Recent work finds that a decline in the incumbency advantage coincides with the rise of partisanship as a determinant of congressional electoral outcomes. While this work updates our view of congressional elections, it is unclear if this holds in the more candidate-centered and high-information electoral context of the U.S. Senate. In this paper, I address these two considerations by evaluating a theory positing that polarization conditions the influence of incumbency and partisanship as Senate election determinants. Using data on the entire direct-election Senate era and survey data, this paper finds that: (1) polarization provides a partisan advantage for candidates running in states in which they are members of the partisan majority and (2) polarization positively conditions the incumbency advantage for Senators representing states that favor the other party. These findings suggest that Senators may still successfully cultivate a personal brand in the face of growing ideological differences between the parties.  相似文献

The partisan advantage and incumbency advantage versions ofthe rational partisan business cycle model are tested. Bothmodels assume agents form weighted averages of partisaninflation rates during an election period, and differ only inhow the weights are formed which alters the form of businesscycles. The partisan advantage assumes fixed weightsdesignated for both major parties in each election, whereasthe incumbency advantage model assumes fixed weights forwhichever is the incumbent and opposition party in eachelection. The symmetric representation assumes each electionis a toss-up. This paper develops a model to explain candidates' strategic decisions to provide or withhold information about policy positions in the course of an election campaign. The analysis treats this problem as a game of imperfect information. Attention is focused on modeling voter suspicion of candidates whose positions are ambiguous. Specific numerical examples illustrate that candidate decisions about providing information via informative advertising depend upon candidate policy preferences, campaign fund endowments, partisan reputations, and incumbency status. The model also provides theoretical underpinnings for empirical findings regarding the effects of campaign advertising.  相似文献

Utilizing data that allows for the placement of both of the candidates running and voters on the same ideological scale, I model proximity voting in the 2010 House elections. I demonstrate that though the literature predominantly emphasizes partisanship and incumbency, relative distance from the candidates also plays a significant role in the voting decision. Additionally, I show that these proximity effects are conditional upon the type of candidate running and the individual's partisan attachment. In total, these results show that while the rates of partisan voting and incumbent victory are high in House elections, voters do consider ideological proximity and can punish candidates who take positions that are too far out of line.  相似文献

We use evidence from Indonesia's April 2014 legislative elections to study the relationship between incumbency, list position, candidate characteristics, and electoral success in open-list PR systems. Contrary to a recent literature identifying an incumbency disadvantage in other large developing democracies, we identify a consistent personal incumbency advantage in Indonesia. However, we argue that this advantage is mediated by party choices over how incumbents and newcomers are ranked on party lists, a key heuristic for voters in low-information electoral environments such as Indonesia.  相似文献

In this article we explore the personal vote costs of redistricting. After redistricting, incumbents often face significant numbers of new voters—voters that were previously in a different incumbent's district. Existing conceptualizations of the incumbency advantage suggest that the cost to incumbents of having new voters should be relatively small and predictable. We propose a different formulation: a variable incumbency advantage. We argue that any incumbency advantage among the electorate is a function of short-term effects, partisanship, and electoral saliency. We use a massive untapped dataset of neighborhood-level electoral data to test our model and to demonstrate how the intersection of the personal vote, redistricting, and short-term environmental variables can provide a healthy margin to incumbents—or end their careers.  相似文献

One of the most important developments affecting electoral competition in the United States has been the increasingly partisan behavior of the American electorate. Yet more voters than ever claim to be independents. We argue that the explanation for these seemingly contradictory trends is the rise of negative partisanship. Using data from the American National Election Studies, we show that as partisan identities have become more closely aligned with social, cultural and ideological divisions in American society, party supporters including leaning independents have developed increasingly negative feelings about the opposing party and its candidates. This has led to dramatic increases in party loyalty and straight-ticket voting, a steep decline in the advantage of incumbency and growing consistency between the results of presidential elections and the results of House, Senate and even state legislative elections. The rise of negative partisanship has had profound consequences for electoral competition, democratic representation and governance.  相似文献

This analysis assesses the effects of campaign activity, measured in terms of the campaign expenditures of candidates, on the outcomes of state legislative elections. The research utilizes election results from the 1978 elections for the state houses in California and Iowa. In addition, the investigation specifies the influence of partisan strength and incumbency on election outcomes. Two multiple regression models are estimated, one in which the partisan vote outcome is the dependent variable and one in which the vote of challengers is the dependent variable. Although the results of the inquiry underscore the partisan character of state legislative races, they also show that, akin to congressional contests, a challenger's campaign spending can sometimes have a greater effect on the voting outcome than the incumbent's spending. But these state legislative elections are largely partisan affairs in which bringing home the votes mainly involves support for political parties in the legislative districts and the intensity of campaign efforts represented by campaign expenditures.  相似文献

Using close election outcomes, we identify a personal effect of incumbency on the probability of seeking election, and seeking and winning office in subsequent elections for elected officials in an Open List Proportional System. In many cases Danish local elections creates an as-if random distribution of candidates that are elected or not, which is an ideal setting for a Regression Discontinuity design. The incumbency advantage has been studied to a great extent, though primarily in pluralistic electoral systems, while more recent studies have extended the scope to Proportional Representation systems. This study adds to this budding literature by showing an advantage in a new context and focusing on candidate level electoral returns under conditions where candidates are arguably least likely to benefit from incumbency.  相似文献

This article outlines a method for forecasting British general elections from national level vote shares at local elections. Although local elections are notionally ‘local’, the evidence suggests that they at least partly mirror national electoral fortunes. A simple general election vote share on local election vote share regression model that accounts for partisan differences and incumbency effects fits past data with reasonable accuracy. Based on the results of the 2013 and 2014 local elections, the model forecast a 56% probability of hung parliament, with a 78% probability of the Conservatives receiving the largest share of the vote.  相似文献

It is well‐established that prolonged left‐wing incumbency has a positive long‐term effect on welfare effort in terms of high levels of social spending and reduced levels of economic inequality and poverty. Prolonged left‐wing incumbency also influences the institutional set‐up of welfare states, in particular generating strong support for existing arrangements in countries with large welfare states. The issue ownership literature furthermore shows that the public comes to distrust right‐wing parties as defenders of the welfare state. In countries that have a tradition of left‐wing incumbency it is particularly important for right‐wing governments to compensate for the distrust of the public because of the popularity of the welfare state and strong vested interests. While right‐wing governments on average are negatively associated with social spending, there is a strong positive association between right‐wing government and social spending in traditionally left‐wing countries. It is even the case that right‐wing governments in these countries spend more on social welfare than left‐wing governments. This indicates that right‐wing governments are forced to compensate for the lack of public trust by being even more generous than the left.  相似文献

Partisanship often colors how citizens perceive real‐world conditions. For example, an oft‐documented finding is that citizens tend to view the state of the national economy more positively if their party holds office. These partisan perceptual gaps are usually taken as a result of citizens' own motivated reasoning to defend their party identity. However, little is known about the extent to which perceptual gaps are shaped by one of the most important forces in politics: partisan elites. With two studies focusing on perceptions of the economy—a quasi‐experimental panel study and a randomized experiment—we show how partisan perceptual differences are substantially affected by messages coming from party elites. These findings imply that partisan elites are more influential on, and more responsible for, partisan perceptual differences than previous studies have revealed.  相似文献

Does Quality Matter? Challengers in State Supreme Court Elections   总被引:1,自引:0,他引:1  
We assess whether quality challengers in state supreme court elections have a significant impact on the electoral successes of incumbents and whether the electorate seemingly makes candidate-based evaluations in these races. To address these questions, we examine 208 elections to the states' highest courts from 1990 through 2000 in the 21 states using partisan or nonpartisan elections to staff their benches. From a Heckman two-stage estimation procedure that takes into account factors influencing challengers' decisions to run as well as factors affecting the electorate's choices among candidates, we find that quality does matter. Experienced challengers significantly lessen the electoral security of incumbents, and the electorate appears to evaluate challengers' qualifications. These findings stand in stark relief to traditional notions that the electorate is incapable of responding to candidate stimuli beyond incumbency and that judicial elections inherently are an ineffective means for securing popular control over the bench.  相似文献

How are individual voters influenced by their social surroundings? Though numerous studies establish that voting behavior can be influenced by the social context, we lack a full understanding of how the actions of individual voters can be influenced by the composition of their social environment. In this paper, I develop and test a micro-level model of the operation of contextual influences on political behavior. The model specifies the effects of both personal contact and individual perception of the partisan nature of the local environment. The data show little support for personal contact as a mechanism of contextual influence, but reveal that perception of partisan dominance markedly enhances the impact of partisan identification on vote choice.  相似文献

A growing body of comparative studies on partisan hostility – a phenomenon known as affective polarization – is providing evidence that partisan affective polarization is generally no greater in the United States than it is in many European multiparty systems. This article takes the comparative literature on affective polarization one step further by presenting the first comparative study on affective polarization that simultaneously uses, compares and combines a direct measure of affective polarization towards voters (using the inter‐party marriage measure) and an indirect measure of affective polarization towards parties (using the like/dislike of party measure) while accounting for the fact that multiparty systems have numerous political parties. This is done by comparing the levels of affective polarization in the United States and Norway. The results show greater affective polarization in the United States relating to parties, but the differences between these two countries are indistinguishable from chance when focusing on the affect relating to voters. This provides empirical evidence that comparative evidence of negative affect towards parties cannot necessarily be generalized to suggest that there is comparative evidence of negative affect towards voters. Yet the results also suggest that negative feelings towards out‐parties move to some extent to the personal level in terms of negative feelings towards voters of these out‐parties.  相似文献

Most foundational theories of congressional representation were developed during an era of less polarized and less partisan politics. These theories viewed the incumbency advantage as buttressed by the fact that some constituents were willing to support legislators from the opposite party because of their “home styles.” But in an era of policy immoderation in Congress, this perspective leads to an assumption that citizens evaluate their members of Congress based on what those legislators do for them individually, rather than what they do for their districts more broadly. In this paper, we ask whether citizens take the interests of their fellow constituents into account when evaluating their members of Congress. Using both survey data and an experiment, we uncover support for the notion that citizens take a more communal view of representation as at least part of their evaluations of their representatives. This suggests individuals may have a more nuanced understanding of representation than purely self-interested approaches tend to assume.  相似文献

To date, most congressional scholars have relied upon a standard model of American electoral behavior developed in the presidential setting. This research extends our knowledge of Congressmen's incumbency advantages and their sources. Candidate preference is viewed as a function of the relative recognition and evaluation of incumbents and their challengers, as well as of Democrats and Republicans. In the recognition model, contact with voters and media effects are quite important, but there is no direct role for party identification. Evaluation is a function of personal contact and party identification, and media variables are insignificant. Relative recognition, relative evaluation, and party identification are three important predictors of candidate preference, and incumbency itself adds little beyond what is contained in incumbent recognition and evaluation advantages.An earlier version of this paper was presented at the 1980 annual meeting of the Western Political Science Association, San Francisco, March 1980.  相似文献

Divided partisan control of the American national government is not a new phenomenon. Of the 41 presidents from Washington to Bush, 20 saw the House of Representatives under the control of the opposing party. While divided control of government is nothing new, however, its recent causes are. Before 1955, divided control was due to election reversals in the off year - easily interpretable in terms of negative retrospective judgements or switched policy choices on the part of the electorate. After 1955, on the other hand, four of the seven presidents were elected with a House of Representatives controlled by the opposing party. By analysing data collected during the 1988 national elections, we distinguish between congressional and presidential ticket-splitting and find their causes to be complex. It is caused, in part, by congressional incumbency and ballot formats, but wider social forces are also responsible for ticket-splitting.  相似文献

A central explanation of fiscal performance focuses on the structure of the cabinet. However, the partisan context of cabinet decisions remains under‐explored, the findings are based on small samples and the variables of interest are often poorly operationalised. Using a new dataset of spending ministers and partisan fragmentation in the cabinets of 58 countries between 1975 and 1998, this study finds a strong positive association between the number of spending ministers and budget deficits and expenditures, as well as weaker evidence that these effects increase with partisan fragmentation.  相似文献

This paper estimates the incumbency effects using a large dataset on state legislative elections in India during 1975–2003. I use a Regression Discontinuity Design (RDD) that estimates the causal effect of incumbency by comparing candidates in closely fought elections. I find that there is a significant disadvantage to incumbency in Indian State legislative elections, and the adverse effect of incumbency has increased after 1991. Also, the incumbency disadvantage is higher in states that have lower availability of public goods such as health centers, and lower employment, poverty and per capita income.  相似文献
