Measuring party support in Australia by constructing a “two‐party preferred” vote has had a profound effect, not only on the way political scientists, journalists, and politicians understand electoral “swing” and predict electoral outcomes, but also on their understanding of the party system, their thinking about electoral fairness, and their views about which party or parties can legitimately claim government. This article traces the origins — the maternity as well as the paternity – of the “two‐party preferred”. It documents its spread from federal to state elections, even as voting systems in some states have switched from exhaustive preferential to optional preferential. It discusses its wide‐ranging impact, and its implications for notions of electoral fairness and the legitimacy of election outcomes. It evaluates various criticisms of the concept — technical, pragmatic, and conceptual. And it notes the implications for marginal seat campaigning of the commonly observed “uniform swing”— implications completely at odds with the idea that marginal seats matter.  相似文献

Electoral law has been the subject of several High Court decisions in recent years, and this jurisprudence, as well as some of the political science literature, is canvassed here. I argue that there are serious constitutional question marks over Australia's system of “compulsory voting”. There are two particular constitutional arguments against “compulsory voting”. Firstly it infringes the implied freedom of political communication which the High Court has recognised since 1992. Secondly, it is inconsistent with the right to vote recognised by the High Court as being implicit in s7 and s24 of the Constitution. On this basis citizens entitled to vote should have the freedom not to do so (as is the case in many other representative democracies in which voting is voluntary).  相似文献

This article examines the implications of high levels of informal (or invalid) voting in Australian national elections using a social exclusion framework. The rate of the informal vote is an indicator of social and political exclusion with particular groups of Australians experiencing inordinate electoral disadvantage. Poorer voters, voters from non‐English speaking backgrounds and those with low education levels are especially disadvantaged by factors peculiar to the Australian voting experience. We begin by exploring the character and pattern of informal voting and then canvass the technical and socio‐economic factors which explain it. We conclude by considering proposed options for reducing informality, some of which are: the abandonment of compulsory voting, major structural change to the voting system as well as ballot re‐design, electoral education and community information initiatives.  相似文献

This article takes up the question of “crime writing” and rejoins the debate around whether such literature stands in for the “political novel” in postapartheid South Africa. What social function might crime writing be serving? Research by political economists and cultural anthropologists suggests that acts of writing in “social detection” mode (rather than “crime writing”) serve as an allegory for occulted sociopolitical conditions. Cultural difference is seen, once again, to play a pivotal role in the legitimation of power, and writers in the detection mode are correspondingly seen to be probing the possibility of a resurgence of “bad” difference. This notion, it is argued, is a key differentiator in an otherwise murky scene in which the borderline between licit and illicit, and right and wrong, has become obscure. While many South African writers are brought into the discussion, including but not restricted to crime authors, a key novel by leading crime writer Deon Meyer is read as a case study to illustrate the more general points made in the article.  相似文献

Contemporary manifestations of “neopopulism” are situated in an analysis of the role of political institutions in capitalist societies, and the idea of structural and institutional crisis. It is argued that “populist” and “neopopulist” discourse alike must be understood in terms of their relationship to specific conjunctural projects for the reorientation of capitalist reproduction. This approach directs attention back to the contrasting conjunctures in which classical populist and contemporary neopopulist political projects were launched. It also provides a basis on which contemporary projects which adopt elements of populist strategy and discourse can be compared and evaluated.  相似文献

An American political scientist employs regional electoral, economic, and demographic data across several transition countries—Hungary, Slovakia, Poland, Czech Republic, and Russia—to examine the effects of economic conditions on the electoral fortunes of thirty-two incumbent political parties in ten parliamentary elections. “Primary Incumbents” and “Other Incumbents” are distinguished in order to analyze how the “Degree of Incumbency” affects the relationship between economic conditions and election results for these two different types of incumbents in post-communist countries. The article points to new questions and methods for examining multiparty elections as well as for the relationship between economic conditions and voting outcomes.  相似文献

Throughout Latin America, particular business conglomerates have begun to sponsor their own political parties, building those parties on their own corporate assets. These “corporation‐based parties” represent a new wave of highly particularized conservative representation in the region. Indeed, corporation‐based parties have become a regular—though largely unrecognized—feature of contemporary Latin American party systems. This article develops a theory of how and why particular business conglomerates sponsor their own parties, provides substantial evidence for the existence of corporation‐based parties across much of Latin America, and uses a case study of a party built on a Panamanian supermarket chain to demonstrate how such parties are organized. In closing, it discusses the possible future for these parties in the region.  相似文献

During the 1880s there was fierce debate in colonial Australia and throughout the English‐speaking world about the functioning of increasingly democratic societies and especially who, in terms of race, class and gender, was qualified to participate in the political process. In this formative period of what later became known as the “White Australia policy”, minorities were under intense scrutiny and, within the settler population, the Catholic Irish were the most numerous minority. This paper discusses two controversial and widely‐reported 1881 articles by Melbourne writer, A.M. Topp. He argued strongly that the Celtic Irish were actually an “alien” race, fundamentally antithetical to English governance and morality. Mass Irish migration, in Topp's view, constituted a threat to the political stability and racial superiority of the whole English‐speaking world. Topp drew upon contemporary racial science and the works of leading intellectuals, but he was also influenced by political crises then occurring in the United Kingdom, the United States and Australia. Topp's articles, and the responses they elicited, highlight the complexities of race in colonial Australia by demonstrating that major racial differences were perceived by some to exist within what has often been portrayed as a largely homogenous “white” settler society.  相似文献

Mixed electoral systems seek to combine elements from different voting methods so as to maximise the numbers of individually accountable constituency MPs, while achieving more proportional outcomes in terms of parties' representation. This paper looks in detail at two kinds of mixed systems: variants of the Additional Member System; and AV Plus (or SV Plus). We examine how they would have operated in British conditions during the 1990s—how ballot papers would be structured, how voters respond to them and what electoral outcomes would have resulted. Both approaches offer good prospects for achieving a consensus amongst electoral reformers on an alternative to first-past-the-post elections. We also show how the Jenkins Commission's proposals can be located within the broader development of 'British AMS' by the Labour and Liberal Democrat parties. In addition, we quantify the main impacts of the policy choices which the Commission made in designing the proposed system to be submitted to a referendum. The British case will be a key one for the wider debate in political science about the endogenisation of voting system changes within party systems.  相似文献

This paper assesses collective voting as a specific mode of democratic decision‐making and compares it to secret voting. Under collective voting, voters gather in one place and decide by the show of hands. We theorise two potential advantages and two disadvantages of collective voting so defined. We then draw on original survey data from one of the largest polities practising collective voting, the citizen assembly of the Swiss canton of Glarus. We find that both the promises and pitfalls of non‐secret voting are exaggerated. Non‐secret voting’s suspected pitfalls – social pressure and abstention – do not generally materialise in our sample, although for women they do appear to be relevant to some extent. However, the promises of collective voting – enabling cue‐taking and discursive bridging and bonding – are equally realised to a limited extent only.  相似文献

The “turn to the market” by the Hawke Government (1983–91) began with the floating of the dollar and the de‐regulation of the banks, and later involved the privatisation of government assets. Though presented as a coherent re‐thinking of Labor ideology, an examination of the events leading to privatisation reveals an episodic process that was not inevitable. The genesis of the economic statement of May 1987, which first delineated “asset sales” and signalled later privatisations, shows that individuals could act as “policy entrepreneurs” and bring unexpected solutions to re‐defined problems. Important was David Block, one of a unique cadre of policy advisers – the “ministerial consultants” established in 1984 by the Labor government as part of its plan to control the public service, and all but abolished by John Howard in 1996. Though Block was not a typical consultant, his case shows how market‐oriented ideas entered government through new channels at that time, and how a political “reform” had consequences in the economy that were unintended by the early reformers. Ministerial consultants have received little attention hitherto but their case illuminates some of the dramatic policy shifts of the government and shows that a discourse (in this case about “administrative reform”) was reformulated to overturn old values about the role of government in the economy.  相似文献

In elections, voters sometimes compensate for post‐election bargaining processes by electing parties that are more extreme than themselves. We investigate compensatory voting in direct democracy. Our goals are to develop and test a measure of compensatory voting in direct legislation and assess its extent of compensatory voting. Empirically, we draw on the case of Switzerland, a country with frequent popular votes. We operationalize compensatory voting as voting ‘yes’ on a popular initiative in spite of endorsing arguments that speak against this initiative, under the condition of being well‐informed about the initiative. Using data from post‐ballot surveys on 17'570 individuals having voted on 63 popular initiatives in the period 1993 to 2015, our analysis shows that compensatory voting has not significantly increased in Switzerland in this period.  相似文献

Before 1874 and after 1964, the evolution of federalism and related political discourses is well known. Between these years, however, stretches a terra incognita, which this political‐historical essay tries to explore. This period was characterised by a steady shift of power from the Canton's to the Confederation, resulting in the frequent re‐grouping of federalists and centralists. Before the First World War, traditionalists from central and occidental Switzerland fiercely defended a confederalist vision. During the interwar years, things quietened down. The modern federal State organisation was no longer fundamentally questioned, and the debate focused on technical questions. The “geistige Landesverteidigung” (moral defence of the country against fascism) secured an enduring yet problematic place for federalism in Swiss culture by transforming it into the “unity in diversity” principle. After the Second World War, modernising forces resulted in the “executive and co‐operative federalism” that we know today.  相似文献

Noel Pearson is one of Australia's most prominent and influential Aboriginal intellectuals. This article examines a major idea in his writing: the “quest for a radical centre”. Through the concept of the radical centre, Pearson articulates both his desire to transcend existing policy paradigms and an ethics of partisanship which emphasizes the importance of listening to and negotiating with one's political adversaries. Pearson's development of this concept is explored in light of the role Pearson has played as leading advocate for Indigenous welfare reform, and especially his pivotal contribution to the public debate over the introduction of the Northern Territory Emergency Response Intervention by the Howard government in 2007.  相似文献

During the mid-1990s, Brazil experienced a rapid intensification of protest for land reform. Official land reform efforts also accelerated, and the issue became a central topic of public concern and debate. This article seeks to account for the abrupt intensification of collective action and to explain its relationship to the other changes, focusing on the political impact of two massacres of landless protesters in 1995 and 1996. These incidents forced authorities to accelerate land reform and to exercise somewhat greater caution in repressing the movement. The shifts in state behavior then helped to accelerate collective action. This argument lends weight to the idea that state repression against a social movement can sometimes serve to engender even greater protest. It also identifies a previously undescribed causal mechanism, political opportunity, linking repression to protest.  相似文献

What is the “Civilising Process” according to Norbert Elias? It is the history of the increase in interdependency links, and in their complexity, between individuals. From this perspective, the evolution of European society since the medieval period has seemed to follow a “determined direction” or a “constant orientation” defined by the passage to more and more globalising domination instances. Nowadays the debates arising from the building up of a political Union on a European scale lend new interest to the works of the German sociologist. Starting from the distinction between “objective” functional interdependence and integration, which suggests the development of a collective identity, Elias attempts to explain the gap between the arrival of a new “survival entity” and the growth of a new “definition of “we””. In the case of contemporary Europe, the persistence of national habitus which run counter political integration portrayed nonetheless as ineluctable have to be explained. In order to evaluate the originality of Elias' approach and its relevance to the present philosophical and political issues at stake, the author's “postnational intuitions” have to be confronted with the most recent theoretical orientations, including Dominique Schnapper's national‐democratic option and the “constitutional patriotism” of Jürgen Habermas.  相似文献

Australian Minister for Immigration and Border Protection, Peter Dutton, has framed the mid‐1970s immigration of Lebanese affected by civil war as Prime Minister Malcolm Fraser's “mistake”. His remarks sparked controversy in the parliament and the media. The issue became a contest of frames between the Murdoch media, which supported the Minister's “mistake” frame and argued his right to “tell the truth”, and the Fairfax media, which viewed the Minister as being “racist” for “scapegoating” the Lebanese community. Along with archival documents, this article examines the context and coverage of the Minister's remarks, noting that the frames presented in the media “indexed” those adopted amongst political elites, while failing to re‐examine the historical record. This case study demonstrates the power of framing and the media's tendency to accept rather than challenge frames used by those in the political contest, with the result that errors in the representation of history were never corrected. This article draws on framing theory and indexing theory and concludes that the “mistake” frame for the Lebanese feeds into narratives that serve to “other” Muslim and Arab groups, fanning fears and mobilising a discourse of Islamophobia around the exclusion of “undesirable” immigrants on the basis of “cultural fit”.  相似文献

In this article it is endeavoured to analyse the different functioning of “decentralised” (Switzerland) and “unitary” (Germany) federalism. This is done by discussing the cultural and political autonomy of member states, the possibilities of member states to control and influence federal decision‐making, the ways to implement federal legislation, and the redistribution of resources. There are, despite of “equi‐functional” structures, considerable similarities in the functioning of both countries. The predominance of a completely different discourse of justification in both countries explains the institutional and procedural differences and thus the different reform projects.  相似文献

Participation research on voting usually considers only one vote or election, and therefore separates citizens into the categories of participants and absentees. Consequently, low turnout often is discussed to mean that citizens are either not interested in or fed up with the political system. This paper argues that this cross‐sectional perspective severely underestimates political participation particularly in democracies in which citizens regularly are asked to vote using direct democratic ballot measures. Taking into account not just one but 15 ballot decisions simultaneously, this paper demonstrates that a majority of citizens participates only selectively, and therefore voluntarily chooses to abstain. Using official turnout data, which enables the tracking of individuals’ participative behaviour over time in a Swiss commune, this paper demonstrates that selective participation is indeed a relevant empirical phenomenon and presents first conclusions about who participates selectively and when these individuals are mobilized.  相似文献

In Western Europe, individuals and groups increasingly claim that publicly enunciated denigrating racial discourse inflicts an injury upon them, and inscribe this claim under the rubric of equality. By adopting a method of claim‐centered critical theorizing, I discuss the possibilities and implications of reading “claims of racialized discursive injury” as claims to equality. A review of contemporary political theorists concerned with equality and injurious discourse establishes the democratic relevance of claims of discursive injury. A discussion of Judith Butler's theory of performativity then identifies the properties of the injurable subject and of discourse's power. Finally, I specify how a postcolonial stance enables us to grasp the actualization of discursive injury as it resonates between past colonial inequalities and threats of future exclusion or death. This equality‐focused reading sheds light on the transformative potential of claims of racialized discursive injury for resignifying equality in contexts marked by “race” and postcolonialism.  相似文献
