This article traces the on-the-ground mobilization and recruitment strategies of Ukraine's radical right party, Svoboda (Freedom) in the years prior to its 2012 electoral breakthrough. Ethnographic fieldwork and in-depth interviews with Svoboda party leaders and activists in Galicia show how party leaders strategically created an organizational structure aimed at recruiting young people, making linkages with pre-existing nationalist groups, and shifting the ideological focus away from cultural and toward economic issues. Interviews with party activists reveal how personal networks were key in the recruitment and radicalization process, showing that radical right activists were radicalized, or “made,” through political participation. Consequently, Svoboda's organizational capacity allowed the party to take advantage of a political opportunity – Yanukovych's unpopularity and weakened national democratic parties – in the 2012 parliamentary elections.  相似文献

Since the end of Communist rule, Ukraine has undertaken three major electoral reforms, moving from a single-member district majoritarian system, to a mixed-member system, to a closed-list proportional representation system, and back to the mixed-member system. Some argue that political parties are primarily motivated by the desire to maximise seats or improve their ability to impact on policy. I argue that existing theories of electoral reform often assume that parties are unitary actors during electoral reform. My analysis of electoral reform in Ukraine clearly demonstrates significant intra-party dissonance on electoral system preferences. This result questions the usefulness of the party unity assumption.  相似文献

In 1929–1934 Galician intellectuals who emigrated to Soviet Ukraine from abroad were subject to mass repression. This article demonstrates how the party and the Soviet secret police discredited and eliminated this intelligentsia. Leading party officials perceived Galicians as possessing a strong sense of national identity and internal unity, and therefore an obstacle to plans for homogenizing Soviet Ukraine. The research draws on Ukrainian periodicals published in the early 1930s, on files relating to two major group criminal cases that were conducted in the early 1930s and that are now available to scholars in the Security Service archives of Ukraine (the former Soviet secret police archives), and on recent scholarship in the field. The archival evidence demonstrates that the cases were fabricated and the charges against Galicians were constructed as part of a planned “anti-nationalist” campaign.  相似文献

This article resuscitates some of the theoretical arguments of transition studies to shed light on the complex institutional and political developments in post-Orange Ukraine (2004 – 2007). In December 2004, Ukraine's elite agreed to embark on a complex transition involving power-sharing between the Rada (parliament) and the government on one side, and the presidency on the other. The new electoral law was to be based on a fully proportional system. In the subsequent period of 2005 – 2007, two consecutive proportional elections have been held, Ukraine has had several governments, and the Rada was incapacitated for a longer period. Rival elites engaged in a zero-sum game over reforms, and attempts were made to resolve differences by several pacts. This article analyses the post-Orange transition in terms of three variables: the effectiveness of pacts, the need to abide by the transition scheme, and the effect of elections. It is argued that Ukraine has failed to deliver on pacts and timetables, but has delivered on elections. This means that its political system may be considered a minimalist and electoral based one.  相似文献

According to the nationalisation hypothesis, it is sometimes argued that electoral lists competing at local elections under a national party label are more likely to win. Yet, in many countries, local lists are still much present. This article seeks to assess the attractiveness of local and national list labels at local elections. Following Rokkan’s hypothesis of the nationalisation of local politics, we test the role of socio-economic inequality on the success of electoral lists across local polities. Based on an original dataset distinguishing the labels of 1.012 electoral lists – be they local, mixed or national – in the 262 Walloon municipalities in Belgium, the multilevel regression demonstrates that local and mixed labels present a significant electoral advantage vis-à-vis national party labels. However, the article shows that this electoral gain decreases as economic inequalities increase: national labels, especially left-wing parties, attract more voters as inequalities rise.  相似文献

This article examines ticket splitting under Mongolia's new mixed-member majoritarian system used for the elections in 2012, reaching several conclusions. First, we confirm that strategic ticket splitting depends on party size, as especially candidates of larger parties receive, on average, more district votes. Second, we show that strategic voting is not a universal phenomenon under the Mongolian mixed-member majoritarian system. Finally, as personal vote rather than strategic voting generally influences electoral behaviour of Mongolian voters at the district level, we hypothesize that institutional factors alone are not sufficient to explain both ticket splitting and strategic voting.  相似文献

This article explores the question of how the dynamic of interstate relations affects the domestic processes of minority mobilisation. It analyses Ukrainian minority activism in contemporary Poland against the background of the changing relations between Poland and Ukraine. The article argues that the influence of interstate relations on Ukrainian minority activism is more complex than a traditional view of national minority politics would lead us to presume. Starting from this case study, the article argues that there is a need for a contextual and process-oriented understanding of the categories commonly deployed in the study of minority politics in the region.  相似文献

This paper analyses spatial differences in the voting results in Poland in the 2015 parliamentary elections. Eleven clusters defining different support profiles are determined using the two most popular stopping rules. Parameters of the multinomial logit model are estimated and determinants of Polish communes' membership in specific clusters are identified. The results of the estimation indicate that economic, sociodemographic and location variables strongly determined the Poles' electoral preferences. However, historical and cultural factors turned out to be the most important determinants.  相似文献

This article examines the problem of contemporary bilateral relations between Poland and Russia. Its thesis largely attributes the rivalry of these two states in Eastern Europe to conceptions relating to the balancing and bandwagoning of power. This rivalry can be put down to the fact that Polish-Russian relations are being developed within broader global processes such as Russia's relations with NATO, the USA and European Union. The greatest obstacle to the maintenance of mutually beneficial relations is the sensitive issue of security. In recent years Poland has consistently underlined its willingness to reinforce NATO's mutual defense mechanisms by supporting the organization's continued presence in Central-Eastern Europe. This issue has been compounded by Poland's striving to bring the countries of Eastern Europe (especially Ukraine) into closer affiliation with Western institutions favoring European integration, which is evidently perceived as interference in what is regarded by Moscow to be a sphere of Russian influence. This has provoked a number of serious crises in bilateral relations between Poland and Russia since the Euro-Maidan Revolution in Ukraine. Russian plans to install new (Iskander) missile systems close to the Polish border and Poland's effective attempts post-2014 to extend NATO presence within its own country testify to the scale of conflicts of interest between the two states and the lack of trust afforded by both sides. The issues highlighted in this paper are of great importance, since they not only enable the complexity of Central European issues to be more fully comprehended but also help to elucidate other global actors' conceptions relating to cooperation with Europe.  相似文献

ABSTRACT

In this article, we estimate the main determinants of local government’s engagement in public-private partnership (PPP) projects using logistic panel regression. We use data from 2478 municipalities and cities in Poland from 2009 to 2016. The results show that municipalities with higher levels of indebtedness have a higher probability of opening PPP tenders while local units that are more dependent on central grants or receive more European grants are less engaged in PPP. We also found that the mayors of municipalities and cities with stronger electoral competition engage in PPP with a higher probability. These results are important for discussions on the efficient use of PPP. They show that local government decisions made in conditions of fiscal constraint and political struggle can blur the PPP’s value-for-money aim.  相似文献

Do Russian courts constrain the state? Or do they facilitate arbitrary state action by favouring state agents over other litigants where such bias is not built into the written laws? Are Russian elections fair? The answers to these questions would help us assess Russia's progress towards establishing the rule of law and a democratic regime. The evidence presented in this article suggests that in electoral registration cases where incumbent politicians have a stake, the Russian courts and the Central Election Commission (CEC) are responsive to pressure from them. More specifically, the systematic analysis of all denials of registration by a District Election Commission (DEC) associated with the 1999 parliamentary election suggests that the Russian judiciary was subject to pressure from the regional authorities. Regional oppositionists tended to seek redress at the CEC, rather than at the local courts. Protégés of the regional administration, on the other hand, preferred to take their appeal to the local courts. A further indicator of the weakness of rule of law in Russia is that previous experience with the legal system made a candidate less rather than more likely to pursue an appeal. At the same time, however, scathing journalistic accounts of judicial corruption, inefficiency, and total subservience to politicians seem to be exaggerated. In 1999, both the courts and the CEC were acceptable appeal venues, since opposition candidates used them to defend their electoral rights more often than all other groups of candidates.  相似文献

Until the 2007 Duma election, the Russian polity displayed several characteristics that should have allowed regional leaders to have an impact on deputies: a federalist system, an electoral system that encouraged regional representation, weak political parties, and regional leaders with electoral resources. Recent research on Russian mixed-member Duma elections argues that governors influenced the election of single-member district deputies. This raises the spectre that governors could have influenced the behaviour of these deputies. Using data from the third post-communist Duma, I demonstrate that single-member district deputies backed by regional leaders in the 1999 Duma election behaved differently from others in two critical areas: parliamentary party choice and support for the presidential legislative agenda. Governor support did not, however, affect committee choice.  相似文献

Several theories of nationalism argue that ethnic and regional cultural heterogeneity are a source of conflict and alienation in a state, and therefore impede nation-building. This article tests this assertion with respect to ethnic and regional differences in Ukraine. Using a 2001 mass public opinion survey developed by the author, the article engages in bi-variate and multivariate statistical analysis of the relationship between perceived ethnic and ethno-regional diversity in Ukraine and various measures of national identity and national unity. The results of this analysis suggest that subjective cultural differences in Ukraine do not substantially undermine national identity, but they do weaken national unity.  相似文献

In this article, we investigate whether the design of the electoral system used in the elections of local councils affects the position of national parties and their main competitors, local independent lists. We study the case of the electoral reform enacted recently in Poland which modified the rules of council elections by introducing the first-past-the-post (FPTP) system, quite rarely used in local elections. Using empirical evidence from the municipalities where FPTP replaced the open-list proportional representation (OLPR) system, we demonstrate that the introduction of single-member districts, and majoritarian rule in council elections, increased the number of single independents, unaffiliated to any party or committee, and limited the (already poor) presence of party candidates and councillors. The reform also strengthened the position of directly elected mayors, in Poland – usually independent, by assuring many of them safe majorities in councils. We found that the share of seats for the winning mayor’s list increased by 10 pp on average after the reform.  相似文献

Although scholars have assessed how the electoral connection of legislators and chief executives affects their support for performance measurement, we know less about how electoral considerations might influence agency administrators’ focus on performance measurement. I suggest that independently elected administrators’ attention to their agency's performance measurement system may be conditional on the likelihood that their efforts in this area will help them realize their electoral goals. Because there is a greater electoral incentive to focus on performance issues when government performance is deficient, elected administrators should be as likely as, if not more likely than, their non‐elected counterparts to focus on performance measurement when the government is performing poorly and less likely to do so when the government is performing well. I find evidence that supports this expectation. This article provides insight into the implications of electoral incentives for management decisions.  相似文献

ABSTRACT

What determines the election of mayors? The extent to which pre-electoral coalitions (PECs) influence mayoral election outcomes has not yet been subject to empirical analysis, despite the question’s fundamental theoretical and practical relevance. This note uses regression discontinuity methods to identify the causal effects of PECs on mayoral election results in Indonesia. The study finds that candidates backed by PECs comprising political parties that control council seat shares exceeding first-round mayoral electoral vote thresholds are 14–18 percentage points more likely to win those elections than their counterparts supported by smaller-sized PECs. The analysis determines that PECs are especially helpful in getting non-incumbent candidates elected, although they have no apparent impact on incumbents’ electoral success. PECs can assist candidates in gaining office, therefore, but they are established under corrupt conditions. Ultimately, governance issues surrounding the formation and functioning of PECs impose significant constraints on the development of local democracy in Indonesia.  相似文献

This article considers the role the Soviet Union's western borderlands annexed during World War II played in the evolution of Soviet politics of empire. Using the Baltic Republics and Western Ukraine as case studies, it argues that Sovietization had a profound impact on these borderlands, integrating them into a larger Soviet polity. However, guerrilla warfare and Soviet policy-making indirectly led to these regions becoming perceived as more Western and nationalist than other parts of the Soviet Union. The Baltic Republics and Western Ukraine differed in their engagement with the Western capitalist world. Different experiences of World War II and late Stalinism and contacts with the West ultimately led to this region becoming Soviet, yet different from the rest of the Soviet Union. While the Soviet West was far from uniform, perceived differences between it and the rest of the Soviet Union justified claims at the end of the 1980s that the Soviet Union was an empire rather than a family of nations.  相似文献

In response to a crisis of representative democracy in many Western countries, (local) governments have introduced instruments to circumvent political parties in order to establish more direct links between citizens and governments. One of these instruments is rendering electoral systems more personal, that is by giving more weight to preferential voting. Preferential voting is important since it constitutes a major element of the personal vote and it determines whether parties or voters are the main decision-makers in designating representatives. We have investigated, in relation to the local elections in Flanders (Belgium), in what kind of municipalities voters are most likely to cast a preferential vote, whether the electoral reform granting voters more power has had an effect, and if it has had an effect, in what kind of municipalities. We have put forward five groups of explanatory variables: socio-demographic, political, social capital, geographic and ballot form variables. Our analysis shows that variables from each group correlate significantly with the percentage of preferential votes, with population density and electronic voting as most important variables. A comparison between the 1994 and 2006 elections often yields the reverse picture: characteristics of municipalities that have a positive effect on the percentage of preferential votes cast have a negative impact on the evolution of preferential voting and vice versa (electronic voting being an exception). This results in the only obvious effects of the electoral reform being seen in urban municipalities, because elsewhere local politics was already to a large extent personalised by politicians being locally known. We could conclude that in these rural municipalities the electoral reform was superfluous.  相似文献

ABSTRACT

In 2000s Brazil, an unprecedented number of Brazilian afrodescendentes (Afro-Descendants) have been mobilizing to secure rights and resources for the Brazilian black population. From carnival parading in ‘cultural’ groups to electoral campaigning, from consciousness-raising education to antiracist community outreach, black activists have been aggressively taking a critical stance toward the discursive fabric of Brazilian race relations and national identity. Placing examples of their discursive struggles over Afro-Brazilian history and culture under the lens of intertextual and heteroglossic relations, I illustrate black activists’ efforts to dispute what they see as misconceptions about black people and blackness that have found their way into the dominant narrative conceptions of Brazilian society. In doing so, I argue, they are accomplishing something of broader social significance: They are revising not only the history and collective memory of race relations in Brazil but blackness itself.  相似文献
