The new information and communication technologies (ICTs) are radically redefining the world's social, economic and political landscape. People live in the information age and their environment and needs are changed by the development of ICTs. The Republic of South Africa as a democratic country also faces the challenge in the information age. The Government of South Africa has embarked on a number of measures to ensure that information and communication technologies (ICTs) play a vital role in society. The Department of Home Affairs (DHA) plays a central and indispensable role within the public service, impacting on the lives of all the citizens and the people who visit South Africa. The DHA has felt the pressures emanating from South Africa's transition to democracy and the tremendous growth in the demand for its services. It is important for the DHA to adopt the ICTs in its services to deliver them conveniently and efficiently to citizens. The paper presents the research undertaken of the present status and application of e-government in the Department of Home Affairs in Republic of South Africa as well as the analysis of challenges the DHA faces in the quest to deliver services with ICT. Feedback obtained from clients was reviewed with the aim of offering recommendations on how the DHA can improve service delivery using ICT.  相似文献

Although the village and town government is at the minimum level of political organization in the state administrative system, it is responsible for the layout and organization of rural public facilities, commonweal projects, and for providing the countryside with public goods and services. How they fulfill their duties have a direct impact on the rural stability and development and on the whole country and society. With the establishment of socialist market economy and faster rural urbanization, the functions of the village and town government have changed to a greater extent. However, in the social transition period, phenomena like "the vacancy", "the offside" and "the dislocation" still exist in the operation of the village and town government. Through function analysis of village and town governments, this article analyzes the problems which the public service faces in building a new countryside, and proposes the feasible ways in function restructuring to the public service orientation for village and town governments. These are of great realistic significance for the construction of new socialist countryside and public-service-oriented government.  相似文献

This article exercises theoretical analysis tax-for-fee reform in politics and governance perspective method and attempts to understand the logic of country in China. The article considers that it presents two kinds of very differences phenomena in politics and governance angle of view on China country "tax-for-fee reform". The reform has basically improved state-peasant tension relationship and enhanced political validity in political angle of view. But absenting on method and shrinking on resources of governance, town-village organization reduced supplies on public service and public goods, new governance crisis formed. If politics and governance deviate for a long time, political validity has the possibility to glide away because of new governance crisis.  相似文献

Over the last two decades, government has made essential changes in order to improve public administration functioning. These changes were driven by a new government philosophy. The key concept in this new public policy is to connect information society, and public administration. In this context, the purpose of this study is through analyzing the process of computerization of public administration to determine the specific services provided electronically to the National Revenue Agency (NRA) in Ministry of Finance. Ministry of Finance and NRA are the administrative bodies that are reformed significantly in this field. E-governance is a political concept and philosophy which includes principles and the public administration working mechanism. E-government is electronic services provision platform that uses information and communication technology. The extensive monitoring and analysis lead to conclusions in two key areas--legal and technical organization. The lack of consistency between governments and the total reorganization of some areas of the state causes difficulties in implementing cyber plan in administrative services. There are other essential weaknesses that corrupt the system electronic reforms. It is important to be created a digital broadband market in Bulgaria. This will integrate the network systems of Bulgarian official institutions in a common electronic network.  相似文献

Some Arab states witnessed a number of uprising, which ranged from violent reactions toward their people, such as in Syria, Libya, Egypt, and Yemen, while some countries were trying to prevent these revolutions by using different measures, in which can be described as "cosmetic surgeries", such as Morocco and Tunisia. There are a number of factors, which leads Arab states to what is known "the failed state". These states for more than three decades had failed to achieve a minimum of political stability, well-being, economic, and social development for their people, to keep up with global changes in political, economic, and social reforms. Some political factors affecting Arab uprising, including lack of political reform, democracy, human rights violations, illegitimate governments, and absence of anti-corruption policy. Arab states governments had failed to achieve the minimum requirement of economic development, to solve economic chronic difficulties in transitional economies, in fields, such as food and water security, human resources development, and economic development at local and regional levels. In addition, there are social factors ignite the Arab uprising. Including high rate of unemployment, deterioration of industrial and agricultural sectors, uncontrolled migration to cities consequently increase pressure on social services and economic development of cities.  相似文献

E-government is said to be an efficient and effective way of delivering government services to its customers. Web information accessibility and online transactional services increase transparency, openness of bureaucratic institutions and reduce cost of transactions. Global e-government surveys which portray the trend in countries' e-government readiness and stage of e-government maturity rank developing countries at the bottom. Based on the benefits reaped from e-government and the fact that some countries can progress than others; it is evident that e-government has become a development phenomenon to researchers and policy makers. Accordingly, the basic empirical question to researchers has been on what determines e-government maturity? To answer this question, it is important first to distinguish between e-readiness and e-government maturity in order to understand the intuition behind this question. E-readiness comprises of all prerequisite necessary to implement e-government while e-government maturity refers to the actual level of e-government progress a country has attained based on websites assessment. While macro factors such as level of Gross Domestic Product, human capital and ICT (information and communication technology) infrastructure are important in determining e-government maturity at the national level; they may not necessarily explain differences of e-government maturity among government agencies within the same country. In other words, why there are differences in e-government maturity among governmental agencies even in those countries which are ranked at the top. In this paper authors argue that organizational specific factors play a vital role in determining the stage of organizational e-government maturity. To accentuate the argument, authors provide one of the possible frameworks and respective propositions to indicate the influence of organizational specific characteristics on e-government maturity.  相似文献

This paper compares the educational system in the United States with those in two other countries. One is Sweden, a developed country that enjoys peace and social tranquility; the other is Iraq, a developing country that is torn by wars and tyrannical political systems. Based on such comparison and while acknowledging historic differences between the three countries, this paper will identify "cost of education" as a major causal agent in producing two social groups. The first group is a small, elitist cluster emerging as the leading force in all aspects of society and governance; the second group is a larger under-educated cluster, suffering from insufficient resources and forced into marginalization as voiceless, non-productive, non-competitive and expendable segment in society while plagued by poverty, or under unemployment, crime and economic hardship. In recognizing the limitation of access to education by the second group as the primary causal element in such disparity, this paper recommends "free access to quality education" as a fundamental right for all Americans and as an equalizer in correcting the American regime values in order to remain competitive in challenging.  相似文献

The last two decades of human civilization has witnessed fast changing in polity, society, economy and almost every sphere of state activities. The era of new economic order and revolution in the information technology sector has compelled the public administration to adopt the new paradigms. However, the new concepts such as NPM, public choice approach and state minimalism are being questioned in the framework of welfare state and emerging needs of the regulatory administration. It has been realized by almost all the modern and democratic nations that the state and its instrumental part (public administration) are not the evils; rather they are inevitable institutions for mankind. Terrorism, cyber crimes, disaster management, economic meltdown, sustainable development, capacity building, international relations, development of heavy and basic infrastructure and protection of human rights etc. are the prime and exclusive functions of the public administration. The 9/11 attack on US and 11/26 attack on India, plus the recent recession with the global warming worries have proved that we have to move towards state activism.  相似文献

The significance of minerals to states dates far back into history. They were primarily strategically important to equip the military. This is still the case, but over the last century, minerals have taken up a new and larger role for ensuring national security. World War II was attributed with Europe's mercantilist rule which was strongly based on the realist ideology. After World War II, classical liberal theory presented the means to reduce armed conflicts by increasing economic inter-dependencies among nations and became the foundation of a new economic order with economic liberalization at its heart. Simultaneously, economic security gained growing importance relative to military security, and the definition and scope of critical minerals also reached new dimensions. Over the last few decades, economic liberalization has given way to new players gaining position in global markets. Their increased demand together with the already vast demands of industrialized nations has increased competition in securing critical minerals necessary for economic growth. Not only has economic liberalization led to a free trade, but also to the deregulation of the financial market. This in turn has given way to more flexible financing methods in the minerals industry and inaugurated the consolidation of large firms. This paper explains the significance of non-oil minerals and discusses how economic liberalization has affected the demand and supply of minerals. It would go on to highlight emerging economies, especially China, and examine if liberalization holds in the race for mineral resources or if it will gradually crumple under the strain of securing them.  相似文献

At the beginning of the 21st century, a new situation has developed in Latvia as a result of social and economic transformations. Along with the formation of civil society, issues concerning the social, legal, and spiritual life of student population have come to the foreground. There can be observed new features of behavioural culture and standards of thinking, readiness to live in a democratic environment. The young generation perceives freedom and equality as necessary preconditions for varied activities, as an opportunity for individual's self-actualization. The institutions of higher education play an important role in the formation of social consciousness and serve as the environment for the development of citizenship. One of the most important subjects of educational environment is the aggregate of various student interest groups and clubs, the main purpose of which is to promote students' readiness to live in civil society by developing students' creative potential and public administration skills. The aim of the article is to study, analyse, and evaluate the experience of various student clubs and associations in the institutions of higher education in Latvia aimed at the development of citizenship.  相似文献

The concept of comprehensive national power (CNP) is proposed and developed by several Chinese scholars and academic institutions. Many material capabilities, for example, economic growth and military might, are incorporated into the concept to measure China's national power vis-h-vis other major powers, especially the U.S. This paper, however, contends that understanding China's CNP through material capabilities is only part of the story. Yet, China's political stability is by no means assured and fully incorporated into the concept. China has undoubtedly faced many threats and challenges to its political stability. Apart from the Two Ts' problem (Taiwan and Tibet), the conflict in Xinjiang not only threatens China's political stability since the establishment of the People's Republic of China (PRC) in 1949, but also affects its CNP as a whole. This paper concludes that measuring the genuine CNP should be based on the factors from which a country would earn or benefit, and also on those of which it would have to pay a price. Needless to say, the conflict and political instability in Xinjiang are an example of the price which China has to pay.  相似文献

The focus on networks in public administration has grown rapidly in recent years and prompts modifications of traditional planning and control systems of public entities. Public networks have been defined as a response to the criticalities of New Public Management and they represent a recurring approach for policy implementation and service provision in the theoretical framework known as New Public Governance. This article addresses the question whether public entities are aware of being part of a network and whether they have actually changed, as such, their planning and control system. Focus is made on the case of Italian regional governments which are particularly significant for different reasons. First of all, the recent process of administrative devolution and federalism in Italy has reinforced regional governments' powers and responsibilities as well as their importance as actors in the political and economic scenario, where they can influence the behaviours of many public and private organizations. Furthermore, Italian regional governments have extensive autonomy and so they can actually modify and integrate traditional documents of their planning and control system. The article proposes a framework for mapping different approaches toward being part of a public network. This framework can support the interpretation of the behaviour of public entities involved in networks and take the initiatives to develop them.  相似文献

This article is a just study about political situation in the Near East. Everything that is connected with Israel and Palestine is analysed shortly. Starting with the explanation of a Jewish concept, the society of the State of Israel is described. Being a non-integral society, it has deep roots in the Bible--in Jewish traditions. It is the only nation whose start of history is described in the Old Testament. So, Jews are not occupants who come from a strange country. Their ancestors used to live in Palestine for already 4000 years. A national or Zionistic movement united them for a great struggle--to re-establish the State of Israel. At the beginning of the 20th century, Jews used to be a minority in the land of Palestine while the majority was comprised by Palestinians. It is a wonderful national and religious phenomenon that Jews survived the horrors of Holocaust and did not lose the hope--to return to the land of Abraham. The war started between the Palestinians and Jews when independence of Israel was proclaimed. In the other part, the author will review the relations between the Jewish State and the Arabian world, and political system, and will try to provide the ways of solutions of the conflict for the peace and security in the Near East.  相似文献

The Nigeria's economy since its induction into the global capitalist mode of production has been an appendage and a satellite outpost of metropolitan capitalism. Incidentally, unlike their western counterparts, who owned the means of production of the economies of their respective countr/es, the Nigerian national bourgeoisies who took over the control of state productive resources at the country's independence however were weaned unto the national stage from weak material base. They, therefore, depended on the state for their reproduction and also owe their bourgeoisie status simply by seizing the apparatus of the state and appropriating state resources. As a result of their weak material base, they have at every point in time to devise economic frameworks that could always afford them unfettered access to state resources. Each of the economic models devised has always, however been dictated by the metropolitan capitalism and the imperative of shoring up the weak material base; so that while these national bourgeoisies mouth the slogan of indigenous origin, they merely attempt to cover their comprador status. Incidentally, however, these national bourgeoisies have no choice other than to accede to the dictates of foreign capitalism, even as the relationship between the two is mutually beneficial, albeit to the detriment of the majority of the citizens. At first, it was through heavy state presence in the economy and later the free market system. In each case, the Nigerian bourgeoisies however have had to justify their actions as informed by true nationalistic motive, to wit for the overall good and benefit of all. But evidence points to the contrary that whether with state-run economy or free market mechanism, the Nigerian economy remains a victim of primitive accumulation by the country's elites and its so-called national bourgeoisie.  相似文献

Along with rapid economic growth over the past several decades in China, wage and income inequalities have also widened over time. This paper analyzes the relationship between the labor market institutions and the labor market outcomes by focusing on the effects of China's compulsory minimum wages on wage inequality. The study chooses the year of 2004 as a starting point in consideration of the fact that the new regulation of minimum wages begun to implement in 2004. The main purpose of the study is to utilize quantitative methods to investigate whether the new regulation played a role in preventing wage inequality from further widening. The results show that, without the increases of minimum wages from 2004, the overall wage inequality could further widen in 2006. This observation holds true for male and female workers and for different regions. The paper concludes that China's compulsory minimum wages might raise the wages of poor-paid workers, but the system itself is only one instrument in helping poor-paid workers. To a large extent, the rise of workers' wages depends on tripartite collective wage bargaining. For China, where the real function of trade union has been questioned, solving the issues of widening wage and income inequalities still has a long way to go.  相似文献

Economics is the youngest of all sciences. Its task is to identify the secondary consequences, but it requires a perception of general consequences, including effects which are brought by an implemented or proposed economic policy not only to a certain special interests in short periods of time but also to a general interest for long periods, which somewhat contradicts the assumptions of many economic doctrines. Thus, the current state of economics or management science is difficult to be called autonomic. Economists "have opened" the domain previously reserved for "hard indicators" on the human aspects of the assessment of effectiveness. What is more, the discovery of regularity in the sequence and independence of market phenomena, in particular, a markdown role of the "invisible hand of the market" and "government interventionism" put into question the validity of the dogmas of traditional British or American schools, as a consequence of the operation of schools with the teaching of economics. This paper is the attempt to show the failure of the most popular scientific economical schools, including neoclassical ones in the area of human performance, comparing with Austrian School principles.  相似文献

The Macau economy has developed rapidly after the handover to China in 1999; the gambling industry made a great contribution to this development and continues today. However, overdependence of the unitary industry structure is risky; hence, diversity in economic development is essential to sustainable development in Macau. After Macau was listed in the "world heritage list" in 2005, Macau cultural heritage tourism as a new concept has been promoted by the Macau Government. This paper uses SWOT analysis to evaluate the strengths, weaknesses, opportunities and threats of Macau cultural heritage tourism. The excellent guidance of promotion from the government is needed in order to successfully create a positive image of cultural heritage tourism. Suggestions to promote Macau cultural heritage tourism are given in the last part of the paper.  相似文献

Smart specialisation is an innovative policy concept which emphasizes the principle of prioritisation in a vertical logic and has attracted a wide interest in recent years, being implemented in many national technology and innovation strategies. Clusters are considered to be a major driver of innovation and competitiveness and for years, have been assigned a key role in various economic development strategies around the world. The paper looks at the interrelationship between clusters and smart specialisation. While clusters are an important building block of Smart Specialisation Strategies ($3), cluster policies are also influenced by the concept of smart specialisation as they have increasingly started to target specific industries. The principal objective of the paper is to provide an overview and evaluation of the cluster policy pursued in Bulgaria during the last decade. The extent to which the country has used the principle of smart specialisation in its cluster initiatives is assessed. It has been argued that namely due to the lack of clear focus and prioritisation, Bulgaria's cluster policy proved to be highly inefficient. Finally, some policy recommendations for its improvement are put forward.  相似文献

Albania is a Mediterranean country where fruits and vegetables occupy an important place in the cropping systems practiced by the Albanian farms but also in the food consumption of the population. Today, the fruits and vegetables growers in Albania have low production capacity and difficulties in selling their products on national and regional market. Consolidation and increased coordination throughout the agri-food sector are rapidly reshaping the role of cooperative organizations in agriculture. Increased concentration, both up and downstream, raises the specter of the traditional cooperative role of counter-balancing market power. However, increasing demands for coordination among players throughout the agri-food system point to a different role in which cooperative organizations may have a unique advantage. The new and emerging food system (dominated by domestic urban market and export markets, regional competitiveness, globalization, etc.) with high demands for compliance with food safety and traceability disfavor the smallholders due to high coordination costs. The problem is exacerbated by geographic dispersion, low education, and poor access to capital and information. This article discusses about the New Institutional Economics (NIE) approach and the role of the cooperatives in ensuring greater participation of fruits and vegetables Albanian farmers in the domestic and regional market.  相似文献

From 2000 to 2012 the Latvian economy experienced four important events: (1) accession to the European Union in 2004; (2) the fastest GDP growth in the European Union and one of the fastest in the world in 2006; (3) the fastest GDP decrease in the European Union and in the world in 2009; and (4) resumption of economic growth in 2011. Such substantial changes during relatively short period of time make the experience of Latvia interesting in context of economic growth. Now Latvia has success in overcoming the consequences of the global economic downturn but the question which still remains relevant is the rationality of the branch structure of economy, because of high share of non-tradable sector in GDP. Such high fluctuations of the GDP during period analyzed, as well as requirements of the modem economy show the necessity to provide changes in the branch structure of economy. The most acceptable and popular direction in accordance with the strategy "Europe 2020" indicates that these changes should be in favor to the innovative manufacturing branches. On the other hand, the question--whether the changes in the branch structure of economy would be a tool for maintaining and providing the economic growth in Latvia--is actual. The importance and relevance of this question are reinforced by the fact that there is no consensus in the literature about the sequence of the economic growth and changes in the branch structure of economy. The article considers the linkage between economic growth and the changes in the branch structure of economy in Latvia, as well as search for sequence between these processes.  相似文献
