This article considers Elena Poniatowska's La noche de Tlatelolco [ Massacre in Mexico ] as an example of documentary narrative. It examines the narrative strategies she uses to articulate a tripartite interpretation of the events of 2 October 1968. First, it argues that Poniatowska's text represents the Tlatelolco massacre as a crime against humanity constituted by multiple abuses of human rights. Second, the text is shown to expose the cover-up that occurred as a result of the deliberate manipulation of information by the Mexican state. Third, from a more positive perspective, it is argued that the text represents Tlatelolco as a milestone in the ongoing struggle for democracy. Overall, attention is drawn to the importance of Poniatowska's text in the construction of cultural memory as a counter to official history in narrative representations of this particular trauma in Mexican history.  相似文献

Shortly before the Mexico Olympics, on 2 October 1968, student demonstrators were shot by the military on Tlatelolco Square in Mexico City, thus ending the local student movement and its mass protests. This paper explores the government's use of anti‐communism to ideologically justify this massacre in the context of the Cold War. The student movement was presented as a foreign, communist intervention that threatened Mexico's sovereignty. The paper analyses the weaknesses and contradictions of this official narrative by contrasting public and confidential reports. Finally, the marginal role of communism in the movement and its internal divisions are also outlined.  相似文献

In this concept paper, the Joint Working Group on Israeli‐Palestinian Relations‐a group of influential Palestinians and Israelis that has been meeting periodically since 1994 to discuss final‐status issues in the Israeli‐Palestinian negotiations‐explores the future relationship between the two societies after the signing of a peace agreement. The paper considers a relationship based on total separation between the two societies and states as neither realistic nor desirable. Instead, it envisages a future relationship based on mutually beneficial cooperation in many spheres, conducive to stable peace, sustainable development, and ultimate reconciliation. The basis for such a relationship must be laid in the process and outcome of the final‐status negotiations and in the patterns of cooperation established on the ground. Efforts at cooperation and reconciliation cannot be pursued apart from their political context. The paper argues that the only feasible political arrangement on which a cooperative relationship can be built is a two‐state solution, establishing a genuinely independent Palestinian state alongside of Israel. The resolution of final‐status issues must be consistent with the sovereignty, viability, and security of both states. The paper then proceeds to describe several models for the relationship between the two states and societies. It advocates a model of close cooperation, but proposes that this relationship be built in stages. The scope and speed of expanding and institutionalizing cooperative activities must be determined by experience‐by the extent to which such activities meet the needs of both parties, enhance mutual trust, and reduce inequalities between the parties. Finally, the paper discusses three avenues for promoting a cooperative relationship based on equality, reciprocal benefit, and mutual trust and respect: the development of functional ties and civil‐society institutions across national borders; programs directed toward attitude change and stereotype reduction; and efforts to close the economic and political gap between the two societies.  相似文献

This paper presents a fresh perspective on the complicated relationship between digital communication technologies and historically disadvantaged castes such as Dalits in peri-urban Bangalore (Bengaluru), India, a city popularly perceived as India’s “Silicon Valley.” Based on interviews with Dalit household members, entrepreneurs, and political activists, the study examines whether mobile phones have been insufficiently harnessed by Dalits in the region to overcome historic deprivation, or whether they may have even assisted in the reinforcement of caste-based exclusion. The paper uses oral histories and draws from feminist perspectives on technology to demonstrate how the contemporary socio-technological outcomes among Dalits in peri-urban south Bangalore is a result of a convergence between three elements – the durability of caste in peri-urban metropolitan India, the social construction of the usage of information communication technologies (ICTs), and myopia in the conventional understanding of the digital divide in India. In the process of disentangling this convergence, the paper offers a new perspective on the relationship between caste, ICTs, and development policy. The paper ultimately argues for a re-examination of the idea of a digital divide and the development assumption that access to new technologies will further positive development outcomes.  相似文献

As the government of the United Kingdom prepares itself for negotiations with the European Union for a significant rebalancing of the relationship between the EU and its member states, the letter addressed by the prime minister of the UK to the president of the European Council has been seen as a document of some importance. The author argues that this letter, and a speech from the prime minister which followed it, deserve close study given their far-reaching implications for the future of UK–EU ties. Australia's international relations (IR) discipline has a deep colonial history, but has never been through a conscious process of decolonisation. Although discussions of decolonising IR have taken place elsewhere, the discussion in Australia is in its infancy. This collection examines the possibilities for decolonising Australia's IR in the present moment, looking at its teaching practice, its research, its styles of analysis, and its relationship with Australian foreign policy. We consider what is particular to Australia's settler colonial context, what is achievable, and what is not. The collection also seeks to develop a new style of anti-colonial foreign policy analysis in Australia, looking at the relationship between colonisation, settlement, and foreign policy. In this introduction, we first look over debates on decolonisation elsewhere in the field. We then examine the historical background of Australia's IR discipline, and look at Australian Indigenous diplomacy, to consider what is specific to Australia's context. We conclude by looking over the contributions of the papers in this collection, and consider what a decolonised Australian IR might look like. Ultimately, we argue that any process of decolonisation will be extremely difficult, and that decolonisation in Australian IR should be perceived as an ongoing struggle, rather than an endpoint in itself.  相似文献

Abstract

The recent triumph of the Howard government at the polls confirms Australia’s emergence as an increasingly important ally for the United States. It is willing to be part of challenging global missions, and its strong economy and growing self-confidence suggest a more prominent role in both global and regional affairs. Moreover, its government has worked hard to strengthen the link between Canberra and Washington. Political and strategic affinities between the two countries have been reflected in—and complemented by—practiced military interoperability, as the two allies have sustained a pattern of security cooperation in relation to East Timor, Afghanistan, and Iraq in the last five years.

This growing collaboration between the two countries suggests that a reinvention of the traditional bilateral security relationship is taking place. At the core of this process lies an agreement about the need for engaging in more proactive strategic behavior in the changing global security environment, and a mutual acceptance of looming military and technological interdependence. But this new alliance relationship has already tested the boundaries of bipartisan support for security policy within Australia, and will continue to do so despite the latest election results. Issues of strategic doctrine, defense planning, and procurement are becoming topics of fiercer policy debate. Such discussion is likely to be sharpened in the years ahead as Australia’s security relationship with the United States settles into a new framework.  相似文献

Does the rise of China present a threat or an opportunity for Southeast Asia? One of the most revealing arenas in which this will be determined will be within the context of regional institution-building. For a region that is perennially associated with under-institutionalisation it is remarkable just how many initiatives have been proposed recently. Such institutions, may be important venues within which ‘asymmetric regionalism’ may be manifest and perhaps managed. The paper provides an assessment of this process through an analysis of China’s relationship with Southeast Asia. The paper initially provides a brief theoretical introduction which explains the relationship between regional development and its possible impact on inter-state relations. Following this I provide an analysis of the political economic and strategic dynamics that are shaping and being shaped by regional initiatives. Finally, I assess how successful ASEAN’s efforts have been to engage China via regional mechanisms has actually been.  相似文献

“美济礁”问题是中国和菲律宾两国关系中最为敏感的因素 ,今年 5月 2 5日菲律宾军舰在美济礁附近海域撞沉中国渔船以后 ,两国关系骤然紧张。本文通过大量的事实 ,论述以下几方面的问题 :1.菲律宾对美济礁提出领土要求的过程 ;2 .从国际法的角度阐述美济礁主权归属我国是不容置疑的事实 ;3 .分析菲律宾在美济礁争端上所采用的外交策略 ;4 .中菲两国对美济礁问题的态度。在这些事实的基础上 ,笔者认为菲律宾政府在美济礁问题上挑起事端是一种缺乏远见的行为 ,只有维护美济礁及其附近海域的稳定才符合中菲两国的长远利益。  相似文献

In this article, the multifaceted relationship between colonial power and scientific knowledge is analysed. The specific focus is on untangling the contested and symbiotic connections between colonialism and the emergence and consolidation of aspects of botanical science. Colonial imperatives and the social consequences of colonial rule in India constituted the context for the idea and project of botanical gardens that facilitated the global transfer of a variety of plants to India. It was in the process of dealing with the problems of the transfer of plants across very diverse ecological and social contexts that natural history was eventually transformed into formal botanical science both in India and in Europe. Particular forms of scientific knowledge and institutions were indispensable for the consolidation of empire even as they facilitated new imperial concerns and projects that constituted the structural context for the development of new forms of scientific knowledge, practices, institutions and power. Without reducing science to nothing more than an appendage of colonial power and imperatives, the significance of empire in the rise of botany as a formal science is analysed in this article.  相似文献

East Asia’s economic prowess strongly impacted the research agenda of scholars studying the region. Whereas analysts had once focused on military governments, relations of dependency, clientelism, and low modes of peasant movements, they now investigate industrialisation. In East Asia, the Philippines is the largest contributor of migrant labourers to the global workforce. Following recent discussions by Robert Putnam on the social aspect of investment, perhaps human capital might then be considered part of the industrialisation process? Channelling human resources towards expediting industrialisation can be a catalyst for development. This article seeks to combine a variety of theoretical literatures with insights gained from conducting fieldwork and available empirical data, presenting its main findings in two major parts. The first focuses on the relationship between human capital, migration and economic growth, and suggests that social capital, particularly human resources, can help economic growth in developing countries if channelled appropriately. The second is a case study of the Philippines as the second largest exporter of human labour in the world, with human capital as its largest export commodity. A key feature of the research identifies the significance of commodifying human capital. The author argues that maximizing human resources, as a potential and un-channelled catalyst for improved economic growth is a good investment in social capital. By transforming human resources into a trade commodity, this economic transaction between labour-sending (parent) and labour-receiving (host) countries becomes a rational process that takes on emotional qualities, and must be considered where the trade of human labour is concerned.  相似文献

This article investigates the benefit of participation in policymaking. Based on data from interviews with various interest groups, private organisations, and representatives of regions that had been involved in recent policymaking processes in Switzerland, this study analyses the relationship between participation and satisfaction with the policy outcome. The study looks at two different aspects of outcome satisfaction: perceived consensus of a decision and preference attainment. The results show that the level of participation is related to both aspects of outcome satisfaction but that the strength of association is dependent on the type of interest group and the level of conflict among the groups participating in the decision‐making process.  相似文献

That matters of the state must always be resolved before democratization seems to be a fairly common position in the scholarly literature. There are, however, also scholars that stress the importance of an alternative perspective: ‘no democracy, no state’. This article seeks to contribute to a better understanding of this very important issue, advocating the need for a more nuanced argument about the relationship between the state and democracy. To do so, Croatia and Serbia serve as empirical examples as their different outcomes regarding the consolidation of democracy are explained as due to their (un)resolved stateness problem. The article uses process tracing to explain these outcomes and attempts to craft a minimally sufficient explanation of the outcomes by developing causal mechanisms.  相似文献

Legitimation is a fraught process for private security companies operating in Mexico and other countries in the Global South where the police have a poor reputation. Mexican private security companies have an ambivalent relationship with the police, which causes firms to engage in two seemingly contradictory practices. Companies attempt to gain legitimacy by aligning with the image of the police to earn a sense of “symbolic stateness” while simultaneously distancing themselves from Mexico's actual police forces so as to disassociate from the institution's poor reputation. Consequently, collaboration between public and private security is limited, despite official attempts by the Mexican state to foster positive contact between them. Overall, this study contributes to the growing literature on private security by providing novel insights into the strategies private security firms utilize to navigate within states possessing delegitimated security forces, and the resulting lucrative political economy landscape.  相似文献

This article examines factors that influence voters’ knowledge of their representatives, a key element in securing the responsiveness and accountability of parliamentarians. We argue that the parliamentary work of MPs (Members of Parliament) benefits incumbents through increased name recall, and that this relationship is conditional on: the incumbents’ candidacy; the voters’ political competence; and their ideological proximity with their representatives. Combining data on French MPs’ activities with a 2007 CSES post‐election survey enables us to test our hypotheses, while controlling for confounding factors. The empirical analysis demonstrates that some parliamentary activities increase the voters’ capacity to recall the name of their MPs. The latter are therefore incentivised to be responsive to and serve their constituents. However, we also find that voters’ political competence and ideological proximity with their MP alter the relationship between parliamentary work and name recall. This may potentially introduce some biases in the democratic process of accountability.  相似文献

This article sets out to understand the relationship between the complex process of structural change and the proliferating political strategies and programs implemented to manage the process of political and social change. More particularly the authors examine how in the wake of the Asian economic crisis international financial institutions advocated a new global policy through programs such as Social Investment Funds. The thread that runs through the global social policy is a distinctly political project that uses the liberal language of participation and empowerment as a strategy of “antipolitics” that marginalizes political contestation. The authors argue, however, that the antipolitics of technocratic social policy gave way to a more populist form of antipolitics of a new government led by Thaksin Shinawatra. This article examines the nature of governance projects and seeks to explain the shift between them. This new populism may be a precursor to a new “authoritarian statist” mode of political regulation that could come to dominate Southeast Asia, buttressed by the requirements imposed by the “war on terrorism.”  相似文献

Both reform and revolutionary movements in the Arab world have called on institutions of state to follow through on the cries for dignity, bread and social justice emanating from the street. These movements are not necessarily mutually exclusive, and may demonstrate overlapping commonalities of practice. Asef Bayat has designated this phenomenon an example of ‘refo-lution’, the amalgamation of a revolutionary agenda with a reform process. This paper will argue that 2011/2012 demonstrations in Jordan fall into this category, and that they elucidate that the relationship between the Hashemite monarchy and Jordanian society needs to be reframed for political stability. The theoretical frame of this article, grounded in the selectorate theory of Bruce Bueno de Mesquita in conjunction with insights from Nazih Ayubi, suggests that this stability requires a more defined separation of powers and functions of the monarchy and the parliament, making the latter an autonomous legislative body.  相似文献

Private urban agricultural ventures, initially a spontaneous response to food shortages during the Special Period, soon became a state‐sponsored project, related to global notions of sustainability. This article explores the relationship between sustainability discourse and its local dimensions to reveal the role of sustainability in the reformulation of the Revolution. Urban gardeners engage with international discourses of sustainability and interact with the Cuban state's articulation of these discourses. While this process forces urban gardeners to adapt to the changing meanings of growing food, it also provides a different language through which gardeners define themselves, especially in the context of a changing relationship with the state.  相似文献
