Abstract Robert Tollison has furthered our understanding of mercantilism and other pivotal episodes in economic history considerably and also has applied the methods of positive economics to study the development of economic thought more generally. This article traces Tollison’s intellectual interest in those topics to his liberal arts education as an undergraduate at Wofford College and supplies commentary on Ekelund and Hébert’s valuable survey of his contributions to those areas of the literature.  相似文献

Abstract

The parallels between the monetary politics of the gold standard and that of the eurozone crisis are striking and have informed contemporary debate about the future of European integration. The eurozone crisis has been widely interpreted as the result of a mismatch between international monetary integration and a concomitant lack of fiscal integration, or more broadly as the result of a European Union which is economically integrated, yet politically fragmented. The prospect of a 1930s-style descent into division and nationalism has formed the backdrop against which moves towards extensive integration at the supranational level have been made. Polanyi diagnosed the political effects of monetary integration through his analysis of the gold standard system in The great transformation, making it important that we unpack his analysis and consider carefully how a Polanyian perspective might apply to the eurozone today. I argue that Polanyi encourages us to look beyond ‘monetary vs. fiscal’ and ‘economic vs. political’ characterizations of European integration, and instead to examine how such oppositions are formed in the first place and how they constrain political debate, particularly in terms of how ‘sound money’ is established as the highest policy concern. Through a re-reading of Polanyi's distinction between ‘all-purpose’ and ‘special-purpose’ money, I highlight how, despite the huge efforts undertaken to preserve the identity of the euro as an all-purpose currency, the eurozone crisis has rendered visible a series of latent conflicts between the different functions of money. This analysis moves us away from the ‘monetary vs. fiscal’ integration view of the eurozone crisis and towards a more open study of how the various possible purposes of money are being articulated and challenged, offering some limited hope for alternatives to the current eurozone policy agenda.  相似文献

We study how Swedish citizens updated their institutional and interpersonal trust as the corona crisis evolved from an initial phase to an acute phase in the spring of 2020. The study is based on a large web-survey panel with adult Swedes (n = 11,406) in which the same individuals were asked the same set of questions at two different time points during the coronavirus pandemic (t0 and t1). The sample was self-selected but diverse (a smaller subsample, n = 1,464, was pre-stratified to be representative of the Swedish population on key demographics). We find support for the view that the corona crisis led to higher levels of institutional and interpersonal trust. Moreover, reactions were largely homogeneous across those groups that could potentially relate distantly to government authorities.  相似文献

Cockshott and Cottrell have reopened a debate which has been engaged with vigour in the past, but, as they rightly point out, needs to be reassessed in the light of current technology. They describe their ideas as being ‘work in progress’, and this note attempts to retain this spirit. While differing on technical matters, it emphasises the need for such a reassessment and discusses some further possibilities.

A number of different issues are addressed in their paper: these include the use of labour values as a tool in economic planning and the computational feasibility of such a process. Formal definitions are given using a computer orientated notation.1 This note separates the issue of the impact of increasing computing power on the feasibility and desirability of computing a central plan from the issue of using Marxian labour values as a method of calculation.

Much of what Cockshott and Cottrell say is related to a wide body of literature in mainstream economics, but whose mathematical nature has given it a restricted circulation.2 For instance the problem of decomposing the input-output matrix, and the problems of designing a system which clearly sets up the information which would pass from central planners to decentralised decision makers. Cockshott and Cottrell also deal at length with the specific point of using market price/labour value (cost) as an indicator in deciding which lines of production to expand or contract. This fits into a tradition which offers a number of possibilities for deciding which criteria to use.  相似文献

This article examines the efforts of French and British intelligence services to assess the German economy before and during the opening stage of World War II. The French and British, attached to a long‐war strategy based on the assumption time worked in their favour, looked to economic intelligence to indicate whether this was in fact the case. Yet for a variety of reasons clear and consistent assessments were impossible. Rather than accept uncertainty, the French and British chose to impose certainty by assuming the worst, a decision which contributed to the abandonment of a long‐war strategy as the Allies began to search for some way to win a short war.  相似文献

Voters with lower socio-economic status are now consistently overrepresented among the radical right electorate. According to the ‘new winning formula’, many radical right parties increasingly move to the left on socio-economic issues to cater to these voters. This study tests a crucial assumption underlying this formula: whether radical right parties with socio-economically left-leaning positions actually attract more working class voters. By mapping class characteristics of the electorate of 10 radical right parties at three time points (based on surveys) against these parties' positions on the economic dimension (according to experts), this study shows that the ‘class gap’ - the extent to which class indicators predict voters' propensity to vote for the radical right - is significantly larger for socio-economically leftwing parties.  相似文献

In April 1999, ASEAN formally admitted Cambodia thereby completing its declared goal of grouping together all ten Southeast Asian countries under its umbrella. This was the culminating event in the latest phase of ASEAN's enlargement. This process, however, had been problematic from the start. The entry of Cambodia, Laos, Myanmar and Vietnam without any clear criteria for admission has raised questions regarding the preparedness of these countries to participate in ASEAN. More importantly, it led to strains in ASEAN's relations with its dialogue partners over the legitimacy of some of the governments in power in these countries. The was further complicated by the economic upheaval caused by the financial crisis which struck Southeast Asia in 1997. The impact of these events on ASEAN has put into question the association's growing role as a leading player in Asia-Pacific affairs. More importantly, it has raised issues which are central to ASEAN's continued existence.  相似文献

This article analyses intervention and statebuilding as shifting towards a posthuman discursive regime. It seeks to explore how the shift to ‘bottom-up’ or post-liberal approaches has evolved into a focus upon epistemological barriers to intervention and an appreciation of complexity. It attempts to describe a process of reflection upon intervention as a policy practice, whereby the need to focus on local context and relations – in order to take problems seriously – begins to further undermine confidence in the Western episteme. In other words, the bottom-up approach, rather than resolving the crisis of policy practices of intervention, seems to further intensify it. It is argued that the way out of this crisis seems to be found in the rejection of the aspiration to know from a position of a ‘problem-solving’ external authority and instead to learn from the opportunities opened up through the practices of intervention. However, what is learnt does not seem to be able to fit into traditional modes and categories of expertise.  相似文献

This article argues that Japan’s growing activism in promoting multilateral regional security arrangements since the early 1990s stems from the country’s adoption of the ‘multi-tiered approach’; a new policy perspective that packages different types of coordination among region states, including bilateral, multilateral, and minilateral or subregional, in a layered, hierarchical manner. The significance of the approach explains why Japan has retained its enthusiasm for promoting multilateral arrangements, despite continuous criticism of their effectiveness and significance, as well as the marked decline in Japan’s economic power to support financially the country’s activism in regional institution-building. Meanwhile, the multi-tiered approach also explains Japan’s effort to maintain and strengthen its bilateral security relationship with the United States during the last decade. Four factors – a perceived change in the regional security order, growing self-recognition of major-power status, the legacy of history, and constitutional constraints – worked essentially to lead Japanese policy-makers to settle on a multi-tiered approach as a desirable policy choice in shaping the country’s security policy in post-Cold WarAsia.  相似文献

Marxism and Nationalism analyses the histroy of thinking on nationalism within classical historical materalism from Marx and engles themselves, through lenin and the Austro-Marxists to Gramsci. While it identifies variations in the degree of reductionism and economism involved, it finds a recurrent distorian due to the underlying errors of Marxist theory itself. The theorist who most escaped from these constraints was Otto Bauer. Nimni's analysis, while rich and suggestive, is however too indulgent towards nationalism itself, and fails to identify the enduring importance of economic factors in the rise of nationalist movements. Itis also mistakenly identifies as specific to marxism a belitting of nationalism that is common to much liberal and sociological thought.  相似文献

The 2014 European Parliament election saw a relatively large increase in the size of radical-left parties (RLPs), particularly in Western Europe. This article aims to provide new ways of thinking about the dynamics of radical-left voting by analysing the changing role of attitudes towards the European Union in explaining support for RLPs at European Parliament elections during the Great Recession. It is argued that the Europeanisation of economic issues during the financial crisis, together with the particular kind of Euroscepticism advocated by these parties, have enabled them to successfully attract a heterogeneous pool of voters. Using the 2009 and 2014 European Election Studies, it is shown that the effect of negative opinions about the EU on support for RLPs increased significantly during the crisis. In addition, support for RLPs also increased among voters with positive views of the EU who were nevertheless highly dissatisfied with the economic situation.  相似文献

Abstract

This paper examines the relation of particular forms of social and labour market policy to economic development. Taking the history of Malaysian industrialization as its empirical case, the paper assesses the unintended consequences of redistribution policy, on the one hand, and migration policy, on the other, for the limited upgrading of the country's electronics industry. It argues that, while the former has been central to social harmony in Malaysia's multi-racial society, it has contributed to the underdevelopment of small and medium-sized firms capable of linking with the TNCs on the basis of knowledge-intensive and higher value-added operations. Migration policy, on the other hand, has allowed manufacturers to have continued access to supplies of low-cost, lower-skilled labour that have released the pressures that would otherwise have been there for technological and skill upgrading in the electronics industry. Only in Penang, where regional state institutions have intervened to encourage SME upgrading, has the national picture been moderated. Malaysia's industrialization project emerged at time when export competition in manufactured commodities was less intense than it is now. Largely as a result of federal government priorities and for other reasons explored in the paper, advantage was not taken of this ‘window of opportunity’. As a consequence, the country's industrialization project – exemplified by its electronics industry – is now ‘stalling’ in the sense that it remains locked into low- to medium-technology operations. With the rise of China as a manufacturing exporter, this is a dangerous situation for a country's principal industry to be in.  相似文献

We use a case study of the Landless Workers Movement (MST) in Brazil and the Via Campesina network of which they are part to develop the concept of ‘vernacular rights cultures’. Vernacular rights cultures calls attention to the way in which demands for the right to have rights call on particular cultures, histories and political contexts in a manner that can transform the rights inscribed in constitutions and political imaginaries. What Ranciere (1999) and Balibar (2002) call the democratisation of democracy, we therefore argue, does not just involve a logic of equality and inclusion through which dispossessed groups demand already existing rights. Rather, it also occurs as mobilisations alter the means through which rights are delivered and transform the content and meaning of the rights demanded.  相似文献

Abstract

After Kim Jong-il's confession in 2002 that North Korean agents had abducted thirteen Japanese citizens in the 1970s and 1980s, North Korea has become the most detested country in Japan, and the normalisation of bilateral relations has been put on the back burner. The abduction issue has taken precedence in Japan even over North Korea's development of nuclear weapons and long-range missiles. It has also grossly overshadowed the atrocities for which Imperial Japan was responsible in the 20th century. Why has there been such strong emphasis on an issue that could be disregarded as comparatively ‘less important’? This article understands the ascendency of the abduction issue as the epitome of an identity shift under way in Japan – from the identity of a curiously ‘peaceful’ and inherently ‘abnormal’ state, to that of a more ‘normal’ one. The differentiation of North Korea as ‘abnormal’ emphasises Japan's own (claim to) ‘normality’. Indeed, by incarnating the perils of Japan's own ‘pacifist’ ‘abnormality’, which has been so central to the collective sense of Japanese ‘Self’ in the post-war period, the abduction issue has become a very emotional argument for Japan's ‘normalisation’ in security and defence terms. The transformation from ‘abnormal’ to ‘normal’ is further enabled by Japan trading places with North Korea in the discourse, so that Japan is defined as ‘victim’ (rather than former aggressor) and North Korea as ‘aggressor’ (rather than former victim). What is at stake here is the question whether Japan is ‘normalising’ or ‘remilitarising’, and the role of the abduction issue discourse in enabling such foreign and security policy change.  相似文献

This article explores the interaction between the institutional, strategic and cognitive dimensions of the Franco‐German relationship on Economic and Monetary Union (EMU). It begins by spelling out its institutional setting and its context of structural power. These sections highlight the main informal rules that have shaped the relationship and help explain the choice of negotiating strategies to reconcile their objectives and secure influence on the design and content of EMU. The next section focuses on the cognitive dimension of the relationship, identifying the nature of Franco‐German objectives, their basis in differences of inherited beliefs and problems in reconciling them. In the final section the nature of the political theory underpinning EMU is clarified and explained and the kind of challenge that it poses for French policy makers as it tests the limits of the republican state tradition. More broadly, EMU is an attempt to redefine the relationship between state and Europe and state and society, bringing with it new political meanings.  相似文献
