This paper investigates the effects of campaign contributions on candidate behavior in elections. The particular focus is on how candidates choose their platforms when they know that the positions they take will influence the level of campaign contributions that they (and their opponents) receive from concerned interest groups. The analysis is carried out in the context of a simple one- dimensional spatial voting model with two candidates and two interest groups. Since the earliest Hotelling-Downs formulations, a central issue in the literature on spatial voting has been the degree to which, under various sets of assumptions, the candidates' platforms converge in equilibrium. This paper extends that literature by examining how the introduction of interest groups making campaign contributions affects the degree of platform convergence. The paper shows that when choosing their platforms, candidates face a trade-off between generataing increased support from opponents and provoking a backlash from the opposition. An example is developed to illustrate a surprising result that can occur because of the backlash effect: the introduction of two extremist interest groups may lead the candidates to moderate their platforms, resulting in a greater degree of platform convergence than would be observed in the absence of any campaign contributions.  相似文献

Two types of data are used to address separate but related questions about the 2011 referendum on the parliamentary voting system. First, a survey of individual candidates at the coincident local government elections examines the extent to which local campaigning was used by the parties (as surrogates for the 'Yes' and 'No' camps) to provide information and decision cues to electors. Second, aggregate data at local authority-level compares participation in and voting preferences at the two electoral events. The combination of evidence suggests that while having coincident local elections helped to boost turnout in the referendum, the impact of local-level campaigning on the referendum outcome was marginal at best.  相似文献

We develop a probabilistic voting model where candidates compete by advertising in different media markets. Ads are viewed by everyone within a market and cannot be targeted to subgroups such as one candidate??s partisans. Candidates estimate the distribution of voter preference intensities in a market, and campaign ads then shift this distribution. Individuals with any intensity vote with some probability for each candidate. We derive comparative static implications of changes in a variety of factors on the advertising decisions of each candidate. Using campaign advertising data from 2002, we find these results to be consistent with actual campaign allocation behavior.  相似文献

This paper considers the relationship between election campaigns and the impact of economic evaluations on vote choice. The motivation is the standard expectation that the campaign generally serves to amplify the significance of economic considerations in the voter's calculus—to focus his/her attention on this “fundamental” element of the electoral decision. Drawing on survey data from ten national elections across four countries (Canada, New Zealand, the United Kingdom and the United States) and applying both parametric and semi-parametric statistical techniques, the paper finds no support for this proposition. The paper reflects on the significance of this conclusion for work on political learning during election campaigns, the literature on economic voting, and the study of electoral behaviour more generally.  相似文献

I develop a general model of multiparty competition in which parties model voters' choices by means of probabilistic choice rules. The model is specified in terms of an issue salience coefficient which varies with the importance voters attach to issues, as opposed to unmeasured nonissue motivations. I show that when the policy salience coefficient is sufficiently low, then both vote-maximizing and rank-maximizing parties have a dominant strategy: to adopt the “most popular platform,” which maximizes voter utilities over the entire electorate. This most popular platform therefore represents a convergent equilibrium when all parties are vote- or rank-maximizing. Numerical estimates suggest that this equilibrium result holds for degrees of issue voting which exceed the parameters behavioral researchers have estimated for various historical elections.  相似文献

This paper presents a multicandidate spatial model of probabilistic voting in which voter utility functions contain a random element specific to each candidate. The model assumes no abstentions, sincere voting, and the maximization of expected vote by each candidate. We derive a sufficient condition for concavity of the candidate expected vote function with which the existence of equilibrium is related to the degree of voter uncertainty. We show that, under concavity, convergent equilibrium exists at a “minimum-sum point” at which total distances from all voter ideal points are minimized. We then discuss the location of convergent equilibrium for various measures of distance. In our examples, computer analysis indicates that non-convergent equilibria are only locally stable and disappear as voter uncertainty increases.  相似文献

Individual citizens are the largest source of contributions for congressional candidates in the United States. This paper investigates if and how fundraising from this source is related to the ideological positions of candidates. Specifically, we ask whether the amount of contributions depends on: (1) the extremity of candidate ideology; and (2) the level of candidate divergence in the same race. These results have important implications for candidate positioning strategies, as well as for evaluating the effects of recent campaign finance reforms.  相似文献

Existing models of multicandidate spatial competition with probabilistic voting typically predict a high degree of policy convergence, yet in actual elections candidates advocate quite divergent sets of policies. What accounts for this disparity between theory and empirical observation? I introduce two variations on the basic probabilistic vote model which may account for candidate policy divergence: 1) a model which incorporates candidate-specific variables, so that candidates may enjoy nonpolicy-related electoral advantages (or disadvantages); 2) a model which allows nonzero correlations between the random terms associated with voters' candidate utilities, thereby capturing situations where voters view two or more candidates as similar on nonpolicy grounds. I report candidate equilibrium analyses for each model, which show far greater policy divergence than exists under the standard probabilistic vote model. I then analyze the strategic logic which underlies these results.

This paper studies the Pareto optimality properties of policy proposals and electoral outcomes when there is probabilistic voting. Theorem 1 proves that, when the position of one candidate is taken as fixed, the other candidate will propose a Pareto optimal alternative. This implies that whenever there is an electoral equilibrium (in pure strategies) the electoral outcome is Pareto optimal. It also implies that, even if there is no such equilibrium, the electoral outcomes from a sequence of elections will be Pareto optimal (except, possibly, for an initial status quo).  相似文献

We offer a model of how interest groups affect policy stability. The relationship between interest group density and policy volatility is concave because of two forces: (a) the number and interaction of interest groups in a policy domain and (b) the effect of this interaction on policy image and attention. After laying out the logics of both processes, we identify three ideal type situations: (a) capture (low interest group density, low attention) and (b) deadlock (high interest group density, high attention) lead to low levels of policy volatility while (c) lability (medium interest group density, intermittent attention) leads to high levels of policy volatility. For our empirical evidence, we rely on all budget functions in the American states from 1984 to 2010 and employ generalized additive regression modeling. The article contributes to the literature on understanding interest group strategies, interest group influence in policy making, and broader questions of deliberative democracy.  相似文献

Contributions by investor-owned companies play major roles in financing the campaigns of candidates for elective office in the United States. We look at the presidential level and analyze contributions by companies before an election and their stock market performance following US presidential elections from 1992 to 2004. We find that companies experienced abnormal positive post-election returns with (i) a higher percentage of contributions given to the eventual winner and (ii) with a higher total contribution given. Hypothetical portfolios of the 30 largest corporate contributors formed according to (i) the percentage of contributions given to the winner in a presidential election and (ii) the total contribution (divided by market capitalization) would have earned significant abnormal returns in the two years after an election. While all results hold for Bill Clinton and George W. Bush, they are stronger by a magnitude of two to three under W. Bush.  相似文献

This paper examines the provision of campaign contributions made by economic interests to incumbents seeking reelection in the 1984, 1986, and 1988 California Assembly elections. The study tests whether the distribution of campaign contributions by specific industrial sectors corresponds to legislator possession of the policy property rights associated with membership on relevant Assembly standing committees. A non-parametric statistical model compares the distribution of campaign contributions from groups within a given industrial sector to members of relevant policy committees with the distribution of contributions from all other contributor classes. The empirical analysis confirms that committee assignments significantly affect the allocation of special interest resources in Assembly elections, substantiating the importance of institutional considerations in influencing special interest activity.  相似文献

As it transitions to democracy from a history of authoritarianism, Croatia's interest group system is a work in progress. It is slowly moving from a fluid, informal, and behind the scenes group system to one more institutionalized, with wider participation, and some transparency of group activity. In this article, we explain the evolution of Croatia's interest group system. The main argument is that specific features of institutional design and structures have very much influenced political advocacy behaviour and lobbying strategies of both informal and organized interests.  相似文献
