This article explores SOE plans to organise stay behind parties in neutral Ireland in cooperation with Irish army officers, in anticipation of a successful German invasion, as well as efforts to prepare for sabotage operations and to plant rumours through its agent Roddy Keith, and later through the British press attache John Betjeman. SOE's ambitions were opposed both by MI5 and SIS. MI5 wished to protect its own links with Irish intelligence, while SIS feared for the security of its covert Irish networks (which in fact were already penetrated). The consequent rows drew in C, Sir Frank Nelson, and other senior figures. They were resolved by Churchill, who felt that to provide the Irish with war material would only encourage them in their neutrality policy. His verdict was taken as an instruction to SOE to quit Ireland.  相似文献

ABSTRACT

This article has a twofold aim. First, it discusses the contributions to the scholarly field of conflict knowledge and expertise in this special issue on Knowledge production in/about conflict and intervention: finding ‘facts’, telling ‘truth’. Second, it suggests an alternative reading of the issue’s contributions. Starting from the assumption that prevalent ways of knowing are always influenced by wider material and ideological structures at specific times, the article traces the influence of contemporary neoliberalism on general knowledge production structures in Western societies, and more specifically in Western academia, before re-reading the special issue’s contributions through this prism. The main argument is that neoliberalism leaves limited space for independent critical knowledge, thereby negatively affecting what can be known about conflict and intervention. The article concludes with some tasks for reflexive scholarship in neoliberal times.  相似文献

To protect thousands of Allied military prisoners of war, the Office of Strategic Services (OSS), China Theater parachuted a small team into Mukden the day after the Japanese surrender. Operating amid a disintegrating security situation, the OSS team's military and diplomatic skills enabled success of its humanitarian mission. Afterward, the team reverted to a secondary mission of intelligence gathering. Witnesses to the beginning of the Cold War in Asia, the team's intelligence reporting revealed the strength of the Chinese Communists in Manchuria, and how in the flush of victory over Japan, the United States was already facing problems with a resurgent Soviet Union whose ambitions were far different from those of America.  相似文献

In May and June 2005, thousands of Zimbabweans were brutally displaced from urban areas. But ‘Operation Murambatsvina’ was not simply an unpredictable ‘tsunami,’ rather it provides a moment in which long-held prejudices and assumptions which shaped the developmental state became visible, reflecting not just the internalisation of the Rhodesian, modernist world-view, but also its imbrication with local understandings of home and home-ness. To see Murambatsvina as simply a politically expedient move is to miss the deep resonance of the political rhetoric, the ways it was embedded in the state, and how it is shaped by norms of citizenship. Contextualised against Harare's urban politics, the clearances reveal a long-standing set of policies designed to regulate and control urban life, forming part of a broader crisis of the post-colonial developmental state.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

This article examines internationally led privatization in Kosovo as an example of international statebuilding. It concentrates on the period from 1999 to 2008, when privatization was planned and implemented under formal international management. International statebuilding is typically sought justified with the idea of ‘liberal peace’, and this article shows how the tension between the political and economic tenets of the idea of liberal peace manifested itself in Kosovo's internationally led privatization.  相似文献

Why do conservative nationalists in Japan continuously seek to revise the constitution despite the past failures, and what is the likelihood of successful revision and its impact on Japan's norm of pacifism and its use of force? The article offers an analytical framework for the issue based on national pride and national security, and argues that the ‘revisionists’ seek to create a new national identity, one that infuses a greater sense of national pride among the public and enables the exercise of collective self-defense, thereby removing Japan's postwar psychological and institutional limitations on nationalism and military activities. The LDP's 2012 draft is most explicit and ambitious in this regard, with the current revision attempt under Abe having the highest chance of success since the 1950s. Successful revision would significantly expand Japan's security activities, particularly within the framework of the US–Japan Security Alliance, and entail the end of Japan's unique postwar institutionalized pacifism, although the norm of pacifism will linger on as a constitutional principle. For a smoother return to the international military scene, the Japanese government must distance itself from historical revisionism and utilize its enhanced military role to promote regional public goods rather than merely protecting its narrow national interests.  相似文献

This study examines how Pakistani microfinance banks’ (MFBs) collateralized microcredit arrangements take advantage of the cultural centrality of gold in women’s lives. In so doing, it contributes to the wider debate on financial inclusion and financialization. The product, processes and narratives examined are a local manifestation of global finance’s emphasis on engaging commercially viable means to bring previously ‘unbanked’ populations within its fold. Based on fieldwork in Lahore and Karachi, two of Pakistan’s largest cities, this paper highlights how the ‘financial inclusion’ agenda of microfinance has effectively financialized the lives of poor Pakistani women. Our analysis finds that Pakistani MFBs draw on patriarchy’s hierarchical norms and the precariousness of low-income living in ways which bolster their own financial positions. This is supported by the country’s central bank, which has granted collateralized microfinance products a ‘risk-free’ rating, easing the path to the financialization of jewellery which in a South Asian context is directly associated with women’s social standing and economic security. The outcome is a deepening of deep-seated vulnerabilities.  相似文献

In the aftermath of the 2017 Charlottesville tragedy, the prevailing narrative is a Manichean division between ‘white supremacists’ and ‘anti-racists’. We suggest a more complicated, nuanced reality. While the so-called ‘Alt-Right’ includes those pursuing an atavistic political end of racial and ethnic separation, it is also characterised by pluralism and a strategy of nonviolent dialogue and social change, features associated with classic liberalism. The ‘Left,’ consistent with its historic mission, opposes the Alt-Right’s racial/ethnic prejudice; but, a highly visible movement goes farther, embracing an authoritarianism that would forcibly exclude these voices from the public sphere. This authoritarian element has influenced institutions historically committed to free expression and dialogue, notably universities and the ACLU. We discuss these paradoxes by analysing the discourse and actions of each movement, drawing from our study of hundreds of posts and articles on Alt-Right websites and our online exchanges on a leading site (AltRight.com). We consider related news reports and scholarly research, concluding with the case for dialogue.  相似文献

This paper examines current citizenship discourses and practices in Canada, focusing on the implications not only of marketization, but also of growing securitization vis-à-vis citizenship, and the gendered ramifications of such developments. The repercussions of marketization and securitization and their interrelations, for women in general, as well as racialized and immigrant women in particular, are outlined and assessed. In this way, we see how women are at the receiving end of highly contradictory processes in that they are both ‘invisibilized’, in other words, rendered invisible, by the Canadian state, but are also are increasingly ‘instrumentalized’, in other words, used in strategic ways. Yet, women also challenge these trends and tactics, thereby interrogating these processes that serve to limit the terms and scope of citizenship in Canada.  相似文献

ABSTRACT

In post-apartheid South Africa, efforts to encourage practices of citizenship and new citizens who will act in ways that support communities and the nation are promoted by government policies and networks of international organizations, civil society groups, and NGOs. In this paper, we analyse the pedagogy of citizenship that is common in these efforts and the role of ‘active citizenship’ within it. Relying on interviews with leaders of NGOs and activist groups and on participatory research with six organizations, we examine the ways in which different meanings and aspects of active citizenship are mobilized. Active citizenship is often dismissed depoliticizing citizenship and dampening dissent. The activists we interviewed and with whom we worked, however, challenge that critique. A central issue in our analysis are competing views as to whether active citizenship should be evaluated in terms of ‘effectiveness’ or ‘disruption.’ While some agents might incline toward effective and incremental change, many youth activists understand active citizenship as a tool that enables radical, disruptive acts capable of decolonizing South African society. Their use of active citizenship points to the need to avoid conflating citizenship with particular political goals and to not assume that active citizenship is necessarily and unequivocally enrolled in post-political consensus.  相似文献

The modern conception of citizenship contains often unacknowledged key background assumptions – about the role of rights in citizenship, about the citizen modelled on a liberal autonomous and rational individual, and about the equality of citizens within a democratic state. Spinoza's political works give us a useful perspective on the historicity of these assumptions. Whereas the modern conception is abstract, universalist, and depoliticised, Spinoza's sense of the citizen's belonging is adamantly specific, particularist, and political, and offers a way forward for rethinking citizenship. The key concepts of freedom and republicanism are analysed, and a political reading is developed of Spinoza's view of citizenship in terms of a way of conducting politics.  相似文献

In this paper, Solomos provides an account of the impact of Powell’s ‘Rivers of Blood’ speech on policy agendas about race relations and immigration. He argues that Powell’s intervention helped to shape policy frames around race and immigration in its immediate aftermath and beyond. By exploring the impact of the speech on the policy climate, his paper argues that perhaps the most important aspect of the speech is the way it helped to shape the policy agendas of both the Conservative and Labour parties, even as Powell himself was marginalized from mainstream politics. He concludes by suggesting that Powell’s intervention links up with contemporary debates and preoccupations about race and immigration.  相似文献

Space and time (or rather space-time) are crucial concepts in the legitimation of policy interventions into citizens' private lives. Across Europe, social policy measures to promote ‘activation’ among migrant communities—employment guidance, parenting training, youth work and so on—have proliferated, aiming to ‘move’ the Other into the here-and-now of European modernity. Van den Berg brings together theories of space-time, alterity and ‘cultural lag logics’ in an analysis of a contemporary case of such a policy: parenting training in the Netherlands. Based on ethnographic research, her study shows how certain societal problems are translated into problems of difference, and how that difference is in turn conceptualized as distance in space and time to be overcome through professional intervention.  相似文献
