社会福利领域的新马克思主义是分析福利国家危机的重要路径.欧费发展了马克思的观点,提出资本主义的自我瘫痪趋势.他指出为了克服这种趋势,资本主义开始实行福利国家保障战略和行政性再生产战略,最终形成了福利国家.然而旨在维持商品交换关系的福利国家的各种政策、措施却是去商品化的策略,它排斥商品交换关系,侵蚀商品形式,福利国家的产生导致了资本主义更深层次的矛盾.欧费认为只有通过新社会运动达到生态社会主义才能解决这一难题.欧费的理论对中国福利转型有一定借鉴意义.  相似文献

Several scholars have claimed that we are currently witnessing a growing saliency of so‐called ‘corporate social responsibility’ (CSR). Yet, while there is a lot of work suggesting that public opinion might prompt firms to behave in socially responsible ways, there is a lack of empirical studies exploring the extent ordinary to which citizens actually support CSR. Moreover, the state is conventionally theorised as the main institutional device for governing markets and their social consequences, and there is a growing literature exploring the relationship between CSR and the state. On the basis of these observations, this article juxtaposes public attitudes towards CSR and state intervention in the market. Considering that attitudes might vary across groups with different structural relationships to the firm, this study also looks at the social bases of support for different attitude profiles. Using Swedish survey data collected in 2011 and latent class analysis, the empirical results demonstrate that most Swedes in favour of CSR are highly supportive of state intervention in the market. The study of social cleavages restates this pattern: social groups with fewer marketable resources are strongly over‐represented in supporting a combination of CSR and state intervention in the market. No clear social profile is found for the relatively small group of people who support CSR but not state intervention. It is concluded that voluntary CSR is unlikely to offer a serious full‐scale alternative to the welfare state: Swedes continue to think of public authorities as the ultimate institutional guarantor of social welfare.  相似文献

From the 1930s to the 1980s, Swedish politics was based on the assumption that social change could be accomplished through a specific political and administrative process. National politicians decided the aims of policy, government commissions of inquiry engaged experts who compiled available knowledge, Parliament turned the resulting proposal into law, a civil service agency implemented the policy and local authorities put it into effect. This rationalistic model of social steering can be called 'the strong state'. This article documents the fall of the strong state. It also argues that these changes to the output side of government have troubling im-plications for the operation of democracy. The reason is that the strong state model provided citizens with a reasonably clear idea of how public policies were – or should be – produced and implemented. As a result of the strong state's decline, the link from elections to policy is partly obscure, partly broken. The question for the future is whether the strong state will be replaced by some new model that provides the necessary focal points for debates on public policy, or whether stable norms will remain absent due to an inherently obscure division of labour within Sweden's policy-making and administrative structures.  相似文献

The article contributes to two central and interrelated discourses in welfare state theory and housing policy. One concerns the meaning of a 'right to housing' , and the other concerns the meaning of the dichotomy 'universal'–'selective' in housing policy . The right to housing is best seen as a political 'marker of concern' pointing out housing as an area for welfare state policy. The more precise meaning of the idea is always defined socially, in a specific national context of relations between state, citizen, and markets in housing provision. Two alternative interpretations of a right to housing are suggested, each related to a certain logic of housing provision. In a selective housing policy, the state provides a 'protected' complement to the general housing market, and the right to housing implies some legalistic minimum rights for households of lesser means. In a universal housing policy, the state provides correctives to the general housing market in order to make housing available to all types of households, and the right to housing is best seen as a social right in Marshall's meaning of an obligation of the state towards society as a whole. The concepts of 'universal' and 'selective' may be applied to either the political discourse or the social outcome of policies. Furthermore, they may refer to different political levels (e.g. welfare state level, sector level, and policy instrument level). If the dichotomy is not specified in those two respects, the distinction between a universal and a selective policy will always be seriously blurred.  相似文献

The role of the Social Democrats in the establishment of the Scandinavian welfare state has been challenged in recent years. Institutional legacies have conditioned post-war Social Democratic reforms, and the bourgeois parties have played a larger role than so far acknowledged. By exploring the origin of five core policies of the early Danish welfare state, it is shown that policy legacy theses cannot account for the pattern of policy organization. Focusing on party and class dynamics, it is demonstrated that the bourgeois parties, and in particular the Liberals, had a crucial influence on the choice of funding model and administrative structure. The distributional and administrative interests of core constituencies shaped the preferences of the bourgeois parties decisively.  相似文献

The article argues that new economic ideas have exerted an independent causal effect on policy change in three major areas in the Danish welfare state: unemployment insurance, early retirement, and taxation. Thereby the Danish case bears resemblance to the paradigmatic shift from Keynesianism to monetarism in the United Kingdom. However, in the Danish case this paradigmatic shift did not coincide with a political shift to a right-wing government. This makes it possible to disentangle the intimate relationship between ideas and interests. It is argued that the Danish case provides one of the clearest examples of the independent causal effects of economic ideas because the Social Democrats pursued policies that compromised with the party's historically rooted positions and with the preferences of their electorate. Ideas and solutions did not come in one fixed package, however. But the new paradigm established some basic premises that were not up for discussion.  相似文献

In what way does corporatist representation change the behaviour of participating organizations? The classical question is whether the interest organizations' representatives are captured or not. Sweden is one of the countries in which the class-based interest organizations are heavily represented in the central public administration. The importance of corporatist arrangement in this area in Sweden is due to the fact that the task of implementing government policy is largely given to semi-independent directorates. Since the early 1970s, the major business organization in Sweden has been strongly demanding cuts in public spending. As it is represented in some of the most important, and expanding, public agencies of the Swedish welfare state, it could be expected that their representatives would demand a decrease in the agencies' yearly budget proposals. During a ten-year period (1974–1983), there is no sign of such behaviour of the business organization's representatives in these corporatist institutions. On the contrary, business in Sweden can be said to have been more generous with the taxpayers' money than both Social Democratic and bourgeois governments have found possible. Assuming that both its general demand for cuts in public spending and its specific action in the corporatist institutions are rational, it is discussed how this seemingly contradictory behaviour of Swedish business can be explained. The starting point for the debate about corporatism is the organizations' increasing influence on the state. The Confederation's standpoint is that this influence has now reached such a level that there is need for a change On various occasions. representatives of other interest organizations have also emphasized the importance of keeping a clear-cut distinction between the area of political responsibility and the area of the organizations' responsibility. In political issues it is the politicians' duty to weigh up the different judgments and standpoints and to come to a common public interest. The interest organizations' task is to pursue their special interests. These interest organizations should not take part in decisions in the political sector. I f this were to happen the special interests would have too much influence on the political decisions.  相似文献

The ‘new politics’ perspective in welfare state research holds that class‐based parties and unions have lost some of their influence and that they have been replaced by client organizations that are capable of resisting retrenchment pressures. However, scholars within the ‘power resource tradition’ contend that class is still fundamental and that client interests are weak in corporatist countries with a strong labour movement. It is argued in this article that scholars within the power resource approach have focused too much on social insurance programmes and traditional forms of political participation, and that this has made them blind to client protests. An empirical study of political efforts to close down nighttime emergency surgery in Swedish hospitals is presented. The Swedish counties planned to close down emergency surgery in 17 hospitals in the period 2003–04. The political proposals to close down emergency departments were met with strong protests from client groups, and politicians often withdrew their proposals of closures. In this case study, politicians claim that it was client protests that made them withdraw a decision to close the emergency surgery. This result suggests that client protests are politically important and diverges from the expectations deduced from the power‐resource approach but lends credibility to the theory of the new politics of the welfare state.  相似文献

Theories of redistribution inspired by the Downsian model receive little support from empirical investigation. In this article I argue that one of the possible explanations is that the standard Downsian theory, and the empirical specifications derived from it, ignore electoral turnout. Empirical evidence consistently shows that higher-income citizens are more likely to vote; office-seeking candidates should therefore include this probability in their objective function. As a consequence, the pivotal voter is not the median in the income distribution, but is generally richer. Moreover, an increase in income inequality does not unambiguously increase the political demand for redistribution, as most literature takes for granted. Including turnout in the model restores the compatibility of the Downsian theory with current empirical evidence. A regression analysis on panel data for 41 countries in the period 1972–98 confirms the importance of turnout as an explanatory variable for social spending.  相似文献

For the welfare state the last 30 years have witnessed a turbulent transition from the ‘Golden Age’ of expansion to a ‘Silver Age’ of permanent austerity. This shift has been the result of external pressures and of internal transformations of domestic economies and social structures. Permanent austerity has entailed incisive institutional adaptations and has been accompanied by a ‘new politics’, centred on a plurality of ‘blame avoidance’ strategies on the side of parties and governments. The article summarises and discusses the main factual developments since the mid-1970s but it also surveys the main strands of academic debates on both the expansion and the crisis phases. The author argues that comparative welfare state research has been one of the liveliest fields of political economy – a field marked by important analytical and theoretical advances and by the accumulation of relevant and systematic empirical knowledge about a key institution of the European political landscape.  相似文献

This article makes an argument that using the term race and considering structural racial discrimination as such and the impacts on it of European colonialism are needed for Sweden’s observance of universal human rights. This argument is contrary to the view of the Swedish state and challenges an image of Sweden as a champion for universal human rights without any colonial history or racial problems of its own.  相似文献
