dissatisfaction.

The second half of the article looks at recent market and policy developments in response to consumer demand for lower cost alternatives to nursing homes. These alternatives promote more consumer autonomy and control in supportive housing arrangements. A more comprehensive services and housing policy could promote these developments in an approach that combines the security of public financing of supportive services with the benefits of consumer choice, market competition, and legal protections that characterize housing markets. In such a scenario, housing finance institutions—including government agencies, lenders, developers, and investors—could play a pivotal role in the long‐term care debate not only by unlocking substantial financial resources but, equally important, by transforming the provision of long‐term care services to promote consumer choice and autonomy.  相似文献

In ‘Innovations in the provision of public goods and services’ (Pinto, R. (1998). Public Administration and Development, 18 (4): 387–397), Pinto contributes to the ongoing policy debate on service provision in two important ways. First, he points out that service provision reform is a complex, evolutionary process that is at once political and economic. Second, he argues that public management and administration, rather than becoming obsolete, will have to become more naunced and refined as governments increasingly allow private sector and citizen participation in the delivery of services. Both these propositions could be further developed by acknowledging the ongoing redefinition of what makes services ‘public’. Governments in developing countries will successfully redefine the ‘public’ character of services only when they resolve the enduring trade-offs between efficient delivery and distributive justice, between the roles of citizen and consumer. 本通过对四个经济发达村庄村民与外来人口之间关系的研究解释村庄的封闭与开放。在这项研究中我们发现,农村改革以后,随着农村工业化和城市化的发展,村庄并不是越来越走向开放,相反,经济发达的村庄越来越形成一个经济共同体,其封闭性在提高;与此同时,本村村民保持了与周围村民的交往和联系,是开放的。来自边远地区的外来人被排斥在村庄的公共生活之外,形成了自己的群体,与村民很少交往。造成这种现象的原因是农村工业化和城市化与市场发育的不同步,地方政府在农村工业化和城市化过程中起到了主要的作用。这项研究说明,用“差序格局”和“村落共同体”的理论都无法正确地概括现在中国村庄的特征。  相似文献

Decentralization of policy provision is omnipresent yet we are not able to sufficiently account for the extent of this phenomenon. The decentralization theorem explains the decentralization of policy provision as a trade‐off between heterogenous preferences, interjurisdictional spillovers (externalities), and economies of scale. Empirical tests of the theorem have been hampered by a measurement problem on the independent as well as on the dependent variable. This article tackles these problems by using a new data set that combines a measure of externalities and scale effects of policies obtained from an expert survey with the actual provision of policies across governmental tiers in 40 countries. The analyses provide an empirical test of the decentralization theorem by showing that decentralization of policy provision is to a large extent determined by functional characteristics of policies and heterogenous preferences but other country‐specific variables, such as democracy, economic development, and European subsidies, also matter.  相似文献

In this paper we use a laboratory experiment toexamine the Pivotal mechanism when applied to a binarydecision on a public project of a fixed size. Wefirst point out that the well-known incentivecompatibility of the Pivotal mechanism is true only in aweak sense; There are always strategies otherthan truth-telling that do no worse for a subject thantruth-telling, in any particular set of circumstances.This weakness of the incentive compatibility ofthe Pivotal mechanism makes it difficult for subjects tounderstand that truth-telling is the unique dominantstrategy for the mechanism, unless they havecomprehensive understanding of the payoff structure,with the result that subjects often do not play thedominant strategy. We suggest that this tendency todepart from the dominant strategy can be overcome byproviding subjects with more information about the payoffstructure. We controlled the level of informationprovision in the laboratory and verified that thestrategies used are closer to the dominant strategywhen more information is provided. Under noinformation provision conditions were outcomes poor,but under ``wide'' provision conditions, in which eachsubject experienced a variety of true personalvaluations of the project, departure from thedominant strategy was smaller in magnitude, and under``deep'' provision conditions, in which detailed payofftables were available to each subject, the rate of useof the dominant strategy increased significantly.  相似文献

  • Britain is increasingly mirroring a number of nations in terms of the continued growth in prevailing levels of illnesses related potentially to human food consumption. As this issue fast becomes global, the question of whose responsibility it is, has come to the forefront of the debate. Other groups, apart from the Governments with direct involvement in this crisis are the Consumers and the Marketers. Using the food industry as the basis, the study primarily focuses on the consumers' perceptions of the nature and the extent of the problem. To investigate, three products used in the study are placed on a continuum; Chocolates represent one end and Genetically manufactured foods the other. Fast foods are represented in the middle. This framework highlights variations in consumer perceptions based on product differences: manufacturers have been held responsible for the provision of pertinent information in the case of genetically manufactured products; in the context of fast foods and Confectionery both manufacturers and consumers have been seen as responsible for consumers' existing consumption patterns.

This research concerns how costs and benefits affect the voluntary provision of threshold public goods. Cadsby and Maynes (J. Public Econ. 71:53–73, 1999) hypothesized that the difference between the value and cost of such a good, its net reward, influences the likelihood of provision. Croson and Marks (Exp. Econ. 2:239–259, 2000) focused on the ratio of group payoff to total cost, the step return. We find that step return is the best predictor overall, although net reward has some impact, negatively affecting the probability of provision with inexperienced participants and positively affecting it with experienced participants.  相似文献

Abstract. This article examines if and why mechanisms exist at the individual citizen level that may contribute to public sector growth — and whether such mechanisms can be altered through provision of information about the costs of public services.We test and find empirical support for the theory of fiscal illusion according to which citizens underestimate the costs of public services and therefore demand more public spending than if they had been fully informed. We also develop and find empirical support for a theory of asymmetrical illusions. This theory claims that producers and users of public services are more spending–minded than ordinary taxpayers — and that limited rationality contributes to this difference. However, the provision of information about the unit costs of public services can weaken these mechanisms of fiscal illusion and asymmetrical illusions. The test is based on tabular, logit, and experimental analysis of survey data from Odense, a Danish city with 175,000 inhabitants.  相似文献

This paper brings to political science a new decision-making model based on research in consumer behavior. Individuals do not necessarily make choices from the universe of alternatives; rather, they choose from a “consideration set,” a notion derived from both utility maximization and information processing theories. Here I apply a model of heterogeneous consideration sets to voting in the 2000 Mexican national election. I argue that the sub-national variation in the strength of Mexican parties leads to heterogeneous consideration sets, resulting in individuals with identical issue preferences and personal attributes making different voting decisions. Application of this model provides both interesting substantive conclusions about vote choice in Mexico and a more general theoretical innovation regarding vote choice.

This paper raises an old question and proposes a new answer. The question is, “Must public goods be produced by governments?” The consensus answer is “Yes,” on the grounds that transaction costs related to group size prevent all potential consumers of a public good from entering into voluntary arrangements to produce efficient levels of that good. Government intervention thus is required to achieve efficiency. Yet many obvious examples of public goods are not financed or even subsidized by government. Conspicuous examples of this phenomenon include the development of important innovations in technique in fields such as music (Bach and Beethoven), literature (Defoe, Dickens and Shakespeare, not excepting Homer or Adam Smith), and the visual arts (Cezanne), not to mention many crucial scientific discoveries. Indeed, the obvious public-good aspects of scientific knowledge induced many private societies to offer prizes for particular innovations. Two questions are raised by the private, voluntary provision of nonrival outputs or inputs: (1) what conditions contribute to this phenomenon, and (2) can voluntary provision come “close” to efficient provision? We suggest in this paper that, under certain conditions, the gains from many public goods whose benefits reach nationwide populations are largely realized at group sizes far smaller than even county or municipal jurisdictions.  相似文献

This paper applies the theory of bureaucracy to the internal operation of the Federal Reserve System. According to the bureaucratic model, the Board of Governors will use budget allocations to the individual Reserve Banks as a means of controlling their provision of information. By examining the research publications of Reserve Banks, we find two Banks which began providing ‘adverse publicity’ for the System in recent years. The empirical analysis reveals that the budgets of these Banks have decreased following the changes in research agendas.  相似文献

This study examines the roles and capabilities of executive agencies in providing support services to manufacturing in Ghana and Zimbabwe. It asserts that the new roles of government during and after adjustment have not been clearly defined and are in fact more complex than running state‐owned productive enterprises. The basic shift is said to be from direct provision of goods and services to the provision of an enabling environment through support in areas such as training, information, finance, export and investment promotion and technology. Economic development is stimulated when there is a harmonious relationship between entrepreneurs and their institutional environment, much of which is provided by the state. This article concentrates upon the role of meso‐level agencies in changing incentives faced by entrepreneurs and shifting them out of unproductive activity and into productive entrepreneurship, and outlines some of the preliminary results from related research. There are several factors which influence the capabilities of agencies providing these services. Essentially they may be divided into internal and external factors. This allows the analysis to consider not only budgeting and incentive systems but also the impact of external pressures experienced by any given agency. User-generated advertising (UGA) has been booming over the past few years as marketers have been actively seeking to enhance consumer engagement. Yet, our understanding of the implications, the importance and the potential of UGA from a cultural branding point of view remains limited. This study furnishes the conceptual model of consumer cultural engagement in order to appreciate in a more nuanced manner than afforded by consumer sentiment analyses how UGA contributes to fleshing out co-creatively a brand vision. To this end, a sociosemiotic approach is pursued by dimensionalizing the cultural resources employed in UGA along the interlocking layers of text/register/domain in a cline of instantiation. The conceptual model is exemplified by recourse to a UGA corpus from the 10th and final wave of Doritos’ Crash the Super Bowl promo mechanism, undergirded by a mixed methods research design that features a grounded theoretical procedure, facilitated by quantitative analyses.  相似文献

This paper examines the growing recognition of the phenomenon called “Big Data” and the policy implications it poses. It is argued that a core policy issue is personal and organizational privacy. At the same time there is a belief that analysis of “Big Data” offers potentially to provide public sector policy makers with extensive new information that would inform policy at unprecedentedly detailed levels. Despite this potential to improve the policy‐making process data often contain individual identifiable information that would negatively impact American core values such as privacy. This makes the use of these data almost impossible. The paper recognizes that there may be a way to strip individual data from Big Data sets thereby making their analysis more policy useful. This approach is not at this time technically feasible but research is ongoing.  相似文献
