New Links With China Are Key to Japan's Security

Never before in history have China and Japan been great powers at the same time. Today they must figure out how to live together as equals. The promise of mutual prosperity ties them together; the remembrance of bad things past pushes them apart. If that wary dance were not complicated enough, a nuclear provocateur from neighboring North Korea intrudes. A legendary figure of Japan's post‐war miracle, Tsuneo Watanabe, weighs in on these big questions. Hans Blix, a former UN arms inspector and the former South Korean prime minister and Nobel laureate, Kim Dae Jung, address the North Korean conundrum.     

Swiss Lessons for European Federalism

Because they have failed to address the fundamental economic imbalances within Europe obscured by the single currency, each effort by European leaders so far to resolve the euro crisis has only deepened it. Without a decisive move toward fiscal and political union, accompanied by policies that push productivity and competitiveness toward convergence while closing the democratic deficit, the Eurozone will disintegrate. To discuss the way forward, the Nicolas Berggruen Institute's Council on the Future of Europe met in Rome on May 28 with Italian Prime Minister Mario Monti. In this section we publish the contributions from that meeting by the former European leaders, scholars and Nobel laureates who are members of the Council.

Health strategy and development planning: Lessons from the people's republic of China

In Section I of this paper we present an analytical paradigm by which to evaluate health and medical care services in underdeveloped countries. In Section II, we apply this framework to an analysis of the health policies of one developing country, China. In Section III, we evaluate the Chinese health and medical care policies within the framework of a cost‐benefit analysis and argue that these policies are appropriate to China's factor proportions and health needs. Finally, in Section IV, we raise a number of questions to be considered in any more detailed studies on the transferring of the Chinese services to other developing countries.

Some Lessons from Using PFI for School Building Projects

This article describes some lessons gained from observing the developments of PFI projects for provision of school buildings. The research, which was primarily based on participant observation methodology, aims to identify key issues relevant to the effective management of such projects. It also attempts to investigate ways in which the PFI process may be changing in this area. Issues covered in the research include motivation, staffing, ownership of the asset, innovation, local democracy and various financial matters. It is observed that some changes in practice in employing the PFI in this area have tended to move it back in the direction of conventional procurement.
