A common theme in studies of voter turnout in Central and Eastern Europe (CEE) is that the legacy of communism attenuates electoral participation. It is argued that socialization and the political habits that emerged under communism impeded democratic development by not motivating citizen activism. This paper examines this claim for voter turnout in the Czech Republic, Slovakia, Hungary, and Poland for all general elections since 1990 using cohort analysis on pooled crosssectional post-election surveys from given countries. This paper shows that socialization and political habit formation under communism have had no discernible effect on voter turnout in the Czech Republic, Slovakia and Hungary between 1990 and 2013. Generational effects are evident in Poland suggesting that this country's political history is qualitatively different from that of its neighbours. This research is important in highlighting that citizens' political development within non-liberal democratic regimes does not always lead to lower levels of voter turnout. Consequently, the decline in turnout in CEE is likely to have attitudinal rather than generational origins where contemporary rather than historical political developments are most important.  相似文献

The scholarly literature on voter mobilization is ambivalent regarding the effects of closeness on turnout. Economic analyses of turnout (i.e. the classic calculus of voting) contend that as elections become closer, voters perceive their participation as more valuable because there is a greater chance that they will cast the deciding vote. Other work argues that voters do not take closeness into account because the probability that their vote uniquely changes the outcome of an election is quite small even in close elections. Still, this second perspective maintains that closeness may increase turnout because elites distribute campaign resources to places where election results could be affected by mobilizing additional supporters. While the latter perspective is theoretically well-developed, empirical support for the notion that elite activity (rather than citizen perceptions) connects closeness and turnout is limited. Using improved measures of closeness and campaign activities, we test for citizen perception and elite mobilization effects on turnout in the context of U.S. Presidential elections. Results show that while closeness has no direct effect on turnout, elites indeed target campaign activities on close states and the asymmetric distribution of resources across states results in higher turnout in battleground states.  相似文献

Political disagreement in interpersonal communication increases attitudinal ambivalence and can depress voter turnout. These effects seem to be driven by a wish to avoid social controversy rather than informational gains from encountering other opinions. This article shows that political disagreement in interpersonal communication increases the difficulty of deciding for which party to vote. Moreover, this effect is a result of social disapproval of one's party preference, while political expertise in interpersonal communication has no effect. For voter turnout, no direct effect of social disapproval of one's party preference is found. However, disapproval has an indirect influence on turnout via difficulty of vote choice. In sum, both political attitudes and political behaviour are affected by social pressures. Students of political attitudes and behaviour should try to include interpersonal discussion in their models in greater detail than is common practice today.  相似文献

Generations of democratic theorists argue that democratic systems should present citizens with clear and distinct electoral choices. Responsible party theorists further argued that political participation increases with greater ideological conflict between competing electoral options. Empirical evidence on this question, however, remains deeply ambiguous. This article introduces new joint estimates of citizen preferences and the campaign platforms chosen by pairs of candidates in U.S. House and Senate races. The results show that increasing levels of ideological conflict reduce voter turnout, and are robust across a wide range of empirical specifications. Furthermore, the findings provide no support for existing accounts that emphasize how ideology or partisanship explains the relationship between ideological conflict and turnout. Instead, I find that increasing levels of candidate divergence reduce turnout primarily among citizens with lower levels of political sophistication. These findings provide the strongest evidence to date for how mass political behavior is conditioned by electoral choice.  相似文献

This paper presents evidence that voter participation does not depend on the probability that one vote is decisive. An extensive summary of the empirical participation literature is provided which shows that most but not all studies have found that turnout in an electoral district is higher when the race is closer. Individual-level vote regressions for the 1979 and 1980 Canadian national elections are estimated using objective measures of closeness (as opposed to self-reported measures). The main finding is that a citizen is no more likely to vote in a close election than in a lands-lide election. District-level turnout regressions for the same elections are also estimated, and a significant relation between closeness and turnout is observed. This suggests that aggregation bias may generate a spurious closeness-turnout relation in district-level regressions.  相似文献

This paper examines some of the issues and debates surrounding the voting and non‐voting of the UK electorate. It attempts to compare and contrast voter behaviour from both a political science perspective and a consumer buying behaviour perspective. In particular, the paper details the output of primary research into non‐voter behaviour and attempts to cluster these motivations and rationales into psychographic segments of non‐voting behaviour. Issues such as alignment and dealignment, social and inherited values are debated in detail, with particular attention being paid to party identification, issue voting and social determinant theory. The paper both challenges and supports previously presented arguments regarding political issues and voting. Previous research on leader effects has focused exclusively on the impact of voters’ evaluations of leaders on vote choice, disregarding possible effects on the prior step of deciding whether or not to turn out to vote. In line with the personalisation of politics thesis, leaders have a higher impact among dealigned voters. Previous studies have demonstrated that leader effects are stronger among voters who voice their dealignment – namely party switchers. However, the potential impact of leaders among those who exited (i.e., who have abstained) is still unstudied. Could leaders have a mobilisation effect and therefore trigger turnout decisions? What characteristics of party leaders are more relevant in this regard? This article is the first comparative study to examine how the evaluation of party leaders’ traits influences voter turnout in general elections. The work incorporates data from election studies across seven countries with different social contexts (Portugal, Spain, Ireland, Germany, United Kingdom, Italy and Hungary). Characteristics of leaders were grouped into two dimensions – competence and warmth – in accordance with the stereotype content model and relevant studies on leaders’ traits evaluation. Multiple binary logistic regression models were performed to analyse the predictive power of competence and warmth on turnout, controlling for sociodemographic, political ideology variables and voters’ past political behaviour. Results reinforce the personalisation of politics theory, showing the utmost relevance of warmth personality traits of leaders in voter turnout decisions. Competence personality traits were found to be relevant only in some situations. Interaction effects were also demonstrated between warmth evaluations and identifying with a right-wing party as well as past political behaviour with both warmth and competence.  相似文献

State data were used to develop an econometric model of voter turnout for an off-year (1982) general election. The premise of the research was that existing voter turnout models lacked some of the true explanatory variables. In particular, the political efficacy component of the decision to vote was believed to be under-represented in those models. Previously untested institutional, political, and weather variables proved to be significant explanatory variables. Many variables that were significant in previous studies were not significant in the 1982 general election analysis. 91% of the variation in voter turnout was explained, a significant improvement over previous efforts. Since the values of many of the variables are directly chosen by elected officials, the model provides policymakers with a menu of opportunities for boosting voter turnout.  相似文献

Scholars typically argue that elite polarization has only negative consequences for American politics. I challenge this view by demonstrating that elite polarization, by clarifying where the parties stand on the issues of the day, causes ordinary voters to adopt more consistent attitudes. Scholars have made such claims in the past, but because only observational data has been available, demonstrating a cause-and-effect relationship has proven to be difficult. I use original experiments to verify that there is a small but significant causal link between elite polarization and voter consistency. These findings have important normative implications for our understanding of the consequences of elite polarization, the role of political parties in a modern democracy, and the standards scholars use to assess citizen competence and participation.  相似文献

This article explores how political communication institutions affect cross-national differences in voter turnout in democratic elections. It demonstrates how the structure and means of conveying political messages—gauged by media systems, access to paid political television advertising, and campaign finance laws—explain variations in turnout across 74 countries. Relying on a "mobilization" perspective, I argue that institutional settings that reduce information costs for voters will increase turnout. The major empirical findings are twofold. First, campaign finance systems that allow more money (and electioneering communication) to enter election campaigns are associated with higher levels of voter turnout. Second, broadcasting systems and access to paid political television advertising explain cross-national variation in turnout, but their effects are more complex than initially expected. While public broadcasting clearly promotes higher levels of turnout, it also modifies the effect of paid advertising access on turnout.  相似文献

While it is well established that education is positively correlated with voter turnout at the individual level, the increased educational levels in most western countries have not caused increased voter turnout at the aggregate level. The relative education model suggests one explanation: education is only a proxy for social status and has no direct causal effect. The individual-level effect of education is conditional on the level of education in the environment. Whereas previous research on the relationship between relative education and voter turnout has largely focused on the U.S. case, this article uses comparative survey data on voter turnout to test the relative education model. It combines data from the CSES and ESS covering about 275,000 individuals in 173 country-years in 37 countries. The analysis applies a definition of relative education operationalized as each individual's education rank position in relation to the level of education of those born in the same five-year cohort in the same country. The results show that relative education has a much larger effect on voter turnout than absolute education. Moreover, relative education has a stronger effect when aggregate turnout is low.  相似文献

Does voters’ ability to discern who is responsible for policy outcomes affect voter turnout? Although particular institutional arrangements which influence this ability – known as clarity of responsibility – appear to affect how voters form retrospective judgements, existing literature is less informed about its role on voter turnout. This article argues that voters tend to turn out less if they cannot discern who is responsible for policy outcomes. This lack of clarity hinders the process of retrospective evaluations, makes the electoral stakes less profound, and dampens the voters’ political efficacy. Using 396 elections in 34 established democracies between 1960 and 2015, it is found that lower clarity of responsibility is associated with lower voter turnout. This study highlights the importance of clarity of responsibility, as it enhances democratic accountability, not only by encouraging retrospective voting, but also by increasing political participation.  相似文献

Elections to regional assemblies have become increasingly important as the power and responsibilities of regional governments have increased. Yet, few studies have attempted to explain the considerable variation in turnout in regional elections from one region to another. This article conducts a cross-sectional examination of voter participation in regional elections across nine multi-level OECD states between 2003 and 2006. It contends that standard models of voter turnout in national elections are insufficient to explain variation in turnout in regional elections and argues for the use of independent variables tailored to capture variation across regional communities and regional political institutions. Our findings suggest that variations in the strength of political autonomy and the strength of attachment to the region among the electorate have a strong and positive impact on the level of turnout in regional elections.  相似文献

Data on voter turnout and choice at the Rwanda’s 2003 and 2015 constitutional referenda were acquired and analyzed. The results revealed contrasting changes in voter turnout between diaspora and in-country electorate. Arguably, at home, lack of freedom on the part of registered voters to make independent choices may explain the 9.3 percent and 5.2 percent increase in voter turnout and “yes” vote, respectively. On the other hand, while the repressive arm of the regime can reach Rwandan citizens both at home and abroad so as to compel them not oppose its political agenda, voters in diaspora enjoy some level of relaxation, especially those staying in Western democracies, which could explain the 37.8 percent drop in voter turnout. The article further argues that the results of the 2003 and 2015 referenda could be used to support suggestions that the Tutsi electorate indeed stands more divided than it was a decade ago.  相似文献

The link between taxation and representation is generally considered foundational to the emergence of democratic governance. Nevertheless, the empirical relationship between taxation and the extent to which citizens actually exert representation by turning out to vote remains virtually unexplored. Using a panel of all Swedish municipalities from 1979 to 2018, I find that hikes in local tax rates are linked to increased municipal voter turnout. Accounting for a wide range of confounders, including turnout in concurrent parliamentary- and county elections, these results indicate an important untapped explanation for changes in turnout, while offering a rare explicit test of the taxation-representation argument drawn from a mature democracy.  相似文献

This paper uses a new data set of 885 California ballot propositions from 1912 through 1990 to test the hypothesis that voter turnout increases as an election becomes closer. Various measures of voter participation are regressed on various measures of election closeness. The main finding is that there is not a systematic relation between closeness and turnout. Two conclusions are drawn: (1) voters are not sensitive to the probability their votes are decisive, and (2) other studies which found higher turnout for close elections probably detected an increased mobilization of party elites in tight races.  相似文献

ABSTRACT

Since the formation of the Scottish Parliament, the idea of Scottish independence increased in salience and popularity among Scottish voters to such an extent that it now constitutes the country’s defining political cleavage. Given that Scottish politics is increasingly organized around this constitutional question, support for either side of the debate among voters and elites drives political engagement, election turnout and public attitudes to other major issues. Although much popular and academic work has sought to explain the rise of support for independence, few scholars have explored changes in elite behaviour or its consequences for public opinion. From an elite-driven perspective, the increased salience of independence may be but an echo of elite and partisan attention. Developing hypotheses from this approach, we predict that voters identifying with parties developed stronger views on independence following increased attention in parties’ campaigns. We examine these hypotheses by performing computer assisted, unsupervised content analysis of Scottish Parties’ election manifestos. We then use estimates from a structural topic model to predict change in voter support for independence from the British Election Study. The theory and results suggest that increasing salience on alternative dimensions of politics likely closely relates to elite-driven choices in their election campaigns.  相似文献

The impact of age on voting behaviour and political outcomes has become an issue of increasing interest, particularly in the UK. Age divides in voter turnout and political preferences have led to claims that age is the ‘new class’. In this article, we contrast existing ‘cultural backlash’ and political economy explanations of the age divide in politics, and challenge the view that older people are predominantly ‘left behind’, culturally or economically. We show that older people have distinct material interests, related to housing wealth and pensions’ income, that are visible in their political preferences. From 1945 to the end of the 1980 s, Norway's election campaigns have changed substantially. The mass media – particularly television – have grown in importance, partly structuring the election campaign. In this study the period in question is divided into three phases: (1) 1945–57, a phase characterized by a loyal party press and the breakthrough of radio; (2) 1961–69, a phase characterized by a loyal party press under pressure and the advent of television; (3) 1973–89, a phase characterized by the dissolution of the party press and the beginning of the television era. In the course of these decades, the media's coverage of election campaigns has been 'liberated' from the political parties. This move from party-controlled to media-driven election campaigns coincides with a more turbulent period among the voters, a period with a higher level of voter volatility. The changing role of the mass media has not led to dramatic shifts in activity, at least not as reflected by two indicators – voter turnout and level of informal discussion. Recent changes in the pattern of voting participation, however, may be associated with the role of the media. The gap between centre and periphery in voter turnout has gradually been bridged , and television is probably one of the bridge-builders. With television as the major arena for the election campaign, the stream of political impulses which serve as mobilizing forces has become more or less the same in both centre and periphery.  相似文献

Recent analyses have demonstrated that personality affects political behavior. According to the mediation hypothesis, the effect of personality on political participation is mediated by classical predictors, such as political interest, internal efficacy, political discussion, or the sense that voting is a civic duty. This paper outlines various paths that link personality traits to two participatory activities: voter turnout in European Parliament elections and participation in protest actions. The hypotheses are tested with data from a large, nationally representative, face-to-face survey of the Spanish population conducted before and after the 2009 European Parliament elections using log-linear path models that are well suited to study indirect relationships. The results clearly confirm that the effects of personality traits on voter turnout and protest participation are sizeable but indirect. They are mediated by attitudinal predictors.  相似文献
