Does the conventional wisdom about the relationships between economic, cultural, and political party variables and democracy stand up in the Latin American experience of the 1990s? This study, utilizing new data sets for the region, finds that some traditional hypotheses are upheld better than others. It sustains the conventional wisdom that economic development, economic growth, democratic values, and (with a two‐year lead) education correlate positively with the level of democracy. Surprisingly, however, neither social trust nor the number of political parties is significantly correlated with the level of democracy. The study suggests various possible explanations for the weak or nonexistent relationships for social trust and number of parties, in the hope that these surprising results will stimulate further research.  相似文献

Latin Americans have been voting for a surprisingly large number of ex‐presidents and newcomers in presidential elections since the late 1980s. This article looks at both the demand and supply sides of this phenomenon by focusing on economic anxieties and party crises as the key independent variables. Sometimes the relationship between these variables is linear: economic anxieties combined with party crises lead to rising ex‐presidents and newcomers. At other times the relationship is symbiotic: the rise of ex‐presidents leads to party crises, economic and political anxieties, and thus the rise of newcomers. This article concludes that the abundance of ex‐presidents and newcomers in elections—essentially, the new face of Latin America's caudillismo—does not bode well for democracy because it accelerates de‐institutionalization and polarizes the electorate.  相似文献

Abstract

Several years after the transition to democracy, positive attitudes towards the authoritarian past are still observable in Portugal: the belief that the previous regime had more good things than bad things is expressed by about one-fifth of the Portuguese. What explains this nostalgic sentiment? Are factors such as socialisation under the regime, party identification or religiosity more important than satisfaction with democracy and the state of the economy? The empirical analysis suggests that the relevance of these factors varies considerably, but socialisation phases lead to different stances on the past both in routine times and in times of economic crisis.  相似文献

This essay argues that neoliberalism has strengthened the sustainability of democracy in Latin America but limited its quality. Drastic market reform seems to have abetted the survival of competitive civilian rule through its external and internal repercussions. By opening up Latin American countries to the world economy, neoliberalism has exposed them to more of the international pressures for preserving democracy that intensified with the end of the Cold War. At the same time, the move to market economics has weakened leftist parties, trade unions, and other proponents of radical socioeconomic reform, reassuring elites and preventing them from undermining democracy. But tighter external economic constraints limit governments' latitude and thereby restrict the effective range of democratic choice; and the weakening of parties and interest associations has depressed political participation and eroded government accountability. The available evidence therefore suggests that neoliberalism has been a mixed blessing for Latin American democracies.  相似文献

Following the financial turmoil in Asia and Russia, Latin America has suffered dramatic setbacks, including major economic slowdown, threats to democratization, and worsening social conditions. For the medium term, neither prosperity nor political stability are assured, says Abraham F. Lowenthal, founding president of the Pacific Council on International Policy at the University of Southern California, Los Angeles. Lowenthal identifies three positive shifts that have occurred in the region over the past few years: a convergence among economic policymakers on the main tenets of sound policy; an even more widespread embrace of constitutional democracy as an ideal; and a growing disposition on the part of Latin American nations toward pragmatic cooperation with each other and with the industrialized countries, including the United States.  相似文献

This article examines the incidence of liberal and “illiberal” democracy in Latin America from 1978 through 2004. It demonstrates, first, that illiberal democracy—which combines free and fair elections with systematic constraints on citizens’rights—became the norm throughout the region. Second, it shows that regime transitions most often ended not in liberal democracy but in illiberal democracy. Third, rare events logit analysis reveals that two variables, hyperinflation and presidential elections, had significant impact on movement toward fuller democracy. As a form of short‐term economic shock, hyperinflation generates widespread discontent; given the opportunity to vote, citizens elect reformist opposition candidates who, once in office, remove controls on civil liberties. This scenario substantially increases the likelihood of transition from illiberal to liberal democracy.  相似文献

As municipal governments in Latin America acquire greater responsibility for public goods and services and the promotion of economic and social development, and play a greater role in local citizenship, questions about the quality of municipal democracy also need to be taken much more seriously. This article proposes a 'relative power approach' that examines the distribution of social power at the microregional level and its impact on municipal governance as the starting point for the analysis of municipal democratisation in Latin America. The approach lays particular emphasis on historical changes in the distribution of local productive assets, the political organisation of local social actors, coalitions between and divisions within local social sectors and the ways in which local power relations are shaped by global and national forces. The article then explores the practical application of the relative power approach to three municipalities in rural Ecuador.  相似文献

The European Union has developed a significant range of democracy promotion initiatives in Latin America since the 1990s. The E.U.'s approach to democracy building has been seen to possess a number of strengths relative to U.S. policy, especially in connection with grassroots developmental imperatives. European policy itself, however, has a number of limitations. It has inadequately conceptualized the linkages between economic and political dimensions; it has insufficiently recognized the potential benefits of balancing bottom-up and top-down approaches. The E.U.'s influence over Latin American governments has remained more nebulous than that of the United States. European and U.S. policies in Latin America have both rivaled and complemented each other. Understanding this might inform both actors' democracy promotion efforts in the region.  相似文献

Abstract

Forty years after the Carnation Revolution, the relatively young Portuguese democracy is experiencing dramatically low levels of public specific support for democracy. This article tests the leverage of demand-side and supply-side accounts to explain differentials in public satisfaction with democracy. Through ordinary least squares regression analyses that draw on the unique data of the ‘Barometer 40 Years of Democracy in Portugal (2014)’, this articles shows that age cohort, identification with extreme parties, evaluation of the country’s political past, and economic performance are strong correlates of citizens’ specific support for democracy.  相似文献

The purpose of this paper is to re‐examine from a multidimensional perspective the possible existence of a single path that could have conditioned the degree of welfare state development (WSD) in Latin America. Economic/industrial development, trade‐openness, democracy and the strength of leftist parties‐labour movement are used as explanatory variables in the qualitative comparative analysis. In contrast to previous findings, this paper shows that there is no evidence of a common path followed by countries with a relatively high/medium WSD. Nevertheless, countries that experienced a low economic/industrial development combined with a low democratic experience were conditioned to have low WSD.  相似文献

Robert Putnam extolled the virtue of social capital by arguing that social networks, civil society, and trust contribute to democracy. Subsequent research, however, identified a weakness in the social capital “model” in its underspecification of the mechanisms by which social capital affects political systems. This article proposes the concept of political capital as a likely product of social capital that links civil society participants to the political system. The article tests this two‐stage model of social capital and political capital and their effects on democratization using survey data from eight Latin American nations. Results find that civil society engagement in 2004 affected political capital variables, which, in turn, had positive effects on system‐level democracy measures in 2010. The article thus shows that political capital serves as an intervening variable between social capital and democracy and democratization.  相似文献

Political corruption poses a serious threat to the stability of developing democracies by eroding the links between citizens and governments. Using data on national levels of corruption (Transparency International 1997 CPI index) and individual opinion (1995-97 World Values Survey), this study finds that Latin Americans are quite aware of the seriousness of corruption in their countries. The ensuing question is whether citizens can connect their views about corruption to appraisals of their authorities and institutions and of democracy more generally. Collectively, the findings suggest that they can, and that the necessary ingredients for accountability are present in Latin America. The possible dark side of mass opinion on corruption is that pervasive misconduct may poison public sentiment toward democratic politics. On this score, the analysis found that this attitude affected only support for specific administrations and institutions.  相似文献

In the twentieth century, Latin American militaries developed economic industries, organised businesses, and provided security and development assistance in lieu of the state. Despite shifts to democracy and the market, the military remains an economic actor in many countries in the region. This article seeks to open debate and suggest ways to approach the subject theoretically. It examines the concept of military entrepreneurs and scholarship on the topic, and then suggests how three approaches from the domain of comparative politics – rational, structural and cultural – can be useful to develop theoretical frameworks for studying the military's role in the economy.  相似文献

This article seeks to identify and explain the historical links between democracy and revolution in Latin America. It first defines and analyses 'democratic' and 'revolutionary' traditions in the continent. It notes the precocity of nineteenth-century Latin American liberalism which, stimulated by the independence struggles, carried implications for the subsequent onset of democracy in the twentieth century. It then presents a typology of five twentieth-century political permutations (social democracy, revolutionary populism, statist populism, socialist revolution, and authoritarian reaction), seeking to tease out the corresponding relationships between the two 'traditions'. It concludes ( inter alia ) that the current triumph of liberal democracy in Latin America, while in part attributable to historical precedent, is also significantly contingent, and dependent on the apparent exhaustion of the revolutionary tradition.  相似文献

ABSTRACT

The contribution assesses the role of the media in respect to democratization and EU accession in the countries of the Western Balkans (WB) and the development of press freedom over the long run. The author closely analyses the legislative framework and its implementation in practice and focuses in particular on the economic and political pressure on the media in the region. The article offers three arguments to explain the bad shape of media freedom in the Balkans: structural factors (state advertisements as the main source of income, economic tycoons close to incumbents as media owners), proximate or external factors (the deteriorating level of media freedom in some EU countries and the whole WB region, with an accent on stability rather than democracy) and political-societal dynamics (defamation and libel as means to punish journalists, verbal and physical assaults on journalists). The media in the WB region do not serve as the watchdog of democracy but are instead used as a means to reinforce illiberal regimes.  相似文献

After reviewing progress in Latin America's economic stabilization and international competitiveness in the last two decades, this essay discusses the current post‐Washington Consensus “social democratic convergence” agenda, which aims to sharpen market efficiency, improve the quality of democratic governance, and advance equity goals by attacking the social deficit. Two illustrative examples, at opposite ends of the development spectrum, are Nicaragua's pro‐CAFTA agenda and Chile's Chile Compete program. More generally, pluralistic democracy can hamper progress by giving veto powers to recalcitrant vested interests; but enlightened political leadership can make gains by combining carefully crafted coalitions, international support, popular pressures, and an attractive ideological message.  相似文献

Drawing on a rich source of urban labour market data, the Mexican National Urban Employment Survey of 1998, this article addresses the question of how dissimilar export-oriented industries shape urban labour markets, particularly with respect to women workers. It compares Ciudad Juárez, which has an economy based on global assembly production, and Cancún, whose economy is based on international tourism. Employing economic base theory and location quotients, the analysis isolates the impact of the export sectors on the local labour markets. Results show that global assembly and international tourism encourage a mix of occupational and income prospects for both men and women in each of these Mexican cities. Female employment tends to be concentrated in the export-oriented sector in both cases, but the types of occupational and income opportunities therein vary. Overall, the analysis challenges common exploitation arguments that tend to stress the universally shared deleterious working conditions and low wages that result from global integration and export-led industrialisation in contemporary Latin America. It suggests that we pay closer attention to the diverse nature of outward oriented industries, which will tend to differentiate the labour market implications of increasing economic globalisation.  相似文献

Scholars of support for democracy traditionally have been concerned with its causes, with the assumption that higher citizen support for democratic values will enhance democracy's chances of survival in a country. Beyond this fundamental proposition, however, the consequences of varying levels of support for democratic values remain largely unexplored. This article examines the relationship between support for democratic values and views toward immigration in Latin America, a region that is experiencing an unprecedented increase in the movement of people across borders. Through an analysis of Ecuadorian attitudes toward Colombian immigrants, this study finds strong evidence for the argument that support for democratic values has potential benefits not only for democratic sustainability in the region, but also for the reduction of social conflict and distrust that can stem from increasing immigration in a volatile economic context.  相似文献

For years, nongovernmental terrorism in Latin America was considered an epiphenomenon of the Cold War. The persistence of this type of political violence in the 1990s, however, not only belied many assumptions about its causes but also led scholars to reexamine the phenomenon. This article investigates the validity of a number of hypotheses by applying a pooled time-series cross-section regression analysis to data from 17 Latin American countries between 1980 and 1995. Findings indicate that nongovernmental terrorist acts in Latin America are more likely to occur in poorly institutionalized regimes characterized by varying degrees of political and electoral liberties, a deficient rule of law, and widespread human rights violations. The analysis also shows that nongovernmental terrorism in the region tends to surface in cyclical waves; but it finds no association between economic performance or structural economic conditions and the incidence of nongovernmental terrorism.  相似文献

Throughout Latin America, democratic political structures reflect liberal conceptualizations of democracy. Since the election of Hugo Chávez, Venezuela has emerged as an exception, with President Chávez sponsoring initiatives designed to foster participatory democracy. This article draws on the Venezuelan case in an effort to gain insight on the malleability of citizens' definitions of and attitudes toward democracy. Two key findings emerge. First, in data gathered ten years into the Chávez presidency, the vast majority of Venezuelans still define democracy in liberal terms, whereas relatively few have embraced participatory conceptualizations. Second, although Venezuelans as a whole are highly supportive of democracy as a form of government, no evidence is found that either support for Chávez or defining democracy in terms of participation corresponds with higher favorability toward democracy. Together, these findings suggest that Venezuela's political transformation has produced little or no discernible effect on mass sentiment regarding democracy.  相似文献
