The unprecedented losses brought about by the attacks of 11 September 2001 have cast the issue of terrorism risk insurance into sharp relief. In particular, it has raised questions as to whether attacks on this scale are an insurable risk and the extent to which the private insurance industry is able and/or willing to price such risks independent of a Federal safety net. Although the Bush administration has committed to renew the Terrorism Risk Insurance Act (TRIA) to offset the human and materiel costs that might result from future cataclysmic terrorist strikes taking place on U.S. soil, it is not apparent that this legislative framework is relevant to the type of extremist contingencies that the United States is likely to face over the short-to-medium term. Any long-term solution to providing insurance in America will necessarily need to go beyond TRIA's existing framework by dropping the “foreign interest” designation for certified attacks; including some sort of supplemental program that includes mandatory coverage for chemical, biological, radiological, and nuclear (CBRN) assaults; and investigating ways to increase the take-up rates of terrorism insurance by lowering its cost to the customer. An oversight board mandated to evaluate the Act's performance and relevance to evolving terrorist trends would also be useful.  相似文献

There are a number of ways in which suicide can be prevented. Broad social issues can be influenced by firm advocacy for change in appropriate areas in different countries, such as by restricting access to specific means of suicide and by enhancing health and social services in general. At the individual level, after the establishment of rapport, there should be screening for the presence of specific mental disorders, which, if present, should be treated vigorously. If medication is indicated, the safest drug should be prescribed, although it is emphasized that even if drugs are utilized, nondrug treatment is important for every suicidal person. The focus of supportive therapy, which can be provided by both the helping professions and volunteer organizations, should be the provision of hope for the future, the enhancement of independence, and the learning of different ways of coping with the inevitable stressors of everyday life. If these guidelines are followed, there is every reason to believe that an impact can be made upon the worldwide problem of suicidal behavior.  相似文献

Abstract

Upon recognizing a need for a center of western oriented university education, an initiative committee including representatives from the Republic of Bulgaria, the city of Blagoevgrad, and the University of Maine obtained support from philanthropist George Soros's Open Society Institute and the U.S. Agency for International Development (USAID) to start a university in Bulgaria in 1991. The hallmark of its existence was that its programs would be oriented toward teaching democratic values through the American liberal arts tradition. Instruction would be in English so it could draw on students throughout the region if they were proficient in English. The university has grown from a small enrollment of 208 students to over 700 students in several disciplines in the humanities and social sciences. As the American University in Bulgaria (AUBG) has become a regional institution, the AUBG–USAID relationship has been crucial. Now it is beginning to offer an EMBA program and has developed an excellent reputation through its graduated students.  相似文献

21世纪之初,美日两国相关领域专家曾就开启双边FTA谈判的可行性进行探讨;两国政府间谈判后来也终于启动。作为第一阶段贸易谈判的成果,《美日贸易协定》和《美日数字贸易协定》已于2020年1月1日正式生效。进入21世纪以来,美日贸易谈判得以启动,表面来看是美国为了降低与日本的巨额贸易赤字,利用追加汽车关税手段对日施压,日本被迫应允。实际上,美日贸易谈判的启动和发展是两国在经济利益、双边关系、地缘政治、权力博弈等多种动因综合作用下的结果。美日贸易谈判增加了美国重返TPP/CPTPP制衡中国的可能,为美日联手打造排除中国的数字贸易规则创造了条件,建立了不对称权力谈判的样板,并增大了日本在中、美之间实施战略摇摆的可能性。美日贸易谈判短期内对中国的影响并不明显,但从中长期来看,特别是在新冠肺炎疫情加速推动世界秩序重构、美日两国政府更替、RCEP签署、中欧投资协定谈判如期完成、中国表态积极考虑加入CPTPP并正就相关事项展开研究等新的国际政治经济形势下,会在多个方面产生较大影响。深入分析进入21世纪以来美日贸易谈判有助于中国及时妥善应对相关问题。  相似文献

This article examines the changing security, economic and diplomatic components of the transatlantic link, with a particular focus on Washington's approach and implications for Central and Eastern Europe. The United States continues to play an essential role as security underwriter in the region, but the military dimension of the transatlantic relationship is transforming and will result in greater burdens on Europeans. Economic links between the U.S. and Central Europe are developing more strongly than generally understood, and the Transatlantic Trade and Investment Partnership is likely to drive both political and economic ties. Unconventional gas developments are enhancing U.S. engagement in European energy markets. Finally, the U.S. remains keen to engage its European partners on a broad agenda of global and regional issues and retains its own interests in working particularly with Central and Eastern European countries to lend stability to ‘wider Europe’.  相似文献

In the 1980s the convergence of a number of factors is causing government at all levels, industry, and labor to plan or initiate major reductions in health spending. Important among these are rising health care costs, a troubled national economy, mounting federal deficits and state revenue shortfalls, and the philosophical course and domestic policy of the Reagan administration. In this context government has been rethinking its capacity to finance health services for the poor, and new and sometimes controversial arrangements for delivering these services are being developed. The dilemma government officials face now is how to cut costs while still assuring that quality medical services are available. This article focuses on what these new policy developments and arrangements are and whether the significant gains in access and in health achieved over the past 20 years will be sustained. Because truly sweeping reforms are unlikely, whether government will maintain earlier commitments and established arrangements for financing and delivering health services to the poor will be worked out piecemeal over the next several years.  相似文献

The Department of State's counterterrorism coordinator discusses current patterns in international terrorism and cites three areas of growing concern: radical Palestinian terrorist groups, Libyan supported terrorism, and narcoterrorism in the Andean nations. He explains U.S. Government counterterrorism policy and assesses its effectiveness. The recent trend toward treating terrorists as criminals and applying the rule of law against them is examined. He also emphasizes the importance of pressuring countries that sponsor terrorism and of refusing to make deals with terrorists.  相似文献

Policy to reduce the threat of a terrorist attack against industrial chemical facilities—critical infrastructure with potential to cause mass casualties—is being driven by incomplete and, in some cases, incorrect assumptions. This article chronicles incidents by non-state actors directed at the chemical industry and explores the strategic considerations prompting groups to target the industry. By incorporating motivations for targeting infrastructure a more robust, comprehensive risk assessment is realized. Analysis challenging the “insider” threat paradigm and recommendations to ameliorate the potential effects are also presented.
