As crises grow more transnational in origin and effect, managing them effectively will require international cooperation. This article explores the dilemmas inherent to producing common crisis management capacities across national governments. Drawing on the literature related to "international public goods," the article builds an approach for understanding these dilemmas through the lens of collective action and the perverse incentives associated therein. The article applies this approach to cooperation in Europe on an issue that typifies the transnational crisis—the spread of communicable disease—and highlights obstacles to European Union ambitions to build a robust system for disease surveillance and control. Having isolated the obstacles, the article then identifies solutions to facilitate cooperation toward more effectively producing the good in question.  相似文献

Citizenship is increasingly viewed as a multiscalar social practice, constituted and contested at local, urban, national and transnational scales. This paper attempts to bring this insight to bear on the study of queer social movement politics. A multiscalar perspective, we argue, enriches our understanding of contemporary LGBT citizenship struggles. Using qualitative case studies of lesbian and gay organizing at the pan-Canadian and urban levels in Canada, the paper demonstrates the relationships that exist between and among citizenship struggles and practices across scales. Queer political struggles at the urban level diverge widely from those at the pan-Canadian level. By using a multiscalar approach, we are able to demonstrate these critically important political differences. The paper contributes to an understanding of multiscalar citizenship by showing the different forms of politics that are produced at different scales of social movement organizing.  相似文献

This article explores the impact of deportation, a state practice increasingly applied by European and North American governments, on notions of sociality in transnational social fields. In particular, it concentrates on the dynamics between formal citizenship on the one hand and the moral economies of belonging and membership on the other. Drawing on anthropological fieldwork in Cape Verde, where deportation is producing a new social minority, this article examines the confluence of social and formal legal practices of exercising membership in transnational fields. After summarising the constitutive features of Cape Verdean transnational social formation, the trajectories and perspectives of deportees are highlighted in relation to their family networks, as well as in their encounters with the wider society and state structures. It is argued that understandings of social inclusion and perceptions of membership are embedded in moral discourses on ‘law’ and ‘justice’ as they circulate within transnational social fields. In the context of forced return migration, citizenship emerges as an arena for claiming legitimacy and integration and likewise becomes a key mode of the formulation of conditionalities for integration and social exclusion.  相似文献

This article examines the place of internationalism in the theory and practice of social revolutionaries from the middle of the 19th century to the end of the 20th in order to shed light on the nature and meaning of national boundaries and their transcendence. Theories of ideology are brought to bear on the legacy of internationalist political thought, revealing the preconditions of its existence and viability. Finally, questions are posed as to the relevance of internationalist thought for contemporary politics in the context of so-called globalization. The author concludes that economic and technological trends will not result in the automatic revitalization of transnational forms of political identity outside of the context of transnational political organizations.  相似文献

Why do private governance initiatives trigger greater participation in one country than another? This article examines the domestic dimension of transnational regulation through a case study of private sustainability governance in Argentina. Drawing from theories of contentious politics, the argument poses that the resonance of transnational private governance is shaped by the semantic compatibility of “incoming” sustainability programs against national political culture. Analyzing the limited participation of Argentine actors in contemporary sustainability initiatives, the article claims that the validity and relevance of sustainability programs is affected by three dimensions of national political culture accentuated over the last decade: a politicized model of state‐society relations, the low visibility of environmental matters, and a widespread anti‐corporate culture. By examining the ideational fundamentals of the “politics of resonance” in Argentina, the article makes a relevant and original contribution to transnational regulation literature, highlighting the need for theoretical accounts and empirical analyses that address domestic and cultural variables as fundamental pieces in transnational norm diffusion and effectiveness.  相似文献

This article studies the multiple connections between contemporary structures of German and Turkish citizenship, and German-Turkish migrants' own practices of citizenship transcending national borders. Hence, the citizenship structures of the two countries and the ways in which they shape and are shaped by the migrants' civic activism shall be exposed in a dialogical way. It will be argued that German-Turks constitute a transnational space, making it imperative that the existing institutions of citizenship in both countries respond to their globalized and transnationalized experiences. Addressing the literature on transnational space, citizenship studies, diaspora studies and cultural studies, and referring to a survey conducted among German-Turks, this work will briefly refer to the production of transnational space by immigrants of Turkish origin and their descendants in Germany and the use they make of the means of globalization, which provide them with a set of diversified habitats of meaning away from their country of origin. Subsequently, it will claim that the traditional framework of national citizenship has been superseded as transmigrants have become mobile between their countries of origin and of settlement in a way that may require dual citizenship as well as dual loyalty, allegiance and orientation.  相似文献

In times of multiple crises and a looming partial breakup of the European Union, the question of what binds Europeans together appears more relevant than ever. This article proposes transnational attachment as a novel indicator of sense of community in Europe, arguing that this hitherto neglected dimension is substantially and structurally different from alternative ones such as cross‐border trust and identification. Combining Eurobarometer 73.3 data on ties between all EU‐27 countries with further dyadic data, it is shown empirically that the European network of transnational attachment has an asymmetric core‐periphery structure centred on five extremely popular countries (the United Kingdom, France, Germany, Italy and Spain). In line with transactionalist theory, cross‐border mobility and communication are strongly related to transnational attachment. Furthermore, the article demonstrates that the network of transnational attachment is much denser among those with a higher level of education than among those with a lower level. The results suggest that offering European citizens incentives to travel to peripheral countries may help counterbalance the current asymmetric structure of transnational attachment, thereby increasing Europe's social cohesion.  相似文献

Network theory is a valuable tool for understanding how transnational human rights advocacy emerges and develops; how norms become salient; and how nongovernmental organizations (NGOs) gain prominence within networks. This article evaluates political network theory through the case study of the transnational lesbian, gay, bisexual, transgender, and queer (LGBTQ) advocacy network. Through interviews with key figures at human rights and LGBTQ NGOs, I suggest that the transnational LGBTQ network emerged through contestation with the human rights gatekeeper, Amnesty International, and its US section, AIUSA. This process of contestation would produce a specific type of gatekeeper activism that would become a defining feature of the network. Over time, the network would evolve from a collection of national groups engaging in direct action to a highly professional and international network with a dual focus on movement building in the Global South and the advancement of LGBTQ rights at the United Nations.  相似文献

Abstract

In this article, I explore the institutional and symbolic construction of aesthetic nationalism in Colombia around a fetishization of women’s surgically exaggerated breasts and buttocks. While political scientists have focused almost exclusively on the internet and social media, other technological advancements have altered the relationships between state and society, public and private, and bodies and national inclusion. Combined with the transnational flow of ideas, goods, and people and a political economy that embraces cosmetic surgeries as a development model, this intersectional analysis suggests that aesthetic nationalism in Colombia has recentered the female body in the practice of nationalism, communicating political information, belonging, and power. Based on archival research, direct observation, and elite interviews, I argue that cosmetic interventions play a key role in conferring citizenship rights and defining the borders of the political community. This study contributes to our understanding of how intersectionality can help explain the ways in which technology shapes national body politics, disrupts conventional modes of political communication and representation, and positions the body at the center of contemporary citizenship practices.  相似文献

The World Trade Organization (WTO) arguably shapes regulatory governance in more countries to a greater extent than any other international organization. This article provides a new framework for assessing the broader transnational regulatory implications of the WTO as part of a transnational legal order (TLO) in terms of four dimensions of regulatory change that permeate the state: (i) changes in the boundary between the market and the state (involving concomitantly market liberalization and growth of the administrative state); (ii) changes in the relative authority of institutions within the state (promoting bureaucratized and judicialized governance); (iii) changes in professional expertise engaging with state regulation (such as the role of lawyers); and (iv) changes in normative frames and accountability mechanisms for national regulation (which are trade liberal and transnational in scope). In practice, these four dimensions of change interact and build on each other. The article presents what we know to date and a framework for conducting further study of such transnational legal ordering.  相似文献

Many domains of transnational policy are now governed through dynamic, multilevel governance processes, encompassing transnational, national, and subnational scales. In such settings, both membership of policy communities and distributions of authority within them become more fluid and openly contested—increasing the importance of the politics of legitimation as a basis for distributing influence over policy processes and outcomes. Drawing on insights from theories of organizational and institutional legitimation, this article theorizes three distinctive strategies of policy influence exercised by transnational actors in multilevel governance settings, through which strategic efforts to legitimize transnational actors and forums are deployed as means of transnational policy influence. The three strategies involve: transnational field building, localized network building, and role adaptation. The effects of these influencing strategies on policy processes and outcomes are illustrated with reference to the case of Indonesian land governance, in which highly dynamic, contested, and multiscalar governance processes lend our theorized strategies particular salience.  相似文献

This article explores how and why social movement organizations negotiate their presence in, and demands on, multiple public spheres. We analyse the strategies of two social movement organizations, Free Gender in Cape Town, South Africa, and Sister Namibia in Windhoek, Namibia. Free Gender elected to withdraw participation from a governmental task team convened to address the issue of homophobic violence, despite the opportunity this offered the organization to participate in national politics. Sister Namibia, by contrast, decided to maintain its public presence despite experiencing political homophobia from the ruling party, the South West African People’s Organisation. We contribute to the literature on public spheres and social movements by demonstrating the need to consider the overlapping nature of public spheres in South Africa and Namibia at the local, national, and transnational levels to account for activists’ strategic decisions.  相似文献

Debates about institution–building within the European Union focus on how national power and transnational representation and accountability should be organized institutionally within the context of regionalism. An "institutional balance" allows the EU to benefit from administrative capacity and the representation of both national executives and national electorates while not being transformed into either a transnational political system or a traditional federation. The Treaty of Nice laid the groundwork for enlargement by re–examining issues of representation that had previously been accepted as givens. In so doing, the member states made clear that the evolution of the EU was going to be subject to uncertainty and institutional fluidity.  相似文献

The relationship between political parties and voters is usually analysed in a national framework. However, the majority of states worldwide allow their emigrant citizens to have an absentee vote. This article analyses how parties confront the challenge of mobilising voters across borders. It presents an analytical framework for comparing the scope of party transnational mobilisation strategies across different electoral systems. Drawing on a contextualised qualitative analysis, the article analyses transnational electoral mobilisation of the emigrant vote in recent elections in Spain, France, Italy and Romania. The analysis shows that a cost–benefit analysis of electoral incentives explains the scope of transnational campaign efforts of many of the political parties. Yet the article also suggests locating the analysis of party strategies in the particular context of the transnational electoral field, including the high dispersion, uncertainty and volatility of the emigrant vote and the overlap between the electoral arenas among emigrants and at home.  相似文献

Subnational mobilisation literature has tended to focus on EU members and either their establishment of liaison offices or the engagement activities of their subnational administrations (SNAs) with the EU institutions in Brussels. Extending this scope to include cases from a candidate state, this article aims to enhance our understanding of such processes by proposing a four-stage model for subnational mobilisation in the EU. The model includes: growing awareness; changing organizational settings; building transnational activities; and conducting EU-level activities in Brussels. Based on 65 semi-structured interviews with representatives from local and national institutions in Turkey and EU institutions in Brussels, this work evaluates six SNAs from three Turkish cities (?zmir, Samsun and Diyarbak?r) between 1999 and 2013. Findings reveal that patterns of subnational mobilisation can vary significantly within a single candidate country, owing mostly to organizational-level factors and region-specific factors related to how particular administrations are embedded.  相似文献

The global palm oil value chain has grown in complexity; stakeholder relationships and linkages are increasingly shaped by new public and private standards that aim to ameliorate social and environmental costs while harnessing economic gains. Regulatory initiatives in the emerging policy regime complex struggle to resolve sector‐wide structural performance issues: pervasive land conflicts, yield differences between companies and smallholders, and carbon emissions arising from deforestation and peatland conversion. Identifying opportunities for more effective governance of the palm oil value chain and supply landscapes, this paper explores disconnects, complementarities, and antagonisms between public regulations and private standards, looking at the global, national, and subnational policy domains shaping chain actors’ conduct. Greater complementarities have emerged among transnational instruments, but state regulation disconnects persist and antagonisms prevail between national state regulations and transnational private standards. Emerging experimental approaches, particularly at subnational level, aim to improve coordination to both enhance complementarities and resolve disconnects.  相似文献

This article examines an aspect of transnational activity that is often neglected, namely the transnational activism of the far right. It uses a case study of the British National Party (BNP) and the Nationaldemokratische Partei Deutschlands (NPD – German National Democratic Party) in order to explore how its leaders and activists share ideas and information, policy and praxis, and how this is employed in the development of a strategic ‘master frame’ that they believe will allow them to overcome the limits of purely national activity in a globalised world. It explores the evolution of the links between the two parties, their nature and indeed the limits of such transnational activism upon national ‘frames’ in order to present a historical overview of the diffusion of ideology and strategy within the contemporary European far right.  相似文献

Corporate social responsibility (CSR) is increasingly being promoted as an instrument for global governance to address the regulatory vacuum surrounding transnational business activities and as a method for encouraging business to contribute to sustainable development at the national level. Originally a business-driven, American concept, CSR has now been adopted and promoted by a wide range of governments and multilateral institutions. However, the socio-political model underlying CSR is far from neutral and may conflict with existing models in the societies in which it is introduced. In this article a typology of possible governmental interpretations of CSR is developed, and how CSR is transformed and adapted in its meeting with Nordic governments in order to fit the “Nordic Model” of state-market-society relations is analyzed. The analysis suggests that pre-existing political-economic institutions and cultural norms deeply affect the interpretation of CSR, and that this, when combined with ongoing national political processes, leads to a highly transformed concept of CSR.  相似文献

The expansion of transnational civil society challenges the regulatory reach of nation-states, both individually and collectively. One regulatory challenge is that transnational civil society organizations (TCSOs) can avail of opportunities to engage in, or facilitate, transnational rent-seeking in ways which benefit a small group of organizations or individuals but which impose significant social costs. This article suggests that certain roles played by TCSOs lend themselves to rent-seeking behaviour and it explores the hypothesis that TCSOs can engage in, or facilitate, transnational rent-seeking where they constitute transnational special interests and/or private transnational authorities. To this end, the article outlines a brief theoretical framework and applies it to case studies of two TCSOs, representing transnational trade associations and industry lobbies, and sports associations and regulators. While the conclusions here are tentative, the article argues for further research including refinement of the theoretical framework and empirical testing.  相似文献

Direct elections to the European Parliament have a transnational as well as a national dimension. Up to the present, the national dimension clearly dominates, however. In the course of the 1984 election campaign, issues concerning the structure, functioning and development perspectives of the European Community's political system generally were of minor importance. The same can be stated for transnational actors and their activities. In spite of the various campaign activities of the Commission of the EC, the European Parliament with its political groups and the European party federations, the dominant part of the campaign was played by national actors. It is arguable that the 1984 election, compared to 1979, even saw an actual ‘renationalization’ of politics, a further diminution of the already modest importance of the transnational dimension.  相似文献
