Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.  相似文献

International networks of Islamic ‘terrorism’ have served as the most popular explanation to describe the phenomenon of political Islam since the 11 September attacks. This paper argues that both the self-proclaimed doctrinal Islam of the militants and Western perceptions of a homogeneous Islamist threat need to be deconstructed in order to discover the often ambiguous manifestations of ‘official’ and ‘opposition’ Islam, of modernity and conservatism. As a comparison of two Islamic countries, Egypt and Malaysia, which both claim a leading role in their respective regions, shows, moderate Islamic groups have had a considerable impact on processes of democratisation and the emergence of civil society during the quarter century since the ‘Islamic resurgence’. Shared experiences like coalition building and active participation within the political system demonstrate the influence and importance of groups such as the Egyptian Muslim Brotherhood, the Islamic Youth Movement of Malaysia (abim) or the Islamic Party of Malaysia (pas). These groups have shaped the political landscape to a much larger extent than the current pre-occupation with the ‘terrorist threat’ suggests. The gradual development of a ‘culture of dialogue’ has rather revealed new approaches towards political participation and democracy at the grassroots level.  相似文献

This article illustrates the recruitment profile of the Civil War cohort of the Communist Party of the Soviet Union from 1919 to 1921.It disputes the traditional historiography, which presents the party as undergoing a linear process of decay and corruption ending in the period of the careerists of the Brezhnev period. Instead it demonstrates that even in the early period of the revolutionary republic the party was an attractive prospect for those wishing to attain position and privilege. Once it had shown itself to be the victor in the conflict, the party enjoyed considerable popularity in unexpected regions, attracting ambitious young peasants from the peripheries of the former Empire.  相似文献

Historical research is challenging when studying informal spaces like urban slums, where extant scholarship is limited, government data are sparse or absent, and populations change rapidly due to eviction, environmental shocks, and the everyday churn of migration. Moreover, written materials and political ephemera generated within slums are rarely preserved in accessible state archives, limiting the usefulness of conventional archival research. In such contexts, the discovery of informal archives—unmapped, non-systematized collections of materials kept by individuals and groups in the spaces under study—can contribute to the reconstruction of local histories. This article draws on 20 months of fieldwork in India’s urban slums to offer insights on the collection and use of informal archival materials. These materials afford an intimate look at how the urban poor organize and make claims on the state. Their analysis, however, involves inferential challenges. Researchers must consider how processes of production, preservation, and provision shape the content of gathered historical materials and thus the inferences that can be drawn from them. Beyond urban slums, informal archives are likely to be useful sources of historical data for a range of studies in comparative politics, especially those that focus on informal institutions and local quotidian politics.  相似文献

Through a comparison of protracted domestic conflicts in Liberia and Mozambique this paper evaluates several standard explanations regarding the roles of leaders, third parties and domestic social forces in resolving or continuing civil wars in Africa. The paper finds that no single account of how peace is achieved is sufficient to explain the continuance of violence in Liberia and the successful attainment of peace in Mozambique. Rather, an explanation that can accommodate the divergent outcomes of conflict in the two countries must combine insights from elite, structuralist and agency‐based approaches. Furthermore, the paper addresses the ways in which the construction of social organisations, particularly women's groups, during wartime affects the direction of donor funding and the shape of reconstruction efforts after the peace is signed. We illustrate our argument by examining the efforts of leaders, third parties and local actors, particularly women, to perpetuate violence or to bring about peace in Liberia and Mozambique, and the gendered contexts in which donor aid is distributed in the postwar period.  相似文献

There is a growing global demand for Northern universities to provide fieldwork opportunities in ‘conflict zones’ to students in applied International Relations (peace and conflict studies, post-conflict studies, human rights, development and related fields). This demand is generated in macro-level or structural dynamics emerging from three sources: the hiring criteria of major international organisations, competition between universities for fee-paying students and the social commodification of ‘authentic’ or ‘real’ life experience. At the micro level these dynamics can manifest themselves in exploitative relations, two of which are explored here. First, substantial inequalities (or a ‘benefit gap’) may arise between student researchers and their research subjects. Second, student researchers may find themselves in extractive relations with their research subjects. These dynamics lead to a situation in which some of the world’s most vulnerable people are objectified as learning resources for students enrolled in (predominantly Northern) universities. The article argues that these dynamics are a problem of global politics, not just research ethics or pedagogy. It concludes with recommendations for reducing the potential for exploitation in educational fieldwork.  相似文献

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.  相似文献

This paper will examine processes of democratization and “nationalization” with specific reference to the Second Polish Republic (II Rzeczpospolita) and the interwar period. Starting from a consideration of broader theoretical concepts concerning transformation processes and their relation to the analytical categories of gender and ethnicity, it will discuss the introduction of political rights for women in 1918 as a case study for the role women’s suffrage played in the process of democratization. A closer examination of the activity of three selected female members of parliament – a Polish, Jewish, and Ukrainian MP – in the Polish parliament will help to clarify if and how gender and ethnicity mattered in political institutions. It is argued that especially their speeches, by addressing specifically political demands in a certain way, that is, how they spoke in the name of their sex, nation, and ethnicity, show a close interlinkage between democratization and nationalization during the Second Polish Republic. From this will emerge a more general outlook on the extent to which the recognition of women’s suffrage molded the basis for equality between women and men, and if the legally guaranteed equality really included all citizens of the Polish state.  相似文献

Russian foreign policy thinkers have used a succession of geopolitical imaginaries to articulate a Russian role and identity in the post-Cold War era. This essay analyses one such spatial project, the idea of ‘Greater Eurasia’, which imagines a new geopolitical geometry centred on Sino–Russian cooperation. The ‘Greater Eurasia’ discourse provides a new role for Russia in international affairs but also makes far-reaching claims about the nature of the emerging, post-liberal world order. The essay concludes with an analysis of the main challenges to the ‘Greater Eurasia’ project.  相似文献

Since 2001 many countries have adopted anti-terrorism laws that limit civil liberties and expand law enforcement powers in the name of national security. Counter-terrorism legislation is promoted through several international channels, most notably the United Nations Counter-Terrorism Committee, but the USA is clearly seen as the driving force. This article examines the politics surrounding the recent development and implementation of anti-terrorism laws in the Third World and the implications for ongoing processes of democratisation. In some countries the adoption of anti-terrorism laws has provided leaders with the tools they need to silence critics and punish political opponents. In others the introduction of such bills has actually encouraged debate and fostered civil society activism, much of it anti-American in tone. In either setting the Bush administration's twin foreign policy goals of strengthening international security and promoting democracy may be creating more cynics than friends.  相似文献

How accurate is it to speak of a Polish russophobia today? The historic view of Poland as the easternmost bulwark of Western Christianity has involved an ‘othering’ of Russia that may be less salient following Poland's membership in the European Union. Elite and citizen attitudes towards Russia since 2004 are analysed and, in particular, the impact of the nationalistic policies of the Kaczyńskis promoted between 2005 and 2007 is assessed. Data indicate that Poles' attitudes have shifted from a fear of foreigners, including Russians, in part because of an increased sense of collective security, in part because of newfound economic confidence. The 2010 Smolensk air disaster that resulted in the deaths of many Polish leaders has been a valence issue in Polish domestic politics, but has generally advantaged politicians opposed to fanning fears of Russia. Since 2007, the two Tusk-led governments have registered Poles' mixed attitudes towards Russia more faithfully than the Kaczyńskis' leadership did. This has served as the basis for engaging in more cooperative foreign relations with Russia.  相似文献

Through a focus on the UK's ‘High Value Migrants’ programme, this article directs attention to how commercial migration laws and policies of developed countries could negatively affect the global South. Drawing mainly on insights from criminology and development studies, it investigates how the commercial migration laws and policies, specifically the aspects that deal with encouraging or attracting ‘high-value’ foreign entrepreneurs and investors, make the state potentially complicit in corruption and underdevelopment in the global South. There is an important need to address the implicated migration laws and policies as a critical and integral part of international efforts to combat corruption and promote peace and development in the global South. Reform of such laws and policies is in the long-term interest of all stakeholders.  相似文献

The rise of authoritarian great powers has raised questions about the dominance of the liberal democratic model and has led to a perception that the relative balance between democracy and authoritarianism is shifting. Consequently, there is increasing interest in and concerns about the diffusion of alternative ‘models’ of political and economic development. Given that China's impressive economic development has led to growing military strength and geopolitical prestige, evaluating perceptions of the legitimacy, effectiveness, and applicability of that country's model of ‘illiberal capitalism’ is a good place to start. This paper evaluates whether the ‘China Model’ or ‘Beijing Consensus' is gaining traction internationally through a content analysis of eight years of US and non-US media sources. It finds that concerns about the beginnings of an anti-democratic ‘reverse wave’ are exaggerated and that at the present time there does not appear to be a decisive shift in favour of a model of authoritarian-capitalism.  相似文献

In 2004, Local Government Studies published an article in which I reflected on the implications of new Labour’s modernisation agenda for the remaking of local government and the reshaping of the welfare state. Here I return to some of the issues raised in that paper in the different context of localism, austerity and dreams of urban entrepreneurialism. I argue that exploring the changing meanings of the local, as a contested political as well as geographical category, is a fundamental task for those of us seeking to understand the nature of contemporary local government; the wider processes of state restructuring which frame it; and the possibilities of local politics.  相似文献

We analyse Russian state media’s framing of the Euromaidan protests using a novel Russian-language electronic content-analysis dictionary and method that we have developed ourselves. We find that around the time of Crimea’s annexation, the Kremlin-controlled media projected media narratives of protests as chaos and disorder, using legalistic jargon about the status of ethnic Russians and federalisation, only to abandon this strategy by the end of April 2014. The shift in media narratives corresponding to the outbreak of violence in the Donbas region gives credence to arguments about Putin’s strategic, interests-driven foreign policy, while adding nuance to those that highlight the role of norms and values.  相似文献

Drawing on a Polanyian analysis of the land question, this article aims to analyse both Western and Indigenous cosmologies of Abya Yala—the name that indigenous peoples give to the American continent—to understand the relationship between human beings and land and nature. These cosmologies are at the heart of the way in which two distinct societies construct their regional space, one from ‘above’, the other from ‘below’, and they are therefore key to understanding today’s climate change problématique. Following this nexus it is argued that, since the end of the Cold War, a new regional ‘double-movement’, unleashed by the quest for land and natural resources has been in the making. This is a superstructural or legal battle between Western transnational regime-making and a law that originated at the ‘centre of the Earth’. The article explains both regionalisms and the dialectical interaction between them and demonstrates that Karl Polanyi’s legacy remains relevant for the 21st century.  相似文献

The article examines how Russian criticism of the normative power Europe (NPE) has evolved. Initially Russia insisted that NPE arguments covered realpolitik. However, two new approaches have recently emerged in Russian reporting on human rights in the EU. One is the demonstration that the EU does not qualify as a normative power. Another is the development of an alternative interpretation of human rights. Russia has, therefore, mastered all NPE critiques. This has occurred as the result of a change in how Russia views international relations. Moscow’s ultimate goal has, however, remained unchanged; it is to reaffirm its equality with key global players.  相似文献

In the period 1946–1948, 13,721 Polish miners were repatriated by the state from France to Poland. The repatriation was vital to the development of coal mining. This repatriation was distinct because it did not involve returning to Poland people who had been displaced during the war. These Poles had emigrated to France during the interwar period. After a successful start, when over 5,000 men and their families came to Poland in 1946, the project came to a halt. Poland was not a welcoming environment for these men and France wanted to retain them.  相似文献

Northern donor policies relating to building a common future and building peaceful states and societies go to the heart of national and international security agendas. This article critiques the concept of commonality between donors and recipients and within recipient countries. It argues that the policies are problematic from the perspective of security theorising, both in their mooted ‘commonality’ and in terms of the political intervention that they imply. Historically security has been competitive and founded on compromise rather than commonality, and the internal legitimacy of states has been contested domestically, rather than ‘built’ from outside. Using the example of the Democratic Republic of Congo, the article argues that the ahistorical assumptions of these policies and the activities they license have entrenched specific forms of insecurity. There have been some returns to the donors and implementing partners but also some costs, which had not been calculated, as lessons have not been drawn from past experiences.  相似文献
