A case study of the evolution of gambling laws in Australiais the vehicle for an analysis of changing patterns of diversityand uniformity in state policies. A pattern of diverse responsesto the gambling problem in 1930–1960 is explained as theexpression of distinctive state political and other factors.In accounting for the rapid adoption from 1960 of a uniformpolicy in each of the states, explanations are sought both inthe changing nature of these differences and in the interactiveeffects of membership in a federal polity. Particular attentionis paid to the role of "policy learning" among the states andto the "domino effect" of state-by-state adoptions. It is concludedthat such "federal effects" can account for diversity givingway to uniformity in outputs, and that this uniformity doesnot imply a rejection of underlying rationales for federalism.  相似文献

Despite widespread adoption of Porter's Industrial Cluster Theory as a policy development framework by federal and state governments over the past decade, Australia remains significantly below the OECD average in terms of its industries' economic contributions to real wealth creation ( Brown 2000 ; OECD 1998 ). The major cause cited for this relatively poor performance has been inability of key government officials to implement effective industry policy that simultaneously avoids de facto protectionism and distortion of competition. This article provides an insight into the key policy decisions undertaken by the Tasmanian state government that coincided with development of an internationally successful shipbuilding industry in that state. As such, this article provides a reflection on policy initiatives that may be valuable for government officials elsewhere.  相似文献

The arts and cultural sector has historically relied on funding from state and federal levels of government. Increasingly, however, local government has become a source of distinctive cultural policy making and a provider of significant funding for arts and cultural activities. The paper notes the relative absence of analyses of the role of local government in policy literature. It argues that with the recent proliferation of dedicated local cultural policies and plans, the attention of scholars is warranted. Through an analysis of the cultural plans of five local councils around Australia, the paper argues that the distinctive feature of cultural policy at the local level is a function of local government's proximity to its constituents, flexibility in decision‐making and the discretionary nature of its expenditure.  相似文献

Local governments play a critical, albeit often overlooked, role in nuclear waste disposal policymaking. The centrality of local governments in the policymaking process rests on the simple fact that impacts will be borne disproportionately by local jurisdictions hosting and immediately adjacent to waste disposal sites. This article focuses on the capacity of local jurisdictions in Southern and rural Nevada to absorb and support an undertaking as large and technically complex as the proposed high-level nuclear waste repository. The article also examines the perceptions of local government officials concerning a number of management and policy issues related to the construction and operation of the proposed waste repository.  相似文献

Throughout the OECD, governments have been contracting out an increasing range of goods and services. Against this background, this article outlines the case for, and assesses the merits of, placing the purchase of governmental policy advice on a more competitive basis. Two options are given particular attention: first, the creation of an internal market for policy advice within the public sector under which departments and other government agencies would tender to supply specific policy outputs; and second, a more radical option under which public and private sector organizations would compete for the contracts to supply governmental policy advice. Drawing on the insights of the new institutional economics, it is argued that neither option is likely to enhance the efficiency or effectiveness with which policy advice is produced, whether under conditions of short-term or long-term contracting. This is due to the likelihood of: only partial contestability (due, among other things, to asset specificity in the form of transaction-specific expertise and trust); a greater risk of opportunistic behavior by the suppliers of advice (and also, under some conditions, by the purchasers); higher agency costs and transaction costs; and greater problems with respect to horizontal and vertical policy coordination. Such considerations suggest that the widespread reliance of governments on relatively permanent advisory institutions and in-house expertise can be explained and justified on the same theoretical grounds that have prompted the contracting out of other publicly-funded goods and services.  相似文献

The problems of coordinating the development and implementation of public policy are legion. While such problems are most commonly associated with large federal systems, they can arise with equal force and complexity in small, highly centralized, unitary states such as New Zealand. This article has four main purposes. First, it briefly surveys some of the recent literature on the nature of coordination and the mechanisms for enhancing policy coordination in government. Second, it outlines the nature and causes of the coordination difficulties that have been encountered in recent years in New Zealand. Third, it explores the various attempts which the Labour government (1984–90) and the National government (1990–present) have made to overcome these difficulties. Finally, the article considers some of the lessons which emerge from New Zealand's recent experience.  相似文献

State governments in the United States have enthusiastically embraced the idea of managing for results. This appears to represent a victory for New Public Management policy ideas transferred from New Zealand, the United Kingdom, and Australia. The managing for results doctrine that emerged from these countries called for an increased focus on results but also increased managerial authority to achieve results. In return, it was claimed, governments would enjoy dramatic performance improvement and results-based accountability. This article assesses the implementation of public management reform in the United States and argues that the managing for results doctrine has been only partially adopted. State governments selected some of the New Public Management ideas but largely ignored others. In short, state governments emphasized strategic planning and performance measurement but were less successful in implementing reforms that would enhance managerial authority, undermining the logic that promised high performance improvements.  相似文献

The 1996 Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) lists marriage as one of the major strategies for reducing welfare dependency among clients of the Temporary Assistance for Needy Families (TANF) Program along with work requirements and time limits. President George W. Bush has allocated over $240 million to the individual states to create programs to promote and sustain marriages, with specific attention given to encouraging marriage among the low‐income, welfare‐reliant population. We suggest that this policy is based upon a specific gender ideology that seems to ignore the reality of the lives of poor women with children and may be, as some critics suggest, an attempt at “legislating patriarchy.” In this work, we trace the social changes that shaped this ideology, present the options the states have taken to encourage marriage, discuss flaws in the philosophy and implementation of these policies, and provide suggestions for improving program design.  相似文献

In Australia, there is a laissez faire approach to regulating government advertising but, over the past ten years as accusations of misuse for partisan purposes have grown, many external policy actors have tried to achieve a change in policy. This article traces the history of these (failed) reform attempts. This case study is of interest because it is an example of a government demonstrating long‐term resistance to reforms that are quite modest by international standards and despite attempts by usually influential policy actors to propel reform. This article draws particular attention to the role of the Auditor‐General and demonstrates the growing politicisation of the issue in an environment where those who seek to investigate and comment upon government advertising are severely discouraged.  相似文献

During the last several decades, state officials increasinglyconcluded that their interests are not adequately representedin national policymaking and sought to increase their influencethrough the constitutional amendment process, the federal judiciary,and the political process. This article evaluates the extentto which these institutional mechanisms were effective in advancingstate interests during the 104th Congress. United States Constitutionalamendments were improbable and ineffective devices. Litigationwas slightly more successful, though it provided an uncertainsource of long-term security for state interests. Efforts towork through the political process, either through securingthe passage of legislation that increases congressional responsivenessor by engaging in direct lobbying, were moderately effectiveunder certain conditions.  相似文献

This paper reports on interviews conducted between 2010 and 2013 with senior officials involved in Australian federal environmental policies over the past 30 years. It examines whether they have a prior sense of whether an environment policy is likely to succeed and their experience of the key factors driving environment policy success. Most interviewees claimed a strong prior sense of policy outcomes, but their expression of the key factors indicating success (consultation, clear objectives, a clear mandate, and a strong evidence base) varies from the usual emphases found in the public policy literature. The research illuminates the ways in which the policy officials at times exert a greater role than that suggested by the Westminster conventions or the policy theory literature. Not emphasised in the literature, yet pivotal for success in the vexed space of environmental policy, was the self‐directed yet at times skilful policy ‘agency’ exhibited by officials.  相似文献

In major disasters, local communities are often on their own for several hours or days. Local governments can play a key role in taking the initiative to protect their citizens. This essay compares the experience of New Orleans before, during, and after the catastrophe of Hurricane Katrina with the performance of Qinglong County, China, during the Tangshan earthquake of 1976. Qinglong County exemplifies local government taking initiative in risk assessment, decision making, operations, information sharing, and communications.  相似文献

U.S. energy and climate policy has evolved from the bottom‐up, led by state governments, and internationally recognized for the use of unconventional and innovative policy instruments. This study focuses on policy instruments adopted throughout the era of state energy policy innovation that aim to diversify, decentralize, and decarbonize the electricity sector. Specific attention is devoted to the renewable portfolio standard, net metering, interconnection standards, tax incentives, public benefit funds, and energy efficiency resource standards. This analysis synthesizes the findings from the energy policy literature and provides a summary of the current state of understanding about the effects of various state energy policy instruments, and concludes with a discussion of broader trends that have emerged from the use of policy instruments in the state energy policy innovation era.  相似文献

Despite an increasing interest in party‐state relations, the functions political parties as organizations fulfill in the government apparatus are rarely theorized or empirically examined. Instead of focusing on citizen demands toward parties, this article focuses on the demands of government. It argues that party organizational linkages help integrate an increasingly complex government apparatus. To substantiate this claim, it analyzes the impact of party linkages on policy coordination within and across subnational governments in the United States, Canada, and Switzerland. The analysis shows that: (1) the extent to which processes within different policy fields are connected—policy integration—is shaped by the relative strength of party organizational linkages rather than being a mere reflection of institutional divisions and (2) depending on the party configurations predominantly governing at the subnational level, policy integration within subnational governments either facilitates intergovernmental policy coordination or accelerates cross‐jurisdictional conflict between them.  相似文献
