The Populist Surge in Post‐Democratic Times: Theoretical and Political Challenges

Populism has often been described as a great challenge and threat to Western democracies. Not surprisingly, at a time in which we are witnessing a significant rise in populist actors in Europe and the US, scientific analyses and commentary regarding populism have become particularly popular and, indeed, necessary. My aim in this article is to offer a brief yet comprehensive overview of the ongoing debates in a bid to problematise the supposed ‘imminent threat’ of populism in light of recent developments within the political systems and societies of established democracies, especially under conditions of crisis. I understand populism as a specific type of discourse, and thus as a way—among others—of doing politics and appealing to groups of people. Thus, I highlight the varying orientations that populist movements might take, depending on the ideological traditions with which they are closely articulated and the sociopolitical environment in which they manifest. Last, I relate the ‘populist surge’ to discussions regarding post‐democracy.     

Post‐Democratic Party Politics

In recent years many scholars have diagnosed a crisis of party politics. This article considers recent changes in the UK and Europe that appear to challenge this idea. Exploring Colin Crouch's notion of ‘post‐democratic’ party politics and considering his diagnosis of shifts in parties' agenda setting, organisation and communication, the article considers evidence of post‐democratic politics and the possibility for future renewal.     

Limits of Devolution: Localism,Economics and Post‐democracy

This article challenges the narrowly founded but untroubled consensus about the alleged benefits of the Conservative government's devolution programme. It suggests that too much attention has been paid to purported benefits and too little regard to the potential risks, and draws attention to international evidence that suggests that the distribution of the benefits of devolution is crucially dependent on its design. It critically examines the case for the currently offered model of devolution and finds the underpinning economic model and limited forms of democratic accountability are likely to produce regressive social outcomes and the reinforcement of existing local elites. It calls for a wider public debate and fuller democratic scrutiny of the model of devolution on offer.     

Governance in the Post‐Soviet Era: Challenges and Opportunities

In the aftermath of the Soviet Union's demise, the countries formerly comprising it embarked on massive reforms to transition from socialist to market‐driven economies. This transition also required substantial transformation of their governance systems. In this Viewpoint essay, the authors reflect on critical reforms in human resource management, ethics management, and anti‐corruption, and highlight successful initiatives in these fields. They also discuss the role of the Astana Civil Service Hub in helping the countries in the region to jointly look for solutions to common governance challenges and to learn from policies and strategies that proved effective for their peers. The authors conclude by identifying the common elements of effective public administration reforms in the post‐Soviet setting.
