The tensions which underlie the decision-making process in public organizations are not a new phenomenon. The strategic area of public decisions is characterized by the following concepts of performance, results and profits, and even competencies of managers. The evolution of public management research leads us to present a new approach of this context. We argue in this paper that the systems and institutions that promote good governance and organizational integrity are directly linked with the competencies of managers and the morality and fairness of the organization. In this context, the question is the following: How can this complexity and integrity be managed in public organizations?  相似文献

This paper informs about results of a research taking place within an internal grant of College of Polytechnics Jihlava, which is aimed at examining the efficiency in public administration from the point of view of the office workers. The research is divided into three stages which were proceeding gradually in large organisations of public administration carrying out self-government as well as state government in figurative effect. The research took place in the form of questionnaires, which were given to randomly chosen workers of the offices, and these anonymously answered 60 questions were divided into six topics: human resources, organizational capital, information capital, customer capital, performance measuring, and innovation capital. The respondents assessed the situation in the office using their own judgement. The aim of this paper is to inform about the results of this research especially from the point of view of human capital, organizational capital, and social capital in organisations of public administration.  相似文献

This paper is an exploratory study that investigates the status of new public management (NPM) and the obstacles to its implementation within the Republic of Lebanon. The study employs a qualitative approach that examines two complementary data sources. The first data source is obtained from an extensive review of documents related to NPM that are available in the public domain such as policy initiatives and governmental projects. The second data source is obtained from in-depth semi-structured interviews with 40 stakeholders. Data is analyzed, using an iterative thematic content analysis. The findings suggest that the main obstacles that have inhibited the implementation of NPM in most public agencies in Lebanon include: the politicization of administration in the public sector, the lack of stability in the country, the non-targeted inconsistent and insufficient training, several institutional dysfunctions and organizational challenges, the absence of a country-specific applicable model of public management and the unsystematic and non-institutionalized link between concerned international organizations and the Lebanese public agencies. This research is significant as it provides a foundation for institutional practices to improve the design and implementation of NPM in the country. It also contributes to the relevant academic literature and fills a gap in the research on NPM in Lebanon. The paper provides policy recommendations needed to respond to the recurrent calls for administrative reforms in the Arab world especially in the aftermath of the popular uprisings in many of its countries.  相似文献

Today, many researchers publish their qualitative works in top accounting and management journals. The contribution of this approach in accounting and management studies continues to gather momentum. Policymakers in both public and private sectors have been increasingly recognizing the importance and value of this method, since it offers detail and rich analysis of accounting and management practices in an organization. Various current literatures indicate that the interest in qualitative approach in the field of accounting and management seems to grow. However, there are still many researchers in these fields reluctant or even reject to implement this method arguing that qualitative approach is not scientific and the results are also not scientific. Therefore, the purpose of this paper is to discuss the issue of using qualitative method in accounting and management studies. The paper is started by looking at the conceptualization of qualitative research. After that, a paradoxical view of qualitative and quantitative methods is discussed. This is followed by discussions of using qualitative research method in accounting and management studies, particularly the use of interpretive case study and grounded theory will be reviewed and discussed in this paper.  相似文献

This paper presents the new version of public policy for government transparency, outlining state's required functions, in the context of economic globalization, to enable fulfillment of social demands and Brazil's competitive insertion in international markets. In this sense, public policies were adjusted to the role of social and economic development promoter and regulator: Strengthening government capacity for formulating and evaluating them; increasing governance, i.e., government's ability to implement public policies, from the viewpoint of efficiency, efficacy, and effectiveness through the introduction of new organizational models and new partnerships with civil society; establishing management contracts, agreements, and partnership terms; and finally modernizing public management. E-government (e-gov) includes three of the seven lines of action of the information society: universal service, government available for all and advanced infrastructure. The Integration and Intelligence Government Information System (i3-Gov) was developed in open platform. Thus, new trends in shared and interagency management for public, productive, and growing third (voluntary) sectors are contemplated. The paper presents the results obtained with the Federal Government Voluntary Transfers Integrated System (SICONV), which adequately fulfills the expectations of service and transparency, but needs improvement in regard to government participation without state interference.  相似文献

The paper deals with identity management in cross-border and cross-sector communication in e-government. The new ALUCID (automatic, liberal and user-centric electronic identity) technology based on new principles of anonymous and automatic identity enables markedly different and simpler identity management with strong authentication support. This paper aims to compare ALUCID with PKI (public key infrastructure, a well-known identity management technology used in cross-border and cross-sector environment of e-government) from user's and government's point of view. It focuses on organizational aspects of eID issuing and verification, various interoperability issues, language issues, legislative framework variety, cultural differences and privacy protection issues related to identity use and management. The specific features of the ALUCID technology which was designed to support the specific needs of e-government in a cross-border and cross-sector environment are also described herein.  相似文献

This theoretical investigation claims knowledge management (KM) is about tacit organizational knowledge and people in the context of virtual organizations rather than information technology (IT) infrastructure. Some professional/academic discourses about knowledge management are examined. It is found that KM is the management of human (inter) actions, organizational learning, intellectual capital and business process re-engineering. The present world is subject to some structural and institutional transformations unprecedented. The education-a public goods, a product and a process at the same time, is not different especially, since late modernization and modernity make education an essential vector of development. The present study insists on the triad educational offer, education demand and institutional capacity. It starts from the imperatives of knowledge society in globalization era and re-defines the educational market in the context of late modernity. Although the approach of the educational supply, the demand of education and competition on the educational market aims at a factorial analysis initially related to the realities in Romania, the issue is extended globally. The demonstration is simple enough, though the potential capacity (and the real one) of any institution of higher education management must be mediated on educational market. To this effect, the study insists on the objectives and aims of educational management. The premise to fundamentally define this type of management is that the intelligent models, the creative models and the strategic models of thought may contribute to the development of institutional (organizational) culture with axiological appliance, giving both identity and openness to diverse education. The last two decades of human civilization has witnessed fast changing in polity, society, economy and almost every sphere of state activities. The era of new economic order and revolution in the information technology sector has compelled the public administration to adopt the new paradigms. However, the new concepts such as NPM, public choice approach and state minimalism are being questioned in the framework of welfare state and emerging needs of the regulatory administration. It has been realized by almost all the modern and democratic nations that the state and its instrumental part (public administration) are not the evils; rather they are inevitable institutions for mankind. Terrorism, cyber crimes, disaster management, economic meltdown, sustainable development, capacity building, international relations, development of heavy and basic infrastructure and protection of human rights etc. are the prime and exclusive functions of the public administration. The paper is based on a research which tries to explore, explain and develop a framework that would be used in the sustainable post-construction management of public housing estates. Literature review provides evidence of the extent of unoccupied, unfinished, vandalized, and abandoned social housing estates in the Niger Delta region of Nigeria, signifying that the availability and management of decent public housing estates in the Niger Delta of Nigeria are lacking because the post-construction management practice is not as good as it should be. The aim of this paper is to assess and set out the methodology and rationale for adopting a strategy to the research. It further, thus, examines case study design strategy that follows exploratory and explanatory methods and other research worldviews as alternatives in philosophy, approach and in research methodology. In addition, the paper draws out the significance of pragmatism as current practical world thinking that is a better answer to a research study aim, objectives and questions which focus on real-life situations. It argues that the development of a framework for use in the post-construction management of social (public) housing estates in a sustainable manner is needed; and that, using a pragmatic philosophical perspective and approach of worldview through a mixed method (qualitative and quantitative) in a case study design line of inquiry in the research methodology would be a better proposition to adopt in the study. The paper recommends that the issues of sampling, validity, reliability, the relationship between the researcher and the subject and other research quandaries are vital when deciding on an appropriate method.  相似文献

What are the extent to which and the means by which Canada's Aboriginals are involved in consultation and more importantly, partnerships with other political actors to achieve indigenous-based change? This paper examines this question in the larger framework of new public management (NPM) theory. NPM postulates that consultation involving public sector engagement with citizens (community engagement/ participation) will improve the quality of decisions regarding the content and delivery of policies and programs. The degree to which the public is empowered to engage with the public sector can be measured along a public participation spectrum, developed by the International Association for Public Participation (IAP2), which measures varying degrees of public participation resulting in different forms of consultations and/or partnerships (inform, consult, involve, collaborate and empower). This paper will examine the existing literature on public consultation and public participation which will help identify the level of Aboriginal involvement in the policy process. More specifically, this paper will examine the Government of Alberta's 2004 "Grades 10-12 Social Studies Consultation" and the Government of Canada's 2008 "Environment Canada's Aboriginal Consultations on Wastewater", each of which involved government initiatives to carry out consultation with various Aboriginal actors. Ultimately, this paper argues that the different levels of governments in Canada have only employed the first two stages of the public participation spectrum ("inform" and "consult") and therefore, have not empowered First Nations communities to become meaningful partners in the policy-making process and the democratic process at large.  相似文献

The business environment in which the financial industry operates is full of uncertainty and limitations. The inability of some firms in this sector to produce capable management that can guide the interests of shareholders in the light of ethics and values has generated frequent cases of business downturn. This has compelled the industry to adopt the strategy of corporate governance which hinges on the intellectual honesty of directors and management to promote transparency, equity, and accountability, and provide leadership that will guide the industry in the right direction. The major objective of this paper is to ascertain whether corporate governance is a strategy for corporate performance. The study made use of both primary and secondary sources of data. The survey research method and the data analysis techniques comprised of simple percentages and chi-square derived from Kendal coefficient. It discovered that corporate governance is a strategy for corporate performance and the financial sector has failed to improve their performance using this strategy. It was recommended that the regulatory agencies should constantly review the acts that ensure good corporate governance and embark on constant monitoring in order to sanction any defaulting bank.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

From a European perspective as referring to EU member states, which are receiving European financial assistance, the idea of assessment of the countries' administrative capacity represents a priority and an issue of concern not only for the new member countries but also for the all the member countries. Based on its functions, public institutions should perform an evaluation or measure their administrative and organizational capacity performance when significant changes occur, in order to facilitate the necessary improvements for their organizational and administrative capacity. Following these considerations, after studying the literature concepts about the administrative capacity and based upon an empirical research, this article aims: (1) to classify the European countries (EU27) according to their administrative capacity, based on some relevant identified indicators as following the European Commissions' reports from the official websites; and (2) to identify and analyze the influence and effects that strategic management and project management have on the administrative capacity of Romanian public administration using a survey which analyses the performance of the Romanian public administration.  相似文献

Facing the limitations of bureaucracy and the pressures of crisis and change, the government reforms in many countries adopted a discipline of new public management (NPM) by separating autonomous agencies (agentification) in the public sector. Nonetheless, there are still very few empirical studies of performance assessment of this type of agency. This paper has two main objectives: (1) to explore the governance and autonomy of nine independent agencies under the Ministry of Industry (MOI) in Thailand; and (2) to present performance assessment of these nine independent agencies. This study uses both qualitative and quantitative approaches in collecting data, including three focus groups, 37 in-depth interviews, and 3,428 questionnaire surveys. The paper applies the concepts of agentification of NPM to examine the multidimensions of autonomy and to evaluate the performance of the nine agencies, covering effectiveness, financial self-reliance, and the impact on industrial development. Finally, this paper discusses the effects of agentification and suggests policy and managerial implications as well as further research directions.  相似文献

The aim of this paper is to represent the concrete situation of urban remains regarding existing level of recycle rate, with managerial and runner's skills in this operation, funds and projects that are educe to this part and what is the perspective for the future. Malaysians firms have made inroads into the non-traditional export markets. Such ventures are expected to result in increased knowledge about the marketing systems that are posited to be different from the traditional export markets. This paper reports on the perceived improvement in marketing competencies of Malaysian exporters. The results of data analysis show that there are five dimensions of marketing competency. In ranking order, segmenting and targeting competency is ranked highest followed by product management, export management, product differentiation and promotion. Multiple regression analysis was performed to test the explanatory power of each marketing competency on export performance of firms exporting to China and ASEAN countries. The result revealed that none of the marketing competency explained the variation in export performance for the China market. However, among exporters in ASEAN countries, it was noted that promotion competency resulted in a negative impact on both measures of export performance. Product competency is positively associated with financial measure of export performance. Competencies in segmenting and targeting, and export management are positively associated with non-financial performance.  相似文献

The purpose of this paper is to emphasize on the growing importance of the intangible assets for a firm's sustainable competitive advantage--by considering both the features that a strategic asset must meet and the high potential of the intangible assets to fulfill those features. First, we outline the changing environment finns are operating in--at global and industry's level as well; second, we emphasize on the evolving theory of the resource-based view of the firm--as the main framework integrating all the assets of a firm and its relationships with the environment; third, we underline the need for organizational and managerial change and development by making the shift from tangibles to intangibles. We find that the theory in the field evolved within last years, but the conceptual framework is far from being exhaustive and unitary. The paper may be continued with the developing of a conceptual framework which is able to identify the specific intangible assets that may become strategic, their determinants, the interconnections between them, and their integration into successful competitive strategies. The practical implications of the paper consist in offering some guidelines for firms in the search of global competitiveness through the valorization of there intangible assets. The paper emphasizes that, in order to achieve sustainable competitive advantage, strategic management must develop a comprehensive, dynamic and innovative resource-based model--unique for each firm.  相似文献

This exploratory study examines the infrastructure of total quality management (TQM) in Kuwaiti public administration. The research was based on a questionnaire administered to a random sample consisted of 600 government officials from various Kuwaiti ministries. The basic elements of TQM which were investigated relate to work relations, administrative procedures, and professionalism. The objective of the study is to improve quality of public services through diagnosing and strengthening positive points, shedding light on the negative aspects, and giving recommendations on how to enhance services' quality. The study results showed that public administration employees are highly adaptable to TQM requirements. Statistically significant variations were found in adaptability to TQM requirements due to gender, age, educational level, job level, and work relations with regard to many aspects. It is recommended that decision makers in Kuwaiti public administrators take some measures to enhance TQM orientation such as simplifying administrative procedures, making greater compatibility between employees and type of work, investing more resources on continuing education of public administration employees and conducting field studies concerning adaptability of other government bodies (public institutions, public companies, etc.) to TQM requirements to see similarities and differences between them and the ministries in this regard and draw appropriate lessons.  相似文献

Housing is a centre for many socio-economic activities and often provides a mark of prosperity, social acceptance, and an element of urban development and growth in a country. However, it is suspected that the significance of housing to people in the Niger Delta of Nigeria is lacking because of poor post-construction management practice that is currently in place. At the same time, there are housing shortages, uncompleted, vandalized and abandoned social housing stock in the Nigeria Delta. This has been a continuing challenge facing people in this region as reported in previous studies. Therefore, the overall aim of the study is to develop a framework for the sustainable management of social (public) housing estates in the Niger Delta of Nigeria. This paper aims to set out the context for the research, identify its overall aim and objectives and thereafter considers issues related to the determination of an appropriate scope for the study. It argues that the management of social housing estates in a sustainable manner needs to adopt the principles of sustainability in combination with effective people-centred management and building maintenance practices. It further asserts that the development of such a framework would be a panacea approach in meeting the social housing challenges faced in the Niger Delta and in Nigeria at large.  相似文献
