Communities often rely on sanctioning to induce public goods contributions. Past studies focus on how external agencies or peer sanctioning induce cooperation. In this article, we focus instead on the role played by centralized authorities, internal to the community. Combining “lab‐in‐the‐field” experiments with observational data on 1,541 Ugandan farmers from 50 communities, we demonstrate the positive effect of internal centralized sanctioning authorities on cooperative behavior. We also show that the size of this effect depends on the political process by which authority is granted: subjects electing leaders contribute more to public goods than subjects who were assigned leaders through a lottery. To test the ecological validity of our findings, we relate farmers’ behavior in the experiment to their level of cooperation in their community organization. We show that deference to authority in the controlled setting predicts cooperative behavior in the farmers’ natural environment, in which they face a similar social dilemma.  相似文献

Anti‐vote‐buying campaigns led by NGOs and political elites denounce the practice as a crass economic transaction detrimental to democracy. Do potential clients stigmatize vote buying to the same degree, or does the mass public have a more conditional view of the acceptability of vote buying? We theorize that normative evaluations of vote buying vary based on individuals’ understanding of the transaction itself and abstract societal costs associated with the practice. We assess this perspective using survey experiments conducted in several Latin American countries that present hypothetical vote‐buying situations for evaluation by respondents, varying the socioeconomic status of the hypothetical client and the client's political predispositions. We find that the disapproval of vote buying is highly conditional on the attributes of the hypothetical client and that evaluations of vote buying depend on conceptions of the concrete benefits and abstract costs of vote buying as a part of electoral politics.  相似文献

What explains variation in individual attitudes toward government deficits? Although macroeconomic stance is of paramount importance for contemporary governments, our understanding of its popular politics is limited. We argue that popular attitudes regarding austerity are influenced by media (and wider elite) framing. Information necessary to form preferences on the deficit is not provided neutrally, and its provision shapes how voters understand their interests. A wide range of evidence from Britain between 2010 and 2015 supports this claim. In the British Election Study, deficit attitudes vary systematically with the source of news consumption, even controlling for party identification. A structural topic model of two major newspapers' reporting shows that content varies systematically with respect to coverage of public borrowing—in ways that intuitively accord with the attitudes of their readership. Finally, a survey experiment suggests causation from media to attitudes: deficit preferences change based on the presentation of deficit information.  相似文献

We study effects of wartime violence on social cohesion in the context of Nepal's 10‐year civil war. We begin with the observation that violence increased levels of collective action like voting and community organization—a finding consistent with other recent studies of postconflict societies. We use lab‐in‐the‐field techniques to tease apart such effects. Our causal‐identification strategy exploits communities' exogenous isolation from the unpredictable path of insurgency combined with matching. We find that violence‐affected communities exhibit higher levels of prosocial motivation, measured by altruistic giving, public good contributions, investment in trust‐based transactions, and willingness to reciprocate trust‐based investments. We find evidence to support two social transformation mechanisms: (1) a purging mechanism by which less social persons disproportionately flee communities plagued by war and (2) a collective coping mechanism by which individuals who have few options to flee band together to cope with threats.  相似文献

Many studies have examined Americans' immigration attitudes. Yet prior research frequently confounds multiple questions, including which immigrants to admit and how many to admit. To isolate attitudes on the former question, we use a conjoint experiment that simultaneously tests the influence of nine immigrant attributes in generating support for admission. Drawing on a two‐wave, population‐based survey, we demonstrate that Americans view educated immigrants in high‐status jobs favorably, whereas they view those who lack plans to work, entered without authorization, are Iraqi, or do not speak English unfavorably. Strikingly, Americans' preferences vary little with their own education, partisanship, labor market position, ethnocentrism, or other attributes. Beneath partisan divisions over immigration lies a broad consensus about who should be admitted to the country. The results are consistent with norms‐based and sociotropic explanations of immigration attitudes. This consensus points to limits in both theories emphasizing economic and cultural threats, and sheds new light on an ongoing policy debate.  相似文献

Existing research makes competing predictions and yields contradictory findings about the relationships between natives’ exposure to immigrants and their attitudes toward immigration. Engaging this disjuncture, this article argues that individual predispositions moderate the impact of exposure to immigrants on negative attitudes toward immigrants. Negative attitudes toward immigration are more likely among individuals who are most sensitive to such threats. Because country-level studies are generally unable to appropriately measure the immigration context in which individuals form their attitudes, this article uses a newly collected dataset on regional immigration patterns in Austria, Germany, and Switzerland to test the argument. The data show that increasing and visible diversity is associated with negative attitudes toward immigrants, but only among natives on the political right. This finding improves the understanding of attitudes toward immigrants and immigration and has implications for the study of attitudes toward other policies and for immigration policy itself.  相似文献

Rapid growth in the size of the Latino population has increased the ethnic diversity of urban neighborhoods, transforming the residential experiences of many black Americans. The competition for scarce resources is considered a central force in black-Latino relations and a source of anti-Latino sentiment among blacks. This article examines how the level and the distribution of economic resources within diverse areas affect black attitudes toward Latinos. Drawing on a multilevel dataset of individual racial attitudes and neighborhood characteristics, the analysis reveals that the relative economic status of racial groups is an important influence on black attitudes. In environments where Latinos are economically advantaged relative to their black neighbors, blacks are more likely to harbor negative stereotypes about Latinos, to be reluctant to extend to Latinos the same policy benefits they themselves enjoy, and to view black and Latino economic and political interests as incompatible. While the results suggest that diversity without conflict is possible, they make clear that the prospects for intergroup comity depend on some resolution of blacks' economic insecurities.  相似文献

Using hierarchical linear models fitted to data from the World Values Survey and national statistics for 35 countries, this article builds on the postmaterialist thesis by assessing the impact of economic inequality across and within nations on attitudes toward homosexuality. It provides evidence that tolerance tends to decline as national income inequality rises. For professionals and managers, the results also support the postmaterialist argument that economic development leads to more tolerant attitudes. On the other hand, attitudes of the working class are generally less tolerant, and contrary to expectations of the postmaterialist thesis, are seemingly unaffected by economic development. In other words, economic development influences attitudes only for those who benefit most. These findings have political implications, suggesting that state policies that have the goal of economic growth but fail to consider economic inequality may contribute to intolerant social and political values, an attribute widely considered detrimental for the health of democracy.  相似文献

Although states have long practiced pay‐as‐you‐go in financing their capital projects as a supplement to debt, academia has paid scarce attention to pay‐go financing. This study fills in the niche by providing empirical evidence on what determines the use of pay‐go in financing capital projects. It develops a model that considers the preferences of both voters and politicians when they make capital financing decisions in a given institutional setting. The empirical results suggest that the use of pay‐go is affected by a state's income level, its economic conditions, the presence of a divided government, as well as its budgetary institutions.  相似文献

This article introduces four innovations to the literature on administrative corruption. First, it employs a neo‐patrimonialism framework by addressing measurement, identification, and endogeneity issues that beset the literature. Second, unlike cross‐country studies, it uses firms as the unit of analysis. Third, unlike the conventional literature, the article uses large‐n (n = 8,436) panel survey data of key informants in 17 countries in sub‐Saharan Africa. Finally, unlike the conventional literature, the article focuses on a particular type of corruption: the supply and demand for bribery. The authors find that the uncertainty associated with neo‐patrimonialism has a strong, positive, and significant effect on the propensity of civil servants to demand bribes in exchange for services and for firms to supply bribes in exchange for winning government contracts. The results are robust to controls on the characteristics of firms and their regulatory environments. The article concludes with implications for research and practice.  相似文献

We examine the impact of political turnover on economic performance in a setting of largely unanticipated political change and profoundly weak institutions: the 2004 Orange Revolution in Ukraine. Exploiting census‐type panel data on over 7,000 manufacturing enterprises, we find that the productivity of firms in the regions most supportive of Viktor Yushchenko increased by more than 15 percentage points in the three years following his election, relative to that in the most anti‐Yushchenko regions. We conclude that this effect is driven primarily by particularistic rather than general economic policies that disproportionately increased output among large enterprises, government suppliers, and private enterprises—three types of firms that had much to gain or lose from turnover at the national level. Our results demonstrate that political turnover in the context of weak institutions can have substantial distributional effects that are reflected in economic productivity.  相似文献

Scholars debate the relative strength of economic and ‘socio-psychological’ sources of anti-immigrant sentiment. However, the literature often fails to distinguish legal from illegal immigration and therefore overlooks a major instance in which this debate is moot. To address this issue, we develop a theory that recognizes two different modes of evaluating immigrants: “attribute-based” judgment, in which respondents weigh immigrants’ desirability based on individual characteristics—human capital, race, language ability, and so on—and “categorical” judgment, which disregards these altogether. Categorical judgments arise when a policy issue triggers blanket considerations of justice or principle that obviate considerations about putative beneficiaries’ individual merits, instead evoking overriding beliefs about the desirability of the policy as a whole or casting the entire category as uniformly deserving or undeserving. We use experimental evidence from two national surveys to show that the principal distinction between attitudes toward legal and illegal immigration is not in the relative weight of immigrants’ attributes but the much greater prevalence of categorical assessments of illegal immigration policy, much of it rooted in rigid moralistic convictions about the importance of strict adherence to rules and laws.  相似文献

Public employees are expected to be good stewards of public resources and engage in pro‐environmental behaviors (PEBs). Using different categorizations of PEBs, this article examines whether public employees perform these PEBs in workplace and non‐workplace settings. The article further investigates how PEBs are influenced by salient characteristics of public organizations—that is, public service motivation (PSM) and civic participation categorized as civic engagement and cognitive engagement. Data were collected through a survey of public employees in two city governments in Florida. A structural equation model was employed to test the proposed model. Findings indicate that PSM has a positive influence on workplace PEBs and similar PEBs in the non‐workplace settings. Civic engagement has a positive influence on both workplace and non‐workplace PEBs. Barriers significantly moderate the effects of PSM and cognitive engagement on workplace and non‐workplace PEBs.  相似文献

What is the relationship between political institutions and air pollution generated by the power sector? Here we focus on the association between democracy and power generated from coal, the most polluting of all fossil fuels. Using a new dataset on coal‐fired power plants commissioned between 1980 and 2016 in 71 countries, we find that the relationship between democracy and coal varies according to the environmental Kuznets curve logic. Democratic political institutions at lower levels of economic development are correlated with increased commissioning of coal power plants, as governments seek to appeal to an electorate prioritizing economic growth and affordable energy access. As a country becomes richer, democracy comes to have a negative association with coal power, as clean air becomes a more salient issue for the public.  相似文献

A number of studies examining the effects of deliberative citizen forums have found that citizens taking part in deliberative processes experience changes in their policy attitudes. However, it remains unclear why these opinion changes occur, since most studies pay little attention to the communicative exchange that is expected to cause the observed changes. Within deliberative theory, there is an expectation that reasonable individuals should be amenable to changing their preferences as a result of the reflection induced by the deliberative process. However, apart from a few recent studies, there has been little empirical research that directly examines how the quality of the communication affects opinion change. This article fills this gap by examining what factors help explain the opinion changes that occur in citizen deliberation. To do this, the article uses data from a mini‐public organized in Turku, Finland, concerning the use of nuclear power. First, the extent and nature of the opinion changes that occurred as a result of the deliberation are established. Following this, the article examines the explanatory powers of a number of potential explanations: deliberative reasoning, sociodemographic inequalities and issue awareness. The results suggest that both deliberative reasoning and issue awareness are significant predictors, meaning there is no single explanation for opinion changes.  相似文献

In a representative democracy, we assume the populace exerts some control over the actions and outputs of government officials, ensuring they comport with public preferences. However, the growth of the fourth branch of government has created a paradox: Unelected bureaucrats now have the power to affect government decisions (Meier 1993; Rourke 1984; Aberbach, Putnam, and Rockman 1981).
In this article, I rely on two competing theories of bureaucratic behavior-representative-bureaucracy theory and Niskanen's budget-maximization theory-to assess how well the top ranks of the federal government represent the demands of the citizenry. Focusing on federal-spending priorities, I assess whether Senior Executive Service (SES) members mirror the attitudes of the populace or are likely to inflate budgets for their own personal gain. Contrary to the popular portrayal of the budget-maximizing bureaucrat (Niskanen 1971), I find these federal administrators prefer less spending than the public on most broad spending categories, even on issues that fall within their own departments' jurisdictions. As such, it may be time to revise our theories about bureaucratic self-interest and spending priorities.  相似文献

There is a tension in the policy field about the way that the policy process should occur and the manner in which evidence should inform policy decisions. This article presents findings from a qualitative study on the introduction of point‐of‐sale tobacco display bans in Australia to provide an insight into the way this public policy was introduced and the way that evidence was used and communicated to influence the policy outcome. This study highlights that tobacco control policy does not merely consist of a series of segmented and unconnected decisions. It is an ongoing process, whereby the acceptability of forms of knowledge has shifted over time. This has enabled the introduction of tobacco control initiatives on the basis of good judgement when there is a paucity of specific evaluation information to support a policy's introduction.  相似文献

This article examines the microeconometric evidence on the impact of government support for R&D and innovation. Our meta‐regression analysis uses a dataset of empirical evidence on the effects of government R&D policies on innovation and investigates the factors that may explain the differences in the estimated effects. The meta‐analysis is structured to include both the direct and indirect government support for R&D and innovation. The estimated results reveal the heterogeneity of empirical studies with respect to the type of incentive, data, and econometric methodology used. The results indicate that the output additionality effect is on average stronger for R&D tax incentives than subsidies. Studies that use the subsample of high technology sector show a stronger additionality effect of fiscal incentives on innovation. Moreover, small and medium enterprises have a stronger input additionality effect. The results also suggest that studies considered endogeneity issues have on average stronger additionality effect.  相似文献
