CHINA-ISRAEL ARMS TRADE AND CO-OPERATION: HISTORY AND POLICY IMPLICATIONS

Israel and China have quietly developed a significant arms trade since the 1970s. This article examines the history of the development of the Israel-China arms trade, its ramifications for wider international relations including those between the US and Israel, the US and China, and also foreign policy implications for China and the Middle-East.     

UZBEKISTAN AND THE UNITED STATES: INTERESTS AND AVENUES FOR COOPERATION

Uzbekistan has recently initiated a series of reforms in the wake of (former) President Islam Karimov's death in 2016. To what extent and why does Tashkent seek to liberalize? Concurrently, the United States - which curtailed ties with the Uzbekistani government in the aftermath of the 2005 Andijan massacre - has expressed renewed interest. What do Washington and Tashkent seek to gain by improving relations? This article posits that while the United States aspires to bolster regional support for the War in Afghanistan, Uzbekistan is mainly interested in consolidating a new regime and balancing against nearby Great Powers. As such, President Shavkat Mirziyoyev's reformist drive should not be construed as a categorical embrace of good governance but a means to reestablish Uzbekistan's geopolitical footing after more than a decade of isolation. Based upon this assessment, both sides can work to foster avenues for cooperation, while the United States encourages Uzbekistan to liberalize at its own pace.     

VIETNAM-US PARTNERSHIP: PILLARS AND PROSPECTS

This essay analyses the foundations and future of the Vietnam-US partnership. It shows that Vietnam and the United States have sought to broaden and deepen the bilateral relations in three main areas: (i) trade and investment relations, (ii) political and security relations, and (iii) people-to-people cooperation. These areas continue to be the pillars for Vietnam and the United States to build up their ties. Given China's growing assertiveness in the South China Sea and the United States rebalance to the Asia-Pacific, Vietnam and the United States will become closer and will work together to add strategic values to their partnership.     

BETWIXT AND BETWEEN: 'TRADITIONAL AUTHORITY' AND DEMOCRATIC DECENTRALIZATION IN POST-WAR MOZAMBIQUE

The end of civil war in Mozambique has been accompanied by democratizationof political processes, as exemplified by the 1994 multi-partypresidential and parliamentary elections. Under the rubric ofdemocratization, the issue of state decentralization has alsobeen raised. Current political debates focus on what role ‘traditionalauthority’ might play in local governance. Advocates arguethat ‘traditional authority’ constitutes a genuinelyAfrican form of local governance, while detractors suggest thatthese institutions were irrevocably corrupted by their involvementwith the colonial administration. This article challenges notonly the black-and-white framework in which the present-day‘legitimacy’ of ‘traditional authority’has been debated, but also questions the value of the term ‘traditionalauthority’ itself. The article explores the diverse historiesof kin-based political institutions in Mozambique, arguing thatthe meaning and function of ‘traditional authority’has been transformed many times over with changes in the largerpolitical contexts in which local institutions have existed.As a result of historical events, the issue of ‘traditionalauthority’ is, today, intimately bound up with the dividebetween the ruling FRELIMO party and the opposition, RENAMO.Only by approaching the issue of ‘traditional authority’through an understanding of its variegated and contentious historywill policy-makers and Mozambican residents alike be able totranscend existing political divides on issues of local governance.
