This article suggests an approach to the classical issues of the public administration theory, through the so-called new institutionalism. It argues that public policies could be taken by public administration theory as a new object of study, which this theory has gradually lost in the past. Nevertheless, whether the policy sciences can be useful1 or not to develop public administration as a discipline depends on the theoretical bridge offered by the new institutional approach. The national strategy for local e-government identifies joining up services and the sharing of information as key components in improving the quality and efficiency of public services. A project to design and evaluate a web-based portal to support leverage of professional health and safety enforcement expertise across local authority (LA) boundaries was undertaken. The project clearly demonstrated that there was support by operational officers for the concept of knowledge sharing but there was limited uptake of the portal, particularly those functions that were designed to facilitate collaborative working. The research identified the significance of management commitment to knowledge sharing and the importance of users understanding the rationale for, and benefits of, engagement with IT systems which are not developed in-house. It also indicated that whilst web-based systems can provide a means by which profession knowledge can be levered across LAs, the complexity of linking over 400 LAs with their pluralistic structures and cultures should not be under-estimated.  相似文献

Academics, policy‐makers and practitioners are increasingly interested in the contribution that effective management of knowledge across organizational and professional boundaries can make to improved public services. Examining knowledge sharing within the context of the UK NHS, we ground our investigation in neo‐institutional organizational sociology. We highlight the influence of regulatory, normative and cultural‐cognitive aspects of institutions operating in the health care field on the boundaries that impede knowledge sharing. We illustrate how institutional isomorphic processes facilitate convergence within groups of organizations and occupations subject to the same institutional pressures, but, by the same token, inhibit convergence across different organizational and occupational groupings. In short, the development of a learning organization, where knowledge is shared freely across boundaries, will be difficult to realize.  相似文献

Today public administrators, as many others, desire to be known as professionals or those knowledgeable enough to carry out their tasks without outside interference. By examining their claims to have expertise to carry out their public tasks, we provide a critical evaluation of the professionalism of public administrators. Our argument is that public administrators may not have sufficient knowledge to carry out their public tasks without the knowledge (help) of others. Suggesting that public administrators need to have more “public” knowledge of the public interest, we suggest ways that they can become more knowledgeable and more compatible with the tenets of political democracy.  相似文献

The problem of "foundations" is a crucial one for any field, particularly perhaps one with as varied a possible repertoire of elementary sources as the study of world politics. In this paper, I draw attention to how some different ways of thinking about where knowledge is produced and how it circulates can be used to inform understanding about geographies of knowledge of world politics. Such geographies, however, are not ends in themselves. The point is to understand the ontological bases of knowing from perspectives that do not privilege a singular history of knowledge associated with a specific world region or of conceptions of knowledge that implicitly or explicitly presume their self-evident universality. In other words, we need to move beyond the all-too-conventional repertoires of relativism and positivism in understanding the bases to knowing about world politics/international relations. The paper suggests some ways forward, which should now be the subject of vigorous debate.  相似文献

Analyzing irregular international migration requires a border concept that can be integrated into the social sciences and migration theories. This article views borders as social institutions and considers irregular migration patterns in the Canary Islands from the 1990s as resulting from changes in border management introduced by Spain and the European Union. After the peak of irregular maritime arrivals in 2006, a multilayered deterrence strategy was implemented through increased border surveillance and externalization measures such as readmission agreements and policing the borders of transit countries. As a result, the Atlantic route from Africa to Europe has lost its importance as an alternative to the Mediterranean corridor.  相似文献

Nudging is a policy instrument that can affect citizen behavior, often by providing information. We argue that nudging can also affect citizens’ knowledge, which can become the basis for future choices. In this manner, providing information can make the nudging initiative stick. We test the effect of an information treatment on three types of knowledge in a field experiment. The treatment consists of information on reading strategies designed to nudge parents to read with their children, randomly assigned to 1438 families. We show how nudging by providing information does in fact increase parents’ knowledge, irrespective of socio-economic background.  相似文献

The purpose of this article is to estimate the cost of taxing the export, import or domestic sectors of Sri Lanka for the purpose of reducing the national debt. A simple GNP model is used to estimate the elasticities that characterise the three aggregate sectors and are used to simulate the effects of taxing for debt servicing. The results show that a tax on the import sector generates the largest net savings on trade balance and that the savings from not importing can be substantial. However, for the period 1977–87 a 10.0 per cent tax on the import sector caused a decline in the growth of the economy by 3.0 per cent. The burden of the tax falls heavily on the domestic sector in terms of lost production and increased unemployment.  相似文献

Abu Mohammad al-Maqdisi is one of the most important spiritual fathers of the ideology and movement that has come to be known as Salafi-jihadism. Based on primary source materials produced by al-Maqdisi and other important relevant actors at different times and places, this article shows how he developed the ideas that have influenced his disciples and protégés, most prominently Abu Mus'ab al-Zarqawi, the founder of Al Qaeda in Iraq and “godfather” of the Islamic State, and Turki al-Binali, the Islamic State's current Grand Mufti. It also explains how and why, in later years, his disciples turned against him and, despite his repeated efforts, refused to allow him to play the role of the “critical friend,” much less regain control of the movement. The article seeks to expose the intra-jihadist frictions and debates involving al-Maqdisi during different times and contexts, especially the more recent ones between him and Islamic State of Iraq and the Levant. Indeed, it becomes obvious how al-Maqdisi has been trying to regain his lost influence and relevance among the most radical strands within his chosen movement for years. What this shows is that, amidst the fast-changing environment in which Salafi-jihadism has evolved, praxis trumps theory, and a reputation of steadfastness, zealousness, and unwavering convictions matter more to prospective radicals than a reputation of religious knowledge and scholarship.  相似文献

This article is based on a comparative study of three forms of evaluation used by government, the Audit Commission, consultants and the Social Services Inspectorate. The paper argues that these evaluative bodies strengthened the authority of government in the 1980s and supported the shift from a professional to a managerial culture in government. Their contribution to those changes can be linked to the kinds of knowledge they used and the positivist assumptions about knowledge that reasserted themselves in evaluation and in government in the 1980s. However, the research also provides further support for the critics of positivism. The distinction between fact and value and between technical expertise and political argument often broke down in evaluative practice.  相似文献

Social media are regarded to be a cornerstone for addressing the open government challenge that public administration faces. However, scientific knowledge about how social media can leverage open government is limited. Therefore, this study applies a mixed-methods research proceeding to develop a conceptual framework for the strategic use of social media concerning open government initiatives. The study concludes that social media applications can be strategically applied to foster open government and to improve citizen–government interaction. From the findings, strategic recommendations for open government-related social media adoption are developed and practical advice for responsible public managers is given.  相似文献

The present study aimed to examine professionals’ experiences, perceptions, and knowledge regarding violence-exposed children in order to clarify the status and opportunities these children have in the Swedish legal system. A questionnaire was distributed to 63 professionals, representing police, prosecutors, social personnel, and treatment personnel. Findings revealed several problems that hindered effective work. Routines and guidelines were lacking and knowledge gaps regarding these children were found among all professions. Perceptions that children remember and tell were widely held, although conditions enabling sufficient reports are seldom met. Results can be used to guide necessary changes in national routines and guidelines to ensure recovery and maintaining of societal rights of this group of psychologically abused victims.  相似文献

This article looks at the status conflicts between Russia and the West and asks: why do these conflicts exist despite attempts to avoid them? If status conflicts refer to merely a symbolic recognition, then they should arguably be easier to solve than conflicts stemming from competition for power and resources. Yet, status conflicts can be difficult to solve even when they were not conceived as zero-sum games. The article argues that status conflicts cannot be understood without the interplay of perceptions and emotions. First, what really matters is not objective status but perceptions thereof and there seems to be a gap how Russia and the West perceive status in general. Secondly, the perceptions of when status is gained or lost seem to be emotionally loaded. Russia is more willing to understand its relative status when military or economic issues are at stake, but if the dispute deals with international norms and questions of justice Russia is more likely to interpret Western action as violating its status and conversely, it is more likely to interpret its own action as enhancing its status when it is defending such values differently from the West.  相似文献

The acquired immune deficiency syndrome (AIDS) is a harbinger for change in health care. There are many powerful forces poised to transform the industrialized health care structure of the twentieth century, and AIDS may act as either a catalyst or an amplifier for these forces. AIDS could, for example, swamp local resources and thereby help trigger national reform in a health care system that has already lost public confidence. AIDS can also hasten the paradigm shift that is occurring throughout health care. Many of the choices society will confront when dealing with AIDS carry implications beyond health care. Information about who has the disease, for example, already pits traditional individual rights against group interests. Future information systems could make discrimination based upon medical records a nightmare for a growing number of individuals. Yet these systems also offer the hope of accelerated progress against not only AIDS but other major health threats as well. The policy choices that will define society's response to AIDS can best be made in the context of a clearly articulated vision of a society that reflects our deepest values.  相似文献

This article examines the impact of knowledge sharing on individual work performance by analyzing perceptions of 323 public employees in South Korea. An analytical model is drawn from an extensive review of literature on knowledge management and sharing from which nine exogenous variables are identified as antecedents of knowledge sharing that affect individual work performance. The results indicate that four exogenous variables—employee training, reward systems, support from the top management, and openness in communication—are perceived to have a positive influence on employees' knowledge sharing, which, in turn, improved individual work performance. Perceived trustworthiness between individuals involved in knowledge sharing has also positively influenced both knowledge sharing and individual work performance. These results imply that individual work performance may be dependent on the effective use of knowledge sharing.  相似文献

This paper examines the determinants of women's knowledge regarding HIV/AIDS using data from a nationally representative survey in India. Although around 45 per cent of sample women had heard about the disease, their knowledge regarding its modes of transmission and prevention is found to be limited. To explore the possibility that there may be a different process that determines awareness as opposed to quality of knowledge regarding HIV/AIDS, a negative binomial hurdle model and a two-stage ordered probit model are estimated. The results show that the effect of several covariates, such as education and mass media, on awareness is different from their effect on quality of knowledge.  相似文献

The problem‐solving capacity and problem‐generating potential of multilevel systems entail the need for the delegation of authority. When the problem concerned is about how to put an abstract policy concept into a practicable policy tool, the choice of the respective delegation trajectory depends on the policy models or the policy‐relevant knowledge that the respective political levels can supply. When regarding the European Union (EU) level as the starting point of knowledge creation and delegation trajectories, and concentrating on transaction costs, policy knowledge and models generated at the international level provide the most cost‐effective solution. Only when the international level is not able to provide further policy knowledge and innovation does the EU delegate its definitional authority, first downward to the member states and then sideways to EU agencies. We illustrate the plausibility of our dynamic understanding of multilevel governance by using Environmental Policy Integration as an example.  相似文献

The aim of this study is to assess the comparative advantage in rice production in the Philippines for the past three decades since 1966. We have found that the country gained sharp improvement in comparative advantage in rice production in 1979, when yield rose remarkably due to the diffusion of pest‐ and disease‐resistant modern rice. Beginning in 1986 however, the country appears to have slowly lost its comparative advantage due to the decline in rice prices, stagnation in rice yield and rising cost of domestic factors. By 1990, the country completely lost its comparative advantage in rice production.  相似文献
