This paper examines the possibility that the United States could ‘capture’ the Asia‐Pacific Economic Cooperation (APEC) forum and use it to impose America's economic agenda on the region. It discusses Washington's ability to shape the choices of APEC's East Asian members at APEC negotiations to reflect US interests through employing its military, economic, cultural, and ideological resources as instruments of leverage and influence. While interdependence constrains Washington's use of military and/or economic leverage to influence the choices of APEC's East Asian members, the complex bargaining and consensual decision‐making features of APEC further prevent Washington from imposing its agenda on APEC. On the other hand, Washington's capture of APEC could be facilitated if East Asian policy‐making elites were socialized through the APEC process to accept American norms. This would tend to lead to preference convergence since the values of both the US and East Asia would coincide. The analysis suggests, however, that American norms are unlikely to prevail within APEC in the near to medium term primarily because APEC's East Asian members consider East Asian norms to be superior. American culture and especially ideology are not sufficiently attractive to East Asian elites and are thus unable to be used as instruments of influence. For these reasons, the paper concludes that the United States will find it difficult to impose its economic agenda on the region through APEC.  相似文献

Otto Kirchheimer's conception of the catch-all party was part of his more comprehensive theory of party transformation, encompassing four interrelated political processes. By tracing the development of the catch-all thesis and placing it within the wider context of Kirchheimer's complete work, it is possible to reconstruct a more precise understanding of what Kirchheimer meant by the catch-all concept, which itself remains highly contested. Kirchheimer's anxiety about modern democracy originated with what he saw as the vanishing of principled opposition within parliament and society, and the reduction of politics to the mere management of the state. This leads to collusion of political parties and the state, severing of the societal links of party organisations, and erosion of the classic separation of powers. Vanishing opposition, cartelisation and professionalisation of politics pits citizens against a powerful state, which increases political cynicism and apathy. Kirchheimer's comprehensive approach remains relevant to much of the contemporary debate about the transformation of Western political systems.  相似文献

Abstract

This paper examines US, Japanese, and European political economy approaches to China, and their effect on US–Japan and US–EU relationships. Great powers with a greater security concern in dealing with another major country care more about power while those with less of a concern are preoccupied with calculations for wealth. China's rise and its actions have posed a far greater security challenge to the United States and Japan and are driving the two countries closer together. The political economy game involving China reveals a dominant welfare motive among the advanced market economies. The ambition to transform China politically has diminished. China's integration into the global market makes a relative gains approach difficult to implement. Globalization simply limits the ability of a state to follow a politics-in-command approach in the absence of actual military conflict, which explains why the political economy approaches of the United States, Europe, and Japan are not that different in the scheme of things. China's own grand strategy to reach out to the world to outflank the US–Japan alliance has also contributed to a divergent European policy toward China although there are severe limitations to Beijing's ability to drive a wedge between the United States and Europe.  相似文献

This paper argues that the evolution of APEC and the rejection of Japan's 1997 AMF proposal reflect a failure of Japanese and US leadership. Not only have the two countries failed to exercise either individual or shared regional leadership. Instead, both have used their considerable structural power negatively to block the other's proposals for regional collective action, rather than positively to exercise leadership. After developing the concepts of leadership and blocking power, the paper provides case studies of the APEC and AMF. It concludes that if a post-hegemonic US no longer has the willingness and/or the ability to undertake collective action single-handedly, and if in a post-Cold War world neither the US nor Japan has sufficient incentives to bridge their differences and sacrifice some interests to achieve a unified stance, then continued stalemate and under-supply of regional collective goods can be expected.  相似文献

According to current wisdom, we have entered a new ‘age of democracy’. The new global popularity of the democratic ideal appears likely to pose new challenges to democratic theory, adding yet more formulations and nuances to existing categories. Just as some key questions about democracy–such as ‘why is it a good (or the best) political system?’ and 'precisely what does it demand of us, and owe to us, as citizens?' – become daily more urgent, some worry about the RESOurces of political theory to cope with them, given the apparent shift towards scepticism and a suspicion of large-scale, encompassing claims about politics. This article focuses of four arguments from postmodernist and pragmatist writers who have given democracy a prominent part in their work. It asks whether the writers examined provide convincing justifications for the democratic ideal.  相似文献

Deleuze's study of his friend Michel Toumier's first novel Vendredi has widely been seen as a pivotal point in the development of his thought; Alphonso Lingis even sees it as the final articulation of the concept of the ‘elemental sign’. Contrary to this view, this paper argues that Deleuze's postface anticipates in important ways the semiotics of Mille Plateaux, but that Deleuze's reading has been so influential as to obscure Tournier's own? which may be shown to be much more concerned with the immediate politics of the French presence in the Pacific.  相似文献

For a time in both Japan (roughly 1890–1915) and much more briefly in China (about 1987–1992), major political decisions were made by cohesive groups of retired elders of the founding generation. Necessary if not sufficient conditions for rule by elders include a closed system, with the elite not held responsible to a wider public; and a constitutional or practical vagueness about the locus of final political authority. The more general pattern in such systems is personal dictatorship, with rule by elders as an alternative when cultural or political conditions stand in the way of one-man rule. This essay explores the pattern, conditions, and characteristics of rule by elders in China and Japan as genro rule serves as an alternative to one-man rule in generational transitions in political regimes with a relatively cohesive ruling group and a weak institutional structure. Peter R. Moody, Jr. is professor of political science at the University of Notre Dame and he specializes in the study of Chinese politics. His more recent books include Tradition and Modernization in China and Japan, Political Change in Taiwan, and Political Opposition in Post-Confucian Society. He is editor of China Documents Annual and book review editor for the Review of Politics. This article examines the rise of China from the perspective of three selected countries – the Philippines, Vietnam, and Malaysia – in Southeast Asia. I argue that their perceptions of China's rise are political constructs: while the objective reality may be an increasingly powerful China, their responses have been far from uniform. They vary in ways that are shaped by their domestic politics. These constructed narratives serve their respective political agenda, from leadership legitimacy to the supremacy of a party faction. Since theories of international relations tend to fixate on power politics between great powers, this article explains how and why small regional powers add to the process of understanding China's rise. In short, regional states’ domestic politics affect their narratives of China, and therefore affect how China's rise is being understood in the region and beyond.  相似文献

The unique quality of George Orwell's political journalism is to force us to examine not just the utterances of our opponents, but what we say ourselves, in particular how we deceive ourselves as well as deceiving others. What would Orwell diagnose as our major self‐deception if he were alive today? Orwell was much taken with James Burnham's 1941 bestseller The Managerial Society. He agreed with Burnham that the predominant drift in modern society was towards oligarchy, and not towards democracy as we like to flatter ourselves. Whether in business or politics, decisions today rest in fewer hands. Power is concentrated, not dispersed. As in Russia, the emerging system enables oligarchs to collar a disproportionate share of the rewards. Management becomes a self‐remunerating elite. Inequality of income increases sharply as a result. Oligarchy is a perversion of liberal capitalism and not a natural development of it. It can be reversed. The Coalition government has set out in a liberal and localist direction. It remains to be seen whether these promising signs will develop into a sustained and effective programme.  相似文献

Editor's Note: The International City/County Management Association (ICMA) celebrates the 100th anniversary of its founding in 2014. This article is the first of several that will appear during the next year about the council‐manager plan to commemorate ICMA's 100th anniversary. Three contemporary leadership challenges face local governments today. The first encourages department heads to more actively work the intersection between political and administrative arenas. The second promotes collaborative work, synchronizing city and county boundaries with problems that have no jurisdictional homes. The third argues that citizen engagement is no longer optional—it is imperative—and that connecting engagement initiatives to traditional political values and governing processes is an important mark of successful community building. These three leadership challenges stem from a widening gap between the arenas of politics and administration—that is, between what is politically acceptable in public policy making and what is administratively sustainable. The gap is fueled by conflicting trends experienced locally and common internationally. Failure to bridge this gap between political acceptability and administrative sustainability results in decreasing legitimacy for governing institutions and increasing challenges.  相似文献

The literature suggests that legislative politics among European Union Member States is characterised by economic exchanges, and constrained by the social norms of a European community of legislators. Both views draw a clear line between the legislative process and the conflicts over sovereignty that have left their mark on treaty making and European public opinion since the 1990s. This article suggests revisiting this view, based on an analysis of why Member States have opted out of legislation from the 1970s to today. It argues that differentiation, while once a response to capacity problems of relatively poor countries, has recently become driven by sovereignty concerns of the Union's wealthy and nationally oriented Members that oppose the EU's intrusion into core state powers. The article presents evidence for the impact on legislative outcomes of factors so far thought not to matter. The results indicate greater European‐level legislative responsiveness towards national sovereignty demands than previously recognised. They underline that the nature of European politics has been changing with the EU's push into core state powers.  相似文献

Canada's chief goal in the Pacific is to gain a greater share in the economic growth of East Asia while promoting regional stability through middle power multilateralism. Like other Western countries in the Pacific Canada should strongly support trans‐oceanic groups like the ASEAN PMCs and the APEC group as well as the numerous non‐governmental organizations devoted to keeping the countries on both sides of the Pacific cooperating together, both developed and developing. Both the US under Clinton and Canada under Chretien seem to believe the economic future of their countries depends to a significant extent on participating in East Asian economic development. Giving good economic relations precedence over sanctions suggests that they have committed themselves to that course. If successful, Canada's regional activism may help to counter its weakening European ties and its greater absorption into North America, and it may help to increase its foreign influence and independence.  相似文献

A variety of scholarship across disciplines suggests that an environmental ethic begins in childhood. However, few studies have been conducted with children to learn more about the factors that contribute to an environmental ethic. This paper aims to investigate children's pre-reflexive political engagements with their physical environment in an effort to learn more about the development of an environmental ethic. Through an ethnographic study with children aged 9–11 in rural New Zealand, analysis shows that children's relationship with their environment is substantially influenced by their social relationships with friends and family. Therefore, this paper argues that to reach a better understanding of the development of children's environmental politics, more research is needed to explore the politics of friendship.  相似文献

Abstract

This essay explores the philosophical significance of the history of mystical anarchism for contemporary ethics and politics. It examines the complex relationship between religion and politics, and elaborates the thesis that many of our contemporary political concepts are secularized theological concepts. After a critical discussion of Carl Schmitt's theory of sovereignty and John Gray's critique of liberal humanism, it examines the anarchist practices of medieval mystics such as Marguerite Porete and the heresy of the Movement of the Free Spirit, and contrasts this mystical anarchist tradition with more recent forms of anarchism, such as Raoul Vaneigem's Situationism.

Retrieving the mystical anarchist tradition might help us rethink the relationship between religion and politics and suggest ethically grounded forms of anarchism that avoid violence or abstraction.  相似文献

Australian Labor governments have, in recent times, become particularly active in shaping the form and content of regional forums where outstanding economic and security issues can be semi‐publicly aired. An increasing number of analysts have characterized this activist role with APEC and CSCAP as a manifestation of ‘intellectual leadership’, and have explained this evident concern with the promotion of common understandings (and hence the possibility of rules) as the natural stance of ‘middle powers’. This paper surveys the means by which Australia's Labor governments came to engage in these regional dialogues; the arguments that have facilitated that engagement; and the individuals who have played leading roles in articulating those arguments. It concludes with brief observations about the possible trajectory of these two regional dialogues, and reference to some of the obstacles they might pose for future Australian governments.  相似文献

While Levinas famously claims that ethics precedes ontology and emanates from the concrete experience of the other's face, it is often forgotten that Deleuze also discusses the face in numerous writings. The purpose of this paper is to briefly outline Levinas's arguments regarding the constitution of the face to chart its ethical importance, before engaging with Deleuze's critique of Levinas's position. I show that, by distinguishing between two systems of signification – the head-body system and the face system – Deleuze agrees with Levinas that the face is an important signifier delineating the other, but destructs the notion of face to show that it: (1) is more complex and multi-dimensional than Levinas realizes; (2) emanates from a specific semiotic relationship; and (3) emanates from specific socio-historical circumstances. Showing the face is a semiotic construct based in and emanating from a specific socio-historical configuration allows Deleuze not only to conclude that the face is related to politics not ethics as Levinas claims, but also to claim that it entails the inhuman in the human. This clarifies the nature of the face in Deleuze, offers a critique of Levinas's influential thinking on ethics, brings us to a discussion of the relationship between ethics and politics and reveals what Deleuze takes the political to entail.  相似文献

Co‐founding The Political Quarterly was one among many of Leonard Woolf's achievements during a long career as a progressive political thinker and publicist, particularly in the field of international affairs. To mark the centenary of the publication of International Government, his most innovative and influential work on the subject, this article seeks to assess Woolf's contribution. It examines the Fabian background to Woolf's work, his support for and approach to the League of Nations and his commitment to collective security as an approach to peace. Through a broader understanding of the League it argues that certain failings in the area of collective security, however profound, should not be permitted to blight an otherwise impressive intellectual legacy.  相似文献

Jeremy Corbyn's election and re‐election as Labour leader, together with the emergence of a new Conservative Prime Minister committed to Brexit, has led to renewed speculation about the possibility of a new party appealing to the ‘politically homeless’ in the centre and centre‐left of British politics. This article draws lessons from the SDP experience in the early 1980s. Are the structural conditions more favourable to the progressive centre‐left now than they were then? Is there the sociological, electoral and ideological space for a new party? Does first past the post remain an insuperable barrier to an electoral breakthrough? From whom and in what circumstances might the leadership for a new party come? For all the depth of Labour's current problems, a new party seems an unlikely immediate prospect. In 1981, the SDP made a major miscalculation about the irreversibility of Labour's decline. However, the process of fragmentation in British politics seems set to continue.  相似文献

This paper is concerned with the problem of academic acquiescence in the decline of public discourse in the United States. Noting current tendencies for the university to operate as another transnational corporation, the argument targets and probes post-communal professionalism which as a sub-ideology is linked to the dualistic social imaginary of the corporate state. Discussing works by Rieff and Lasch, the critique situates this ideology in the liberal-progressivist middle-class culture that is much more bound to the transnational corporate state's consumer culture than many academics wish to acknowledge. A theoretical critique of the subjectivization of postmodern "resistance" is presented as one way of facilitating democratic Left intellectual interest in pursuing a true "border politics" between academic and general cultures. Disembodied, placeless visions of professionalism must be replaced with perspectives and projects foregrounding agency rather than "identity" and political action rather than "self-fulfillment." Scholars critical of the university's role in corporate globalization should take a lesson from John Dewey's "civic professionalism" and envision a post-professional politics projecting democratic public spheres that connect with recent political forms of grassroots globalization aiming at more sustainable ways of life.  相似文献
