Productivist Welfare Capitalism: Social Policy in East Asia   总被引:6,自引:0,他引:6  
The article engages with the literature on the 'East Asian welfare model' by using Esping-Andersen's 'worlds of welfare capitalism' approach to analyze social policy in the region. It describes the main features of a productivist world of welfare capitalism that stands alongside Esping-Andersen's conservative, liberal and social democratic worlds. It then shows that Japan, Hong Kong, Singapore, South Korea and Taiwan are all part of this world, though they divide into sub-groups within it. To account for productivist welfare capitalism in East Asia, the article focuses particularly on bureaucratic politics at the unit level, and on a range of key shaping factors at the system level. It closes by considering the implications of East Asian experience for comparative social policy analysis.  相似文献

基于存在男性偏好的亚洲5个国家和地区性别失衡治理方面的相关二手数据,采用了公共治理的6要素理论框架,分别从目标、理念、结构、机制、工具和绩效方面总结和比较了中国大陆、韩国、中国台湾、印度和巴基斯坦性别失衡治理模式.研究发现,5个国家和地区在治理目标和理念上有较大的共同之处,在治理目标上主要是针对偏高的出生性别比和女孩死亡水平的治理,在治理理念上直接治理和间接治理并重;但在结构、机制、工具上存在较大的差异,因而也导致了治理绩效的不同.其中治理较为成功的是韩国,采取了较为合理的治理结构、机制和工具,从而取得了良好的效果.其他国家和地区则分别在治理结构、治理机制或治理工具方面存在一些局限,从而导致其治理绩效不明显.在此基础之上,进一步提出了针对中国大陆地区性别失衡治理的政策建议.  相似文献

This article investigates South Korean views on how to deal with the two major security issues regarding North Korea: its nuclear threat and regime instability. In this Special Section, the article analyzes the ongoing debate in South Korea over the government's policy toward North Korea in regard to these two issues. It argues that uncertainties about these two major issues are shaping the regional order in East Asia. In particular, the different levels of cooperation between South Korea and the United States may affect the regional security order in East Asia. In analyzing policy options available to South Korea, the riskiest option would be to employ early preemptive attacks and accelerate the collapse of North Korea given the security dilemma-driven action?reaction in East Asia. Given that the role of China has become the most crucial factor in dealing with North Korea, the most promising strategy would be to reinforce guarantees of extended nuclear deterrence and prompt a soft-landing unification.  相似文献

The emphasis in this article is on the trends which speak of governance rather than government. Governance refers to the role of citizens in the policy process and how groups within a society organize to make and implement decisions on matters of great concern. The focus is on democratic governance as taking place through networks in developing countries. These networks are referred to as state-civil society networks and are defined as cross-sectoral collaborations in which the view is not of individuals, per se, but rather of individual actors who are seen as a connected and interdependent whole. Three case studies of such state-civil society networks provide some preliminary lessons which suggest four situational variables for the emergence and success of these networks. These include: regime type, level of trust, legal framework and regulations, and the nature of the policy to be implemented. They also suggest some effective mechanisms and processes based on ad hoc vs formalizedmechanisms, initiation of the network and coordinating linkages.  相似文献

The entry and exit of ministers has been of primary interest to students of political science and public management in Western countries. Responding to the lack of research on the entry and exit of ministers in non‐Western countries, this article examined determinants of both the entrance and exit of ministers in Korea from the life cycle point of view based on the Korean Ministerial Database from 1980 to 2008. We argued that as the Korean presidency shifts from an imperialistic to a democratic presidency, ministerial appointments in Korea also seem to shift from an expertise‐focused to a politics‐focused approach. Likewise, the primary resignation reason also shifts from policy failure to political reasons. We also argued that Korean presidents use their power to reshuffle cabinet ministers too often for their political interests. As a result, Korean ministers spend too little time in post; average tenure is now down to about one year. These short terms in office dilute a minister's ability to dictate departmental policy.  相似文献

Why do countries that did not participate in the establishment of international standards converge on them in the absence of external coercion? The market‐based perspective asserts that market forces enhance cross‐national convergence on international standards. This paper challenges the market‐based perspective, focusing on compliance with the 1988 Basel Capital Accord in South Korea and Taiwan. First, it argues that adoption of the Basel Capital Accord by these countries was mainly driven by their regulatory authorities’ concern about the potential risk of foreign market closure to noncompliant banks. Second, it demonstrates that enforcement by the two countries’ regulatory authorities was crucial in ensuring compliance. These findings suggest that national regulatory authorities are still key actors in voluntary convergence on international standards.  相似文献

Public organizations face a multitude of challenges that force them to innovate existing processes, policies, programs, and products. Indeed, in recent years, innovation has become a core topic of study in public administration. However, the vast majority of the public sector innovation literature stems from the United States and Western Europe. The lack of Asia-Pacific studies is particularly striking given that countries like Australia, China, Japan, New Zealand, South Korea, Singapore, and Taiwan consistently rank high on public sector innovation. This special issue brings together state of the art empirical research on public sector innovation in the Asia-Pacific region that examines a range of drivers and outcomes of innovation, including studies comparing Asia-Pacific countries and countries in the East and the West. The findings show that public sector employees in the studied countries all seek opportunities to innovate, whereas cultural norms and values either constrain or enable innovative behaviour and affect the extent to which employees experience leadership support for displaying such behaviour.  相似文献

How do governments find the political capital to raise interest rates in pursuit of inflation stabilisation? Against common wisdom, this article shows that the ability of governments to exercise tight monetary policy largely depends on the level of unemployment insurance. Unemployment insurance is particularly useful to social democratic parties since their core constituency – labour – is the hardest hit by economic downturns. Empirical evidence from 17 OECD countries over thirty years demonstrates that high levels of unemployment insurance present a strong incentive for social democratic governments to respond more aggressively to positive changes in inflation. These findings resolve the puzzle of why partisan monetary cycles are not often observed in the literature and have important policy implications, given continued calls for scaling down social insurance.  相似文献

Abstract

In an attempt to adjust to economic globalization or internationalization, East Asian developmental states have liberalized their domestic economic systems, accelerating the introduction of the free‐market ideology. Despite their plan to establish the internationally compatible open‐market economy, however, the extent to which they can advance economic liberalization is limited. Political and economic burdens that the developmental state's extensive intervention in the market has incurred in the course of state‐led mercantile economic development, make it impossible for those states to execute full‐scale economic liberalization. The South Korean case clearly shows this. The Korean developmental state retains two major economic burdens: the exclusive ownership and the poor financial structure of the chaebôl. Insofar as Korean big business preserves those weak spots, the government cannot surrender the power of regulation despite its spontaneous implementation of the economic liberalization policy. In addition, the common ‘egoistic’ interests which government bureaucrats and the political class share also limit the degree to which economic liberalization policy can be implemented. The degree of state intervention in the market in Korea has been deeper than that in Japan which pioneered Asian developmental statism, and, thus, the political and economic burdens it has incurred for itself are heavier. Consequently, the East Asian developmental state cannot entirely withdraw its intervention in the market. The ‘support’ of industries is likely to diminish, but ‘regulation’ for the formation of the autonomous market will increase. For the Korean developmental state, globalization and economic liberalization are political economic slogans to re‐launch economic growth and to elevate the international economic competitiveness of industries under the initiative of the state, and motivated by nationalistic reasons. Hence, the role of the state in the market is still far from becoming redundant even in the tide of globalization and economic liberalization in the case of South Korea, where the legacy of strong developmental statism remains considerable.  相似文献

This article examines the linkages between changes in international capital movements and currency values on the one hand and Asian regionalism on the other. It argues that economic ties within Asia in the late 1980s and early 1990s can be traced primarily to the increasing values of currencies in Japan, Taiwan, South Korea and Hong Kong. Foreign-direct investments from companies in these countries increased throughout the Asian region. Intra-regional trade grew rapidly as well. Still, by the turn of the century, in contrast to regionalism in Europe, that in Asia remained deeply institutionalized and far less responsive to any central direction from potential leaders such as Japan.  相似文献

This article considers the democratic qualities of multilevel governance at the stage of policy implementation closest to the ground, involving local residents and organizations. Drawing on a case study of the structural funds in South Yorkshire (United Kingdom), it puts forward three models of democracy through which to evaluate the democratic credentials of multilevel governance. The case study illustrates that among the expected complexity and technocracy at this stage of policymaking, there are also experiments in local democracy that have not previously been identified in the academic literature. As such, in the context of deep multilevel governance, there is evidence that while traditional mechanisms of accountability may be undermined, other mechanisms may provide a valuable alternative.  相似文献

Abstract.  Democratic political institutions are generally designed to channel public opinion; yet citizens often take to the streets in protest. Why would citizens, provided with formal mechanisms to affect the policy process, resort to extraordinary means? This article argues that the strength of representative institutions influences the likelihood of protest. The democratic institution literature does not address the issue of protest and in the protest literature effects of the democratic governmental structure have been largely underestimated. However, the diversity in government formats across democratic states and the corresponding variation in amount of protests leads one to question the relationship between them. This article identifies the variation in the scale of protests among democratic regimes in Western European countries using the European Protest and Coercion Data and explains protest using variation in the forms of government. Protesters in democratic countries with a weak legislature find it difficult to deliver their demands to government due to the institutional environment. Therefore, they are more inclined to protest than citizens in countries with a strong legislature. This argument is tested along with other structural variables and supported by results from testing models using ordinary least squares with panel-corrected standard errors.  相似文献

Ubuntu is an African philosophical worldview that has increasingly gained prominence since South Africa's democratic transition in 1994. It places emphasis on the world's common humanity and its consequent interdependence. Through content analysis, the article examines the soft power that is inherent in South Africa's foreign policy, as codified in the 2011 White Paper on South African Foreign Policy–Building a Better World: Diplomacy of Ubuntu. In its findings, the article established a distinction between Joseph Nye's original conceptualization of soft power, formulated from a United States realist foreign policy perspective, and the one inherent in South Africa's humanist foreign policy guided by the philosophy of Ubuntu. This distinction is premised on the geopolitical disparities between the two nations. The article further examines South Africa's wielding of soft power within the African continent, the first audience of the country's diplomacy of Ubuntu.  相似文献

With an eye on the transition from socialism to capitalism in Central Europe and the decline of industrial economies such as Britain, the article contributes to the debate on the economic development of Japan and the newly industrialized countries of East Asia. It begins with a discussion of the reasons why accounts derived from neoclassical economic theory have dominated explanations of industrialization in the region. By reference to three recent books on the development of South Korea, Taiwan, Hong Kong and Singapore, the article proceeds to mount a critique of the economic orthodoxy, arguing for a central role to be accorded to state influence and direction over the economy. The article ends by suggesting that there are a number of elements in the East Asian model of development that could be creatively appropriated to inform strategies for economic rejuvenation elsewhere in the world.  相似文献

This article argues that the problem of the Yasukuni Shrine between Japan and South Korea stems from the differential growth of Yasukuni discourses in both countries after the Pacific War. While the Japanese post-war discourse split into three schools of thought – Nationalists, Moderates, and Progressives – South Korean discourse has been consolidated into one dominant anti-Yasukuni perspective, largely shaped by Japan's political discourse and actions from the 1980s. This divergence created the perception gap between the two, resulting in a diplomatic obstacle that hinders Japan--South Korea strategic cooperation.  相似文献

After two peaceful alternations of political power in a single decade, Taiwan is a democratic success story, demonstrating levels of party competition, turnout rates and patterns of civic engagement similar to those in mature Western democracies. What factors drive electoral choice in Taiwan's new democracy? This paper addresses this question by testing rival models of voting behavior using the Taiwan Elections and Democratization Study (TEDS) 2008 presidential election survey data and the 2010 mayoral election survey data. Analyses show that, similar to their counterparts in mature democracies, Taiwanese voters place more emphasis on the performance of political parties and their leaders in delivering policies designed to address valence issues concerning broadly shared policy goals than on position issues or more general ideological stances that divide the electorate. Findings demonstrating the strength of the valence politics model of electoral choice in Taiwan closely resemble the results of analyses of competing models of voting behavior in Western countries such as Great Britain and the United States.  相似文献

Transparency is considered a key value for trustworthy governments. However, the effect of transparency on citizens’ trust across national cultures is overlooked in current research. This article compares the effect of transparency on trust in government in the Netherlands and South Korea. The effect is investigated in two similar series of three experiments. The authors hypothesize that the effect of transparency differs because the countries have different cultural values regarding power distance and short‐ and long‐term orientation. Results reveal similar patterns in both countries: transparency has a subdued and sometimes negative effect on trust in government. However, the negative effect in South Korea is much stronger. The difference in the magnitude of transparency's effect suggests that national cultural values play a significant role in how people perceive and appreciate government transparency.  相似文献

The recent 1997-98 Asian economic crisis has thrown Asia's divergent pathways to development into serious question. Protagonists of neoliberalism argue that their agenda is now becoming a global orthodoxy when several ailing Asian economies have accepted IMF packages which come with neoliberal economic programmes. Drawing on lessons from Singapore's regionalization programme, this article contends that it is far too early to conclude that Asian developmental states are giving up their governance of domestic economies. Instead, there is evidence that these Asian developmental states are re-regulating their domestic economies to ride out of the economic crisis. The article first starts with the debate between neoliberalism and state developmentalism in our understanding of global political economy. It then examines the political economy of Singapore's regionalization programme through which Singapore-based transnational corporations are strongly encouraged by the state to regionalize their operations, followed by a critical discussion of the impact of the recent Asian economic crisis on the re-regulation of the regionalization programme by the state in Singapore. Some lessons for Asian emerging economies are suggested in the concluding section.  相似文献

This article uses South Africa as a case of study to reflect on socio-economic transformation challenges confronting the country within the context of democratic consolidation. It argues that although the 1994 democratic project has made considerable strides to enhance the well-being of the society, socio-economic challenges of unemployment, poverty, and inequalities still persists in the contemporary South Africa—hence South Africa's governing party mantra of radical socio-economic transformation. Citizens often demonstrate their discontent through acts of civil disobedience: protests. The last decade has increasingly pockmarked South Africa as a theater of social unrests. The article argues that this is the manifestation of democratic distemper rather than consolidation. In other words, democratic consolidation in South Africa should not, as many do, be understood merely as conceptual fiat but rather as a precondition towards alleviating the socio-economic challenges confronting the nation. If this does not happen, democratic distemper is spawned. The manifestation of this is civil unrest. A democratic project ought to be about, also more importantly, enhancing the economic opportunities of the citizens. This should result in creating jobs and reducing inequalities. For this to happen, socio-economic policies should be restructured in a way interrelated with the economic policy. This is important to advance the well-being of the society.  相似文献
